1. Purpose
This method of statement covers the off-loading, storage and installation of Generator Sets as
defined in the General Specification.
2. Scope of Work
This procedure will define the method used to ensure that the Generator Sets installation are
correct and acceptable and shall conform to the Contract Documents and Specification.
3. Responsible Personnel on Site

4. Storage and Off-loading
4.1 Use Mobile Crane to off-load the Generator Sets. Capacity of crane shall be capable to carry
the weight of the generator set. All safety precaution shall be adhered during off-loading. Ensure
the safety of equipments and workers.
4.2 Off load the Generator sets on the designated off-loading area. Make sure that the
Generator Set will seat on pipe rollers or wooden flanks.
4.3 If the Generator Room is not ready for generator set installation, proper protection of
Generator set shall be provided and cover it with tarpaulin.
5. Pre-Installation
5.1 All materials and documentation relevant to this particular section of works shall be
checked prior to the installation.
5.2 Make sure that the plinth is completed and painted and ready for final installation of
equipment.
5.3 Make sure that the generator room is clear and free of debris and foreign materials.

5.4 Ensure that the access for generator set installation is free from obstructions.
5.5 Make sure that supporting flanks, pipe rollers, chain blocks, hydraulic jacks and other tools
required for installation are in place.
6. Installation
It has been presumed that the Generator Rooms are ready for permanent installation of the
Generator Set.
6.1 Lift the Generator using mobile crane or portable hydraulic crocodile jack. Place pipe rollers
under the generator skid. Make sure that the pipe rollers are properly set.
6.2 Once the generator set will sit on the pipe rollers, push in / pull in the generator set inside the
room. If required, use chain block to pull the generator set. Make sure that the chain block is
properly anchored and properly set to the direction of generator position.
6.3 Where in a generator set crosses a trench or unequal elevation, use steel channels or I-
beams to support the pipe rollers. Make sure that the steel channels or I-beams are properly
supported to carry the weight of the Generator set.
6.4 Set the Generator set in proper location. Lift the Generator set using portable crocodile
hydraulic jack and let it sit on elevated flanks or I-beams.
6.5 Fix the spring vibration isolator. Ensure that it is fixed and aligned properly.
6.6 Lift the Generator set and install the spring vibration isolator. Bolt and tight properly the
generator base on to the spring vibration isolators.
6.7 Associated work related to the Generator set such as generator exhaust system, fuel system,
acoustic lining etc, will commence.
6.8 After completing all associated works related to the Generator set, raise a Request for
Inspection for Generator Installation.
6.9 Test the Generator in accordance to specification and manufacturer recommendation. All
testing will be carried out in the presence of Consultant. Test shall be carried out by the
manufacturer’s testing engineers. All test sheet shall be certified by the manufacturer
representative.

1. Purpose
This method of statement covers the in-site installations of Electrical Panels as defined in the
General Specification.
2. Scope of Work
This procedure will define the method to be used to ensure that the Electrical Panels installations,
on-site assembly, final connection and workmanship are acceptable, correct, and safe and
conforms the Contract Documents and Specification.
3. Responsible Personnel on Site

