Why Tunnels?
Cairo is considered the first city in the Middle East and the African continent in terms of
population. The population of Greater Cairo, is added to them by at least two million who are
coming to Cairo from nearby governorates. This increase in population was supposed to be
matched by a noticeable improvement in the means of transport and communications
consistent with this increase and in line with the requirements of the times in this area, but
which happened that the population increased and the service decreased in transportation
abnormally overcrowded with buses of the Public Transport Authority.
The implementation of the Metro project began in the late fifties of the last century and several
studies were carried out in the sixties and seventies by experts from all countries. That time, it
was not easy to start a project that would cost a lot of time and money and its revenue would
not appear quickly.
The Government tried to solve the Heavy traffic problem by constructing bridges and tunnels
thereunder but it was inadequate, so the execution of Metro lines was necessarily needed.

National Authority for Tunnels (NAT):


Is a Government Agency under the jurisdiction of Ministry of Transport, was incorporated in
1983, for executing Metro Lines projects in Arab Republic of Egypt and does the relevant
scientific and economic researches in this connection, in co-operation with foreign and local
companies.
Since its establishment, the “National Authority for Tunnels” has successfully executed Metro
Lines Networks (more than 83 KM), in addition to the other relevant establishments and
utilities. The Project investments have reached 23 billion Egyptian pounds with a rate of 700
million Egyptian pounds every year. These investments rates are undoubtedly high and
unprecedented in comparison with the other agencies in the Government of Egypt.

Greater Cairo Metro – Line 3:
Transport studies conducted for the Greater Cairo region have concluded to determine the
route of the Third Line of The Subway from “Imbaba / Mohandessin, west of the Nile, passing
down the Nile to Zamalek Island / Ataba Square / Abbasid areas / Cairo and Heliopolis
Stadium / Alf Masken / The Suez Bridge to end at Cairo Airport”. Total length of 48 km.
As a result of the urban expansion in the construction of new cities east of Cairo (10th of
Ramadan - Badr - Al Shorouk - El Obour and others), the “Ministerial Committee” formed by the
“Ministries of Transport and Housing” to study joint projects and make recommendations for
the development and improvement of its results and the development of studies of the third
line to extend east of the ring road. With Ismailia road (the tenth position of Ramadan) to serve
the new cities east of Cairo in addition to coming from the governorates (Ismailia - Port Said -
Sharkia - Sinai), and extends west to the “Kit Kat” and then branch Here to areas of “Imbaba” to
connect with the ring road at “Rawd El Farag axis” in its first branch and then “Gameat El Dowal
Street” to serve “Boulaq El Dakrour area” and connect with the second line to Cairo University
station in its second branch and to achieve service exchange with different means of transport.
Spending on the need to establish exchange stations including (subway station - train stations if
any - parking lots - stations for mass transit) in order to achieve better service to the largest
possible number of residents of Greater Cairo and its visitors, who number up to 3-4 million per
day and evacuation The center of the capital of provincial cars.
The route of the third line was planned as the first transit line in the Greater Cairo subway
network, where the route passes from east to west, interrupting the first and second lines that
pass from north to south to reach 48 km and a total of 39 stations including 26 subway stations
- 5 stations Surface - 8 overhead stations.

The line is being implemented in four stages as follows:


The First Stage:
This stage extends from Attaba to the Abbasia length of
4.4 km and consists of 5 tunnel stations (Al-Ataba - Bab
Al-Shaareya - Al-Jish - Abda Basha - Al-Abbasiya) in
addition to 4 ventilation stations and a workshop for
light Umrah in the area of 10 acres and is exchanged
service Attaba station.

 This phase started on 7/7/2007


 Was inaugurated in February 2012.
 At a total cost of LE 473.9 billion.

The Second Stage:
This phase extends from Abbasia Square to Haroun Station and is 7.7 km long. It consists of (4)
subway stations namely (Cairo Exhibition - Stadium - Girls College - Al-Ahram) in addition to (7)
ventilation installations. Drilling machine The implementation of the Harun station with the
second stage was recognized as an alternative to the exit well, which should be opened with
the start of the fourth phase.

 Implementation of this phase


began on 1/7/2009
 Was inaugurated on 7/5/2014.
 At a total cost of LE 499.6 billion.

The Third Stage: (Ongoing Project)

The route of this stage extends from Attaba to the Rod El Farag axis north of Imbaba and then
crosses the ring road to Itay El-Baroud railway. Then heading south to Cairo University crossing
the Arab League Street and Bulaq Dakrour to connect with the second line at the station of
Cairo University.

