The assessment work on the KOICA Project Assisted School Building Structure in Sigi
Regency, Central Sulawesi Province was carried out with a view to verifying the level of
damage to the building after the September 28, 2018 Earthquake until the provision of DED
and Shop Drawing.
In accordance with the Terms of Reference the scope of this work has the scope of:
1. Make a detailed report of damage to the building to be repaired
2. Analyzing each damage and solution according to SNI
3. Adding building reinforcement according to SNI
4. The calculation results are in accordance with the test equipment used in the
assessment
5. Working Methods
6. Material Use
7. Detailed Engineering Design in the form of Shop Drawing and RAB details
8. Documentation at the time of assessment
The scope of the work scope above is intended to facilitate the implementation /
construction phase of the building rehabilitation, so that the right quality and timely targets
can be achieved. School buildings especially Elementary School/ Islamic Elementary School
must receive more attention in terms of safety and accessibility. This building is used by
children, so that if there is an event such as an earthquake, they can save themselves. Given
this area traversed by Palu-Koro Fault.
Hopefully this report can meet the needs and can be useful for those who need it.

CHAPTER I
INTRODUCTION
1.1 Background
After the Palu quake on September 28, 2018 many simple buildings (non-engineered
structure) and engineered structure that were damaged even collapsed after the
earthquake. After more than a year of the earthquake disaster, there are still many
damaged buildings that have not been repaired, one of the causes is the limited funds
from the government, the private sector, and non-governmental funds.
In Sigi Regency, based on records from the National Disaster Relief Agency and
Word Bank after the earthquake damaged school buildings in this region reached 200
schools. This happened because Sigi Regency was the worst affected area after the
earthquake, including the 5 (five) schools that were targeted for assessment in this work.
Based on reports from Word Bank and several other parties, the damage that occurred
in this building structure due to major design errors that led to damage to buildings -
masonry buildings are: the existence of flexible diaphragms, improper detailing at the
meeting between walls, and between walls and practical columns, absence of fastening
beams, and openings that are too large. Likewise, building construction using local
materials, with inadequate workmanship based on traditional rules is another reason for
the failure of masonry buildings.
Based on several after earthquake surveys, it appears that most public buildings such
as hospitals and schools do not fully meet the standards that need to be applied.
Deficiency is always found, both in terms of material quality, structural details,
workmanship, as well as a combination of these factors, which shows minimal (or no)
technical support, such as engineers, technicians, and governments who have authority
in their fields, at the time design and construction period.
Analysis of the damage arising in the components / elements of the building is done
by analyzing the damage that occurs and its causes. Damage to buildings can occur when
the needs of users increase, and damage that occurs can be allowed to a certain extent,
but before the building reaches the useful life, then the level of initial damage must
immediately get attention, if the building is a function of public service. If there is an

initial damage and does not get immediate attention and initial repair, it will cause
difficulties in subsequent handling.
Building is an asset that must always be protected against various things that can
affect the building. Safety control is also absolutely necessary especially with the
Building Law (UUBG) which requires aspects of building safety and reliability. The
building is a physical form of the results of construction work that is integrated with the
place of domicile, partly or wholly located on and or in the ground or in water which
functions as a place for humans to carry out activities.
Based on Law No. 28 of 2002 concerning Buildings in Article 3 states that to realize
buildings that are functional and in accordance with building codes that are harmonious
and in harmony with their environment, must ensure the reliability of buildings in terms
of safety, health, comfort, and convenience. Then emphasized again in PP No. 36 of 2005
concerning Regulations for the Implementation of Law No. 28 of 2002 concerning
Buildings, Article 16 paragraph (1) states that the reliability of buildings is the condition
of buildings that meet the requirements for safety, health, comfort, and convenience of
buildings in accordance with the requirements of established functions.
The results of the assessment of this school building can produce technical
verification in the form of the level of damage to the building, reporting damage to each
element of the school building and handling the damage. Then make a method of
strengthening and repairing accompanied by financing analysis and making a shop
drawing as a reference in the implementation / construction when physical work is done.

LOCATION OF ACTIVITIES AND CONDITIONS OF BUILDING
There are 4 (four) schools on the Poros Palu - Kulawi street, is Sidondo Elementary
School (29 km from Palu City), Inpres Lambara Elementary School (37.4 km from Palu
City), Inpres 1 Pandere Elementary School (44.3 km from Palu City) , and Pakuli Islamic
Elementary School (46 km from Palu City), while Inpres 1 Kaluku Tinggu Elementary
School is on the Poros Palu - Bangga street (25.5 km from Palu City).

all buildings require the replacement of the cover because the condition is rotten. Overall,
the building requires painting on walls, ceilings, frame and roof coverings. Some building
conditions such as in the following photos:

METHODOLOGY OF IMPLEMENTATION OF ACTIVITIES
The meter is used to measure the floor area of a building, the area of walls, ceilings,
doors and windows. Plumb and waterpass are used to measure the slope of walls and
floors of buildings. Hammer Test is used to retrieve the compressive strength of concrete
elements in sloof and building columns. Hammer is used to peel the surface of beams and
columns to be retrieved data with a Hammer Test tool. A digital camera or cellphone is
used to take building documentation as well as building elements and activities during
the field survey. PPE is used as personal protection from possible fall in building
materials during field surveys.
Office Stationery is used when taking primary data in the field including sketching
building plans and zoning locations of damage to each building element. The form is used
when collecting concrete compressive strength of building elements. Printer to print
narration of activity reports, Real of Cost Estimation and shop drawing. Self-Estimated
Price for Sigi Regency in 2020 was used to prepare the Real of Cost Estimation.

3.2 Procedure for Conducting Survey Activities
Procedure for conducting survey activities through the following stages:
1. Coordination of the Vendor Team with Plan International Indonesia Foundation
parties and the school.
2. Survey Preparation
3. Field Survey Implementation
4. Verification of Field Survey Results
Before conducting the field survey, coordination was held between the Vendor Team,
Plan International Indonesia Foundation parties and the schools, so that the activities
could be carried out properly.
Based on the coordination of May 15, 2020, it was agreed that a field survey would
be carried out on May 16, 2020. Plan International Indonesia Foundation parties had
previously coordinated with the schools to accept and assist the Vendor team during the
field survey. The preparation of the field survey is carried out by the Vendor team in
coordination among surveyor team members and prepare equipment and materials that
will be needed, including preparing transportation facilities, and accommodation to be
used.
The field survey was carried out according to the agreement on Saturday May 16,
2020. The first school ready to receive the surveyor team was Sidondo Elementary
School, in Sidondo 1 Village, Sigi Biromaru District (29 km south of Palu City). This
school building consists of 2 (two) building units, but only 1 (one) building unit surveyed,
because the other units have been rehabilitated. The procedure for conducting each
school survey is as follows:
1. Visually look around the building, check if there are indications of land
subsidence and foundation.
2. Measuring the building area, building height and other building elements.
3. Inspect and measure damage to building structure components (foundations, tie
beams, practical columns, roof beams, roof trusses and building walls), and non-
structural components of buildings (floors, ceiling, door frames and doors,
windows and vents, steps and cover roof)
4. Documenting and zoning any damage from the building elements.

5. Test the compressive strength of building structural elements (tie beams, practical
columns and roof beams) with the Hammer Test.
6. Verifying the results of the primary data of concrete compressive strength testing
with a Hammer Test to the school authorities.
7. Briefly evaluate the data from the field survey data at that location, to maintain if
any data has been missed that has not been retrieved.
Damage verification and technical verification are carried out in accordance with PU
Ministerial Regulation No.16 / PRT / M / 2010. The verification form is presented in the
excel form, the verification results will show light, moderate, or heavy damage,
depending on the amount of the percentage of damage to each building element.
Presentation of survey results and analysis results are given in the form of a short
report, in the form of verification results, methods / stages of strengthening and
improvement of structural and non-structural elements of buildings and materials and
equipment used during construction work. Sketch drawings of examples of reinforcement
and repairs are also presented in reports to complete shop drawing and real of cost
estimation.

Handling from the damage, generally carried out reinforcement and repair as follows:
1. The cracks on the foundation are chipped with mortars, then the cracks are filled
with cement paste until they are fully covered, then the plaster is chipped again.
2. Cracks on structural elements, if cracks are cracked hair, injected with cement
paste, if it is wide enough to be casted with cement paste, and if the reinforcement
is corrosion, flexing it is possible to be chipped with a cracked concrete layer plus
reinforcement, then casted again.

