Abstract:
Infrastructure is key to unlock a city’s potential and facilitate its productivity and growth.
Through navigating its journey in symphony with the city’s economic and social needs,
infrastructure has magically transformed Hong Kong from a tinny fishing village into one of the
most vibrant and exciting cities in the world. It goes without saying that infrastructure has been
tasked with the responsibility for enabling the society to function and economies to strive and
will continue to deploy profound influence on the livability and sustainability of our city.

Biography:
Ir Prof. Ma Siu Cheung Eric is Chief Executive Officer of NWS Holdings Limited and an
Executive Director of New World Development Company Limited. He was the Acting Chief
Executive Officer of Hong Kong-Shenzhen Innovation and Technology Park Limited and
Principal Consultant of the Hong Kong Science & Technology Parks Corporation. Mr. Ma
joined the Government of the HKSAR in January 2014 as the Under Secretary for Development
and was subsequently appointed as the Secretary for Development in February 2017 and
remained in the post until June 2017. Before that, Mr. Ma was the Executive Vice-President for
Civil and Infrastructure Business (Asia Pacific) of AECOM Asia Company Limited.

Mr. Ma is a member of General Committee and chairman of Real Estate & Infrastructure
Committee, both of the Hong Kong General Chamber of Commerce. He is a vice president of
The Hong Kong Institute of Engineers, a co-opted member of Development Committee of the
West Kowloon Cultural District Authority.

Mr. Ma is a Registered Professional Engineer in Hong Kong and a Chartered Engineer in the
United Kingdom. He holds a Bachelor of Science degree in Engineering (Civil) from the
University of Hong Kong and a Master of Engineering degree in Transportation Planning from
Monash University, Australia.

Mr. Ma is an Adjunct Professor in the Department of Real Estate and Construction, The
University of Hong Kong. He is also an Adjunct Professor of the Department of Civil and
Environmental Engineering of the Hong Kong Polytechnic University and an Honorary
Professor of School of Science and Technology of the Hong Kong Metropolitan University.
