Experience proves a winner

Only two games of social bowls were played on Sunday, September 28 due to players travelling to Quilpie for invitation trebles games. Alf Cameron and Dally Holden just defeated Jenny Turner and Bill Malone 9-7 in one game while Mitch and Col Pngst defeated Roy Black and Chris Pngst 16-11. In the trebles games played on Sunday, September 21 the combination of Julie Blucher, Gary Whiteld and Dally Holden were too good for Woody, Alf Cameron and Don Daly, having an easy win 25-3. There were 115 shooters at Scrubby Creek on the weekend for the recreation clubs annual twoday shoot, coming from all parts of Queensland and interstate. Locals were up there in the competition, with Bill Wehl and Scott Bredhauer being equal rst in C grade in event one, the Black Toyota 30 target medley shoot. Brad Marks was equal rst in AA grade in the same event. In event two, a 30 target double barrel sponsored by South West Ford & Nissan, James Gall was the overall winner while Tom Doonar was second in the C grade. Event three, the Federal top Last weekend the small township of Tambo was inundated with horses and riders for the Tambo Rodeo & Campdraft Associations annual campdraft. As has been the trend all year, Tambos draft was well supported by a strong Blackall contingent. Kirstie Hayman, Roger and Gayle Ellison, Benn McIntosh, Peter and Jenny Avery, Red and Lexie Politch, and Shorty and Kim Avery travelled over for the weekend. Dave Carter, John Bowyer and Ross Browning were a shade more experienced than Greg McNamara, Rob Doyle and Gumby, winning 21-12 in another good game of trebles. Games for next week are: trebles R Robinson, Mitch Pngst, R Hayward v L Kelly, J Carter, T Hayward; handicap singles D Daly v J Blucher, spotter D Holden. Play will commence at 9.30 am. There will be a Publicans Day on October 12.

While the Blackall competitors recorded many scores, Benn McIntosh and Oakie were the only combination to qualify for the Novice draft nal, nishing in the top ten. They also made it into the second round of the Open draft. Shorty Avery and Vixen placed fth in the Maiden draft nal, missing the Novice nal by one point. Fresh from her success at the Head of the River rowing regatta, Jo Cripps added two gold medals to her trophy cabinet when she took part in the school state rowing titles at Rockhampton recently. She coxed St Peters Lutheran College crews to a state championship in the open IV event, then backed up 40 minutes later to bring home a gold medal in the schoolgirls open quad nal. She had to settle for silver on the last day of competition when the St Peters crew went down by 0.4 of a second to St Margarets in the champion schoolgirls open VIII nal. This was undoubtedly the closest race of the state titles.

Central west local governments runners up at Country Week


The seven local governments from central western Queensland showcased lifestyles, jobs and investment opportunities at the recent Country Week expo held in Brisbane at the Convention Centre. Attended by over 70 exhibitors, the central west stand topped off the success of the expo with their galvanised-iron clad display and gaining the runner-up prize for best exhibit for a region with a population between 3000 and 30 000. Everyone was really interested in making a change. Key factors that visitors were interested in were obviously jobs, but also housing, real estate and rental prices, and child care facilities. RAPAD and the local governments were supported in their attendance by the state government through funding from the Blueprint for the Bush strategy and the Department of Tourism, Regional Development and Industry.

Sponsorship campaign close to target

The Blackall Newspaper Groups sponsorship campaign is only $8500 away from reaching its $60 000 target. Launched at the beginning of August to enable the group to employ a fulltime journalist for the Barcoo Independent in 2009 and put out a weekly paper, the campaign has so far attracted pledges from 42 groups or individuals. Newspaper Group secretary Sally Cripps said commitments totalling $51 500 in just two months showed how much people valued having a local newspaper. The advertising packages we designed in return for peoples sponsorship have been very well received, Sally said. They can see they will get value for money, and know they are putting their money into something of great worth to the future of Blackall. She added that the group hoped for a few more generous contributions to make up the shortfall, so that it could begin casting an eye around for a suitable employee. Saving the paper shouldnt be something left to someone else it belongs to us all and we are responsible for its future. Sally said the BNG was extremely grateful to the people who had come forward so far with pledges and showed their faith in the paper. I look forward to announcing a full list of supporters in the near future, she said.

