Republic of the Philippines COMMISSION ON ELECTIONS Manila En Banc VOTE COUNTING MACHINE AND INTING, Socorro B., Acting Chairperson CONSOLIDATION AND CASQUEJO, Marlon S., Commissioner CANVASSING SYSTEM TECHNICAL FEROLINO, Aimee P., Commissioner MANUAL FOR OVERSEAS VOTING BULAY, Rey E., Commissioner IN CONNECTION WITH THE OVERSEAS VOTING ACT OF 2013 promulgated: February 16, 2022 FOR PURPOSES OF THE 09 MAY 2022 NATIONAL AND LOCAL ELECTIONS x ————X RESOLUTION No. _ 10762 WHEREAS, by virtue of Republic Act No. 9369 in relation to Republic Act No. 9189 as amended by Republic Act No. 10590, the Commission on Elections has resolved to adopt a paper-based Automated Election System (AES) in connection with the May 9, 2021 National and Local Elections, by using Vote Counting Machines (VCMs) in the voting, counting and transmission of election results from the precinct level at the Foreign Service Posts, and the Consolidation and Canvassing System (CCS) in the canvassing/ consolidation of the electronically transmitted election results from the Special Board of Canvassers (SBOC); WHEREAS, on 12 January 2022, the Commission promulgated COMELEC Resolution No. 10751 otherwise known as the "GENERAL INSTRUCTIONS FOR THE SPECIAL BOARD OF ELECTION INSPECTORS AND SPECIAL BALLOT RECEPTION AND Custoby GROUP IN THE CONDUCT OF AUTOMATED VOTING AND COUNTING OF VOTES IN CONNECTION WITH OVERSEAS VOTING ACT OF 2013 FOR PURPOSES OF THE 09 MAY 2022 NATIONAL AND LOCAL ELECTIONS! WHEREAS, on 12 January 2022, the Commission promulgated COMELEC Resolution ‘No, 10753 otherwise known as the "GENERAL INSTRUCTIONS FOR THE SPECIAL BOARD OF CANVASSERS IN THE CONDUCT OF CONSOLIDATION/CANVASSING AND UPLOADING OF ELECTION RESULTS VOTES IN CONNECTION WITH OVERSEAS VOTING ACT OF 2013 FOR PURPOSES OF THE 09 MAY 2022 NATIONAL AND LOCAL ELECTIONS"; NOW THEREFORE, pursuant to the powers vested in it by the Constitution, the Omnibus Election Code, Republic Act No. 9369, and other election laws, the Commission HEREBY RESOLVES to promulgate, the following VCM Operation Procedures for (A) Final Testing and Sealing (FTS) (B) Overseas Voting Election Period and (C) Transmission of Election Results in connection with the 9 May 2022 National and Local Elections. Section 1. Scope. - This VCM and CCS Technical Manual shall supplement COMELEC Resolution Nos. 10751 and 10753, respectively. Final Testing and Sealing (FTS) of Vote Counting Machine (VCM) - The SBEI shall perform the following procedures for the FTS of VCM. 1. PRELIMINARY PROCEDURES TO FTS a. Retrieve the VCM from its box. b. Show to the public that the VCM slots labeled "A" and "B", where the main and back-up SD cards are individually stored respectively, are sealed. c. Place the VCM properly on top of the ballot box. d. Open the thermal paper printer cover and ensure that the roll of official thermal paper is properly installed. e. Close the thermal paper printer cover. £ Retrieve the battery cables inside the VCM box, connect the cables to the battery and connect the other end of the battery cable to the VCM DC power port. g. Connect the power adaptor to the AC power port of the VCM and plug the other end of the adaptor to the electrical outlet, h. Turn on the VCM to display the Device Information and the Home Screen. i. Check the Date and Time at the top-left corner of the screen. The Date and Time should be set at Philippine Time. If the date and/or time is incorrect or not in Philippine time, perform the following procedures: i, The SBEI Chairperson shall place his/her iButton on top of the iButton security key receptacle and apply a slight pressure thereon. ii, A message “SELECT THE PROFILE TO AUTHENTICATE” and the role of the electoral boards will be displayed on the screen. iii, Select CHAIRPERSON profile. The VCM will display the message “INPUT YOUR PIN”. Enter the role Pin of the SBEI Chairperson. iv. From the Election menu, select UTILITIES option and choose CHANGE SYSTEM DATE AND TIME. v. The system will display the message “INPUT PIN FOR EB CHAIRPERSON TO CONFIRM EXECUTION OF CHANGE SYSTEM DATE AND TIME”. Enter the role PIN of the SBE Chairperson. Resolution No. Page 3 of 35 2022 NLE VCM and CCS Technical Manual for OV vi. The screen, to change the date of time, will display with CANCEL and CHANGE button. Press the DOWN OR UP ARROWS to adjust the date and time. vii. Press the CHANGE button. A message prompt, “CHANGE DATE ‘AND TIME COMPLETED SUCCESSFULLY”, will appear with DONE button. viii, Press DONE button to return to the UTILITIES sub-menu. ix. Press X mark in the bottom left corner of the screen to return to the Election menu. Il VCM DIAGNOSTIC PROCEDURES a. From the Election menu, the certified IT-capable SBEI member shall select DIAGNOSTICS option; b. The VCM will display the DIAGNOSTICS Menu. Click the ROUNDED- ARROW button to scroll down the screen. Select RUN ALL option. c. After choosing RUN ALL, the VCM will then display the message "AUDIO DIAGNOSTIC” test for speaker and headphone tests. i. To test the VCM speaker: The VCM will display "PLAYING SOUNDS..." and automatically play sounds on the VCM speaker. ii, The VCM will display the message "DID YOU HEAR THE SOUNDS?" with YES and NO buttons, Press YES if you heard the sounds. NO if you did not. iii, After checking the speaker, the VCM will test the audio for headphone: Since no headphone is connected, the VCM will display “THE HEADPHONES ARE DISCONNECTED. CONNECT THEM". Press “X" located at the lower left of the screen. iv. The VCM will display “AUDIO DIAGNOSTIC HAS BEEN CANCELLED. THE TASK WAS COMPLETED SUCCESSFULLY.” Press DONE button. d. The VCM will automatically proceed to the screen of testing the CAST and RETURN Buttons. i, The VCM will display the message "PLEASE PRESS THE CAST BUTTON". Press the GREEN BUTTON with “/”, located on the right side of the screen. ii. The VCM will display the message "PLEASE PRESS THE RETURN BUTTON". Press the RED BUTTON with “X” located on the right side of the screen. Resolution No. Page 4 of 35 2022 NLE VCM and CCS Technical Manual for OV e. The VCM will automatically perform the ETHERNET DIAGNOSTIC. It will display the message "DETECTING NETWORK INTERFACES... PLEASE MAKE SURE THE NETWORKING CABLE OR MODEM DEVICE IS CONNECTED". Plug in the ethernet cable. f. After testing the ethernet, TRANSMISSION DIAGNOSTIC shall now be performed by the VCM. It will display the message "PLEASE INSERT THE GSM TRANSMISSION DEVICE". DO NOT PLUG IN THE TRANSMISSION DEVICE (BGAN). Note: Per Section 48 (e) of COMELEC Resolution No. 10751, in no case shall there be transmission of votes during the FTS of VCM. g: It shall display “TRANSMISSION DIAGNOSTIC COULD NOT BE COMPLETED. THE GSM TRANSMISSION CONNECTION HAS EXPIRED" with DONE button. Tap DONE button. h. The VCM will automatically proceed to the PRINTER DIAGNOSTIC. At this point, the VCM will display the message " PRINTING IMAGE" while simultaneously printing the image on the thermal paper. The image to be printed is also displayed on the VCM screen. i. After printing the image, the VCM will display the message "WAS THE IMAGE PRINTED CORRECTLY?" with NO and YES buttons. Press YES if it was correctly printed. NO if it was not. j. The VCM shall now perform the POWER DIAGNOSTIC. i, The message "TESTING BATTERY'S CHARGER CONNECTION... PLEASE MAKE SURE THAT THE BATTERY IS CONNECTED AND THEN DISCONNECT THE POWER CORD" will be displayed. Connect the Battery to the VCM battery port. ii, The message “PLEASE DISCONNECT THE POWER CORD” will then be displayed. Disconnect the power cord, after which the message "THE POWER CORD IS DISCONNECTED” will be displayed. ili, ‘The message “PLEASE CONNECT THE POWER CORD” will be displayed. Connect the power cord, then the message “THE POWER CORD IS CONNECTED” will be displayed. k. The VCM will then proceed to the TOUCHSCREEN DIAGNOSTIC with the following instructions: i, "PRESS THE MARK ON TOP-LEFT CORNER." Press the BLINKING CIRCLE on the screen. ii, "PRESS THE MARK ON TOP-RIGHT CORNER." Press the BLINKING CIRCLE on the screen. Resolution No. Page 5 of 35 2022 NLE VCM and CCS Technical Manual for OV iii, iv. "PRESS THE MARK ON BOTTOM-RIGHT CORNER." Press the BLINKING CIRCLE on the screen. "PRESS THE MARK ON BOTTOM-LEFT CORNER." Press the BLINKING CIRCLE on the screen. 