CHAPTER FIVE

CONCLUSION AND RECOMMENDATIONS

5.1 Conclusion

This conclusion can be made on the impact of unplanned settlements in Kinondoni district
specifically in Hanna Nassif ward. The major factor associated with high level of unplanned
settlement in Hanna Nassif ward is lack of education to the citizens about the impact of
unplanned settlement as well as presence of un-surveyed plots and high cost of surveying
plots which cost Tsh 370,000/=, according to WEO (Ward Executive Officer) from Hanna
Nassif ward. So these are the main drives even if there are other causes like delaying the
urban planning program, low income, corruption as well as poverty.

The existence of these drivers especially in Hanna Nassif ward accelerate a lot of efforts
economically, socially as well as politically including; the problem of transportation, theft and
robbery, the problem of sewage system, the inaccessibility of social services, flood absence of
safety and security, land conflict, eruption of disease, absence of business centers and lack of
open space for community meeting.

Despite this these effects or impacts or the whole problem of unplanned settlements have
been put in place by the local authority and the community in attempt to solve this problem
but full success has not been realized. So, in order to mitigate this problem needs the full
cooperation between the government and the community together.

5.2 Recommendations

The existence of unplanned settlements in Hanna Nassif ward is still have a great effect to the
people living in this area and to the government as well. Therefore, efforts and measures are
needed to be taken in order to solve this problem, this can be done by adhere to the following:

Unplanned areas should be surveyed and planned before allowing people to live in those
areas. The government and the department concerned should ensure that all areas not only in
Hanna Nassif but also in all cities are surveyed and planned before people start living in those
areas. This will reduce disturbance and conflict between the residents and the government
such as to force people to destroy their houses so as to give chance to planning process.
Education should be provided to the residents. People living in the unplanned settlements
should be given education about environmental conservations such as sanitation, proper
keeping of the dust materials that can give bad conditions to the environment in the unplanned
settlements. Education will make people aware of the effects of unplanned settlements.

4.5 Ways of Addressing This Problem

The problem of unplanned settlement at Kinondoni district can be eliminated by the following
ways: punishing those who break the law, provision of education on the effect of unplanned
settlement, and provision of legal license to the people who need to build the new houses and
government to survey the plots.

4.5.1 Provision of Punishment for Those Who Break Law

Government should deal perpendicular with those who go against the law which are being set
concerning the building rules at national level, for those who did not follow such rules could
be punished to overcome such problem since there are people who build on unplanned area
just because they do not care and due to lack of education. In Kinondoni district, the
government proposed on punishing those who break the law especially at Hanna Nasif ward
in street like Kisutu, Mkunguni A, Mkunguni B and Hanna Nassif streets as well.

4.5.2 Provision of Education on the Effects of Unplanned Settlements

The community at large should be given enough education about the negative effects from
unplanned settlements through ward or street meetings, seminars, so as to ensure people at
Kinondoni district especially Hanna Nassif ward to be aware about the consequences of
unplanned settlement such as poor sanitation, theft and robbery. When the community gets
enough education on such negative effects from unplanned settlement they should easily
cooperate on addressing such problem with the government and urban planners.

4.5.3 The Government to Survey the Plots or Areas before Actual Building

From the field of study many respondents pointed out on the role of the government to ensure
good planning of settlements at Kinondoni district especially at Hanna Nassif ward. Many
areas are not being surveyed something which leads to unplanned settlements to the area of
new buildings. So, the government should conduct survey on plots of new construction to
ensure proper planned settlements at Kinondoni district.

4.5.4 Provision of Legal License

The government should recognize the plots and the provision of the license and permission of
buildings one’s who need to build new houses should have a legal license from authority of
municipality. In such manner the government should be aware on plots which are given legal
license before actual building. On the plots to ensure planned settlement at Kinondoni
municipality, since many people for example at Mkunguni A and Kisutu and other streets of
Hanna Nassif ward at Kinondoni district the people engaged on building of houses without
legal license something which leads to unplanned settlements.
