Proposed manufacturing unit is a Small Scale Unit having total investment of about Rs. 140
Lakh Approximately Rs. 12.31 Lakhs will be allocated towards environmental management
facilities.
M/s. T. R. Associates (NABET Accredited EIA Consultant) was appointed by M/s Niser
Industries to carry out the Environmental Impact Assessment study for their proposed
project.
The proposed products Phenol Formaldehyde, Urea Formaldehyde and Unsaturated Polyester
Resin (being synthetic organic chemicals) falls under Schedule 5(f), Category A as stated in
Environment Impact Assessment Notification Published on 14thSeptember, 2006. As per
amendment to EIA Notification, 2006 vide SO 1599(E) dated 25.06.2014, Niser Industry will
not fall in small unit criteria. Water consumption for proposed project is less than 25 m3/day;
Fuel consumption less than 25 TPD; but due to formaldehyde storage more than 5 MT (i.e. 40
MT) unit is fall into MAH category of Manufacturing, Storage, Import of Hazardous
Chemical Rules (MSIHC Rules), 1989.
This study of Environment Impact assessment (EIA) is based on studies carried out during
the month of March, 2019 to May, 2019. The environmental parameters (ambient air, water,
soil, noise, flora and fauna) selected for study are those, which are likely to be most affected
by the proposed project. The study area is defined as an area within 10 km radius from center
of the project site.
2. AIR ENVIRONMENT
The base line Ambient Air Quality (AAQ) status within 10 km study area has been assessed
through a monitoring network of 8 AAQ sampling stations during March, 2019 to May, 2019.
Design of network for Ambient Air Quality monitoring locations were decided on
meteorology & available infrastructure facilities. The base-line Ambient Air Quality of the
study area was monitored for Particulate Matter (PM10 & PM2.5), Sulphur Dioxide (SO2) and
Nitrogen Dioxide (NO2), CO & VOC. The result for the same is given as below:

3. WATER ENVIRONMENT
Analysis of ground water and surface water samples revealed that it is suitable for domestic
activity including agricultural activity. Ground water quality in the area meets the Water
Quality Standards (IS 10500) for drinking water except for parameters like Magnesium, TDS
and Total Hardness whereas surface water quality in the area meets the Water Quality
Standards (IS 10500) for drinking water except for parameters like Chloride , Total Hardness,
Calcium, Magnesium, BOD , pH and TDS.
A. Water Requirement
The total fresh water requirement for the proposed project will be 3.88 kl/day. Out of this said
fresh water quantity 0.4 kl/day will be used for domestic purpose, 1.25 kl/day will be used for
industrial activities and 2.23 kl/day will be used for greenbelt development purpose. The
required water will be obtained through Borewell.
B. Wastewater Generation and its Disposal
The total generation of domestic wastewater will be 0.36 kl/day. The domestic wastewater
generated will be sent to soak pit via septic tank.
The total industrial effluent generation will be 0.61 kl/day, which will be from cooling tower
blow down, process and washing. Industrial effluent will be collected in Collection cum
Neutralization Tank for neutralizing the effluent characteristics. After completion of
neutralization treatment, effluent will be taken to Nutch filter/Filter Press for sludge
separation. Separated dried sludge will be collected, stored and disposed of at approved
TSDF site. Filtrate water from Filter Press will be taken in the holding tank and then effluent
will be evaporated using Evaporator through heat energy. Therefore, no effluent will be
generated and the stated process would be a ZERO DISCHARGE process.
During operation activity the impact of air, water and solid waste pollution on soil causes
direct / indirect effect on soil.
As all necessary air pollution control steps are provided and based on the results of the
dispersion model for the Ground Level Concentrations of various pollutants after proposed
project, there will not be any adverse impact of air pollution on soil.
It may be noted that there will be no disposal of untreated effluent on land. So, there will be
no adverse effect on land / soil due to water.
All necessary control steps are provided for handling, storage and disposal of solid/hazardous
waste generated from the plant. Thus, there will not be any significant impact of
solid/hazardous waste on the soil environment.
5. NOISE ENVIRONMENT
Noise level was recorded at 8 locations within the study area to provide the baseline data to
describe the existing situations.
The minimum noise level measured in the study area was 41.7 dB (A) in day time at
Khakhrala village and 36.9 dB (A) at Khakhrala village in night time. The maximum noise
level measured in the study area was 73.2 dB (A) in daytime at Project Site and 68.6 dB (A)
in night time at Project site. The noise levels (Leq) of the residential area within the impact
zone varied from 51.9 – 67.7 dB (A) in the day time and 41.1 – 61.9 dB (A) in the night time.
6. SOCIO-ECONOMIC ENVIRONMENT
An assessment of socio-economic environment forms an integral part of an EIA study. Socio-
economic environment – demographic & related socio-economic data was collected from
District Census Handbook to assess socio-economic status of the study area.
For proposed project activity, total 6 nos. of skilled and unskilled employees/workers will be
required. The indirect employment will be generated by way of transportation, shopkeepers
and other casual employment for many people.
Local people will be given preference wherever found suitable for all the jobs in the plant.
Economic status of the local people will improve due to the increased business opportunities,
thereby, making a positive impact. Educational, medical and housing facilities in the study
area will considerably improve.
In addition, no true multi species forest type was recorded in the vicinity of the two-five
kilometer radius in and around the project site. It clearly indicates the low productive
potential of the terrestrial ecosystem. Since the project associated activities do not required
any additional land, the terrestrial ecosystem is considerably free from the project related
impacts.
The main hazardous waste generation will be ETP Sludge + Evaporation Residue, Used Oil
and Discarded Plastic Bags/Drums.
ETP Sludge + Evaporation Residue will be disposed off at approved TSDF site. Used Oil will
be reused within premises as a lubricant or sold to registered recycler. Discarded Plastic
Bags/Drums will be sold to authorized vendor.
The unit will provide isolated area for the storage of hazardous waste. Thus, hazardous waste
management system provided by the unit will be adequate and there will not be any major
impact on the environment due to hazardous waste.
An Environmental Management Plan has been prepared for mitigation of the adverse
impacts. The Environmental Management Plan describes in brief, the management’s plan for
proper and adequate implementation of treatment and control system for pollutants and for
maintaining the environment. It also include development of green belt, proper safety of
workers, environmental monitoring plan, rain water harvesting, fire protection system and
Risk analysis and study have been carried out for identification of hazards, selection of
maximum credible scenarios, risk mitigation measures etc. All the hazardous chemicals will
be stored and handled as per MSDS guidelines. Personal protective equipment’s will be
provided to the workers.
The proposed project will become beneficial to the surrounding area or community in terms
of infrastructural development, social development, employment and other benefits.
The proposed project has a potential for employment of skilled, semi-skilled and unskilled
employees during operation phase. A total of 6 persons are likely to get employment due to
the proposed project. The project gives 2% of project cost for socio-economic development
activities in surrounding villages which will be continued further.
14. CONCLUSION
Negligible impacts will occur on air quality. However, all the necessary air pollution
control measures will be provided.
No ecological damage will occur.
No adverse impacts will occur on water environment.
Local employment opportunities will increase.
Various other environment parameters like Forest/ National Park/ Sanctuary and
Religious / Historical Places will not be affected.
Environment Management Plan has been formulated to control all the pollutant
parameters and Environment Management Cell will be set-up to ensure that these
parameters do not exceed the norms set out by the concerned authorities.
After commissioning of the proposed project, the Environmental Management Cell
will take care of all the pollution control measures.
It can be concluded on a positive note that after the implementation of the mitigation
measures and environmental management plan during the construction & operational phase,
there will be negligible impact on the environment due to the proposed project.

