SANGGUNIANG BARANGAY OF PINDANGAN EAST, ALCALA, PANGASINAN HELD
AT THE BARANGAY SESSION HALL ON THE 25 TH DAY OF JULY, 2022 AT AROUND
9:00 O’CLOCK IN THE MORNING.

EXECUTIVE ORDER: 004 Series JULY-2022

AN EXECUTIVE ORDER ORGANIZING THE BARANGAY COUNCIL FOR THE

PROTECTION OF CHILDREN (BCPC) OF BARANGAY PINDANGAN EAST,
ALCALA, PANGASINAN.

WHEREAS, REPUBLIC ACT No. 7610 (Special Protection of Children

Against Child Abuse, Exploitation and Discrimination Act) provides for stronger deterrence
and special protection against child abuse, exploitation and discrimination, and its
corresponding penalties;

WHEREAS, Articles 359 and 360 of the Civil Code of the Philippines
provide that “the government shall establish Councils for the protection children”

WHEREAS, Article 87 of Presidential Decree 603 (Children and Youth Welfare Code)
states that “every Barangay Council shall encourage the organization of a Local Council for
the Protection of Children (LCPC) and shall coordinate with the Council for the Welfare of
Children (CWC) in drawing and implementing plans for the promotion of child and youth
welfare”;

WHEREAS, RA 8980, otherwise known as the Early Childhood Care and

Development (ECCD) Act, promulgates a comprehensive policy and national system for
children 0-6 years old. Section 8 (d) of said law requires the organization of National ECCD
Coordination Council (ECCDCC) and coordinating committees at all levels except in the
barangay where BCPC already exists;

WHEREAS, the LCPC and the ECCDCC have the same objectives, both
shall function as one to avoid confusion and duplication of similar councils/committees in the
LGUs. The LCPC shall be the umbrella organization for all programs on children and the
ECCD Coordinating Committee shall be one of the committees under it.
 NOW, THEREFORE, I, Punong Barangay HONNIBAL D. GABRIEL,
of Barangay Pindangan East, Alcala, Pangasinan, by the powers vested in me by law do
hereby order the following:

FUNCTION

1. Fosters education of every child;

Take steps to prevent juvenile delinquency and assist parents of children with behavioral problems;
2. Adopts measures for the health of children;
3. Conducts capability-building projects to increase knowledge and skills in handling children’s
programs;
4. Encourage the proper performance of the duties and responsibilities of parents, and provides learning
opportunities on the adequate rearing of children and positive parent-child relationship;
5. Promotes wholesome entertainment in the community, especially in movie houses;
6. Prepares Annual Work and Financial Plan (AWFP) for children and recommend appropriations to the
Sanggunian;
7. Provides coordinates linkages with other agencies and institutions in the planning, monitoring and
evaluation of plans for children;
8. Establishes and maintains a database on children in the barangay;
Advocates for the establishment and maintenance of playgrounds, day care centers, and other facilities
for child and youth development;
Advocates for the passage of barangay resolutions/ordinances responsive to child-related issues and
concerns, and ensure the inclusion of children’s program in the executive agenda;
Protects and assist children in need of special protection, and refer cases filed against child abusers to
proper agencies;
Monitors situational reports on children, prepare quarterly updates; and
Performs such other functions and other child related laws especially in matters of child and parent
education, health, entertainment, etc.
