EXPRESSION OF INTEREST FOR THE DETAILED SURVEYING OF PNG CUSTOMS OWNED


LAND, LOT 15 OF SECTION 50 – KONEDOBU | NCD

PNG Customs Service invites Expression of Interest (EOI) from Professional, Established and Reputable
Companies to submit an EOI for the detailed Surveying of PNG Customs owned land, Lot 15 of Section 50 –
Konedobu, NCD.

EOI Must Include:

a. Letter of EOI must include the two tables on page 5 & 6 of this Term of Reference (TOR)
b. EOI must include the Company Profile stating company name with address and contact details, manpower,
structure, services, experience, resources, equipment etc.
c. Must include evidence of PNG IPA Company Registration, IRC TIN Registration Number and Current
Certificate of Compliance
d. Provide evidence of engaging in similar nature of work
e. Provide information of reliable reference sources
f. Provide a quotation or advice on the indicative cost period of service to PNGCS specifically to the
requirements in the TOR.

TERM OF REFERENCE

For

DETAILED SURVEYING OF PNG CUSTOMS OWNED LAND, LOT 15 OF SECTION 50 – KONEDOBU

1. BACKGROUND OF PNG CUSTOMS SERVICES (PNGCS)

PNG Customs Services proposes to develop its area at Lot 15 of Section 50 at Konedobu NCD to meet its
obligation is effective and efficient containment of confiscated goods of very high value and those on transit en-
route for other countries.

In order to achieve that, basically a warehouse is proposed to be constructed. This Geotechnical


studies/investigations is part of the preliminary works required to be completed to ensure suitability of proposed
site for construction works.

2. BACKGROUND TO PROJECT

PNGCS seeks to engage a reputable contractor to provide labour for the detailed Surveying of PNG Customs
owned land, Lot 15 of Section 50.

3. PROJECT AIM AND OBJECTIVE

The main purpose is to carry out a detailed survey of the PNGCS owned piece of land at Konedobu, NCD.
This works is preliminary for the development of a Queensbond Facility in the area, all within the budget and
under the given timeframe.

4. PROJECT REQUIREMENTS

The Survey Works will require the following job and will have to be done and completed within the given
time frame of less than one (1) week.

The requirements of the Survey Works includes but not limited to:

1. The activity is required to provide accurate surveying report/documentations for PNG Customs own filing
and use in the development of the Queensbond Facility or for any other matters that involves the area/land.

2. The survey should take all measures to protect existing structures, fittings and fixtures on site.

3. The survey should ensure all required and necessary works are in line with best standard practices for both
on field work and reporting requirements.

4. The surveyor to provide a detailed work plan or program prior to commencement of work. Any queries
to be discussed & amended or rectified prior to work commencement.

5. The survey team shall undertake the activities as per the following timelines;

- The survey is to start as soon as contract is signed, or as instructed by the Project Manager PNG Customs
whereby field work will be completed in 2 days.
- The report of the Survey will be submitted within 3 days after field works have been completed.

6. QUALITY ASSURANCE REVIEWS OF THE WORK

The Quality of PNG Customs Border Post labour Works will be closely monitored by PNGCS Project
Management Coordination Team (PMCT) who will provide regular reports to the main Project
Management Steering Committee (PMSC), adhering to scheduled timeframes

 The Contractor must provide to PNGSC the work schedules

 The Contractor, will provide the Detailed Work Plan (DWP) justifying the full coordination of the
activities. Key indicators and the benchmarks for the implementation both of the works and the
supplies will be identified

 The report must be send in by both hard and soft copies

 The contractor will be in constant communication with PNGCS of progress of work and provide timely
updates. Any changes or amendments will be communicated, discussed and progressed with PNGCS.

 The final report should cover recapitulation of activities under present assignment. The report shall be
produced in close consultation with the PMCT and approved by the PMSC in writing.

7. MONITORING PROGRESS

The PNGCS PMCT shall monitor and evaluate the progress of the project through the assessment of the
project milestones and deliverables on an ongoing basis, as well as conduct timely evaluation on and after
the project.

8. INDEPENDENCE AND OBJECTIVITY OF STAFF

In carrying out the work, the service provider must ensure that their staff maintains their objectivity by
remaining independent of the activities they execute.

9. PROJECT MANAGEMENT

Process Description

Time Management The project timelines and work schedules will be regularly monitored by the PNGCS
Impact Project PMCT

Quality Management Regular meetings and schedules monitoring as per the TOR of the PMCT, who will be
reporting to PMSC
Change Management - Any changes within the Project Scope will be recorded, discuss at the PMCT level and
submit for approval and authorisation by the PNGCS Customs PMSC Chair

- No changes will be Effected/Implemented/Actioned without the relevant prior approval
from the PMSC Chair
Risk Management The details of each risk will be summarized in a Risk Register to enable the Project
Manager to monitor and control the status of the risks throughout the project
Issue Register - An issue is an adverse event that has occurred and has the potential of jeopardizing the
success of the project.
- All issues will be documented and report to PMSC through PMCT
- The details of each issue will be summarized in an Issue Register and report to PMSC for
immediate deliberations and Project Manager to monitor and control the status of the
Issues throughout the project.

Acceptance Management The PNGSC PMSC will certify performance in terms of the contract

Report Management The PMCT will meet every Monday of each week throughout the duration of the project
as per the TOR to discuss:
- Progress to date
- Current risks and issues
- Any changes required to ensure project success
- PNGCS PMSC will be supplied with regular progress reports in the agreed format
- Monthly progress reports will be submitted by PMCT every 1st week of each month or
as and when the need arise to the PMSC

10. PRICING

 The PNG Customs Service Aim and Scope of Works are detailed in Sections 3 and 4 should be used when
compiling the budget for this bid.

 A detailed cost breakdown structure must be included. All other costs are to be listed and included under
“other”.

 Prices may show quotation of goods if required but not necessary

 All pricing must be shown inclusive of any applicable Goods and Services Tax (GST)

 All pricing must be completed on the standard template as prescribed in the bidding documents

11. TOOLS & EQUIPMENTS

Contractor is required to provide all the necessary tools and equipment that is needed for the job

*The shortlisted Service Providers may be invited to present their proposals to PNGCS through the PMCT/Project

*PNGCS reserves the right not to award the tender to the unsuccessful bidder that fails to fulfil all requirements
therein this TOR.