The total length of this stage is about 17.7 km and the total number of (15) stations will be
implemented this stage on three parts are as follows: -

Part One (3A):


With a length of 4 km and extends from Attaba to Kit Kat and includes a number of (4) tunnels
stations, (Nasser, Maspero, Zamalek, Kit Kat). The implementation rate is currently 44%

Part Two (3B):
With a length of 6.6 km and extends from the Kit Kat station passing through the area of
Imbaba until it reaches the exchange station at the axis of Rod al-Faraj and includes 6 stations
(one tunnel station and the number of 4 overhead stations and 1 surface station) namely
(Sudan - Imbaba - Bouhi - Arab Nationalism - Ring Road - Station The exchange rate is at the
center of Rawd Al-Faraj). The implementation rate is 10%.

Part Three (3C):


With a length of 7.1 km and extends from the Kit Kat station passing through the area of
Mohandsen and Bulaq Dakrour until Cairo University and includes 5 stations (3 subway stations
and an overhead station and a surface station) namely (Tawfiqia - Nile Valley - League of States
- Bulaq Dakrour - Cairo University). The implementation rate is currently 5 %.

Phase three stations will be opened in three phases:


- Part 1 (3A): December 2021
- Part 2 (3B): June 2022
- Part 3 (3C): April 2023

The Fourth Stage:
The fourth stage of Haroun station in Heliopolis extends in a tunnel to Al-Nozha station 1 with a
length of 5.15 km. Then in an upper track to Al-Salam station (Advisor Adly Mansour) near the
tenth position with a length of 6.37 km. And another branch from Haroun station to Terminal 3
at Cairo Airport. In a tunnel length of 6.65 km to bring the total length of the stage to 18.17 km
and the number of 15 stations.

Phases 4A & 4B will be opened in 3 parts as follows:


1) Part one: includes 3 stations (Haroon – Alf Masken - Shames Club) length of 3.7 km. was
partially opened to the public on 15/6/2019 in preparation for the African Nations Cup.
At a cost of 294 million euros + 2408 million pounds.

2) Part 2: Includes 3 stations (Heliopolis - Nozha - Hisham Barakat) with a length of 2.3 km.
opening plan at the end of December 2019.

(But there are directives from the team / Minister of Transport to increase efforts and
coordination to open the Heliopolis station to coincide with the official opening of the
first part in October 2019 and it was officially inaugurated on October and the cost of
the plant is 1.9 billion pounds, which were fully funded by the state treasury).

3) Part 3: includes 4 stations (Quba - Omar bin al-Khattab - Haykstep - Adly Mansour) in
addition to the workshop of serious pilgrimage length of 5.5 km. Opening plan at the
end of April 2020. At a cost of 239 million euros + 4179 million pounds.

 The third line will serve 9 million passengers and at costs 530 Million euros + 105
Million pounds.

The Importance of the Third line:

1) Meet the demands of heavy transport on the axis of the third line (axis Rod Road Faraj -
Imbaba - Kit Kat - Zamalek - Bulaq - Ataba - Bab Al-Sharia - Abbasiya - Cairo Stadium -
Nasr City - Girls College - Al-Ahram Street in Heliopolis – Alf Masken - Gesr El Suez -
Airport Cairo International - Tenth position).

2) Reducing the surface traffic of other means of transport by 2 million trips / day, thus
achieving a significant saving in flight time.

3) Connecting east and west of Cairo, where the first and second lines are longitudinal
from north to south.

4) Exchange service with the first and second lines in the stations of Gamal Abdel Nasser
and Ataba.

5) The total savings of the third line of the national economy in the year 2724 million
pounds.

New In Line 3:

1) The use of air-conditioned trains to provide better service to passengers.

2) The use of dual-use automatic gates (entry and exit) for both paper magnetic tickets
and contactless smart cards.

3) The use of electronic data plates on the stations platform to display dates and trains
direction.

4) The use of multi-purpose Fibers optic network with high-capacity and operating
efficiency as high as at Al-Azhar tunnel for cars.

5) Modern construction methods including raising the level of the stations which saves
passenger on the distance from the street level to the level of stations platform.

6) Implementation of central control in line 3 in a tunneling station (Attaba) for the first
time.

7) Implementation of a shopping mall in the Attaba station to serve the public.

8) The use of electrical transformers operate on each of the medium voltage to the
metro network 20 kV and medium voltage electricity company network 11 KV.

The project team structure

(Ministry of Transport / The JV of the French companies / the Arab Contractors Company
/ Orascom Construction).