1. The VCM will now proceed to SCANNER DIAGNOSTIC, and displays the message "CONNECTING TO THE SCANNER DEVICE. PLEASE WAIT...". Wait for the VCM to display the message, "PLEASE INSERT THE DIAGNOSTIC BALLOT". iv. vi. vii. viii. ix. xi, xii, Insert one (1) FTS ballot The screen will display “PROCESSING THE FRONT FACE” and then “PROCESSING THE BACK FACE”. The VCM screen will display the images of both sides of the ballot. The first image to be displayed shall be based on which side of the ballot was facing upward when inserted. Press NEXT button to see the other side of the ballot image. Press the PREVIOUS button to return to the first ballot image. Press “+” button to zoom-in the image. To navigate the screen, press the screen and move your finger up or down to view the top or bottom of the ballot image. Press “-” button to zoom-out the image. Press BACK button to continue with the test, The VCM will display the message"DO THE IMAGES CORRESPOND TO THE PHYSICAL BALLOT?" with YES and NO options. Press YES if the images correspond to the physical ballot or NO if it does not correspond. If the scanner passed all of the foregoing tests, the VCM will display the message "SCANNER DIAGNOSTIC WAS SUCCESSFUL". The VCM will now automatically return to the VCM DIAGNOSTIC screen and display “/” on "Scanner." If no FTS ballot is inserted, the VCM will display the message, "SCANNER DIAGNOSTIC COULD NOT BE COMPLETED. THE SCANNER REPORTS ITSELF AS IN ERROR STATE” with DONE button. m. The VCM will now display the message IBUTTON DIAGNOSTIC. Resolution No. Page 6 of 35 2022 NLE VCM and CCS Technical Manual for OV i. The message will display “PLEASE INSERT THE IBLITTON”. ‘The SBEI Chairperson will place his/her iButton security key receptacle and will then display the message “THE IBUTTON HAS BEEN DETECTED SUCCESSFULLY.” n. The VCM will now display the message "USB PORTS DIAGNOSTIC". This diagnostic procedure can be skipped as no USB transmission device will be deployed to Posts. Press “X” button on the lower left part of the screen to cancel the USB Port Diagnostic. The VCM will then display a message “LISB PORT DIAGNOSTIC HAS BEEN CANCELLED” with Done button, Press DONE button. 0. The VCM will proceed to the SD MEMORY DIAGNOSTIC with message “ALL THE REQUIRED STORAGE DEVICES WERE DETECTED.” After which it will check and display the detected SD specifications: Serial Number, Total Size, Free Space, Write Speed and Read Speed. p. After all the components have been tested, the VCM will automatically print the Diagnostic Report. The messages "PRINT DIAGNOSTIC REPORT" and "GENERATING THE REPORT... SAVING THE REPORT... PRINTING THE REPORT... " will be displayed on the screen while simultaneously printing the report. q. Detach the printed diagnostic report and place it inside the envelope (FTS Envelope) provided for the purpose. 1. After printing the diagnostic report, if some tests were skipped or unsuccessful, the VCM shall display the messages: “SOME ACTIVITIES WERE NOT COMPLETED SUCCESSFULLY.” “UNSUCCESSFUL ACTIVITIES: [NO. OF UNSUCCESSFUL ACTIVITIES)” iii, “SKIPPED ACTIVITIES: [NO. OF SKIPPED ACTIVITIES” with DONE button. Click the DONE button to return to the Diagnostics Menu. UNSUCCESSFUL ACTIVITIES refer to “Failed” status on the printed Diagnostic Report, and SKIPPED ACTIVITIES refer to “Not Executed”. iv. Press the DONE button to go back to the Diagnostics menu. 8. Click the “X” button in the bottom-left part of the screen to return to the Election Menu. Il OPEN VOTING Resolution No. Page 7 of 35 2022 NLE VCM and CCS Technical Manual for OV a. The IT-capable SBEI member will then select OPEN VOTING. The VCM will display the message INPUT PIN FOR EB CHAIRPERSON TO CONFIRM THE EXECUTION OF OPEN VOTING". Enter the authorized password/pin of the SBEI Chairperson, The VCM will display the registration of the SBEI Members. b. Toenroll the name of the assigned SBEI Chairperson: i. Press ASSIGN button beside the EB Chairperson. The VCM will display “PLEASE ENTER THE EB CHAIRPERSON NAME". ii, Enter SBEI Chairperson’s name and press ASSIGN button. . To enroll the name of the assigned SBEI Poll Clerk: i. Press ASSIGN button beside the EB Poll Clerk. The VCM will display "PLEASE ENTER THE EB POLL CLERK NAME”, ii, Enter SBEI Poll Clerk’s name and press ASSIGN button. d. To enroll the name of the assigned SBEI Third Member: i, Press ASSIGN button beside the EB Third Member. The VCM will display “PLEASE ENTER THE EB THIRD MEMBER NAME". ii. Enter SBEI Third Member's name and press ASSIGN button. e. To replace the registered name, press the REMOVE button corresponding to the name of the SBEI Member. £. Press on the ASSIGN button to input the new SBEI information. g- Press the CHECK MARK, (/) at the bottom-right of the screen to automatically print the Initialization Report. h. The messages "OPEN POLLS" and "GENERATING THE REPORT... SAVING THE REPORT... PRINTING REPORT... "will appear on the screen while simultaneously printing the Initialization Report. The report will show Zero (0) vote for each candidate including the geographic information (Post, Country /Jurisdiction), machine ID, clustered precinct TD, VCM status, number of registered voters, number of voters who actually voted, and number of valid ballots cast. After printing the Initialization Report, the VCM will display the message "OPEN POLLS COMPLETED SUCCESSFULLY"; "THE DEVICE STATE HAS BEEN UPDATED" with DONE button. Press DONE button. j. Detach the Initialization Report. The SBEI Chairperson, Poll Clerk, Third Member, including the representatives of the political parties, candidates, or citizens’ arms present, shall affix their signatures thereon. Place the Initialization Report in the envelope (FTS Envelope) provided for the purpose. Resolution No. Page 8 of 35 2022 NLE VCM and CCS Technical Manual for OV IV. GOTO VOTING a. From the Election Menu, press the GO TO VOTING button. The VCM will print the Status Report and will then display the message, "GO TO VOTING COMPLETED SUCCESSFULLY"; "VOTING HAS BEEN ENABLED ON THIS DEVICE." with DONE button. Press DONE button. b. The VCM is now ready to accept ballots. At this time, the VCM screen will display the message "TO GET STARTED, INSERT ONE BALLOT AT A TIME, IN ANY ORIENTATION INTO THE SCANNER SLOT". c. Ensure that the INSERT BALLOT screen displays the following details: i. The VCM shall interpret the ballot. The message "YOUR BALLOT IS BEING PROCESSED’ will be displayed on the screen. ii, After processing, the VCM will display the following messages: "YOUR VOTE IS BEING CAST. PLEASE WAIT”. Another message will be displayed “YOUR VOTE IS BEING PRINTED" while simultaneously printing the voter's receipt iii, The messages, "DEPOSITING THE BALLOT IN THE BOX" and"YOUR VOTE HAS BEEN CAST. THANK YOU FOR VOTING." will be displayed in the screen respectively. V. CLOSE VOTING a. After the ten (10) FTS voters have cast their votes (or below ten (10) FTS voters for countries/jurisdiction of Posts with less than ten (10) registered voters), the Poll Clerk