INTRODUCTION
1.1 Preamble
M/s. Niser Industries is a green field project for the proposed production of Phenol
Formaldehyde Resin, Urea Formaldehyde Resin and Unsaturated Polyester Resin at Survey No.:
350, Paiki 3, Plot No.: 7, Village: Bagathala, Taluka & District: Morbi, Gujarat – 363641.
Details of proposed products are given below in Table 1-1.
M/s. Niser Industries has a total land area of 1,970 m2. Out of the stated land area
approximately 742 m2 will be developed as a green belt area (approx. 37.66 % of the total land
area). The land use change/conversation details i.e. Non Agricultural (NA) permission is
attached as Annexure – 2. The total estimated cost of project is Rs. 140 lakh. Total budget
allocation towards Environmental Management Facilities will be approximately Rs. 19.2 Lakh.
The products like Phenol Formaldehyde Resin, Urea Formaldehyde Resin and Unsaturated
Polyester Resin are newly proposed products (all being synthetic organic chemicals) and fall
under Category 5(f) as stated in Environment Impact Assessment Notification Published on 14 th
September, 2006. Further, the location of proposed project is outside the notified industrial
estate and it does not fall in Small Unit criteria as per the Notification dated 25th June 2014. As a
part of this procedure, Public Hearing is also required to be carried out as per the notification
dated 25th June, 2014. Hence, project proponent has to obtain the Environmental Clearance
from the Ministry of Environment, Forests & Climate Change (MoEF&CC), New Delhi.
The purpose of the preparation of Environment Impact Assessment (EIA) report is not only to
obtain Environment Clearance from Ministry of Environment Forests & Climate Change, New
Delhi, but also to understand the likely impacts and to take Environment
Protection/Management measures during and after commissioning of the project.
The promoters of the project has 9 years of an average experience and they are planning to
establish the businesses in the field of Resin industry. Their background along with experience
is presented in the following Table 1-2.
Phenol formaldehyde resin and urea formaldehyde resin are mainly used as wood adhesives, in
foundry, molding and laminated/decorated sheets1. Unsaturated polyester resins are used
predominantly in making trays, shower stalls, boats, swimming pool, water tanks, etc.
Unsaturated polyester resin is the largest consumed resin, representing 83% of total Indian
composites market. The total estimated consumption of UPR in India for the composite markets
was around 1,55,210 MT in 20182.
In India, good quality raw materials are available at cheap rates, enabling the manufacturing at
low cost. This increases the profit margin as compared to other players in the world. To meet
the current and future market demand, the project proponent intends to start a new unit.
Looking to the market demand, the proposed project is feasible at stated location.
The burgeoning market demands of urban and semi-urban India are estimated at Rs. 5 Lakh
Crore. The demand-supply gap has already attracted foreign players to India; and the e-retailing
boom offers immense business opportunities. But a mere 15% of India's polymer industry is
organized. Its semi-skilled decorators, self-styled interior decorators and small-scale local

manufacturers need to be trained and organized to meet future market demands and exploit
business opportunities.
Indian polymer resin trade has become global place as the consumption of different imported
plastics or fiber plastics are on the rise. Unlike before, Indians are now welcomed by polymer
resin manufacturers of china. Earlier India was a self-dependent country for commercial or high
quality polymer resins, but sharp drop in domestic manufacturing output has resulted in
material sourcing from countries like Burma, Malaysia, Indonesia, China, Vietnam etc. Now
Indian polymer market is somehow curtailed or competed by incoming polymer products from
China. Be it film face, decorative, laminate or everything is now being imported partially or
more and is sold. Indian industrialist must understand the fact that it’s no more a regional shift,
it is a global shift. Indian technology should be upgraded an updated at par with international
standards.
The global phenolic resin market was USD 11.30 billion in 2016, and is projected to reach USD
15.01 billion by 2021, at a CAGR of 5.8% during the forecast period. Advanced properties and
increasing demand from tire industry is expected drive the market during the forecast period.
Growth of automotive industry, building & construction industry, furniture market will
generate the great export markets for Indian resin manufacturing units. Also, growth of
applications such as wood adhesives, foundry, molding, laminates and insulation is expected to
offer lucrative opportunities. But as liquid resins are quite expensive for export, we have only
local sale market for distribution.
The proposed project is to be located at Survey No.: 350, Paiki 3, Plot No.: 7, Village: Bagathala,
Taluka & District: Morbi, Gujarat–363641. It is situated at Latitude: 22°51'47.05"N and
Longitude: 70°44'5.06"E. Nearest major town is Morbi which is about 8.85 km far from the
project site in SE direction. State Highway 314 is approx. 1.32 km away in South direction. Geo
co-ordinates of all four corners of the site are given below in Table 1-3.