The National Authority for Subway has awarded a contract for the implementation of civil
engineering works for the third line of the Cairo subway to French company "Vinci-
Bouygues" in cooperation with the two companies Orascom and Arabco.

Other works have been assigned to the subsidiaries of the French group:

 Allistom (Signal and Communication)


 Colas, Alstom, Thales and Orascom (Electromechanical Works).
 Eurovia with Orascom (for bars).

Difficulties faced Metro projects


Execution difficulties of phase 1 of line 3

 The most of these difficulties is the sudden collapse in El-Gish Street, where the TBM
was submerged accordingly in the distance between Bab El-Sharia and El-Giesh
stations.
 All the necessary procedures and coordination with the concerned authorities in
Cairo governorate were taken in the collapse area to secure the safety of the
individuals and the building and to avoid any negative consequences.
 All consequent costa for the evacuation, constructions, public utilities, lifting the
submerged TBM, purchasing a new TBM ... etc. were borne and paid by the
contactor.
 Execution of this phase comprises the passing of the TBM underneath the sanitary
drainage tunnel in Bab El-Sharia square.
 The Metro tunnel was executed and completed under the sanitary drainage compels
in a safe manner without any negative consequences.

 Also included the work of the implementation of the tunnel the first phase of the
third line of the passage of machine drilling deep down the tunnel sewer to Cairo
area field door noodles, has been coordinating with the sanitation company of
Greater Cairo (the owner of the project as well as the consultant of English (Black &
Veatch) consultant executive organ of Sanitation and the Office Moharram Bakhoum
local Advisory sanitation company and all state agencies concerned where the body
was carried down the subway tunnel complex sewage safely and without causing
any damage.

Social and economic feasibility of the metro projects


Metro projects are not only speedy, comfortable and safe Mass Transport means but also have
positive impacts on the society as a rule, such as:

1) Relieving the heavy traffic on the surface by decreasing the trip times of the other
transport means, which will help to save a lot of time and increase the national
economy of Egypt.
2) Improving the economic and social standards in the areas metro lines pass by.
3) Preserving environment and people health by using clean electric energy helps to
reduce environment pollution and noise.
4) Reducing the relying on the State budget concerning the imported materials and
equipment, no more than 40% of the project cost, used in the project and giving the
local materials and equipment the priority, more than 60 % of the project cost, which
helps to decrease the relying on the foreign market and foreign currency and increase
the relying on the Egyptian market.
5) Creating over 15 thousand job opportunities for the Egyptian labor, directly, during the
execution and operation of the project, and manufacturing local materials and
equipment to be used in the project, indirectly, and also giving the local companies the
opportunity to take share in the project.

6) Adjusting the special specifications of the project to help local companies taking part in
the project such as: the international contract concluded between the Japanese
Mitsubishi company and the Egyptian Semaf company to manufacture all Metro
vehicles, all kinds of electrical cables, metal cables carriers, electrical distribution
boards, cement, iron, pipes, ceramics (PVC), granite, and lighting units in the Egyptian
companies.
7) Renewing all the public utilities networks pass by the metro route and making sure that
all the other utilities are being in action properly after executing the project.
8) Participating in reclaiming the agricultural lands by means of the soil remains left after
boring the tunnels.

Project KPIs:
The project was based on a budget of 500 Million euro and 105 Million pounds and the projects
budget was sufficient with any differences being because of the difference in currency value
only other than that the budget is sufficient. And any setbacks are usually of the difference in
currency other than it’s all going according to plan.
The first and second phase went according to the time frame (5 years for each phase) of the
project and the budget allocated (973.3 billion).
Accidents rate reached 0% and a decrees in the number of malfunctions decreasing at a
noticeable rate comparing to the same period last year also number of passengers increased
and number of trips increased by 7%.
Success rates are measured by five indicators to measure performance, namely
1) Low accident rates.
2) Regularity of train schedules.
3) Regular flights.
4) Quality of service and development.
5) Hygiene from home and abroad.
As well as increased revenues according to improved performance and no increase in prices.
Maintenance of operating equipment and tools.

Opinion
The Third Metro line helped in improving transportation for the whole metro department
by covering a large populated area in Cairo which should decrees the burden on other
transportation types and help effectively decrease traffic congestion by reducing the
number of surface trips for different modes of transport.

It also had positive effects on the environment, social life and the economy by providing a
fast and clean way of transportation using electricity and providing new job opportunities
for the people.

Creating the third line also paved the way for future projects and the beginning of
developing similar projects in the future on the national level and decreeing the reliance on
foreign firms which also helps in saving foreign currency and which has a positive impact on
the economy and national industry and development.