will place his/her iButton security key on top of the iButton security key receptacle, apply slight pressure thereto, after which the VCM will display message “SELECT THE PROFILE TO AUTHENTICATE", b. Select EB MEMBERS. The VCM will display the message “SELECT THE USER TO AUTHENTICATE with "EB POLL CLERK" and "EB THIRD MEMBER" options. i. Select EB POLL CLERK. ii The VCM will display the message "INPUT YOUR PIN". iii, Enter the role PIN of SBEI Poll Clerk. A message “THE USER EB POLL CLERK WAS AUTHENTICATED SUCCESSFULLY” appears on the screen and the VCM will return to the previous display - "SELECT THE USER TO AUTHENTICATE" iv. Select EB THIRD MEMBER. Resolution No. Page 9 of 35 2022 NLE VCM and CCS Techical Manual for OV vy. The VCM displays "INPUT YOUR PIN". Enter the role PIN of SBEI Third Member. c. The VCM shall then display the Election Menu. From the Election Menu, choose the option CLOSE VOTING. d. After choosing Close Voting, the VCM shall display the message "INPUT PIN FOR EB POLL CLERK TO CONFIRM THE EXECUTION OF CLOSE VOTING". After successfully inputting the role PIN for SBEI Poll Clerk, the VCM will display the message "INPUT PIN FOR EB THIRD MEMBER TO CONFIRM EXECUTION OF CLOSE VOTING". Input the role PIN of the SBEI Third Member. e. The screen, to add signatures to the election results, will prompt with the message "PRESS NEXTTO ADD A SIGNATURE TO THE ELECTION RESULTS. (REQUIRED SIGNATURES: [NO. OF SIGNATURES)" along with “DIGITAL SIGNATURE ALREADY ADDED: 0” and the NEXT button. The SBEI Chairperson shall press NEXT. i, The VCM will display the message “PLEASE TAP IN THE SLOT THE IBUTTON TO BE REGISTERED.” with CANCEL button. ii, The SBEI Chairperson will place iButton on top of the iButton security key receptacle and apply pressure thereon, The VCM shall display the message "READING IBUTTON... DO NOT REMOVE THE IBUTTON AND PLEASE WAIT". iii, Wait until the VCM displays the message, “PLEASE INPUT THE ROLE PIN”. The SBEI Chairperson shall now enter his/her role pin. iv. The VCM shall thereafter display the message "DIGITAL SIGNATURE SUCCESSFULLY ADDED". v. The VCM shall again display the screen for adding digital signature with message, "DO YOU WANT TO ADD A SIGNATURE TO THE ELECTION RESULTS? (REQUIRED SIGNATURES: [NO. OF SIGNATURES]" along with the “DIGITAL SIGNATURES ALREADY ADDED: 1” and the YES and NO options. The SBE! Poll Clerk shall press YES. vi. The VCM will display the message “PLEASE TAP IN THE SLOT THE IBUTTON TO BE REGISTERED” with CANCEL button. The SBEI Poll Clerk will place iButton on top of the iButton security key receptacle and apply a slight pressure thereon, The VCM shall display the message "READING IBUTTON... DO NOT REMOVE THE IBUTTON AND PLEASE WAIT" viii, Wait until the VCM displays "PLEASE INPUT THE ROLE PIN", ‘The SBEI Poll Clerk shall now enter his/her role pin. The VCM shall thereafter display the message "DIGITAL SIGNATURE SUCCESSFULLY ADDED". Resolution No. Page 10 of 35 2022 NLE VCMand CCS Technical Manual for OV ix. ‘The VCM shall again display the screen for adding digital signature with the message, "DO YOU WANT TO ADD A SIGNATURE. TO THE ELECTION RESULTS? (REQUIRED SIGNATURES: [NO. OF SIGNATURES)" along with the “DIGITAL SIGNATURES ALREADY ADDED: 2” and the YES and NO options. The SBEI Third Member shall press YES. x. The VCM will display the message “PLEASE TAP IN THE SLOT THE IBUTTON TO BE REGISTERED” with CANCEL button. xi, The SBEI Third Member will place the iButton on top of the iButton security key receptacle and apply pressure thereon. The VCM will display "READING IBUTTON... DO NOT REMOVE THE IBUTTON AND PLEASE WAIT" xii. Wait until the VCM displays the message, “PLEASE INPUT THE ROLE PIN". The SBEI Third Member shall now enter his/her role pin. f, The VCM displays the message, "CHANGING THE VOTING MACHINE STATE TO CLOSED". The VCM shall automatically print the eight (8) copies of the National Returns, Detach the election returns and place them in the envelope (FTS Envelope) provided for the purpose. g. After printing the eight (8) copies of National Returns, the system will display the message "DO YOU WANT TO TRANSMIT ELECTION RESULTS?" with YES or NO options. Choose NO. NOTE: For purposes of FTS, no transmission of election results will be performed. h. The VCM will then print the twenty-two (22) copies of National returns. NOTE: For the purpose of FTS, there will be NO printing of additional 22 copies of ERs, To CANCEL the printing, perform the following procedures: Open the thermal printer cover and wait until the VCM will display the message "THE REPORT COULD NOT BE PRINTED. TO RETRY THE PRINTING PROCESS, PRESS RETRY BUTTON. TO CANCEL THE PRINTING PROCESS, PRESS SKIP BUTTON”. ii, Press SKIP button to cancel the printing of the National Election returns. Wait until the above message will again be displayed. i. After skipping the printing of the twenty-two (22) copies of the National Returns, the VCM will automatically print the Statistical Report. j. After printing the VCM Statistical Report, the system will display the message “CLOSE POLLS COMPLETED WITH WARNINGS. THE REPORT COULD NOT BE PRINTED. THERE IS NO INFORMATION AVAILABLE Resolution No. Page 11 of 35 2022 NLE VCM and CCS Technical Manual for OV VL FOR TALLY” with DONE button. Press DONE button to return to the Election Menu. RE-ZERO OF VCM a. The SBEI Chairperson shall now Re-Zero the VCM. From the Election Menu, the SBEI Chairperson shall select UTILITIES then choose the RE- ZERO option. b. The message "INPUT PIN FOR RE-ZERO" will be displayed on the screen. The Chairperson shall then input the re-zero PIN. c. The message, "YOU ARE ABOUT TO DELETE [NO. OF BALLOTS CAST]. ARE YOU SURE TO PROCEED?" with YES and NO buttons, press the ‘YES button. d. While the VCM is re-zeroing all data, it will display the message "ENSURING THAT VOTE COUNTERS ARE SET TO ZERO..." e. The VCM shall then print the Re-Zero Report. f. After the printing of Re-Zero Report, the message "THE SYSTEM NEEDS TO SHUTDOWN. TO SHUT DOWN THE SYSTEM PRESS THE 'OK' BUTTON. RE-ZERO HAS BEEN COMPLETED SUCCESSFULLY" will be displayed. Press OK button to shut down the VCM. g. All SD Cards (main and back-up) must undergo FTS. Repeat IIL, IV, V, VI of this Section in all SD cards assigned to the VCM. To Change the SD cards in the SD card slot, follow the below procedure: i. Make sure that the VCM is turned OFF. ii, Push the SD card (Main and Backup) inward to release the lock. iii, Pull the SD card to remove it from the slot. iv, Insert the new SD card in the slot and push it inward to lock. Section 3. Overseas Voting Proper. - The SBEI shall perform the following procedures during the Overseas Voting Election Period. L ON 10 APRIL 2022 BEFORE THE VOTING BEGINS a. Retrieve the VCM from its box. b. Show to the public that the VCM slots labeled "A" and "B", where the main and back-up SD cards are individually stored respectively, are sealed. ¢. Place the VCM properly on top of the ballot box. Resolution No. Page 12 of 35 2022 NLE VCM and CCS Technical Manual for OV d. Open the thermal paper printer cover and ensure that the roll of official thermal paper is properly installed. e. Close the thermal paper printer cover. f. Retrieve the battery cables inside the VCM box, connect the cables to the battery and connect the other end of the battery cable to the VCM DC power port (12V DC). g. Connect the power adaptor to the AC power port (220V AC) of the VCM and plug the other end of the adaptor to the electrical outlet. h. Turn on the VCM to display the Device Information and the Home Screen. i. Check the Date and Time at the top-left corner of the screen. The