UPHOLD THE TIME-HONORED PRINCIPLE
OF PUBLIC OFFICE BEING A PUBLIC TRUST,
GRANTING INCENTIVES AND REWARDS FOR
EXEMPLARY SERVICE, ENUMERATING
PROHIBITED ACTS AND TRANSACTIONS AND
PROVIDING PENALTIES FOR VIOLATIONS
THEREOF AND FOR OTHER PURPOSES

Section 1. Title. - This Act shall be known as the
"Code of Conduct and Ethical Standards for Public
Officials and Employees."

Valenzuela City was named after Pio Valenzuela,
a physician and a member of the Katipunan. It is
one of the cities that comprise the National
Capital Region of the Philippines and is
bordered by the province of Bulacan, and cities
of Caloocan, Malabon and Quezon City.
Valenzuela is categorized under Republic Act
Nos. 7160 and 8526 as a highly urbanized, first-
class city based on income classification and
number of population.

LANDMARKS
The belfry, or bell tower, of
San Diego de Alcala Church is
over four hundred years old,
and is a cultural and religious
relic of the bygone Spanish
era. The tower, along with the
entrance arch, is the only
remaining structure of the
Residence of Dr. Pio original church built in 1632.
Valenzuela
Bell Tower of San
Dr. Pio Valenzuela, the revered Diego De Alcala Church
member of the Katipunan’s
triumvirate and our city’s
namesake, was born in this house
on July 11, 1869. Found along
Velilla Street in Barangay
Pariancillo Villa, this house has
become a tourist attraction, and
more importantly, a valuable part
of the city’s heritage.
Museo ng Valenzuela is one of the
city’s main historical and cultural
landmarks, and houses a vast
collection of artifacts and
memorabilia that traces
Valenzuela’s rich history and
immense progress. It is a shining
symbol of Valenzuela’s heritage,
and is likewise a choice venue for
cultural and artistic events, as well
as public seminars and conventions.
Arkong Bato

This stone arc, found along M.H. Museo ng Valenzuela


Del Pilar Street, was built by the
Americans in 1910, and served as
the boundary between Rizal and
Bulacan province. Today, the
Arkong Bato marks the boundary
between Barangay Santulan in
Malabon and the arch’s namesake,
Barangay Arkong Bato in
Valenzuela.
Valenzuela’s Convention
Center is well-known among
Valenzuelanos as the city’s
center for the performing arts,
as well as a popular venue for
concerts, art shows and
National Shrine of exhibits, and conventions.
Our Lady of Fatima
Valenzuela City
Located near the Our Lady of Convention Center
Fatima University, this shrine is the
center of the Philippine Fatima
apostolate. It was declared a
tourist site in 1982 by the
Department of Tourism, and most
recently, it was declared a
pilgrimage site by the Diocese of
Malolos.

The City Social Welfare and Development Office
(CSWDO) is tasked to provide social protection and
promote the rights and welfare of the poor and
vulnerable groups. It formulates and develops plans
and strategies on social welfare programs and

INSTRUMENTATION

The team formulated a survey questionnaire to


reach the study’s objective on how well
Valenzuela City’s Social Welfare and
Development Office operate in coherence to
Republic Act 6713. The questionnaires were
disseminated to citizens of Valenzuela who are
doing transactions in the Social Welfare and
Development Office. After collecting the
questionnaires, the team tabulated the data and
organized the data gathered for analysis and
interpretation.