Planning and Development Board (RAPAD), this was the second time the local governments from central western Queensland have attended Country Week. Coordinator of the contingent, RAPADs Desire Newton said the expo was a great initiative and well worth attending. It is important that our region and individual local governments and employers continue to market themselves proactively to potential tree changers. The feedback we and event organisers received was that there

The events of the past week have certainly passed by very quickly indeed. I believe that I said I would report to you all in regard to the visit of Minister for Main Roads and Local Government, Warren Pitt. A visit to Blackall involving an overnight stay by government ministers is not a normal occurrence, however we were pleased to offer the minister our western hospitality. The councillors of the Blackall-Tambo Regional Council were in attendance for the question and answer session, where the minister answered some of the concerns raised. These issues included: multi-member elections, undivided elections, election of mayors, problems with the new legislation regarding long haul road users, unmet costs of amalgamation and name changes for new regions. The minister gave his views on all these subjects, citing the consensus of opinion from all over the state, as he had undertaken to visit all amalgamated regional councils before the end of the year. It seemed his previously hard stance on name changes for newly formed regions has eased somewhat, although there is still a considerable amount of criteria to comply with to actually achieve consideration of a name change by the state government. Mr Pitt stated he had received two submissions for further funding from amalgamated councils, however it appeared to me that his position on this subject was still very negative indeed. Local government elections were discussed and it was apparently the opinion of many statewide that the election of mayor should still be by the people. Mr Pitt spent a deal of time talking about his aspirations for the forthcoming tabling of the new Local Government Act, which will be user friendly and totally rewritten to reect the needs of local government as it is today. The dinner at the Historical Blackall Woolscour was a great success as Minister Pitt is very interested in the preservation of our wonderful history. In his words he is a history buff

so he really enjoyed the twilight tour and the traditional dinner served afterwards in the mens dining room. I would like to thank the dedicated staff of the Blackall Woolscour for their part in making Minister Pitt and his staff so welcome on that night. It was much appreciated by council. The deputy premier, Paul Lucas, conducted the launch of Q2 in Longreach. This is the Toward Tomorrows Queensland forward plan, which will take us up to 2020. The state government wishes to ensure that tomorrows Queensland is Strong, Smart, Green, Healthy and Fair. The hastily assembled attendees were placed in groups to brainstorm the future of the central western region as a whole! This concept came to grief, as the Longreachcentric members of the group denitely could not get past the boundaries of their town, not to mention region. We were not given any results of the sessions. One would have to be forgiven for thinking there was an election in the air!!! I would like to congratulate the staff members from both Blackall and Tambo branches of our regional council and the young Blackall community member who attended the 2008 Country Week held at the Convention Centre, Brisbane last week. The brochure and stand created to showcase and promote our region as a great place to live, work and play was of a really high standard and why not? We live in the best region in the west! The people are friendly and happy, the air is clean and clear, the stars are brilliant in the night sky, water is plentiful, lots of space to enjoy, our children can walk and ride to school, no trafc hassles, a host of activities to participate in. In my book it is paradise. Only one suggestion to make an improvement was that it was felt there could have been more TV promotion of the Country Week expo in the greater Brisbane area. BSS Class of 58 celebrates golden anniversary


On September 20, ex-students of the classes 1950 to 1958 travelled to Blackall to meet old classmates and to recall the memories of their primary school days. Of the possible 30 students who attended the school over these eight years, 18 returned to attend the luncheon at the Blackall Memorial and Sports Club. Four of them still reside in Blackall while others, together with husband or wife, came from various parts of Queensland. One came from Campsie, NSW. Some travelled from nearby Tambo and as far north as Mossman and Salonica Beach, west from Cloncurry and out from Calliope and Inglewood. The majority live around Brisbane, Ipswich and Drayton. Organiser for the event, David Holmes proposed a toast to absent classmates and invited former student Peggy Weeks (McLean), to say grace. One of their class teachers of earlier years, Marie Messer called the roll and spoke of the pleasure it was for her and for all exstudents to be gathered for this