Date and ‘Time should be set at Philippine Time. Select CHAIRPERSON profile. The VCM will display the message “INPUT YOUR PIN”. Enter the role Pin of the SBEI Chairperson. iv. From the Election menu, select UTILITIES option and choose CHANGE SYSTEM DATE AND TIME. v. The system will display the message “INPUT PIN FOR EB CHAIRPERSON TO CONFIRM EXECUTION OF CHANGE SYSTEM DATE AND TIME". Enter the role PIN of the SBET Chairperson. vi. The screen, to change the date of time, will display with CANCEL and CHANGE button. Press the DOWN OR UP ARROWS to adjust the date and time. vii. Press the CHANGE button to display message, “CHANGE DATE AND TIME COMPLETED SUCCESSFULLY", will appear with DONE button. viii, _ Press DONE button to return to the UTILITIES sub-menu. Press “X” mark in the bottom left corner of the screen to return to the Election menu. j. The SBEI Chairperson will now perform the OPEN VOTING process. The VCM will display the message "JNPUT PIN FOR EB CHAIRPERSON TO CONFIRM THE EXECUTION OF OPEN VOTING". Enter the role pin. 1. The VCM will display the registration of the SBEI Members. To enroll the name of the assigned SBEI Chairperson: 11) Press ASSIGN button beside the EB Chairperson. The VCM will display “PLEASE ENTER THE EB CHAIRPERSON NAME”. 2) Enter SBEI Chairperson’s name and press the ASSIGN button. ii, To enroll the name of the assigned SBEI Poll Clerk: 1) Press the ASSIGN button beside the EB Poll Clerk. The VCM will display “PLEASE ENTER THE EB POLL CLERK NAME” 2) Enter the SBEI Poll Clerk’s name and press ASSIGN button. iii, To enroll the name of the assigned SBEI Third Member: 1.) Press the ASSIGN button beside the EB Third Member. The VCM will display “PLEASE ENTER THE EB THIRD MEMBER NAME". 2.) Enter SBEI Third Member's name and press the ASSIGN button, iv. To replace the registered name, press the REMOVE button to delete the registered SBEI Member information. v. Press the CHECK MARK (¥) at the bottom-right of the screen to automatically print the Initialization Report. m. The messages "OPEN POLLS" and "GENERATING THE REPORT... SAVING THE REPORT... PRINTING REPORT... " will appear on the screen while simultaneously printing the Initialization Report. The report shall show Zero (0) vote for each candidate, including the geographic information (Post, Country/Jurisdiction), machine ID, clustered precinct ID, VCM status, number of registered voters, number of voters who voted, and number of valid ballots cast. n. After printing the Initialization Report, the VCM will display the message "OPEN POLLS COMPLETED SUCCESSFULLY. THE DEVICE STATE HAS BEEN UPDATED" with DONE button. Press DONE button. Chairperson, Poll Clerk, Third Member, including the representatives of the political parties, candidates, or citizens’ arms present, shall affix their signatures thereon, Place the Initialization Report in the envelope provided for the purpose. p. From the Election Menu, press the GO TO VOTING button. The VCM will print the STATUS REPORT and will then display the message, "GO TO VOTING COMPLETED SUCCESSFULLY"; "VOTING HAS BEEN ENABLED ON THIS DEVICE" with DONE button, Press DONE button. q. The VCM is now ready to accept ballots. At this time, the VCM screen will display the message "TO GET STARTED, INSERT ONE BALLOT AT A TIME, IN ANY ORIENTATION INTO THE SCANNER LOT". VOTING PROPER After the voter (for Personal Voting) or SBEI (for Postal Voting) inserted the filled ballot in the ballot entry slot, the VCM shall interpret the ballot. i. The message "YOUR BALLOT IS BEING PROCESSED" will be displayed on the screen. ii, After processing, the VCM shall display the following messages "YOUR VOTE IS BEING CAST. PLEASE WAIT". Another message will be displayed “YOUR VOTE IS BEING PRINTED” while simultaneously printing the voter's receipt. ili, The messages, "DEPOSITING THE BALLOT IN THE BOX" and "YOUR VOTE HAS BEEN CAST. THANK YOU FOR VOTING" will be displayed in the screen respectively. AT THE END OF EACH VOTING DAY (SHUTTING DOWN THE VCM) a. After all the ballots has been cast for the day (or every Mondays and Thursday, in case of Postal Voting), the SBEI Members shall Shutdown the VCM. b. The Chairperson shall place the iButton security key receptacle and apply slight pressure thereon. The VCM shall display the message “SELECT THE PROFILE TO AUTHENTICATE” and the role of the SBEI shall be displayed in the screen. c. Enter the pin of the SBEI Chairperson. Then the VCM displays the Main Menu. d. From the Main Menu, select UTILITIES, then SHUTDOWN. e. The VCM shall display “ARE YOU SURE YOU WANT TO SHUTDOWN THE MACHINE?” with NO and YES buttons. Thereafter, the screen shall automatically shutdown. g. Disconnect the power adaptor to the VCM AC power port (220 V AC). h. Disconnect the battery to the VCM. IV. AT THE START OF EVERY VOTING DAY AFTER 10 APRIL 2022 a. Connect the power adaptor to the VCM AC power port (220 V AC) and plug it into the electrical outlet. b. Connect the battery to the VCM. c. Wait until the VCM shall display the message: “PLEASE TAP THE IBUTTON IN THE SLOT.” d. The Chairperson of the SBEI shall: a. Place the iButton security key on top of the iButton security key receptacle and apply a slight pressure thereon. The VCM shail display the message: "SELECT THE PROFILE TO AUTHENTICATE" and the role of SBEIs shall be displayed in the screen. b. Select EB MEMBERS. The VCM shall then display the message "SELECT THE USER TO AUTHENTICATE" with "EB POLL CLERK" and "EB THIRD MEMBER‘ options, ¢. Select EB THIRD MEMBER. d. The VCM shall display the message: "INPUT YOUR PIN" e. Enter the security PIN of SBEI Third Member, A message "THE USER EB THIRD MEMBER WAS AUTHENTICATED SUCCESSFULLY' appears on the screen and the VCM shall return to the previous display - "SELECT THE USER TO AUTHENTICATE" £, Select EB POLL CLERK. g. The VCM displays "INPUT YOUR PIN" h. Enter the security PIN of SBEI Poll Clerk. i, VCM returns to the Main Menu. j, Select GO TO VOTING. VOTING HAS BEEN ENABLED ON THIS DEVICE” with DONE button. I. Press DONE. m. Detach the Status Report, affix their signatures thereon including the signatures of the watchers present, n. The VCM is now ready to accept ballots. PRINTING OF AUDIT LOG REPORTS AT THE END OF EACH VOTING WEEK a. From the Election Menu footer, press REPORTS. Reports screen will be displayed. b. Click the down arrow on the right side to reveal "PRINT AUDIT LOG" button. Press the PRINT AUDIT LOG button. c. The Date and Time range will be displayed. Check the date and time on the screen. Set the date to the corresponding week of voting, in relation to Sections 60 and 66 (III) of COMELEC Resolution No. 10751. d. To change the date and time, press on the CHECK BOX beside the Start/End, input the correct date and time and then press the check “/” button on the lower right of the screen to start printing. fe. After printing, a message will appear “AUDIT LOG REPORT COMPLETED SUCCESSFULLY” with DONE button. Press DONE. The VCM will return to the REPORTS sub-menu f. Press the “X” mark to return to the Election Menu. g. Press the “X" mark to go to the Home Screen. CHANGING OF SD CARDS IN THE VCM - If all the ballots that correspond to the SD cards installed in the VCM have already been used up (in case of Personal Voting) or if the ballots correspond to other SD Cards (in case of Postal Voting), the procedures are as follows: a. Turn off the VCM. ‘The Chairperson of the SBEI shall: i. Place the iButton security key on top of the iButton security key receptacle and apply a slight pressure thereon. The VCM shall display the message; "SELECT THE PROFILE TO AUTHENTICATE" and the role of the SBEIs shall be displayed in the screen. The VCM shall display "ARE YOU SURE YOU WANT TO SHUTDOWN THE MACHINE?" with NO and YES buttons. Select YES button. The VCM shall display the message: "SHUTTING DOWN THE SYSTEM". Thereafter, the screen shall automatically shutdown. Disconnect the power adaptor to the VCM AC power port (220 V AC). Remove the main and back-up SD cards. b, _ Insert the new SD cards in the slot and push it inward to lock. c. Turnon the VCM and follow steps I (h) to (q) of this Section, VIL AT THE CLOSE OF THE VOTING PERIOD ON 09 MAY 2022 a. The Chairperson shall place his/her iButton security key on top of the iButton security key receptacle, apply slight pressure thereto, after which the AUTHENTICATE". VCM will display message "SELECT THE PROFILE TO b. Select EB MEMBERS. The VCM will then display the message "SELECT THE USER TO AUTHENTICATE" with EB POLL CLERK and EB THIRD MEMBER options. i ii, iii, iv. Select EB POLL CLERK. The VCM will display the message "INPUT YOUR PIN". Enter the role PIN of SBEI Poll Clerk. A message "THE USER EB POLL CLERK WAS AUTHENTICATED SUCCESSFULLY" appears on the screen and the VCM will return to the previous display - "SELECT THE USER TO AUTHENTICATE". Select EB THIRD MEMBER. The VCM displays "INPUT YOUR PIN". Enter the role PIN of the SBEI Third Member. Resolution No. Page 18 of 35 2022 NLE VCM and CCS Techmical Manual for OV c. The VCM shall then display the Election Menu. From the Election Menu, choose the option CLOSE VOTING. . After choosing Close Voting, the VCM shall display the message "INPUT PIN FOR EB POLL CLERK TO CONFIRM THE EXECUTION OF CLOSE VOTING". After the successful input of the PIN for SBEI Poll Clerk, the VCM will display the message "INPUT PIN FOR EB THIRD MEMBER TO CONFIRM EXECUTION OF CLOSE VOTING". e. Input PIN for the SBEI Third Member. £. The VCM prompts to add signatures to the election results. The screen will display "PRESS NEXT TO ADD A SIGNATURE TO THE ELECTION RESULTS. (REQUIRED SIGNATURES: [NO. OF SIGNATURES)" along with “SIGNATURE ALREADY ADDED: 0” and the NEXT button. The Chairperson shall press NEXT. The VCM will display the message "PLEASE TAP IN THE SLOT THE IBUTTON TO BE REGISTERED" with CANCEL button. The Chairperson will place his/her iButton on top of the iButton security key receptacle and apply pressure thereon. The VCM shall display the message "READING IBUTTON... DO NOT REMOVE THE IBUTTON AND PLEASE WAIT." iii, | Wait until the VCM displays the message “PLEASE INPUT THE ROLE PIN”. The Chairperson shall now enter his/her role pin. iv. The VCM shall thereafter display the message "DIGITAL SIGNATURE SUCCESSFULLY ADDED". v, The VCM shall again display the screen for adding digital signature with the message, "DO YOU WANT TO ADD A SIGNATURE TO THE ELECTION RESULTS? (REQUIRED SIGNATURES: [NO, OF SIGNATURES]" along with the “DIGITAL SIGNATURE ALREADY ADDED: 1” and the YES and NO options. The SBEI Poll Clerk shall press YES, vi. The VCM will display the message “PLEASE TAP IN THE SLOT THE IBUTTON TO BE REGISTERED” with CANCEL button. vii. |The SBEI Poll Clerk will place his/her iButton on top of the iButton security key receptacle and apply pressure thereon, The VCM shall display the message "READING IBUTTON... DO NOT REMOVE THE IBUTTON AND PLEASE WAIT”. viii. | Wait until the VCM displays the message “PLEASE INPUT THE ROLE PIN”, The SBEI Poll Clerk shall now enter his/her role pin. The VCM shall thereafter display the message "DIGITAL SIGNATURE SUCCESSFULLY ADDED". Resolution No. Page 19 of 35 2022 NLE VCM and CCS Technical Manual for OV ix, The VCM shall again display the message screen for adding digital signature with message, "DO YOU WANT TO ADD A SIGNATURE TO THE ELECTION RESULTS? (REQUIRED SIGNATURES: [NO. OF SIGNATURES]" along with the “DIGITAL SIGNATURE ALREADY ADDED: 2” and the YES and NO options. The SBEI Third Member shall press YES. x. The VCM will display the message “PLEASE TAP IN THE SLOT THE IBUTTON TO BE REGISTERED” with CANCEL button. xi. The SBEI Third MEMBER will place the iButton on top of the iButton security key receptacle and apply pressure thereon. The VCM shall display the message "READING IBUTTON... DO NOT REMOVE THE IBUTTON AND PLEASE WAIT". xii, Wait until the VCM displays the message “PLEASE INPUT THE ROLE PIN”, The SBEI Third Member shall now enter his/her role pin. g. The VCM displays the message, "CHANGING THE VOTING MACHINE STATE TO CLOSED", The VCM shall automatically print the eight (8) copies of the National Returns. Detach the election returns and place them in the envelope provided for the purpose. h. After printing the eight (8) copies of National Returns, the system will display the message "DO YOU WANT TO TRANSMIT THE ELECTION RESULTS?" with YES or NO options. Choose YES. i, The VCM will display "PLEASE INSERT THE GSM TRANSMISSION DEVICE" i. Place the BGAN in an outdoor location with a clear sight facing the sky and aligning it accordingly. The antenna should be inclined to the base at an angle of 60 degrees and facing 121 degrees east south east. The minimum signal strength of 45dbhz is required for an acceptable signal to start. ii. Power on the BGAN and make sure that the proper orientation or coordinate is set. iii. _ Connect the ethernet cable to the ethernet port of the BGAN. iv. Connect the other end of the ethernet cable to the ethernet port of the VCM (beside the Main SD Card Slot (A)). j. The following message will be displayed accordingly, “Transmitting the results to the CBOC: PROVINCE NAME-CITY NAME server (Attempt 1 of 2)". “Transmitting the results to the CENTRAL: CENTRAL server (Attempt 1 of 2)”. “Transmitting the results to the KBP: TRANSPARENCY SERVER - RESULTS server (Attempt 1 of 2)."" “Transmitting the results to the KBP: TRANSPARENCY SERVER -VVPAT's server (Attempt 1 of 2).” Resolution No. Page 20 of 35 2022 NLE VCM and CCS Technical Manual for OV Kk. Once the VCM successfully transmitted the results, it will display the message "THE RESULTS WERE SUCCESSFULLY TRANSMITTED TO SBOC, Central or KBP Servers" and will automatically generate, save and print the Transmission Report. 1. After which, the VCM will print the additional twenty-two (22) copies of National Returns. m. After printing the Election Returns, the VCM will automatically print the Statistical Report. n. Once printing is completed, the VCM will display the message "CLOSE POLLS COMPLETED SUCCESSFULLY". “VOTING PROCESS HAS BEEN COMPLETED", with DONE button. Press DONE button. 9. The VCM will return to the Election Menu and is now in CLOSED STATE, VIIL PROCEDURES IF TRANSMISSION OF RESULTS IS NOT SUCCESSFUL DURING CLOSE VOTING a. Check transmission device if properly connected then re-transmit the results. b. From the Election Menu screen, press RETRANSMIT RESULTS, a message will appear "DO YOU WANT TO TRANSMIT THE ELECTION RESULTS?", With YES and NO options. Press YES. ¢. The VCM will display "PLEASE INSERT THE GSM TRANSMISSION. DEVICE". If the transmission device allocated is BGAN, press the “>” mark at the bottom right of the screen. d. The message “PLEASE MAKE SURE THE NETWORKING CABLE OR MODEM DEVICE IS CONNECTED” will be displayed. e. Then the screen will display the selection of the servers to transmit, select ALL SERVERS button to re-transmit the results to SBOC, Central and ‘Transparency (Results and VVPAT) Servers. f. The VCM will print the Transmission Report and verify the results of all servers have the status “THE RESULTS WERE SUCCESSFULLY TRANSMITTED”. IX. PRINT FINAL AUDIT LOG REPORT a. From the Election Menu footer, press REPORTS. Reports screen will be displayed. b. Click the down arrow on the right side to reveal "PRINT AUDIT LOG" button. Press