The proposed project site has been selected by the project proponent due to its proximity to
availability of raw materials, consumer centers and infrastructure facilities like power, water,
communication etc. The siting criteria described in Section 4.2.4 of Technical EIA Guidance
Manual (TGM) for Synthetic Organic Chemical Industry has been considered and the same are
given in the following table.
While siting the industry, care will be taken to minimize the adverse impacts of the industry on
immediate neighborhood as well as distant places. The proposed unit will generate direct and
indirect employment along with various business opportunities and it turn it will bring overall
socio-economic and infrastructural development in the region. The siting criteria as per the
guidelines are given in the following Table 1-4.

The EIA study includes determination of baseline conditions, assessment of the impacts on the
environment due to the construction and operation of the project and making recommendations
on the preventive measures to be taken, to minimize/mitigate the impacts on the environment
to acceptable levels. A suitable post-study monitoring program will be outlined. Environment
Management Plan will be given based on the emissions and feasibility report. As per the
guidelines, the generic structure of the EIA as given in EIA notification dated 14th September,
2006 is maintained. The scope of study based on TOR/MoEF&CC/CPCB guidelines is tabulated

The proposed project will abide and function under the purview of the following Rules, Acts &
Regulations which are formulated by the government to protect environment and maintain
good environmental conditions.

PROJECT DESCRIPTION
2.1 Introduction
M/s. Niser Industries is proposing to manufacture the Phenol Formaldehyde Resin, Urea
Formaldehyde Resin and Unsaturated Polyester Resin at Survey No.: 350, Paiki 3, Plot No.: 7,
Village: Bagathala, Taluka & District: Morbi, Gujarat – 363641. Manufacturing of above
mentions resins are covered under Schedule “5(f)” Category – “A” as per the EIA Notification 2006
and its subsequent amendments.
The proposed site is located at Survey No.: 350, Paiki 3, Plot No.: 7, Village: Bagathala, Taluka &
District: Morbi, Gujarat – 363641. Co-ordinates of the proposed project site are; Latitude:
22°51'47.05"N and Longitude: 70°44'5.06"E.

Site History
The selected site for the proposed project has been a barren land. The Non Agriculture (NA)
permission has been obtained by the project proponent and Land possession document and NA
permission are attached as Annexure - 2.

The unit will be located at Village:-Bagathala in Taluka:-Morbi and site selection was guided by
many factors like infrastructure, availability of land, water sources, fuel, transportation, power
availability, connectivity, etc. Specific site selection criteria for the proposed project are given
below;
The project site is highly developed with all basic infrastructure facilities such as
proximity to man power, electricity, water supply, transportation, telecommunication
systems, etc.
Proposed project site is approximately 1.32 km away from State Highway No. 314 which
is well connected to other State Highways as well as National Highway. Also, the project
site is 10.49 km away from the National Highway No. 27. Transport facilities for all over
India are sound at project site.
The project site is intended for the industrial purpose and thus no displacement of
population will take place.
There is no protected area notified under the Wild Life (Protection) Act (1972) & Eco-
sensitive area notified under the Environment (Protection) Act- 1986 exists within 10
km radius areas from the project site.
Availability of requisite skilled, semi-skilled and unskilled labour from local area.