This camaraderie continued at the home of classmate Rod Harrison and his wife Berris. It was a weekend that evoked so much nostalgia. As well as meeting ex-classmates, all who visited enjoyed their trip down memory lane as they met friends and relatives, walked down Shamrock Street or attended the Springtime Affair. Reunions such as these are not easy to organise and all who attended praised the work done by David and his wife Del. The enthusiasm and appreciation of those who were able to attend was evident in their request for David to organise another reunion in the not too distant future.

Service is hosting a health expo at its facility in Blackall on Saturday, October 4. The day will bring a number of service providers together to provide information about the health and community services available to local and surrounding communities. Service manager, Bernice Leek said there were many services available to benet the community that people dont know about. The aim of the health expo is to educate the community about the services available, she said. Many people have health needs assistance. The expo will bring together many different providers aimed at informing people about what help is available and how to access it. Providers attending the expo include Blackall & District Home Assist Secure, Queensland Fire and Rescue, Blackall Community Services, Spiritus Care Services and Barcoo Living Multi Purpose Service, among many others. The expo will also have a barbeque lunch, a cent sale, an art and craft display by the residents of McLean Place, and a book launch. Robert Stockwell will launch

Gods Country, an amazing photographic book, depicting many beautiful images of our country, Bernice said. Proceeds of the book will be donated to the Barcoo Retirement Village Committee. The book has a foreword by John Elliott. Both John and Robert will be attending the expo and will be available to sign copies of the book. The Health Expo is a free event open to everyone in the community. The event is from 11 am to 3 pm in the car park of McLean Place.

Rose Dudley opens 40th Springtime Affair


The inaugural president of the Blackall Hospital Auxiliary, Rose Dudley opened the 40th anniversary Springtime Affair on September 20. Rose, who now lives in Mackay, took on the job of president back in 1968, to raise funds for the benet of improving staff amenities to encourage nurses to venture west. In later years the committee focused on providing for the betterment of patients, their families and staff. One way in which this occurs is through the provision of Auxiliary House, a cottage in the grounds of the hospital which the auxiliary maintains for the use of families who reside out of town to be with patients during their time of need, free of charge. Last year saw the auxiliary purchase a sofa bed and bed linen for $1325, privacy screen/curtains Blackall resident Andrew Lloyd has the laid back style of a trusted local barman, and now hes getting formal hospitality qualications thanks to a $14 000 Skilling Queenslanders for Work grant. Blackall Club manager Kaye Wood said 27-year-old Andrews traineeship involves studying a Certicate III in hospitality, while being paid for his work at the Club. Andrew is assisting with various administrative duties, as well as bar work and is turning his hand to event management too, said Mrs Wood. Were a small club, so theres lots of variety in the work, but Andrew will become more of a focal point for members as he begins to coordinate improvements to the facilities here. His interest in the clubs growth is great and his customer service skills are excellent. Andrew is certainly a bonus to have around! Minister for Employment and Industrial Relations John Mickel said the Skilling Queenslanders for Work traineeships remain important, even in times of low unemployment. The reality is that as the for hospital wards to the amount of $5605, and a Creepy Crawly valued at $790 for the staff pool. In 2008 the auxiliary purchased phone cards for patients who need to be sent out for further treatment, a high chair and toys for the childrens ward valued at $410, blinds for Auxiliary House at a cost of $599, two sofa beds for families of patients at $1160 each, a Blood chair valued at $1025, and a DVD/combo at $155. The Hospital Auxiliary thanked the Blackall community and business houses for their continuing support of the Springtime Affair fundraiser. Although the weather wasnt very kind those who attended enjoyed a successful afternoon. Current president Glady Hayward said it was important for the community to know that any purchase made by the auxiliary never goes outside the local

hospital. She said that people who felt like they had something to offer the auxiliary could attend the next committee meeting on November 13. New members are very welcome and encouraged to attend, she said. Some existing committee members would like to retire and unless new members are going to come forward our committee could be jeopardized. We need the hospital and the hospital needs you. Please give this matter some thought. Robert Bridgewater soon for October arts residency


Sculptor Robert Bridgewater will soon return to Blackall to take up his short-term residency to complete a public art project for the community. Robert will drive up from Victoria with his family and live and work at the Living Arts Centre for four weeks. For this arts residency Robert will carve the three large fallen timber logs that currently can be seen lying in the grounds of the centre off Hawthorne Street. Robert will use the outdoor sheds and adjoining space as his studio. Project coordinator Robyn Adams said people passing by were welcome to drop in for a chat and observe Robert at work transforming the timber into works of art. The resultant public sculpture, using the 2008 Heartland Festival theme of Wool Wood Water, will be installed within the town precinct. Robert was born and raised in rural Victoria. He obtained a

Cancer Council Queensland is asking women to hold a Girls Night In during October to help nd a cure for womens cancers. One in three Australian women will be diagnosed with cancer before the age of 85. Cancer doesnt discriminate and has a devastating impact on these women, and those who love them. Of the 45 Australian women that are diagnosed with breast or gynaecological cancer every day this year, more than 11 of those will die as a result. Regional fundraising coordinator for Cancer Council Queensland,

He has shown in seven solo and over 40 group exhibitions in the last dozen years. He has lived and worked as artist in residence in London, France and rural Victoria. Robert prefers working with wood, often starting with a found log. Using a chainsaw, he roughly cuts out the shape then renes it. Rasps and planes are used to smooth off the shape. Responding to the wood grain and shapes, his collection of tools and working with the natural forms and objects, Robert then carves patterns into the piece. The sculpture is nished using inks, colours, bleach, scorching and other processes. The end result is often ambiguous, though referencing the natural world and its organic nature.

Robyn said the residency and public sculpture was supported by the Queensland government through its arts+place program, the Blackall-Tambo Regional Council and the Blackall Cultural Association. She added that Robert was looking forward to meeting those interested in his endeavours and viewing the maquette which he is currently carving in his studio in Melbourne. With his wife Kate and their two young children, Robert is anticipating a rewarding and challenging time in Blackall, and hopes to catch up with as many locals as possible. Robyn said.

ICPA says, no wait for rural and remote learning solutions


In the wake of claims by state Education Minister Rod Welford that Queenslands national testing results are weighed down by rural and remote students, state Isolated Childrens Parents Association vice president Lorraine McGinnis has challenged the government to produce solutions that work in rural and remote schools. The National Assessment Program Literacy and Numeracy (NAPLAN) results for Years 3, 5, 7 and 9 were released mid-September by the Ministerial Council for Education, Employment, Training and Youth Affairs (MCEETYA) and represent the rst common national testing of its kind in Australia. While Mr Welford said that the Queensland results show more than eight out of 10 students attained the national minimum standard in all areas and, in many areas, nine out of 10 students were achieving the national standard, gures show that while Year 3 students were on a par with their counterparts in other states for reading, writing and numeracy, their performance lagged signicantly by the time they reached Year 5 and Year 7. The report showed that girls generally performed better than boys, as did students who lived in metropolitan areas compared to those who lived in rural or remote areas. Ms McGinnis said ICPA congratulated rural and remote teachers who create unique and valuable learning environments in the bush. It is a demanding task, she said. Teaching principals in small schools, especially those with enrolments of 20 or more students in eight year levels, have, since the introduction of the play-based