3. Hair cracks on the wall are handled with coating and wall filler, cracks are wide
enough, crack lines are chipped, then add chicken mess and reinforcement clips
and plastered again.
4. Cracks on the floor are handled by chipping concrete floor rebates, including
coating and layer of old tile if any, then cast new rebates and then installed a new
tile layer.
5. Ceiling cover that is experiencing deflection down, replaced with a new ceiling
cover, by first strengthening the ceiling frame.
6. In the damage / collapse of the ampig wall, it is handled by replacing the ampig
wall with a kalsiboard material that is relatively lighter and weather resistant. If
possible, the shape of the hood frame from the saddle shape is changed to the
shape of the pyramid so that the end of the roof support is no longer needed.
7. Roof truss, including list plank that is damaged in the form of excess deflection,
handled by opening the roof covering then strengthening or replacing the
damaged roof truss elements with new ones, then the roof cover is paired with a
new cover.
After knowing the types and causes of damage that have been briefly described above
and the building can be repaired / strengthened, the next step is the selection of repair
methods after an earthquake for each structural element. In this election also related to
the selection of materials in order to obtain the results of improvements whose strength
is in accordance with the desired and durable. In general, the material requirements for
repairs are:
1. Small shrinkage
2. Can be attached properly
3. Expansion and modulus of elasticity is not far from the material being repaired
4. Low permeability
5. Durable.
Some repair methods that can be used to handle post-earthquake buildings include:
1. Coating: Coating the concrete surface by applying or spraying plastic and liquid
materials. This layer is used to cover the concrete against the environment that

damages concrete. The easiest and cheapest way is to give a paste of cement paste
on the concrete surface, but this material is not plastic.
2. Injection (grout) is used to repair elements or cracked elements. Injection
materials, such as dilute epoxy resins are inserted in cracks / cracks by pumping
(applying pressure). Previously made holes with a certain distance as the entrance
of injection material in the cracked part. Then the other cracked parts are given a
cap (plastered) to avoid any leakage. After that the material is injected with
pressure, into the gap / crack until it appears in other holes that have been filled
or flowed out. This method can be used to fill small, deep cracks where cavities
are not desired.
3. Shotcrete: This method is done by firing mortar or concrete (usually with a small
aggregate size) on the concrete surface that is repaired. Shotcrete can be used to
repair vertical or horizontal surfaces (from below).
4. Prepacked Concrete: This method is done if the concrete damage is severe, for
example, large and large cracks and compressive strength of concrete decreases.
First the peeling concrete in this section is cleaned and filled with new concrete.
The new concrete is made by filling the empty space with aggregate fully. Then
injected with a shrinkage mortar that is small and has a good bond with the old
concrete. In the vertical area or bottom surface, this work needs to be assisted with
formwork.
5. Jacketing: Material in the form of a veil that can protect concrete against damage.
This sheathing material can be in the form of metal / steel, rubber, concrete,
composite. This method is commonly used to repair / strengthen columns.
6. Adding reinforcement: Used to strengthen structural elements (beams, plates or
columns) that have been damaged badly enough to function again to carry the
burden. Strengthening of the beam is carried out if the beam is softened and based
on the analysis of the remaining strength no longer bears the burden.
Strengthening of the beam is carried out if the beam is softened and based on

The additional reinforcement can be either a longitudinal or vertical
reinforcement (steel or steel plate). As an additional longitudinal reinforcement,

carbon fiber strips can also be used by intermediating the adhesive on the concrete
surface or by prestressed cables by means of external prestressing. The final
method is done if the crack is wide enough and many and does not allow the beam
to be dismantled. In this way the prestressed cable is placed under or next to the
beam by providing a certain tensile force that causes deflection to the top and
finally cracks in the beam can be closed again. Adding reinforcement to the plates
by stripping the concrete cover, additional reinforcement is installed, covered
with new concrete, for example with shotcrete. Adding reinforcement to the
column can be done simultaneously with the jacketing method above. To note in
the column is that additional reinforcement must be anchored to the foundation,
beam or plate.

with cement paste. Grouting stuffing must fill to full cracks / cracks. For
horizontal cracks, repairs are made in the same way.
2. Cracks in structural elements such as tie beams, practical columns and roof beams.
Cracks in practical columns and structural columns need to be strengthened by the
following methods:
a. Peel the plastering and observe whether the cracks are translucent around the
column, if not translucent, enough to be grouted with cement paste.
b. If the piercing or reinforcement is corroded and bent/ break up, then chipping
deeper until you see the shear reinforcement.
c. Add longitudinal reinforcement and shear reinforcement, then cast with a new
concrete layer.