the PRINT AUDIT LOG button. Resolution No. Page 21 of 35 2022 NLE VCM and CCS Technical Manual for OV x. c. The Date and Time range will be displayed. Check the date and time on the screen. Set the date to 02 to 09 May 2022, which covers the period for the final audit log report, per Sections 61 (I) (a) and 66 (IV) (a) of COMELEC Resolution No, 10751. d. To change the date and time, press on the CHECK BOX beside the Start/End, input the correct date and time and then press the check “/” button on the lower right of the screen to start printing. e. After printing, a message will appear “AUDIT LOG REPORT COMPLETED SUCCESSFULLY” with DONE button. Press DONE. The VCM will return to the REPORTS sub-menu, £. Press the “X” mark to return to the Election Menu, & Press the “X” mark to go to the Home Screen, PERFORM WRITE-PROTECT DATA a. From the Home Screen, tap the iButton in the slot and select Chairperson to authenticate. b. Input the Role PIN of the SBEI Chairperson. ¢. From the Election Menu, select WRITE-PROTECT DATA option. d. A message “INPUT PIN FOR EB CHAIRPERSON TO CONFIRM THE EXECUTION OF WRITE-PROTECT DATA.” e. The VCM prompts the user to confirm the lockup of the external SD memory with the message "THE WRITE-PROTECTING PROCESS CANNOT BE REVERSED. DO YOU WANT TO CONTINUE?" with YES or NO options. Press YES to confirm the lock-up of the SD memory. f. The machine identifies that the SD is a WORM. The VCM locks the backup memory, displays a message informing about the result of the operation. Press OK button to Shut Down the VCM. NOTE: Perform procedure VII, VIII, IX, X in all SD cards assigned to the VCM. PART IL CONSOLIDATION AND CANVASSING SYSTEM (CCS) TECHNICAL MANUAL Section 4. Consolidation and Canvassing Procedures, - The CCS Operator/SBOC shall perform the following procedures for the consolidation and canvassing of election results, ie INITIALIZATION PROCEDURES Resolution No. Page 22 of 35 2022 NLE VCM and CCS Technical Manual for OV a. Plug the power cord of the laptop to the extension cord. b. Plug the extension cord to the electrical outlet or generator, when necessary. c. To adjust, click the gear icon on the task bar, on the sub-menu, click setting date and time then follow the wizard that appears on the screen. Input the OTP under the Request Code and then click VALIDATE. On the calendar, adjust the date/time and click SYNC DATE button. Confirmation message will display on the screen with CANCEL and ACCEPT buttons. Click ACCEPT to save changes. i The screen of the CCS laptop will display a message "STARTING CONSOLIDATION AND CANVASSING SYSTEM. PLEASE WAIT." j. The screen will display a window to select a certificate with message "SELECT A CERTIFICATE TO AUTHENTICATE YOURSELF TO XXXX.CCS..." with CANCEL and OK buttons. k. Click OK button. 1. The screen will display the WELCOME page of the CCS. This page contains the log in window to access the system. m. The CCS Operator shall direct the SBOC Chairperson to enter in the USERNAME the Chairperson's Login User and the Login User Password on the text fields. Click the LOGIN button. n. A message "PLEASE INSERT A VALID TOKEN" with CANCEL and NEXT buttons will be displayed. Insert the token of the SBOC Chairperson. Resolution No._____ Page 23 of 35 2022 NLE VCM and CCS Technical Manual for OV o. A TOKEN VALIDATOR window will be displayed with 1/2 at the upper right portion. The SBOC Chairperson shall enter in the USERNAME his or her Login User and the Token Password. Thereafter, click NEXT. A message "TOKEN VALIDATED SUCCESSFULLY, PLEASE REMOVE TOKEN." will be displayed. p. Remove the USB security token of the SBOC Chairperson. A message "PLEASE INSERT A VALID TOKEN" with CANCEL and NEXT buttons will be displayed. Then, insert the USB security token of the SBOC Vice-Chairperson. g. A TOKEN VALIDATOR window will be displayed with 2/2 at the upper right portion. The SBOC Vice-Chairperson shall enter in the USERNAME his or her Login User and the Token Password. Thereafter, click NEXT. A message "TOKEN VALIDATED SUCCESSFULLY, PLEASE REMOVE THE TOKEN." will be displayed. Remove the USB security token of the SBOC ‘Vice-Chairperson. x. The system will display on the screen a message at the top, ‘UPON COMPLETION AND ACCEPTANCE, THE ELECTION WILL BE ACTIVATED" s, The system will ask for Login User and Password of the SBOC Chairperson. The Chairperson will enter his or her Login User and Password and click ACCEPT. t. The system will display the BOC Information table for the registration/enrollment of the BOC members. Input fields for the name and last name of the Chairperson, Vice-Chairperson and Member- Secretary are indicated, with Skip and Save buttons, Once the information has been supplied on each input field, click on the Load button. u. The system will display the message “PLEASE INSERT A VALID CERTIFICATE.” with CANCEL, ADD and SKIP buttons, v. Insert the USB for digital signing. After successful validation, the system will display the message, “PLEASE ENTER CERTIFICATE PASSWORD”. w. Enter the Password corresponding to the digital certificate and click on the ADD button. x. The system will display a confirmation message “Do you want to add digital signatures of the BOC member?” with a No and Yes buttons. y. IF YESis selected, repeat procedure (v) to (y). 2 Once all the BOC members have been enrolled, click on the Save button to reflect the supplied information. The information of the members of the BOC will be displayed. Resolution No. Page 24 of 35 2022 NLE VCM and CCS Technical Manual for OV If the operator skips the enrollment portion after the Initialization process, proceed to the System Administration/BOC Information to register/enroll the BOC members. aa. Wait for the system to finish the Initialization Process, bb. The screen will display a message "ELECTION ACTIVATED" at the upper-left panel, above the PDF viewer; cc. The screen will display the PDF viewer for the INITIALIZATION REPORT. The initialization report shows zero vote for each candidate including the geographical information (Post, Country/Jurisdiction, Total No. of Clustered Precincts, Total No. of Clustered Precincts Reported, Total No. of Registered Voters, and Total No. of Voters that Actually Voted). dd.Print the INITIALIZATION REPORT by clicking the print icon on the upper right corner of the PDF viewer. Wait for the PRINT dialogue box to be displayed. Enter the number "I", in the space provided for number of copies to be printed. Then click PRINT. ee, After printing the INITIALIZATION REPORT click CONTINUE found on the bottom-right part of the screen, to proceed to the HOME PAGE of the ccs. ff. The members of the Board shall affix their signatures on the certification portion of the INITIALIZATION REPORT. 88. After signing the certification portion, the SBOC Chairperson shall show the INITIALIZATION REPORT to the public. hh.The Member-Secretary shall place the INTIALIZATION REPORT inside the envelope intended for the purpose. MI. IMPORTING OF PRECINCT RESULTS FROM THE VCM IN CASE OF NON-TRANSMISSION a. Attach the memory card reader to the laptop. . Click the 1 folder from the list of folders and click the OPEN button. k. Click the RESULTS folder from the list of folders and click the OPEN button. 