Prep curriculum, faced increased challenges to meet the needs and aspirations of students. In these schools, a lower teacher-student ratio is required. Ms McGinnis said a stafng formula of one teacher for 26 students applied, whether a single teacher is teaching a single year level or a single teacher is teaching eight year levels. Individual Learning Plans for all students, a solution offered by Minister Welford, will only work in rural and remote schools if the pressure on teachers is eased, she said. Todays rural and remote students cannot afford to wait. When classied according to parents education and occupation, the students with parents who attended university or hold senior workplace positions did better than those with parents who did not nish high school study or who were not working. Mr Welford said the gures showed the government needed to invest in the parents, as much as the students themselves, to improve their performances. We once used to say that a persons life success was largely dependent on their postcode, where they grew up, what we now know is that a students success at school largely depends on the literacy levels of their parents, in particular their mother, he told ABC Radio. So it may mean that one of the ways of addressing the students that are well behind is looking at the family as a whole, and see if we can assist those parents because it may well be that the parents themselves have had a negative experience in the education system and are passing that perception on to children. Upgrade works were set to commence this week to rehabilitate and widen a section of Blackall-Jericho Road, just outside Blackall. Main Roads Minister Warren Pitt said the $250 000 state government-funded project would result in the upgrade of a 280-metre stretch of the road, increasing safety for motorists and operating conditions for heavy vehicles. With about 370 vehicles travelling along this road each day, of which 35 per cent are heavy vehicles, it is important that freight efciency is maintained, Mr Pitt said. Widening this section of Blackall-Jericho Road will allow two-way trafc to ow more easily, providing improved travel conditions and increased safety for motorists. The work will widen the crossing over the Douglas Ponds, which was identied by the Blackall Shire Council as hazardous. It requested the upgrade after it was seen that new bitumen road work was wider than the creek crossing. Mr Pitt said Blackall-Tambo Regional Council had been awarded the contract with work set to commence on Monday, September 29. This is another example of Main Roads working with regional councils across the state to keep Queensland communities connected, Mr Pitt said. The project is expected to be completed in late December 2008, weather permitting.

Gillespie to host health day


One of the well-regarded Royal Flying Doctor Service health eld days will soon be taking place in the Blackall area, when Peta and Butch Walker host a day at their property, Gillespie. Taking place on October 24, the beautiful gardens at Gillespie, which are an example of the way families create a haven to manage the stresses of life, will be the venue for the day. Gillespie is on the BlackallTambo road and the gardens were featured earlier this year on the ABC Gardening Show as well as being open to the public in May. Bestprac trial to reduce impact of labour shortages


Members of the Blackall and Benlidi BestPrac group are very excited after securing support from a federal government program, Agfund, to establish electronic sheep handling equipment in the Blackall district. The project, funded for 12 months, is bringing the wool and sheep industry into the 21st century, as equipment leased under the project will help producers to save on labour costs while increasing the efciency of yarding, weighing and handling. It includes a Prattley three-way auto-draft, electronic readers for weighing sheep, bar code printer, scales and reader for wool and software. Most group members have utilised the equipment to date with two training days, and were available to demonstrate and discuss the equipment at the Westech eld days at Barcaldine. The instigator of the project was Bill Cripps, Melrose, who rst saw a demonstration of similar equipment at a Sheep CRC day at Longreach in 2007 and thought it would be a valuable tool in his business. Mr Cripps has a SAMM stud and a base of 3000 merino ewes. His main use for the equipment was the need to have his SAMM lambs weighed accurately prior to being trucked for feedlot nishing and to speed up yard work.

In aid of breast cancer awareness month a ladies garden party will be held at Roses and Things garden in Coolibah Street, Barcaldine on October 18 from noon. The lunch, consisting of pink champagne and chicken, will cost $30 which will also include a donation to breast cancer. There will also be a prize for the best decorated hat. Funds raised will help continue to fund vital breast cancer research, provide support services for people affected by breast cancer and their families to help them through their cancer diagnosis, aid in treatment and recovery, and help inform women about the importance of early detection and breast awareness. The Blackall and Benlidi Group will be running a number of demonstration days on farm later in 2008 and early in 2009. All wool and sheep producers are invited to attend the training and demonstration days. The project is supported by Bestprac, Prattley and Tru-Test.

