COMPANY INTRODUCTION

i2i was established to provide technical services for both new and existing buildings. Our team
comprises of fully qualified, experienced engineers and technicians dedicated to provide an
independent service. i2i have some 28 different services to offer, these can be summarised in four
different divisions, being:-

i2i is focused on providing a tailor made service to fit your requirements, we provide a user friendly
approach and all our team members combined with state-of-the-art calibrated equipment provide a
professional and pro-active service.

Our Strong administrative support together with our highly experienced Project Managers enables
i2i to provide a truly International service.

Due to customer demand i2i have recently added some additional services to our armoury such as
Quality Control, Indoor Air Quality (IAQ), Control Optimisation and Technical Training. These
additional services complement our other proven services and add additional value to our services.

COMMISSIONING DIVISION

Commissioning Management - Mechanical, Electrical And Specialist Systems

Independent Commissioning and Commissioning Management is a growing market, as Clients


recognize the importance of having their systems independently checked and tested. There is
sometimes a conflict of interests between the Designer and Contractor, by independently testing
each system, the Client is rest assured that the information is unbiased. Armed with this information
the Client can ensure that prior to final completion or during defects liabilities that the building is
operating to the design criteria.

It is imperative to your investment that each system is functioning to it’s optimum performance, any
anomalies will result in wasted energy.

Buildings are complex and one-of-a-kind, even identical designs have significant differences due to
the different trades, products, program and people involved. The commissioning company has a
major role to play in any building as their independent input helps all concerned focus on the
performance of each system.

The commissioning manager plays a vital role in bringing all concerned parties to the table and
ensures that the various systems are co-coordinated, ready for start-up and commissioning. Often
in many buildings there can be some twenty different trades all focusing at their own objective, to
finish their system.
The commissioning manager will schedule the trades so that upon start-up all interconnections,
integration or interfaces with other trades are considered and incorporated within the start-up
process.

The commissioning manager will schedule independent witnessing, testing and verification of each
system installed. By producing detailed and accurate testing procedures for each system,
systematic tests can be carried out in accordance with approved method statements.

Total Quality Management

The commissioning manager is now playing a greater role, than ever before. The commissioning
manager can be appointed at the design stage, to review commission-ability of each system, value
engineering and how maintainable the actual design solution will be.

The term Total Quality Management starts at the design phase where the commissioning manager
would provide independent service, ensuring that:-

The project is on time


The project is within budget
The design is accurate and meets the owner needs
The design provides longevity and flexibility
The design provides overall efficient and energy conscious solution
The systems and sub-systems will perform properly
The drawings are of good quality with sufficient information for execution
The systems can be commissioned and maintained efficiently
The systems are commissioned to the highest standards
The operator are properly trained
The maintenance manuals are accurate and executable
Sufficient support is provided during defects and warranty period

H.V.A.C Testing & Balancing

Our engineers offer a comprehensive service for HVAC Systems.


We can supply qualified engineers for air conditioning, chilled water and hot and cold water
services, for new build or refurbishment. In addition, site surveys and trouble shooting can be
undertaken, including acoustic and environmental testing.

Our commissioning and testing is normally carried out in accordance with B.S.R.I.A and or
C.I.B.S.E commissioning codes of practice.

Modern HVAC systems typically use sophisticated, automatic controls to supply the proper
amounts of air for cooling, heating and ventilation in commercial buildings. Problems encountered
during installation, operation, maintenance and servicing of the HVAC system could prevent it from
operating as designed. Each system should be tested to ensure its initial and continued
performance. In addition to providing optimal thermal conditions and balanced ventilation, a
properly adjusted and balanced system can also reduce operating costs and increases equipment
life.
Testing and balancing involves the testing, adjusting, and balancing of HVAC system components
so that the entire system provides airflows and water flows that are in accordance with the design
specifications. Typical components and system parameters tested include:

1. All supply, return, exhaust, and outdoor airflow rates


2. Control settings and operation
3. Air temperatures
4. fan speeds and power consumption
5. Filter or collector resistance
6. Water flow rates
7. Pressure drops.
8. Noise levels

The test and balance agency coordinates with the controls contractor to accomplish three goals:
verify and ensure the most effective system operation within the design specifications, identify and
correct any problems, and ensure the safety of the system.

A test and balance report provides a complete record of the design, preliminary measurements,
and final test data. The report includes any discrepancies between the test data and the design
specifications, along with reasons for those discrepancies.