4. Storage
4.1 Unload the Electrical panels to the designated unloading area. Use fork lift or mobile
crane to unload self standing panels.
4.2 Ensure that the Panels are stored in dry and clean locations.
4.3 Make sure that the storage area is safe.
5. Pre-Installation
5.1 All materials and documentation relevant to this particular section of works shall be
checked prior to installation.
5.2 Ensure that the location wherein the panels were installed is accessible, clean and free
of debris and foreign materials and suitable for installations.
6. Installation
6.1 Check the size of panel enclosure knockouts to be the same size of the incoming /
outgoing conduits.
6.2 remove the knockouts prior to mounting the enclosure. On multiple ring knockouts remove
the center section by striking at the point furthest from the tie. Bend the knockout back and forth
to break the tie.
6.3 use knockout punches where possible to prevent burrs.
6.4 use a small magnet to remove any metals shavings from the enclosure.
6.5 If a larger opening is required, remove each additional ring one at a time by prying with
a screwdriver and bending back and forth with pliers as shown in the following figure.
6.6 install the panel enclosure as required by specs , standards and codes.
6.7 use Approved cable clamps ( lock nuts) or conduit hubs in the holes to secure the pipe to the
panel enclosure and protect the cable and conductors.
6.8 carefully , install the conductors into the raceway to prevent nicks and other damage to
insulation.
6.9 replace conductors if the insulation is damaged.
6.10 assemble the panel interior components and tight the screws and bolts properly.
6.11 separate the phases conductors to two categories as one will be terminated from left
side breakers and the other will be terminated to the right side breakers.
6.12 separate also the neutral conductors for all circuits which will be terminated to the
neutral bus.
6.13 separate also the ground conductors for all circuits which will be terminated to the
ground bus.
6.14 tie each group of phases conductors with cable ties till the first bottom branch circuit
breakers.
6.15 tie each group of neutral conductors and ground conductors with cable ties till the
neutral and ground bars.
6.16 adjust the length of each conductor to be able to reach its corresponding circuit breaker
, neutral bar or ground bar.
6.17 label each conductor as per panel schedule and as per specs.
6.18 strip the insulation from the end of each conductors by using approved tools.
6.19 don't allow loose strands of conductors to stick out from terminations.
6.20 connect the main conductors to the mechanical lugs of the main circuit breakers.
6.21 don't install more than one conductor under a mechanical lug or termination.
6.22 Connect the branch circuit conductors to the mechanical lugs of its corresponding
branch circuit breakers.
6.23 connect the neutral conductors and the ground conductors to the neutral bar and
ground bar respectively.
6.24 Assemble the dead front , the trim and access door of the panel board and securely
tight the screws and bolts.
6.25 provide circuit directory to the door for listing which breaker provides service for each
room or appliance.
6.26 Raise Request for Inspection for Panel installation.

1. Purpose

6.2 Once the transformer will sit on the rails, push in / pull in the transformer inside the room. If
required, use chain block to pull the transformer. Make sure that the chain block is properly
anchored and properly set to the direction of transformer position.
6.3 Set the transformer in proper location. Lift the Generator set using portable crocodile
hydraulic jack and let it sit on elevated flanks or I-beams.
6.4 Fix the spring vibration isolator. Ensure that it is fixed and aligned properly.
6.5 Associated work related to the transformer such as oil system.
6.6 After completing all associated works related to the transformer, raise a Request for
Inspection for transformer Installation.

Scope
The purpose of this method statement is to define the procedure that can be implemented
for re-routing of the existing 11KV electric cable that crosses the project site. This method
statement includes the location, excavation, isolation, re-routing, jointing, testing and
backfill.

Responsibilities
The EPC Contractor PSM shall ensure the required permits from Operating Authority are
obtained prior to the commencement of this activity.
It is the overall responsibility of the PSM to ensure that the identification, protection and
/ or removal / rerouting to existing services are conducted in a safe methodical
sequence as defined by this method statement as well as directed by the relevant
authorities.
The IS shall coordinate investigation of existing services with the Plant authorities.
The ST shall accurately plot and record all existing services upon the site.
The SE shall ensure that the excavation is rightly carried out.
The SO shall ensure that excavations are safely carried out & ensure that all safety issues
are addressed as defined upon the work permits.
Safety
Prior to the commencement of any activities, the workforce shall receive a safety induction
talk on the project site safety requirements.
The necessary permits that may be required to work near these services shall be
obtained. Any special conditions imposed upon these permits shall be implemented.
Only specifically approved mechanical equipment whilst locating these services shall be
used.
Generally, where appropriate, only manual excavation shall be carried out.