Immediate surrounding of project site on the north and east sides is agricultural field and other
two sides are covered by mainly industrial units. Salient features of the study area of the

The polymerization reaction of Urea Formaldehyde Resin takes places in two stages. The
first stage is an addition polymerization in which Urea & Formaldehyde (37%) undergo
addition reaction, which takes place in neutral or slightly alkaline condition (i.e., pH – 7.5
to 8.0) at elevated temperature (i.e., 95 °C to 100°C).
Methyl Urea formed in the first stage is allowed to reach further by lowering the pH (i.e., 4
to 6) by addition of acetic acid where reaction takes place faster and leads to the
formation of long chain polymer.
The mixture is heated at a temperature between 80 ˚C and the reflux temperature,
preferably for 15 minutes to 1 hour.
The reaction is allowed to proceed further keeping the temperature at or above 80 ˚C for
achieving the desired viscosity and the reaction is arrested midway by raising the pH of
the resin solution to 7.5 to 8.0 by adding the caustic soda and then the reaction is cooled
down to the room temperature and stored in sealed container.
Check viscosity, tolerance, pH, gel time of the required batch of the resin.

A mixture of 1 mole Poly Ethylene Terephthalate (PET) & 1.5 moles Propylene Glycol is
fed to a reactor equipped with stirrer, thermometer and nitrogen gas introducing tube
with condenser.
The mixture is mechanically stirred and heated to 150 ˚C to 170 ˚C under nitrogen gas
stream. When reaction mass become clear, it is allowed to cool at room temperature and
then 0.6 mole Maleic Anhydride (MA) is added and continuously heated up to 200 ˚C – 210
˚C until an acid number reaches below 10.
Then the produced unsaturated polyester resin is cooled to 160 ˚C. Then add 50 mg of
Hydroquinone as inhibitor. When resin temperature is dropped below the boiling point of
reactive diluent (i.e. Styrene), the polyester resins are mixed with Styrene. This mixture is
ready for packing.

A mixture of 2 mole Mono Ethylene Glycol (MEG), 1.0 mole Phthalic Anhydride (PA) will
be fed to a reactor equipped with stirrer, thermometer, nitrogen gas introducing tube and
water condenser.
The mixture will be mechanically stirred and heated to 150 °C under nitrogen gas stream.
When reactor mass become clear, it will be allowed to cool below 60 °C or room
temperature and then 0.9 mole Maleic Anhydride (MA) will be fed and continuously
heated to 200 °C – 210 °C until an acid number reaches below 10.
Then the produced unsaturated polyester resin is cooled to 160 °C. Then add 150 mg of
Hydroquinone as inhibitor. When resin temperature dropped below the boiling point of
reactive diluent (i.e. Styrene), the polyester resins were mixed with Styrene by 30 to 35
weight percent of resin. This mixture is ready for packing.