To facilitate future performance checks and adjustments, appropriate records are kept on all
damper positions, equipment capacities, control types, locations, control settings, operating logic,
airflow rates, static pressures, fan speeds, and absorbed power.

Testing and balancing of existing building can be performed whenever there is a reason to believe
the system is not functioning as designed or when current records do not accurately reflect the
actual operation of the system.

The Associated Air Balance Council recommends the following guidelines, in determining whether
testing and balancing is required:

1. When space has been renovated or changed to provide for new occupancy.
2. When HVAC equipment has been replaced or modified.
3. When maintenance or other personnel have readjusted control settings.
4. After the air conveyance system has been cleaned.
5. When accurate records are required to conduct an IAQ investigation

When the building owner is unable to obtain design documents or because of the diversity of types
and the interrelationship of system components, effective balancing requires a skilled technician
with the proper experience and instruments. Due to the nature of the work, which involves the
detection and remediation of problems, it is recommended that an independent test and balance
specialist be used and that this party should report directly to the building owner, facility manager or
IAQ manager

Environmental Study

At the conclusion of the project we provide two additional services for total peace of mind. Sound
Level Testing and Environmental Condition Monitoring.
Sound Level Testing comprises of one of our qualified engineers using state-of-the –art acoustic
equipment will measure the sound level in all spaces of the building. This study can only be
conducted when commissioning is complete and all of the buildings fabrics and fittings have been
put in place. The study records all sounds within the space, before the plant is running and after
start up.

Environmental Condition Monitoring comprises of one of our qualified engineers taking readings
from each space for temperature and humidity.

During this verification the building management and controls system is modulated and each
reading is verified. The data gathered is then provided to the controls specialist enabling exact off
sets to be entered into the controls system, if necessary. The individual space is then re-tested and
signed off.

Electrical Commissioning

We can carry out inspections in order to verify that the installation complies with the design
drawings, the specification and the relevant local and international requirements. All test activities
will be recorded on our acceptance sheets and can be witnessed by the accepting authority.

This information is in invaluable and will ensure that all your systems are fit for purpose and safe.

Imaging Device as part of our test equipment when proving and witnessing electrical systems.

BUILDING SERVICES INSPECTIONS

Our Inspections division provides specific support facilities for Hotel and Estates. We provide the
highest level of experience to investigate and advise on Energy and Environmental Performance,
Testing, Risk Assessment, Plant Surveys, Thermographic Surveys, Equipment Commissioning and
Commissioning Management.

We provide a tailor made solution for your business, we also understand your need to provide your
guests excellence, not only with the service you deliver, but the back of house systems that keep
your building running smoothly, efficiently, and most importantly profitably.

The building over the years often changes from its original design parameters. The effect of these
changes may result in a need for re-configuration, re-design and system improvement via reduction
or expansion. To understand the extent of system adaptation required, an Electro-Mechanical
survey is necessary. Our surveys quickly and accurately identify energy loss and by implementation
of remedial works, substantial savings can be made.

Over the years your plant will degrade through wear and tear, often quick fix techniques are used to
keep your building up and running.

Our surveys show the extent of the differences between the original design intent and the current
performance. We find that these tolerances can be extreme and substantial underperformance is
incumbent in many systems leading to losses.

It has been estimated that 35% of the energy used in buildings is wasted through inefficient Energy
Management. Buildings account for approximately 50% of primary fuel consumption worldwide, of
this, commercial and public buildings account for over half.

Health issues in the workplace have lately received great attention, the internal environment of
buildings being at the forefront with widespread reporting of “sick building syndrome” With current
awareness of environmental issues, today’s working environment is changing. Dealing with
Legislative requirements means that the work load of today’s Building Managers is always
increasing. We are here to help and often our surveys help identify where your environmental
systems maybe affecting of your Clients or your Employees and your Building.

Audits

Audits can also be taken if the operator receives customer complaints regarding particular areas of
the building, for instance hot and cold spots, air noise, foul odors. These areas can be investigated
and remedial actions recommended as part of our audit.

Performance Testing

Investors, Owners or Building Operators need to know where the energy costs, environmental
health and thermal comfort of their buildings stand, compared to design parameters.

