PROVIDING STANDARD MEASURES FOR THE PREVENTION OF DENGUE OUTBREAK IN


BARANGAY VI BY REQUIRING ALL BARANGAY OFFICIALS AND EMPLOYEE TO PERFORM CLEAN-
UP DRIVE EVERY FIRST MONDAY OF THE MONTH.

WHEREAS, pursuant to the Local Government Code of 1991, Every local government unit shall
exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary,
appropriate, or incidental for its efficient and effective governance, and those which are essential to the
promotion of the general welfare. Within their respective territorial jurisdictions, local government units shall
ensure and support, among other things, the preservation and enrichment of culture, promote health and
safety, enhance the right of the people to a balanced ecology, encourage and support the development of
appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance
economic prosperity and social justice, promote full employment among their residents, maintain peace and
order, and preserve the comfort and convenience of their inhabitants; local government units shall
endeavour to be self-reliant and shall continue exercising the powers and discharging the duties and
functions currently vested upon them. Local government units shall likewise exercise such other powers
and discharge such other functions and responsibilities as are necessary, appropriate, or incidental to the
efficient and effective provisions of basic services and facilities, such as, but not limited to, the provision of
social welfare services, which include, among others, programs and projects on child and youth welfare,
family and community welfare, women’s welfare and other pro-poor project and nutrition services;

WHEREAS, the Local government unit of Barangay VI sees it imperative to address the City E.O
___________________ to conduct a monthly clean-up drive in the Barangay every 1 st Monday of the
Month to avoid dengue outbreaks and saving the lives of its constituents;

WHEREAS, seen as a community based-problem, there is a significant need to intensify


community awareness, responsive and participation to control and avoid dengue outbreak.

WHEREAS, seen in some areas of the Barangay that canals need an immediate attention to avoid
stagnant water.
WHEREAS, combating mosquito vector is the primary method in controlling dengue transmission
practiced by many today.

WHEREAS, effective mosquito control can be implemented using environmental management,


chemical method, proper waste disposal and management and community participation by practicing the 4-
S strategy in their households. 4-S stands for “Search and destroy” mosquito-breeding sites, employ “Self-
protection measures” (i.e. wearing long pants and long sleeved shirts, and daily use of mosquito repellent),
“Seek early consultation”, and “Support fogging/spraying” only in hotspot areas where increase in cases is
registered for two consecutive weeks to prevent an impending outbreak.

NOW THEREFORE, after lengthy deliberation and discussion, on motion of _______ duly
seconded by Hon. ____________, the Sanggunian has approved the resolution to conduct a monthly clean
up drive to address the need to prevent Dengue Outbreak.