Requirement of resources like water, power, fuel, manpower, plant & machineries, utilities, etc
will be there for the proposed project. Details of requirements of such resources for proposed
project are described in subsequent sections under respective headings.
Total electricity/power requirement for the proposed project will be about 50 kVA
which will be procured from Paschim Gujarat Vij Company Limited (PGVCL).
2.8.2 Manpower
Total manpower requirement for the proposed project will be about 06 persons, skilled &
unskilled, for the operation and maintenance of the project in efficient way. Out of 06 persons, 1
will be female employees. Preference will be given to the local people from nearby villages
based on their skills as well as project requirements. Details of total required manpower are
given in Table 2-11.
2.8.3 Water
For the proposed project, water will be required for domestic activities, greenbelt development
and industrial operations. Total fresh water requirement will be 3.88 kl/day which will be
fulfilled by bore-well. As per the guidelines issued by the Central Ground Water Authority
(CGWA), the proposed project site falls in Non Notified Area and would require permission
(NOC) from CGWA for groundwater withdrawal. The unit has already made application for
obtaining necessary permission from concerned authority. Proof of the same is attached as
Annexure – 9.
2.8.4 Fuel
Fuel is required for TFH (6 lakh KCal/hr) only. Diesel (20 liters/hr) will be utilized as a fuel for
TFH. Fuel will be purchased from local trader.
List of plant machineries required for the proposed project is given in Table 2-12. The actual
requirements of utilities and machineries & equipment are not limited to the list given below as
some additional minor requirements can also be cited depending on the necessity noticed
during installation & operations.
Total fresh water requirement for the proposed project will be 3.88 kl/day which will be
fulfilled by bore-well. For domestic activities 0.4 kl/day, for industrial activities 1.25 kl/day and
for greenbelt development 2.23 kl/day water will be required.
A. Water Balance
Domestic Wastewater:
Total 0.36 kl/day domestic wastewater will be generated which will be disposed off through
soak pit.
Industrial Wastewater:
Total 0.61 kl/day industrial wastewater will be generated from project activities. Stream-wise
water consumption and wastewater generation is given in Table 2-13 and detailed water
balance of proposed plant is given in Figure 2-7.
Wastewater from cooling tower blow down, manufacturing process and washing
operations is collected in Collection cum Neutralization Tank for neutralizing the effluent
characteristics.
Effluent will be then neutralized using Lime & Alum and then taken to Nutsche Filter for
sludge separation. Separated dried sludge will be collected, stored and disposed of at
approved TSDF site.
Filtrate water from Nutsche Filter will be taken to holding tank then it will be evaporated in
Evaporator system, thus unit will maintain zero liquid discharge.
Evaporation residue from evaporator will be handled with ETP sludge.
Flow diagram of proposed ETP is shown in Figure 2-8 and details of proposed ETP are given in
Table 2-14. Technical details of evaporator are given in Table 2-15.
In this proposed project flue gas emissions will be the main source of air pollution. There will be
chances of fugitive emissions due to raw material handling and transportation and
manufacturing activity.
Details of flue gas stacks for proposed projects are given in Table 2-17. Technical specifications
of Air Pollution Control Measures for TFH are given in Table 2-18.
B. Fugitive Emission
Fugitive emissions are expected to be generated during construction and operational stages of
the project.
During operation stage, leakages through valves, pumps, emission from open drums containing
chemicals, storage tanks, etc. are the major sources of fugitive emissions of organic chemicals
and VOCs. Following measures are adopted to prevent and control fugitive emissions:
All the raw materials will be stored in isolated storage area and containers will be kept
tightly closed.
Entire manufacturing activity will be carried out in closed reactors / vessels and regular
checking and maintenance of the same will be carried out to avoid any leakages.
All the motors of pumps for the handling of hazardous chemicals will be flame proof and
provided with suitable mechanical seal with stand-by arrangement.
The control of all parameters on a continuous basis will be done by adequate control
valves, pressure release valves and safety valves etc.
All the flange joints of the pipe lines will be covered with flange guards.
The spillages / leakages of specific chemical will be collected and used or drained to
effluent treatment plant.
Precautionary measures will be taken while handling various hazardous chemicals.
There will be provisions of adequate ventilation systems in process plant and hazardous
chemical storage area.
A regular preventive maintenance will be planned to replace or rectify all gaskets, joints
etc.
Transporters will be instructed to cover the trucks by tarpaulin sheets.
TREM card will be provided to the driver during the transportation of Hazardous raw
materials/products.
Sufficient information and training regarding characteristics and immediate actions in
case of any spillage or accident during transportation of hazardous chemical will be
provided to the driver.
The unit will develop green belt area within the factory premises to control the fugitive
emissions from spreading into surrounding environment.
Moreover, unit will carry out regular work place monitoring.
There will be two types of Solid/Hazardous wastes generated from the project. The details of
hazardous waste generation and handling / management are given in Table 2-19. Unit will
provide storage area for hazardous wastes having roof, pucca flooring with leachate collection
system. Leachate, if any will be collected and treated in effluent treatment plant. Unit will take
membership of TSDF site after commencement of proposed project.
The Municipal solid waste includes the paper wastes from Office as well as other domestic
wastes.
Paper wastes are sold to scrap vendors, while other domestic wastes are treated in STP and
disposed off in a proper manner.

