MEMORANDUM OF UNDERSTANDING ON
ESTABLISHING AND PROMOTING EFFICIENT AND
INTEGRATED SEA LINKAGES
Di tanda tangani oleh Menteri Perhubungan negara anggota BIMP
EAGA pada tanggal 2 November 2007 di Singapura.

1. Menetapkan 35 pelabuhan sebagai pelabuhan gerbang BIMP-EAGA,

yang akan digunakan untuk mempromosikan dan memfasilitasi
perdagangan maritim dan pergerakan orang di subkawasan tersebut.
2. Mengatur untuk melakukan langkah bersama untuk mempromosikan
dan mempertahankan perdagangan dan pariwisata maritim intra-
EAGA, memfasilitasi masuknya operator pelayaran dan investor, dan
memberikan hak eksklusif sementara untuk layanan pelayaran
perintis.
3. Mengembangkan dan memformalkan mekanisme yang akan
memungkinkan saling pengakuan dan pemantauan standar
keselamatan, persyaratan keamanan, perlindungan lingkungan, dan
pengawakan kapal dari kapal berukuran non-konvensional, yang saat
ini mendominasi jalur laut EAGA.

Para 12. BIMP-EAGA’s MOU on Sea Linkages is helping
to further strengthen the port networks …. At the 23rd
BIMP-EAGA Ministerial Meeting in November 2019
held in Kuching, Sarawak, three additional gateway
ports were added, namely Jolo Port, Siasi Port and
Bulliluyan Port to promote and facilitate intra- and
extra-EAGA maritime trade and movement of people
including cruise tourism, i.e. links with Benoa Port in
Bali, Indonesia (extra-EAGA).

Standards and Inspection for Non-Convention Sized Ship
(NCS) within ASEAN Member States for the operation of
NCSs within BIMPEAGA is under discussion. Internal
consultations on technical matters affecting the operation
of NCSs within BIMP-EAGA are ongoing.
To support marine tourism within BIMP EAGA region and
beyond, Indonesia added Benoa, Bali. In connection to the
pandemic which hits the global cruise tourism, Indonesia
in the way to resumption cruise tourism post pandemic.
Indonesia also issued new policy to support yacht and
cruise tourism which allow debarkation and embarkation
of passenger at 10 ports for cruise (was 5 major ports).
Adakah usulan selain Benoa?
The ASEAN MOU on NCS was signed on 18 November
2018 in Bangkok, Thailand, in conjunction with
STOM/ATM. Indonesian NCS sail to ASEAN region and
beyond and Indonesia recognises NCS certificates
issued by competent authorities from AMS (e.g the
Philippines). Indonesian NCS mostly sails to Singapore
and Malaysia waters.

on ASEAN Connectivity (MPAC).

1. New shipping service within Greater Sulu–Sulawesi Corridor
(GSCC) has been proposed between Indonesia and Malaysia,
Tg. Silopo (West Sulawesi)-Sabah, Malaysia Shipping Service.
After domestic consultation, Tg. Silopo needs a lot of
improvement including port facilities and infrastructure,
including CIQs (The port also not included in international list)
and cargo handling utilities. The ports is in process of trestle
maintenance which expected to be completed at the end of
2022, therefore the operation of the port will be ceased until
further notice. Further, Tg. Silopo will focused in domestic
shipping to support the development of new capital city (IKN).
2. Resumption of Manado/Tahuna-Davao Indonesia vessel, KM
Gloria 28 is an extension to support the Bitung-
Davao/General Santos as Manado is near to Bitung port.
However, as stated in any ASEAN and BIMP EAGA, Indonesia
committed to continue the sustainability of the route by
extend to other related route and not limited to certain type
vessels.
