Scenario

The Malaysian Defense White Paper (MDWP) is to strengthen national defense and
resilience to protect national interests and defend territorial sovereignty and integrity.
As the first MDWP, this paper describes the government’s stance on national defense,
presents a strategic perspective and outlines the National Defense Framework to
ensure national security, regional stability and global peace. MDWP explained the
Government's plan to develop Forces of the Future to realize the United Resistance
Prevention strategy. Development of Integrated, Agile and Focused power structure.

However, the implementation of defense principles developed by Malaysia has raised

questions when issues and cases arise involving assets, credibility, management and
so on involving the Malaysian Armed Forces (ATM). The practice of the principle of
self-defense has raised various questions about the ability and capability of self-
defense can be achieved and what are the problems faced by the ATM and the impact
of these problems on the principle of self-defense.

User requirements are the result of a capacity development process. Capability

development is the process of identifying and planning the acquisition of military
capabilities for defense forces in strategic and financial guidance. Military capability is
a function of strong structure and readiness. In the User Requirements, operational
requirements are developed to meet a user's needs. They may come from a number
of sources, however, they will normally be developed to overcome either a deficiency
in a current capability or in the creation of a new capability.

Requirement
Based on the scenario your group is required to produce a USE STUDY document
(Task 201) for the proposed acquisition of a new asset or system. The requirements
must provide sufficient information to allow for the development of follow-on-
documents and ultimately the provision of capability that meets the requirements. The
important elements:
