• Revision started October 2007.


• Main target was to develop new standard for Launching and recovery appliances
• Promotes the principle of inherent design
• Administrative requirements, as CE marking, certificate of compliance etc. is not a
part of this standard.
• Refers to existing standards where available, mainly EN Standards.
• Additional requirements to describe or raise the safety level for the equipment.
• The work group consists basically of the «3 parties» (employer, employee and
authorities) and a consultant (Det Norske Veritas), that prepares the first draft.

• Structural strength – according to EN13001 series
• High risk Applications (γ n = 1.5 for lifting persons , γn = 2.0 for major accident potential ?)

• Emergency lowering for all power driven lifting appliances.


• Emergency Operation System (EOS) for complex lifting appliances at floating
installations, and for lifting of persons

Annex A Launching and recovery appliances
• Preliminary edition – Referred to by PSA as a recognised standard February 2011
• Functional requirement from DNV standard for free fall lifeboats + SOLAS and
Maritime Authority
• Relevant load conditions and load combinations (γn = 1.5 for lifting persons, training, launching in 16
m Hs, test loads, environmental loads, retrieval mode, secondary means of launching etc.)

• Relevant SOLAS tests + NORSOK tests of prototype, FAT and installation


• Safety measures in line with Machinery Directive for lifting appliances when people
are lifted or lowered (in boat).
• Lifeboats launched by falls and winch: «Pull and go» lowering, automatic release at
sea, manual back up system to avoid re entry and high dynamic factors.
• Strength calculations of davit, MOB boat and its release mechanism and the elastic
pendant when launched by offshore crane

Annex B Material handling
• Global design of installations and plants to facilitate safe material handling
• Prioritised philosophy for Material handling (fork lift truck, elevators, lorry mounted cranes, mobile
cranes)

• Permanent arrangement or a description for lifting, for equipment weighing more


than 25 kg – differentiated according to maintenance interval.
• Lifting zone map for the installation
• Risk assessment and High risk applications
• Clear view from main cranes operator station to main landing areas
• Requirements for Material handling philosophy and Material handling plan.
• The installation shall be designed for safe and efficient material handling through its
lifetime.

Annex C Lifting accessories (G11)

• Special designed equipment for lifting at drill floor is defined as lifting equipment.
• Design shall also ensure that these lifting accessories is safe to use (Ref.
Machinery directive)
• Hinged mechanical joining devices shall not be used
• Material grade 80

Annex D Lifting equipment in drilling area

• Defines the equipment at drill floor that is lifting equipment, and which one is drilling
equipment.
• Functional requirements from NORSOK D-001 Drilling equipment
• Design according to DNV OS-E101 “Drilling plant”, API standards and machinery
safety standard ISO 12100

Annex E Elevators and lifts

• Refers to EN 81 standards
• Collects additional requirements in other NORSOK standards (S and C) in Annex E
• Additional requirement: Possibility for the passengers in the elevator to evacuate,
with out help from outside, in an emergency situation at the instalation.
• The lift chair shall be connected to the installation’s PA system and telephone
system

Annex F Portable units

• Reference to DNV 2.7.1 (EN 12079), DNV 2.7.2 and partly DNV 2.7.3
• New design calculations for lifted objects (load)
• Additional requirements: Stacking pins and protruding parts that can snag to
structure at boat or other loads are not allowed on portable units.

Annex G Cranes
• Refers to EN standards from TC147
• General requirements for Emergency Operation System (EOS)
• New additional requirements to raise safety level at offshore cranes (data recorder,
wireless access to control system, rigging sensor, position of emergency stop and MOPS, speeds, anti collision system,
interface to safety systems at installation)

• Requirements for load chart for launching of MOB boat by offshore crane
• Sub sea cranes – System for surveillance of lifetime for wire rope
• Manual chain hoists shall be equipped with overload device and double brake
activator mechanism

Annex K High risk appliances (Informative)

• Recommendations for lifting appliances used in high risk applications


• Class 1 Lifting of persons and dangerous gods, and lifting over critical equipment
− Considerable consequences or potential loss of lives in the vicinity of the
lifting operation
• Class 2 Lifting over live plant, with a major accident risk
− Very serious consequences or potential loss of lives at the whole installation
• Duplicating of components is the preferred measure for mechanisms and
suspensions
• Increased risk coefficient γn for foundations, superstructures etc.
• Control systems to have performance level d or e for class 1 and e for class 2