Technical committees engaged with energy and environmental issues require an investigation into
the total performance of the building.
Based upon information that we provide, designers of new and refurbished buildings may utilise our
performance testing to assess the energy and environmental performance of their design and to
identify areas of deficiency.

Energy Efficiency Rating

Energy Efficiency Rating is a key issue in the implementation of Energy Conservation Policy
Programmes. Although the annual energy consumption can only be predicted with limited accuracy,
monitoring and analysis can identify sources of energy wastage enabling their rectification. This
aspect is becoming more important given present increasing concerns about the environment,
particularly CO2 emissions, and the decrease in fossil fuel reserves. Also, Owners of large Estates
and Buildings where the energy bill is a major expense can benefit from significant reductions.

It is not uncommon with correct identification followed by implementation of new or remedial works,
substantial and immediate reductions of Energy Consumption can be achieved.

Retrofit analysis

Testing “before” and “after” can evaluate the effectiveness of works undertaken. Analysing the
results to improve Building Energy and the Environmental Impact of the modifications made.

Failure diagnosis

If a building fails to meet the performance required, Performance Testing can be employed to
determine the cause of the failure. The failure may manifest as complaints received about the
indoor environment. Excessive energy use, equipment failure, or problems such as condensation,
structural distress and or other fabric deterioration may be experienced. Alternatively, the failure
may be less obvious, such as a component failure in an HVAC system, resulting in
underperformance by a small percentage is wastage.

Performance Testing involves direct monitoring of operational components to determine any


failures or under performing plant. Even small percentages add up and have a major impact on
energy, also the longevity of your investment.

Pre-Acquisition Review

Before acquiring a property or a new operator taking over the complete property should be
independently thoroughly inspected. We provide an independent service whereby we will inspect
the property on behalf of the buyer, seller or operator. Professional Indemnity Insurance is also
provided thereby the results can be fully relied upon.

The initial capital cost of the plant could have costs millions to supply, install and commission.
However, how well has it been maintained and five years later, the story can be very different.

The information provided by our team will prove extremely useful when negotiating the deal,
assessing the immediate costs to be considered, budgeting for future expenditure and or assessing
the potential payback of the investment.

For operators the requirements maybe somewhat different, you may need to identify whether the
building
Risk Assessment Survey

Risk Assessment surveys are generally undertaken at the request of Building Operators, Estate
Owners and Insurance Companies.

We provide an independent report that highlights any area of risk to the public, it is essential to
know your risks and therefore you can decide upon what action can be taken and when. Our
surveys include digitised photographic evidence to visually aid appreciation of particular areas of
concern.

Insurance Companies can study the results of the survey and use the information to identify the risk
and calculate a realistic premium.

We can provide our Client’s with a follow up in-depth study of a particular system, this can be
tailored to the Client’s area of concern.

Plant Surveys

At i2i we pride ourselves in our accurate and informative surveys for all systems.

We provide a combination of observations and physical measurements in a concise tabulated


format, to enable you to appreciate the condition, performance against design, and life expectancy
of your plant. Our plant survey report consists of a system by system overview with a 1 – 5 grading
of required remedial works.

We record the physical details, design data and the dynamic measurement of volumetric flow rates,
static pressures, speeds, and absorbed current.
In order to provide an extremely cost effective service we focus on Plant Rooms and specifically
nominated areas. However, we would be happy to record and compare all air and water flow rates,
throughout the network.

We can also inspect the condition and operation of the H.V.A.C system with regard to Life Safety
equipment such as Fire Dampers and Duct Smoke Detectors.

Our Quality Controlled documents record both static and dynamic plant data. Our team measure all
relevant plant data with the latest calibrated and certified test equipment.

Structural Surveys

Due to Client demand we have out resourced two independent companies that provide a
complimentary service of total building testing to compliment our services. This service enables i2i
to complete the building envelop and ensure the total facility is inspected, tested and verified.

We can provide, structural surveys, construction solutions, verification and testing, failure
investigation, cladding testing, corrosion testing, asset integrity testing and facility management.

MAINTENANCE REVIEW AND SPECIALIST SERVICES

Within our maintenance division we offer several services to support maintenance companies,
facility management companies and in-house engineering teams.

Thermographic Studies

A thermographic survey of your plant and equipment will establish whether or not you have
problems without switching the plant off line, keeping your investment running.

Over the years Thermography has proven itself as an extremely useful tool and a cost effective way
of assessing the condition of buildings. At i2i we believe that we have the unique ability to provide a
comprehensive service for all your plant requirements.

