CID Bhawani Bhawan Alipore Kolkata – 700027 Subject: Complaint/Intimation regarding Illegal Appointment of Teachers Government-Aided Schools as well as Transferring of Teachers of Government aided Schools under the “UTSASHREE v1.0 – BANGLAR SHIKSHA” Portal Respected Sir, This is to inform your Honour that Mr. Amit Chatterjee, who is now posted as Head Clerk/Head Assistant in the Education Department, Bikash Bhawan, SaltLake City, Kolkata has collected a huge amount of money and gold ornaments as a bribe by way of giving appointments as teachers to unqualified examinees by deploying the qualifies and deserving candidates who were shown unqualified of government-aided schools in the assistance of Ex- Education Minister and top officials of the School Service Commission, Government of West Bengal by manipulating the results published by the School Service Commission, Government of West Bengal. Mr. Amit Chatterjee also contacted the teachers who applied for transfer through the “UTSASHREE” Portal and assured them that if they could give him the amount of money that he had asked for as a bribe, then he can manipulate the serial numbers of the portal and can give them transfer to their choice of place and can also make the process fast by bringing their names at the top of the serial number by manipulating with the data of the site. When the investigation was started regarding the matter of appointment of teachers and the transfers, he stated to change the dates of the transfers and joining of the teachers both in softcopies (data in computer) as well as in hardcopies (by overwriting and changing the dates). Mr. Amit Chatterjee is a close associate of Ex Education Minister and he was acting as the middle man of the Ex-Education Minister and collected bribes from the candidates who are not selected in the said examination. In this way, he collected huge amount of money. He also collected money as bribe by transferring teachers to their choicable places breaking the serial number as given in the portal. Subsequently, he purchased two cars and lot of ornaments with the bribed money and transferred a good sum of money to the accounts of his relatives (mainly in the accounts of his daughter and son-in- law). It should also be noted that his wife also got the job of a school teacher in a Hindi Medium School of Howrah in the year 2011. It should also be highlighted that Mr. Amit Chatterjee is the member of the core committee of the State Government Employees Association as chosen by the Ex Education Minister who was in charge of the State Government Employees Association. After the investigation started, all on a sudden Mr. Amit Chatterjee announced and got it published in the newspaper that he won the first prize of Dear Lottery and the amount is Rs 1 Crore on the ticket number 92L83763 that was played on the date of 22nd July 2022, but it can be assumed that he had purchased the ticket from the actual prize owner in order to convert his black money that he earned through bribe to white money. The original holder/purchaser of the said ticket is the resident of Maslandpur in the district of South 24 pargana and ticket was handed over to Amit Chatterjee who is the resident of Howrah District through a middleman by giving the liquid cash money more or fewer Rs 70 lacs. I would also like to mention that Mr. Amit Chatterjee is going to retire on superannuation on 30th November 2022. So, I am writing this letter to request you to take necessary actions and give directions to the concerned authority to investigate the matter and give justice to the deserving candidates who lost their legitimate claims of getting their deserved jobs and transfers. Hon'ble Sir before writing this letter the matter was informed to the CBI Nizam Palace Kolkata but till this day no Investigation has been started for that reason, I complained to write this letter as the matter is pending before your Honour’s court.
