Annexure – I

TECHNICAL SPECIFICATIONS OF PORTABLE FIRE PUMP:

The portable pump shall comply with EN 14466 & shall have minimum output of 1600 LPM
as per IS 12717. The detailed technical specifications are as mentioned below:

1) ENGINE:
The engine shall be two strokes, two cylinders, water cooled petrol engine. The engine
exhaust is so arranged so as to discharge gases as far as possible away from the pump
operation position. The Fire Pump shall not be equipped with a Radiator / Heat Exchanger.

2) FUEL SYSTEM:
A fuel tank of suitable capacity shall be provided for a minimum continuous run of
approximate one hour without re-fuelling. The fuel tank shall be made from stainless steel
sheet. Fuel content in tank shall be indicated by float mechanism on top of fuel tank. A low
fuel level warning provision on the control panel shall also be provided. Pump shall have
required system so that pump can start even in cold climate.

3) PUMP:
a) The pump shall be centrifugal type, single stage with self adjusting mechanical type seal.
Pump comprising of volute, body (casing), delivery valves and impeller shall be made of
light aluminium alloy as per IS: 617 or BS: 1490. A drain plug provision shall be provided at
the bottom of the casing for complete drainage of water in the casing. The pump shall have
output of 1600 LPM at 7 kg/cm² while working at 3 mtrs. Suction lift at NTP conditions.

b) The pump shall be provided with male round threaded suction eye with standard 100mm
suction connector complete with blank cap and S.S. Chain. Pump shall have two delivery
valves with 63mm male instantaneous Connection with screw down valve and blank caps
fitted with S.S. Chain. The outlet shall be swivel type facilitating discharge in any desired
direction.

c) Pump shall be provided with arrangement for overheat protection to safeguard engine
from cooling water loss and to protect pump without supplying water. This device shall stop
engine automatically when the operating temperature reaches 80 degree C. A reset switch
to be provided to release the sensor after it stops the engine. Pump shaft shall be made of
S.S conforming to IS: 6603.

d) The overall dry weight of the portable pump (complete unit) shall not more than 125.00
Kgs with compact design which can be carried by two firemen and positioned close to the
fire even in narrow and rugged places.
e) The pump tested by manufacturer at hydrostatic pressure test of 25 kg/cm² and shall not
show any leakage. Pump shall be tested for performance - Discharge capacity at a suction
height of 3 Metres.

f) The pump shall have closed circuit cooling system.

5) PRIMER:
A suitable priming system or rotary vane type shall be provided and primer shall be capable
of lifting water from 7.0 mtrs depth in less than 30 seconds. All parts which come in direct
contact with water shall be of corrosion resistance material or to be treated for corrosion
resistance.

6) ELECTRICAL SYSTEM:
An electric starter and back-up recoil starter shall be provided for quick starting of engine
under any conditions. The pump shall be provided with a 12 V system. The low
maintenance battery of 12 V amps hour suitable for the easy start in cold climate shall be
provided.

7) FRAMEWORK:
The combined unit being permanently mounted on a carrying frame having four spring
loaded lifting handles folding inside and lockable in various position and easily carriable by
two persons. Pump shall be supplied with a suitable two wheel trolley for easy movement of
pump for long distances by a single person.

8) CONTROL & INSTRUMENT:


The pump shall be fitted with the following and also other necessary controls, instruments
which are conveniently grouped on the control panel or at suitable visible location.

a) Compound Gauge (Suction)


b) Pressure Gauge (Delivery)
c) On / off switch
d) Fuel Level Indicator/Alarm
e) Ignition Indication lamp
f) Throttle
g) Engine over Heat Protection Lamp
h) Ampere Meter
i) Pump Priming Lever
j) Battery Electrolyte Level Alarm Lamp
k) Vacuum Pump Oil Level Indication Lamp

9) WORKMANSHIP AND FINISH:

All parts of the unit shall have good workmanship. The pump shall be painted in fire red
colour except the parts built of stainless steel namely, fuel tank, tubular frame work etc.
10) MARKING:

Each pump unit shall be clearly and permanently marked with the following information:
a) Manufacturer's Name
b) The Discharge Capacity of pump in Litre/min.
c) Weight of the Pump Set.
d) Year of Manufacture.
e) Serial Nos. and type of engine & pump.
f) Short instructions for operation of the pump set.
g) CE marking on the pump as per EN14466.

11) PRIMER TEST


Primer shall be capable of lifting water from a depth of 7.0 m in less than 30 seconds when
connected by 4 lengths of suction house of 2.5 m each (100 mm dia.) (The depth will be
measured from the eye of the impeller).

12) ACCESSORIES: The following accessories shall be supplied with each unit and
offered price shall be inclusive the cost of these accessories:

13) OPERATION & MAINTENANCE MANUAL:

Operation & Maintenance Manual shall be provided along with each pump with a fully
illustrated booklet and item wise spare parts list.

14) INSPECTION & TESTING:

a) Prior to dispatch from suppliers' works, all the performance tests shall be carried out by
the vendor in presence of NPCIL representative without any extra cost to company. The
supplier has to intimate 15 (fifteen) days advance notice before organizing the same.
b) Testing: The pump shall be subjected to performance test before dispatch at your
works. The pump shall be run for continuous period of 4 hours delivering the rated out put
as specified in Rated Performance above.

16) Training, Installation and commissioning.


Installation and Commissioning of portable fire pump at Fire Station, Rawatbhata Rajasthan
Site, Rajasthan (Total 02 Nos.) Shall be performed by the supplier's authorized
representative. The representative of the Vendor shall provide operation training to fire
personnel of RR Site.

17) WARRANTY & MAINTENANCE FACILITY:

a) The Pump supplied shall be subjected to a warranty period of minimum one (1) year
from the official acceptance date.
b) The supplier shall provide parts, labour and undertake the free of cost maintenance and
servicing of the Pump during warranty period.
c) The designated parts which fail in normal use shall be replaced free of charge during the
warranty period.

18) Pre qualification criteria (PQ Criteria)/ Bid Evaluation criteria (BEC):

The Vendor shall submit the following documents along with the offer:

a) The bidder shall have the experience of successful execution of supply of at least 04
(four) Nos. of Portable Fire Pumps of capacity not less than 1600 LPM @ 7 kg/cm²
capacity preceding to the Bid Closing date of this Tender. A copy of Purchase Order/
Performance Report/ Proof of Supply shall be enclosed along with bid to ascertain
the same.
b) Submission of declaration for line by line confirmation of the specification.
c) Company shall be ISO certified & valid ISO 9001:2008 certificate shall be submitted.
d) Bidder shall not be on a Holiday list with Government departments/PSU in the past
10 years.

Note: In the absence of documents mentioned above the offer shall be rejected or
not entertained. Tenderer who does not fulfill the above Pre-Qualification Criteria
shall be technically disqualified.

19) Other important condition:


Bidder shall confirm in writing to provide back up support for essential spares for 10
years.
