EXPANDED SURE AID AND RECOVERY PROJECT


SURE COVID-19
Offers working capital loans to agri-fishery Micro and Small Enterprises
(MSEs) and emergency and production requirements assistance to Marginalized Small Farmers and Fishers (MSFF) continue to operations amid the
enhanced community quarantine. The financing program was designed in support of the Department of Agriculture’s (DA) “Ahon La hat, Pagkaing Sapat
(ALPAS) Kontra COVID-19” or Plant, Plant, Plant Program, which aims to increase farm productivity and ensure food sufficiency during the COVID-19
emergency situation.

WHAT IS THE KAPITAL ACCESS FOR YOUNG AGRIPRENEURS?


The Kapital Access for Young Agripreneurs (KAYA) Program offers loans to finance working capital and/or fixed asset acquisition requirements of start-
up or existing
agri-based projects of young entrepreneurs
and agri-fishery graduates.

WHAT IS AGRI-NEGOSYO?
The Agri-Negosyo (ANYO) Loan Program offers loans to finance capital requirements of agri-fishery based micro and small enterprises.

Sikat Saka

The DA Sikat Saka Program is a project of the Department of Agriculture in support of


its Foods Staples Sufficiency Program. This is in partnership with the Land Bank of the
Philippines (LANDBANK) to provide credit assistance to small palay and corn farmers
for their production activities/projects. DA agencies, together with the Irrigators’
Association,  will provide support to farmers such as extension, administrative services,
assured market, and irrigation.

SIKAT SAKA PROGRAM (SSP)

The Sikat Saka Program is an integrated financing program jointly implemented by the
Department of Agriculture and Land Bank of the Philippines. The program aims to help
more palay and corn farmers access timely, adequate, and affordable production credit
and improve the viability of agricultural production by ensuring availability of irrigation
services, extension, links to markets and providing a favorable economic environment.

ELIGIBLE FARMER BORROWERS


 Owns between ½ hectare and 5 hectares of irrigated land with a clean land title or other documentary proof of ownership to be
turned over to LANDBANK for safekeeping
 Must be a member in good standing of an irrigators’ association
 Must have no existing loan for palay/corn production
 Must have a purchase order from the National Food Authority
 Must sign a promissory note for the amount he borrows
 Must authorize the IA to manage his farm as remedial measure in case of non-payment of a loan after one year, to be returned to
him after the loan has been paid
 Must attend a seminar on financial education

Agrarian Production Credit Program


(APCP)
The Agrarian Production Credit Program (APCP) is a program jointly implemented by the Department of Agriculture (DA), the Department of
Agrarian Reform (DAR), and the LandBank of the Philippines (LANDBANK). The program caters to Agrarian Reform Beneficiaries (ARBs)
whose organizations are not yet eligible to avail of loans from LANBANK. Eligible Agrarian Reform Beneficiary Organizations (ARBOs) avail
of loans under the program and in turn re-lend to eligible ARBs to fiance their agri-production projects and activities.

AGRARIAN PRODUCTION CREDIT PROGRAM (APCP)


Aims to achieve sustainable crop production and increase incomes of agrarian reform beneficiaries (ARBs) and their households through the
provision of credit and capacity building assistance.

WHERE TO APPLY

ELIGIBLE BORROWERS
 Agrarian Reform Beneficiary Organizations (ARBOs)
 Farmer Organizations/People’s Organizations other than ARBOs with ARB or ARB household members
 Other conduits such as Cooperatives, NGOs, and rural banks only, with ARB or ARB household members or APCP ineligible
ARBOs as clients