Method
The existing route of the 11KV cable shall be identified, marked & a barrier erected on
either side clearly defining the route across the site.
The route proposed for the new 11KV cable on the AFC drawing shall be identified &
marked with pegs by the ST. Excavation shall commence to the line and required level.
The appropriate sand bed shall be placed within the trench.
The new cable supplied by EPC Contractor shall be laid into the trench according to
established methods and standards that would include placing of the cable drum on a
cable trolley and rollers. The cable shall be unwound from the cable drum by pulling. If
required, a cable tugger fitted with load cell control may be utilized.
The new cable shall be correctly placed to line and level upon the sand bed. Wherever
joints occur, sufficient cable overlap to allow for the jointing shall be provided.
The insulation value of the new cable shall be tested by 5KV motorized megger.
Upon the EPC Contractor Electrical Engineers approval, the cable shall be covered with
dune sand to the required thickness evenly. Cable tiles shall be placed on top of the sand
above the new cable.
The trench shall be backfilled with approved material. The backfill activity shall continue
until the trench is completely filled. Route markers shall be placed with the splice joints
surveyed and recorded.
Where joints occur to the cable either at the two termination points with the old cable or
along the length of the new cable, the same technique shall be adopted.
An experienced cable jointer under the supervision of an electrical engineer shall conduct
all the jointing.

Approved jointing kits shall be utilized. The manufacturers recommendations relating to


the installation of these jointing kits shall be followed.
Upon completion of the jointing of the new cable length, the entire length of the new cable
shall be tested. The cable shall be subjected to a pressure test of 67KV DC for 15 minutes
on the cable between each core and earth. The remaining cores shall be connected to
earth. The engineer shall measure the leakage current. All readings shall be recorded
upon the appropriate form. The testing shall be witnessed by the EPC Contractor
engineer.
Prior to the excavation at the points where the new cable is to be connected to existing
11kV cable, the necessary permits shall be obtained. EPC Contractor method statement
for conducting cable Diversion shall be complied with.
The old cable shall be hand dug. An area sufficient to conduct the jointing of the cable
shall be excavated.
Electrical engineer in coordination with the EPC Contractor engineer shall ensure that the
old cables are identified and isolated under the supervision of the Refinery Supervisor
within the appropriate substation. The necessary earthing and isolation to the cables shall
be conducted prior to the commencement of jointing the old cable to the new.
The cables shall be jointed in the same manner as described previously.
Once the cables have been jointed, these shall be tested by mega test at 5KV and HV
test at 53KVDC to establish its integrity and insulation.
The disbanded cable shall be removed from the new jointed cable by excavating and
rolling the cable to allow the new cable route corridor to be covered with sand, cable tiles
and backfill material.
Upon completion of the cable testing activities, the Refinery Electrical engineer shall
authorize the energizing of the new cable route.
The disbanded cable route shall be excavated to expose the old cable. The old cable
shall be removed onto the surplus cable drums from which the new cable was coiled.
These drums shall be stored on site for EPC Contractor disposal.
A program to be developed by all parties of power outage windows shall be produced for
the tie-in activities of the cables.

loading. Ensure the safety of equipments and workers.
4.2 Off load the Pump-Motor Sets on the designated off-loading area. Make sure that the
Pump-Motor Sets will seat on pipe rollers or wooden flanks.
4.3 If the Pump room is not ready for pump set installation, proper protection of
Pump set shall be provided and cover it with tarpaulin.
5. Pre-Installation
5.1 All materials and documentation relevant to this particular section of works shall be
checked prior to the installation.

6. Installation
It has been presumed that the Pump Rooms are ready for permanent installation of the Pump-
Motor Sets.
6.1 Lift the Pump using overhead crane.
6.2 Set the Pump-Motor Sets in proper location.
6.3 Lift the Pump-Motor Sets and install the bolts and tight properly the pump base stool.
6.4 Associated work related to the Pump-Motor Sets such as piping system, valves, pressure
gauges, etc, will commence.
6.5 After completing all associated works related to the Pump-Motor Sets, raise a Request for
Inspection for Pump-Motor Sets Installation.
6.6 Test the Pump-Motor Sets in accordance to specification and manufacturer recommendation.
All testing will be carried out in the presence of Consultant. Test shall be carried out by the
manufacturer’s testing engineers. All test sheet shall be certified by the manufacturer
representative.