The Blackall Junior Magpies held their end of year presentation and break up on Sunday, September 21 at the Multi Purpose Centre. Despite the weather, a good rollup attended the function with all having an enjoyable afternoon. All the players, in recognition for their efforts this season, received a participation trophy, a team photo and a Blackall Junior Rugby League training jacket. The players were also presented with their jerseys as new jerseys are being purchased for next season. The Richards/Riley families have donated a perpetual trophy in the memory of Joel Birse, their son and grandson. Joel played with the Junior Magpies prior to his death and this trophy will be presented to a player in the age group that Joel would have been in had he still been with us. This years winner was Daniel McNamara. Sponsors of the participation trophies this year included the Coolibah Motel, Clem and Oriel Richardson, Game Meat Processing, Ben Avery and Guys Outback Workshop. Individual trophy winners for this year were: under 10s best and fairest AJ Hauff, most consistent trainer Kyle Williams, most consistent player Braeden Carolan, coachs Award Wilson Sprague; under 12s best and fairest Kelly Hauff, coachs Award Brodie Waine, encouragement award Jake Richardson; under 14s best and fairest Jack Politch, best back Corey Kangan, best forward DJ Kangan, most improved Kyle Hearn. After an extremely successful year the junior Magpies will all be looking forward to the 2009 season.

Outback Group plans new grocery store


A new grocery store, operating under the SPAR banner, could be operating in Blackall by early 2009. Ian Kinseys Outback Group is planning to open the newest shop in the worlds largest supermarket chain in the building currently housing his Retravision store. Retravision will be moving east along Shamrock Street to take over the space now occupied by Ians variety store. Ian already operates one grocery business in town, next to the variety store, and has just changed its brand from Four Square to 5 Star. SPAR operates the 5 Star banner group. For someone who says he had no intention of having a grocery business a couple of years ago, the move to open a second one could come as a surprise. However, Ian says there are compelling economic reasons for him to bring another grocery business to Blackall. The shops at each end of town will cater to different markets, he said. The 5 Star one will be more for convenience shopping. Like anything, my ideas can develop as they go along, they can change. Ian said he thought there was room for another grocery business in Blackall, which has an IGA in Shamrock Street and Bauers Store in Coronation Drive. He acknowledged that he would be trying to take market share from his competitors and said he was sure they would have the same aim. Competition is good, it drags out a better experience for people, he said. I think Blackalls retail offer is one of the best, considering the size of the town. Ian said the new SPAR shop had a lot of potential because it would be going into a building that could be expanded. I have 2000 square metres of land where Retravision is now, so an extension is denitely on the cards, he said. I always like to think of the future when I buy a building.

He added that having scope in his business range gave him the means to play around with a business for a while to nd a model that worked. Ive done it six times so far, theres no reason why I cant do it a seventh. As well as Retravision, 5 Star and the variety shop, the Outback Group also runs the Outback Emporium clothing outlet, a Toy Kingdom shop and Ians original business, the Blackall pharmacy. Ian expected that his latest additions would mean employment for another four or ve people once it gets up and running. It depends on how I tweak it but therell be more people employed in the end, he said. Ian wont mourn the loss of the variety shop, saying that it was never a big success. I think customers are more likely to go to a Retravision shop in that location.

Trafc Crash On Friday 26 September a tourist travelling on the Landsborough Highway from Tambo towards Blackall lost control of her vehicle whilst overtaking a road train. At about 1:00pm, approximately 36km south of Blackall, the driver attempted to overtake a road train that she had been travelling behind for sometime when the camper trailer she was towing developed a speed wobble, causing the driver to lose control of her vehicle and rolling at least twice before coming to rest on its side. At the time of the trafc crash the driver, her husband and their four children were travelling north on a family holiday. All six members of the family were extremely lucky to walk away from the crash with only very minor injuries. The driver of the road train that was being overtaken witnessed the entire crash in his rear vision mirror as it happened and stopped to render assistance as did other travellers passing by the scene. Blackall Ambulance, Fire and Police services attended to the scene. Vandalism On Monday 29 September, the wilful damage of a Telstra telephone booth in Shamrock Street, Blackall was reported to police. A large amount of senseless damage has been caused to the telephone booth rendering it inoperable. Blackall Police ask that any person with any information that could assist police in apprehending the offender call the Blackall Police Station on 46574200 or Crime Stoppers on 1800333000.