1. Click RESULTS-PACKAGE.p7m and click the OPEN button. m. The screen returns to the IMPORT dialogue box. Click IMPORT button. n. Wait until the processing is finished. Click the down arrow on the GENERAL INFORMATION header box. The message "THE IMPORT PROCESS WAS FINISHED SUCCESSFULLY." will be displayed on the screen. ©. Click CLOSE button. The screen will return to HOME PAGE. p. If unsuccessful, the message “AN ERROR OCCURED IMPORTING THE FILE: RESULTS-PACKAGE.p7m'" will appear on the screen, in which case, follow the steps from letters (b) to (0) of this provision. g. Safely remove the VCM main SD card from the memory card reader by clicking the EXTRACT icon on the task bar, return it to its original envelope and label it "UPLOADED" 1, Follow the procedures/steps laid down in letters (b) to (0) of this provision for the next VCM SD cards until all VCM SD cards are imported. s, Disconnect the memory card reader from the laptop. t. To check if all the VCM SD cards are successfully imported, follow the procedures for MONITOR TRANSMISSION. Il. MONITORING OF RESULTS/MONITOR TRANSMISSION a. A list of the Posts per country /jurisdiction shall be displayed with colored circles beside the name of the Post. The color of the circles will determine the status of transmission of the specific precinct. The description of the colored circles is indicated at the lower portion of the screen. c. To monitor the loading of results from a particular country /jurisdiction under a Post, click the name of the Post, and the list of voting centers will appear. d, To monitor the loading of results from a particular precinct under a voting center, click the name of the voting center where the precinct concerned belongs, and the list of the voting centers will appear. ¢. To return to the previous page, click the tab of the country /jurisdiction. f To update the status of loading of results from a precinct from time to time, click REFRESH button at the upper right side of the screen. ENCODING OF MANUAL ELECTION RESULTS - In case of Posts adopting Manual Voting that are under an SBOC adopting Automated Voting and other instances requiring encoding of manual election results. INSERT MANUAL ELECTION RESULTS a. Exit the SBOC profile. Click on the blue triangular icon found at the top leftmost portion of the screen to display the hidden side panel on the left portion of the screen, b, Click LOGOUT option from the menu. A message, “Do you want to end this session?” will display on the screen. Click OK. Then the WELCOME, PAGE appears. c. Type the Username and Password of the Manual Tally Operator Profile. Then click LOGIN. A new HOME PAGE appears. d. A TOKEN VALIDATOR window will be displayed with 1/2 at the upper right portion. The SBOC Chairperson shall enter in the USERNAME his or her Login Userand the Token Password. Thereafter, click NEXT. A message "TOKEN VALIDATED SUCCESSFULLY, PLEASE REMOVE TOKEN." will be displayed. e. Remove the USB security token of the SBOC Chairperson, A message "PLEASE INSERT A VALID TOKEN" with CANCEL and NEXT buttons will be displayed. Then, insert the USB security token of the SBOC Vice-Chairperson, f. A TOKEN VALIDATOR window will be displayed with 2/2 at the upper right portion. The SBOC Vice-Chairperson shall enter in the USERNAME his or her Login User and the Token Password. Thereafter, click NEXT. Remove the USB security token of the SBOC Vice-Chairperson. g. In the Tallies Management, click INSERT MANUAL ELECTION RESULTS. h. A TOKEN VALIDATOR window will be displayed with 1/2 at the upper right portion. The SBOC Chairperson shall enter in the USERNAME his or her Login User and the Token Password. ‘Thereafter, click NEXT. A message "TOKEN VALIDATED SUCCESSFULLY, PLEASE REMOVE TOKEN." will be displayed. i. Remove the USB security token of the SBOC Chairperson. A message "PLEASE INSERT A VALID TOKEN" with CANCEL and NEXT buttons will be displayed. Then, insert the USB security token of the SBOC Vice-Chairperson. j. A TOKEN VALIDATOR window will be displayed with 2/2 at the upper right portion. The SBOC Vice-Chairperson shall enter in the USERNAME his or her Login User and the Token Password. Thereafter, click NEXT, A message "TOKEN VALIDATED SUCCESSFULLY, PLEASE REMOVE THE TOKEN." will be displayed. Remove the USB security token of the SBOC Vice-Chairperson. Kk. The CCS will ask to input the three (3) parts of the report number such as Precinct, Count Report No., and Verification Digit. Thereafter, click ACCEPT button, The screen for encoding votes shall be displayed, 1, Enter the following information: i. Date of issuance (Philippine date and time), ii. Number of voters who voted according to polling station; and iii, Number of ballots in the ballot box. m. Enter the number of votes of each candidate in the NO, OF VALID VOTES column. n. Enter the following information: i, Abstentions; ii, Undervotes; iii. Overvotes; iv, Total of valid votes; and ve Observations. The CCS will display the count report in PDF format containing the information on jurisdiction, position and names with corresponding votes of candidates. Click on the CONTINUE button to return to the previous screen or click FOURSQUARE to return to HOME PAGE 2. CERTIFY MANUAL ELECTION RESULTS a. Click on CERTIFY MANUAL ELECTION RESULTS on Tallies Management module. b. Request any two (2) members of the SBOC to insert their USB tokens in the USB slot of the laptop one at a time. Enter their Usernames and Token Passwords in the space provided. Thereafter, click OK button. c. Enter the three parts of the report number (Precinct, Count Report No., and Verification Digit) and click ACCEPT button, The information of the manually entered Election Returns will be displayed. d. Make sure that the data displayed is correct before certifying the Election Returns, e. Click on CERTIFY button. f, The CCS will display “MANUAL COUNT REPORT CERTIFIED” and thereafter, the certified count report preview. Click FOURSQUARE to return to HOME PAGE or the BACK button to return to the initial page of the Certify Manual Election Returns 3. VIEW MANUAL ELECTION RESULTS a. Click on the VIEW MANUAL ELECTION RETURNS on the HOME PAGE. b. Enter the three parts of the count report number. Click CONTINUE or click ADVANCED to include other search parameters. c, Tosee list of all count reports, leave all fields blank and click CONTINUE. d. To print the manual election returns, click PRINT. Click on the Count Report Number (link in blue) to display the report. e. View the report and click on the BACK button to return to the list. V. Under the Canvassing module, click the CANVASSING MANAGEMENT icon in the HOME PAGE. b. The list of available reports shall be displayed on the left panel of the screen. The CANVASS REPORT is selected by default and contest names for the canvass report are automatically displayed on the screen. c. Click the checkbox beside the title "CONTEST NAME" to generate the CANVASS REPORT for all positions. Click the checkbox beside the CONTEST/POSITION to generate the CANVASS REPORT for the selected position only. After clicking any checkbox, click ISSUE button. d. The SBOC signatures’ window will prompt the screen with message, "DO YOU WANT TO ADD DIGITAL SIGNATURES TO THE DOCUMENT?” with CANCEL, NO, and YES buttons. i. If the YES button is clicked, the system will display the message, “PLEASE INSERT A VALID CERTIFICATE.” with CANCEL, ADD and SKIP buttons: 1.) Insert the USB for digital signing. After successful validation, the system will display the message, “PLEASE ENTER CERTIFICATE PASSWORD [1/3]". 2) Enter the password corresponding to the digital certificate and click on the ADD button. 3.) The message, “YOU HAVE ADDED 1 ADDITIONAL SIGNATURE OF 3 ALLOWED. DO YOU WANT TO ADD ANOTHER DIGITAL SIGNATURE TO THE DOCUMENT?” with CANCEL, NO and YES buttons. Click on the NO button and remove the previously inserted USB token. 3.1, If YES button is selected, repeat steps 1.) to 3.) until the desired number of digital signatures is reached. 3.2. If the NO button is selected, the system will proceed to the generation of report process. 