3. Cracks on the wall (angles, top and bottom of the frame, the plane between the
walls, the path of the wooden column, the boundary of the parked column and the

wall). This type of damage is the most common occurrence after-earthquake in
buildings. Wall as a partition, with a small shear stress is very susceptible to
damage during an earthquake. This will be worse if the bottom and top of the door
and window frames have no latei beams.

If the wall crack is wide enough and translucent to the surface of the wall next
to it, then it needs to be chipped as wide as 30 cm and added a chicken mess or
reinforcement clip diameter of 8 mm with a distance of 30 cm and plastered again.

6. The ampig walls that collapse or tilt, need to be replaced with materials that are
sweaty, durable and weather resistant (rain and sunlight), materials such as
calsiboard, can be used. If possible, the shape of the roof is modified to form a
prism which was originally a form of pyramid (saddle). This happened at Sidondo
Elementary School.

The method for changing the masonry hood support into the calsiboard cover is as
follows:
a. unload remaining stone pairs, or tilted stone pairs.
b. install the supporting frame / holder for the place to install the calsiboard.
c. install replacement cover stone masks with calsiboard or similar material.

From Table 4.2 the compressive strength results are obtained on average quality,
except in the Inpres Lambara Elementary School building 1 obtained good quality and
the Inpres Pandere Elementary School building 1 with low quality.

4.4 Calculation of The Real of Cost Estimation and Presentation of Shop Drawing
The calculation of the real of cost estimation is based on data backups of each work
item obtained from the results of damage verification and technical verification of each
building. From the damage analysis of each building unit, the volume per work item is
obtained. The unit price of each job is based on the HPS (Self Estimated Price) material
prices and labor costs applicable in Sigi Regency in the 3rd quarter (July-September
2010). After the volume of each work item and unit price is obtained, then the total Real
of Cost Estimation building is known. Based on the level of damage, the area of the
building unit, as well as the handling of the damage, the estimated amount of the real of
cost estimation for each building unit can be estimated as follows:

CONCLUSIONS AND RECOMMENDATIONS
5.1 Conclusions
The conclusions that can be presented in this report are:
1. Damage categories based on damage verification and technical verification
revolve around light - moderate damage.
2. Damages that are common in simple buildings (non-engineered structures) after
an earthquake are:
a. Structural element damage in the form of cracks in stone foundations, cracks
and spalling on tie beams, practical columns and roof beams.
b. Other structural damage is the sloping and collapse of the ampig wall at the
ends of the building because the pair of walls is not bound by reinforced
concrete beams.
c. Hair cracks until crushing on the wall both on the corners of the frame, under
and above the frame and in the inter-wall plane are caused by the absence of
latei beams above and below the frame and there is no anchor in the practical
column to the wall.
d. In non-structural elements the damage includes: deflection on the ceiling
cover, cracks on the floor and accompanied by peeling (crushing), deflection
on the roof and list plank frame and weathered sills, doors, windows and
ventilation.
3. Concrete compressive strength test results using the Hammer Test on structural
elements from 5 (five schools) with a total of 8 (eight) building units, resulting in
a compressive strength of concrete ranging from 19 to 34 MPa (average quality).
4. Handling of damage in accordance with the level and type of damage.
5. Strengthening and repair methods provided in the form of:
a. Grouting on foundation elements and practical columns that experience large
cracks.
b. Repairing cracks in the wall is done with reinforcement clips and chipping
and adding chicken mess and then plastered again.
c. Hair cracks in walls and columns are repaired with coating and putty layers.

d. The layers of the floor and ceiling that are sagging and cracked are replaced
with a new layer.
e. Door frames, window sills, and weathered vents were replaced and latei
beams were added below and above the sills
f. The ceiling frame, the roof truss and the deflated list plank are strengthened
again, if not possible, replaced with new ones and are lighter and weather
resistant.
g. The Ampig walls at the edges of buildings that are sloping and collapsed are
replaced with lighter and weather-resistant materials such as calsibord.
h. The partition divider between damaged and weathered rooms is replaced with
lighter and easily knocked down materials, such as calsiboard or multiplex.
6. The total cost in the Real of Cost Estimation is around Rp. 1.2 billion for 5 (five)
schools with the number of building units of 8 (eight) units.
5.2 Recommendations
Recommendations that can be given to the results of the DED and the construction
process of the building rehabilitation work are:
1. The amount of funds can be added bearing in mind the greater need to obtain a