There is no identified source of noise and vibration from the manufacturing activity except plant
machineries. However, unit will take following adequate precautionary measures for noise and
vibration control;
All the vibrating parts will be checked periodically and serviced to reduce the noise
generation. The equipment, which generates excessive noise, will be provided with
enclosures.
Proper and timely oiling, lubrication and preventive maintenance is carried out for the
machineries and equipments to reduce noise generation.
Ear muffs/ earplugs will also be provided to the workers if working under high noise
area to minimize the adverse effect on the health.
To reduce the noise generation during the transportation activities; the transport
contractor will be instructed to keep vehicle periodically serviced and maintained as per
the requirement of latest trend in automobile industry. Only those vehicles with PUC’s
will be allowed for the transportation.
The transport contractor will also be informed to avoid unnecessary speeding of vehicles
inside the premises.
Noise monitoring will be done regularly at prominent places in the plant.
Odor can be defined as “perception of smell”. Odorous substances emitted from industrial
sources can be due to both inorganic and organic gases and particulates. Many odorous
compounds result from process activities. There exists perceived connection between odors and
their health effects. Thus, it is important to propose mitigation measures for minimizing odor
nuisance. [2] Odor sources due to proposed project are given in the Table 2-20.
Brief description of potential environmental impacts and mitigation measures is provided in the
Table 2-21 below.

DESCRIPTION OF ENVIRONMENT
3.1 Introduction
The objective of establishing baseline conditions is “To compile authentic and relevant information
on the environmental components in the study area, which are likely to undergo change due to the
project-related activities in both the short as well as long term and have potential of causing
environmental impacts.” This necessitates ensuring focus on capturing the information which is
relevant, appropriate, authentic and credible.
The elaborate monitoring for generating baseline scenario is generally preceded by a well-planned
desk work and reconnaissance survey of the study area by the concerned functional professionals
in consultation with the EIA team leader and proper documentation of the observations/findings.
An effective methodology is important for baseline data collection and impacts prediction to
develop an efficient Environmental Management Plan. In this regard, it is important to understand
the ground realities of the core zone and buffer zone by the experts involved in baseline studies.
The team of experts visited the proposed project site to understand the site surrounding and
possible impacts from the activities of the proposed project. The EIA coordinators in consultation
with the respective functional area experts selected the sampling locations as per the TOR
prescribed by the MoEF&CC. An attempt has been made to collect the relevant and authentic
information about existing environmental conditions concerning the below mentioned six major
environmental attributes:
Air Environment
Noise Environment
Water Environment
Soil, Landscape and Visual Environment
Ecological Environment
Social Environment
Subsequently, the field monitoring was undertaken during March to May, 2019 by the team of T. R.
Associates’ Laboratory. The collected data are analyzed and interpreted. The same is represented
below under various sections.
To carry out Environment Baseline Monitoring and to generate baseline environmental data, study
area of 10 km radial distance from proposed project site has been selected. Base line data of
ambient air quality, water quality, land use & land cover, topography, ecology as well as socio
economic status was collected for study area of 10 km.
For the generation of baseline data, guidelines proposed by MoEF&CC as well as specific TORs
issued by MoEF&CC has been taken into consideration. Relevant secondary data available for
different environmental components were collected and analyzed.

Parameters: pH, organic matter, total phosphorous, EC, sodium,
potassium, cation exchange capacity, water holding capacity, SAR
Dispersion of different air pollutants released into the atmosphere have significant impacts on the
neighborhood air environment of an industrial project and forms an important part of impact
assessment studies. The ambient air quality status with respect to the study area of 10 km radius
from the plant site will form the baseline information over which the predicted impacts due to the
proposed plant can be super imposed to find out the net (final) impacts on air environment. From
the final impacts a viable Environmental Management Plan (EMP) can be prepared based on the
impact statement for the air environment. The baseline status of the ambient air quality can be
assessed thorough scientifically designed ambient air quality monitoring network. The design of
monitoring network in the air quality surveillance program has to be based on the following
considerations:
Meteorological conditions on synoptic scale.
Topography of the study area.
Representation of regional background levels.
Representation of plant site.
Representation of cross sectional distribution in the downwind direction.
Inclusion of major distinct villages to generate the baseline status.
The climate of the study area is characterized by hot summer and general dryness except during the