33. If CANCEL button is selected, the window is closed and will return to the Canvassing, Management screen. ii, If CANCEL button is selected, the SBOC signatures’ window will be closed out and the process will not continue. Wait while the system is loading the report. Thereafter, the CCS shall generate and display the CANVASS REPORT. Scroll down to view the report. £ Print the CANVASS REPORT by clicking on the printer icon, then type the number of copies in the space provided. Click PRINT. g. Click BACK found at the lower right portion of the page to go back to the previous page. hh. Once the CANVASS REPORT is generated, under the "STATUS" header, the button "PARTIAL" becomes BLUE. This means the said report has been generated. Notice that the next report available will be in color GREEN meaning that the report may be generated. This event is available to all Canvassing Reports. This Canvass Report can be generated from time to time. B. GENERATE AND PRINT THE CERTIFICATE OF CANVASS (COC) a. Under the Canvassing module, click the CANVASSING MANAGEMENT icon in the HOME PAGE, b. Click the CERTIFICATE OF CANVASS (COC) option found on the left panel. The list of positions will be displayed on the right panel. ©. Click the checkbox beside the title "CONTEST NAME" to generate the CERTIFICATE OF CANVASS for all positions, Click the checkbox beside the CONTEST/POSITION to generate the CERTIFICATE OF CANVASS for the selected position only. After clicking any checkbox, click ISSUE. d. The system shall require user authentication. The two (2) members shall, one at a time, insert their USB security token, enter their corresponding Login User and 6-digit security key token password and click NEXT. e, The SBOC signatures’ window will display a message, “DO YOU WANT TO ADD DIGITAL SIGNATURES TO THE DOCUMENT?” with CANCEL, NO and YES buttons. i. If the YES button is selected, the system will display the message, “PLEASE INSERT A VALID CERTIFICATE.” with CANCEL, ADD and SKIP buttons. 1) Insert the USB for digital signing, After successful validation, the system will display the message, “PLEASE ENTER CERTIFICATE PASSWORD [1/3]" Regolution No. Page 31 of 35 2022 NLE VCM and CCS Technical Manual for OV 2) Enter the password corresponding to the digital certificate and click on the ADD button. 3) The message, “YOU HAVE ADDED 1 ADDITIONAL SIGNATURE OF 3 ALLOWED. DO YOU WANT TO ADD ANOTHER DIGITAL SIGNATURE TO THE DOCUMENT?” with CANCEL, NO and YES buttons. Click on the NO button and remove the previously inserted USB token 3.1, If YES button is selected, repeat steps 1.) to 3.) until the desired number of digital signatures is, reached. 3.2. If the NO button is selected, the system will proceed to the generation of report process. 33. If CANCEL button is selected, the window is closed and will not return to the Canvassing Management screen. ii. If CANCEL button is selected, the SBOC signatures’ window will ‘be closed out and the process will not continue. iii, If NO button is selected, the system will skip the digital signing and generate the CERTIFICATE OF CANVASS REPORT. f. The CCS shall generate the CERTIFICATE OF CANVASS (COC) and display the same on the screen. g. Print the CERTIFICATE OF CANVASS (COC) by clicking on the printer icon, type “30” on the space provided for number of copies. Click PRINT. h. Click BACK found at the lower right portion of the page to go back to the previous page. C. TRANSMISSION OF RESULTS - After generating the CANVASSING REPORTS, the CCS Operator shall: a. Under the CLOSURE PROCEDURE module, click the TRANSMIT RESULTS icon in the HOME PAGE. b. The CCS shall display the list of positions/contests with corresponding checkbox. Also, the CONTEST NAME header has a checkbox. ©. Toselect per position, tick the checkbox individually. To select ALL, tick the checkbox beside the CONTEST NAME header, d. The STATUS for all positions should indicate "CERTIFIED", otherwise generate the required reports before transmitting results. Insert the USB for digital signing. After successful Validation, the system will display the message, “PLEASE ENTER CERTIFICATE PASSWORD [1/3]". 2) Enter the password corresponding to the digital certificate and click on the ADD button. 3) The message, “YOU HAVE ADDED 1 ADDITIONAL SIGNATURE OF 3 ALLOWED. If CANCEL button is selected, the window is closed and will not return to the Canvassing Management screen, ii, If CANCEL button is selected, the SBOC signatures’ window will be closed out and the process will not continue, 8 The TRANSMIT window shall be displayed. This contains the status of transmission and the transmission process. h. Once the transmission is completed, the CCS will display the message "TRANSMISSION RESULTS PROCESS WAS FINISHED", After transmission, press CLOSE to return to the TRANSMIT RESULT screen, D. GENERATE AND PRINT THE STATEMENT OF VOTES (SOV) a Under the Canvassing module, click the CANVASSING MANAGEMENT icon in the HOMEPAGE. The list of positions will be displayed on the right panel © Select the position/positions to generate SOV by clicking on the checkbox beside the position title under the CONTEST NAME header. To select ALL positions, click the checkbox beside the CONTEST NAME header. Once any checkbox is clicked, this will enable the ISSUE button. d. Click ISSUE button located at the bottom portion of the screen, © The SBOC signatures’ window will display a message, “DO YOU WANT TO ADD DIGITAL SIGNATURES TO THE DOCUMENT?” with CANCEL, NO and YES buttons. i. Ifthe YES button is selected, the system will display the message, “PLEASE INSERT A VALID CER’ TIFICATE.” with CANCEL, ADD and SKIP buttons. 1.) Insert the USB for digital signing. After successful validation, the system’ will “display the message, “PLEASE ENTER CERTIFICATE PASSWORD [1/3]”, 2) Enter the password corresponding to the digital certificate and click on the ADD button. 3) The message, “YOU HAVE ADDED 1 ADDITIONAL SIGNATURE OF 3 ALLOWED. From the HOME PAGE, click the SYSTEM LOGS menu under the System Administration module. b. Under the EVENTS tab, the screen will display the logs of the CCS. c. Click PRINT at the bottom of the screen, d. The preview of the audit log shall be displayed. Then click the PRINTER icon. e. _ Enter the number of copies "1" in the space provided and click PRINT. f, Click CONTINUE to return to the SYSTEM LOGS screen. g. Click the HOME PAGE icon. VU BACK-UP a. Insert a blank disc in the CD drive. b. Under the CLOSURE PROCEDURE module, click the EXPORT DATA icon in the HOME PAGE. c. Click the green PLAY icon corresponding to BACKUP RESULTS. d. Wait until the back-up process is finished and the message "THE BACKUP OF RESULTS PROCESS WAS FINISHED SUCCESSFULLY." has been displayed. e. Remove the CD from the CD dri VIII. Wait for the laptop to shut down completely and turn-over CCS laptop to the Chairperson of the SBOC. Section 5, Authority of the Commission to Adopt Additional Procedures. The Commission may adopt additional VCM or CCS operation procedures in the voting, counting and transmission to fulfil its Constitutional mandate to ensure free, orderly, honest, and peaceful and credible elections. Section 6. Effectivity and Dissemination. - This Resolution shall take effect after its Publication in two (2) daily newspapers of general circulation in the Philippines. The Education and Information Department (EID) shall cause the publication of this Resolution. The Office for Overseas Voting (OFOV) shall furnish copies of this Resolution to all Foreign Service Posts, through the Department of Foreign Affairs - Overseas Voting Secretariat (DFA-OVS).