Our thermography supports risk assessment, general plant surveys, energy conservation, trouble
shooting, commissioning and efficiency management.

Applications of this technology are extremely high. With our established expertise behind the view
finder of an Infrared imaging camera, we can establish a new awareness in the protection of your
plant.

As you can see we are introducing a very beneficial tool to our armory, which gives you, our

Vibration Monitoring

We provide Vibration Testing for both predictive maintenance and re-active maintenance.

With our Predictive Maintenance technique we utilize a Vibration Measuring Device that records a
blue print of your piece of plant. This measurement can be trended to ensure that each item of plant
is working to it’s optimum performance. By utilizing this service as part of regular maintenance plant
optimisation can be guaranteed.

Vibration test should be carried out on equipment's suspected of excessive vibration and unusual
noise. Any unusual noise should be dealt with immediately, this is often the tell tail signs, that the
plant is failing or working inefficiently. Vibration tests can also be carried out on plant with
intermittent faults, often Vibration can trace the route of the problem quickly, accurately without any
down time.

Indoor Air Quality

The quality of air within our working environment is extremely important ASHRAE following an
extensive survey concluded that productivity can be improved by 10-25% by improving air quality.
Often sickness within the work place is due to poor air quality. At i2i we provide Air Quality
inspections to determine whether your property is suffering from SBS “Sick Building Syndrome”, or
BRI “Building Related Illness”.

A building's air duct network acts as its respiratory system. Dirt, dust, debris and microbial growth
that accumulate inside of air ducts hidden from view "congest" the system and make it difficult for
the building to "breath" properly and function efficiently. More than 70% of all Indoor Air Quality
problems involve the HVAC system. Dirty air ducts are an ideal breeding ground for mould spores,
mildew, bacteria (including Legionella) and other health threatening microbial growth. Dirty ducts
can also result in higher utility bills, reduced air supply and premature failure of expensive HVAC
components.

Our technicians and engineers provide a quality-dedicated service, that identifies the problem
together with recommendations and re-test to ensure that the solution works.

Primary & Secondary Injection Testing

We provide a service for Primary and Secondary injection testing of ACB’s. Our testing ensures
that your property is protected and your essential incoming supplies are in a safe and excellent
condition. We also check for Overload Curve, Instantaneous Protection, Short Circuit Protection,
Earth Fault Protection and Power Frequency Testing

Eddy Current Testing

This type of non-destructive testing involves inducing an alternating magnetic field in the material
being tested. By doing so, electrical currents are generated within the conductive material being
tested (as discovered by Michael Faraday in 1831) These electrical currents are called eddy
currents. A probe on the test equipment measures these currents and our engineers analyze these
readings.

We use these testing techniques to measure corrosion or structural integrity of conductive


materials, to determine whether they should be replaced.

Oil Analyses

Within our division we provide oil analyses, this service is generally used alongside other
preventative maintenance techniques. Every system utilizing oil as a lubricant can be analyzed to
determine how that piece of equipment is performing. The oil taken is somewhat similar to a DNA
sample. The oil analyses can determine many critical issues.

Dielectric strength ( The ability of the oil to withstand voltage stress, i.e.: as an insulator).

Moisture (also related to dielectric strength, concern as to how moisture permeated into the oil)

Color (could indicate internal arcing or acids attacking varnish of windings), Interfacial tension
(indicates contaminants within the oil, related to colour change as above)

Polychlorinated Biphenyl content (Toxins)

Dissolved gases (when a thermal or electrical fault develops, the oil begins to break down and
produce gases such as hydrogen, methane, ethane, ethene, acetylene, carbon monoxide and
carbon dioxide)

These tests are extremely beneficial and indeed necessary in maintaining high voltage apparatus
and essential plant.
Control Optimisation

Many control installations are simply installed and no concern is paid to the optimal performance of
the equipment. Control parameters need to be adjusted to ensure correct operation of equipment is
maintained.

Poorly adjusted parameters contribute to energy, and therefore money wastage and poor control of
temperature, humidity, CO2, etc. Indeed, even something as simple as correctly setting pressure
switches on an air handling unit’s filters could save company time and money.

Our engineers and technicians provide a service for quantifying and adjusting the controls system
for optimum performance.

Trouble Shooting

All Clients at some point face a problem and do know where to turn. We provide a cost effective
service for trouble shooting all types of mechanical, electrical and low current systems. At i2i we do
not supply or install any products, we therefore provide a truly independent truthful solution.

Planned Preventative Maintenance Review

Many Clients rely on their maintenance provider to keep their building running. This solution is quite
normal and works for most Clients. Sub-contracting this service and/or utilizing your own team may
not mean that the systems are performing to their optimum. Our engineers and technicians provide
an independent service whereby we can randomly and independently check on the performance of
your maintenance provider or in-house team.

We have added some additional services to add additional value to the services we provide to our
Clients.

Operating and Maintenance Manuals

Excellent quality Operating and Maintenance Manuals are essential for the future of your
investment. Many projects at the end of an installation are let down, by poor manuals. In a
complicated project that are hundreds of different components often provided by numerous
manufacturers, suppliers and agents. Each organization has a different way in which they prepare
their manuals.

Our technical authors resolve this problem by standardizing the manual. This not only saves time
and money but helps the incoming operator or maintenance provider the ability to truly keep your
property in optimum performance.

We can provide conventionally bound O & M’s, or Hyper linked Electronic Manuals thru to Fully
Automated Planned Preventative Manuals, with asset tracking, automated purchase orders, time
and attendance packages.
Engineering and Auto CAD Drawings

We can provide a service to our Clients whereby i2i can provide an engineering service of
Mechanical and Electrical Engineers teamed with fully proficient CAD engineers, to provide your
Shop, Co-Ordinate and As Built Drawings. Many Contractors have the ability to execute excellent
installations, but their performance with drawings is sometimes not so proficient.

Our team can be either site based or operate from our head office. Each team is equipped with the
latest computers, software and plotters, ready for action.

Technical Training

In some complicated buildings the training of the incoming operator or maintenance team is
essential for the control of the building. We provide an independent service, whereby we will train
your team on how the building works and how each piece of equipment should perform and be
maintained.

Our engineers and technicians prepare a detailed and easy to understand training document that
you can use time and time again.

Human Resources

Over the years i2i have provided a number of quality engineers and technicians to our Clients for
short and long-term assignments. We offer a flexible and fast response, providing individuals either
under contract or direct employment.

We are also pleased to announce our newly established office in Iran registered in Tehran with a
branch office in Kish Island, as i2i Iran. i2i Iran is a British managed company, that supplies all
levels of labor resources from an extensive data base of hand picked personnel to both national
and international companies inside and outside of the Islamic republic of Iran.

Our Iranian partners based in Tehran ensure a prompt and efficient service is provided through its

COMPANY INTRODUCTION

i2i was established to provide technical services for both new and existing buildings. Our team
comprises of fully qualified, experienced engineers and technicians dedicated to provide an
independent service. i2i have some 28 different services to offer, these can be summarised in four
different divisions, being:-

Over the years i2i has proven its strength in providing independent technical services, we are the
leading independent company in our field across the Middle East and Africa.

i2i is focused on providing a tailor made service to fit your requirements, we provide a user friendly
approach and all our team members combined with state-of-the-art calibrated equipment provide a
professional and pro-active service.

Our Strong administrative support together with our highly experienced Project Managers enables
i2i to provide a truly International service.

Due to customer demand i2i have recently added some additional services to our armoury such as
Quality Control, Indoor Air Quality (IAQ), Control Optimisation and Technical Training. These
additional services complement our other proven services and add additional value to our services.

1. COMMISSIONING DIVISION

1.1 Commissioning Management - Mechanical, Electrical And Specialist Systems

Independent Commissioning and Commissioning Management is a growing market, as Clients


recognize the importance of having their systems independently checked and tested. There is
sometimes a conflict of interests between the Designer and Contractor, by independently testing
each system, the Client is rest assured that the information is unbiased. Armed with this information
the Client can ensure that prior to final completion or during defects liabilities that the building is
operating to the design criteria.

It is imperative to your investment that each system is functioning to it’s optimum performance, any
anomalies will result in wasted energy.

1.2 Total Quality Management

The commissioning manager is now playing a greater role, than ever before. The commissioning
manager can be appointed at the design stage, to review commission-ability of each system, value
engineering and how maintainable the actual design solution will be.
1.3 H.V.A.C Testing & Balancing

Our engineers offer a comprehensive service for HVAC Systems. We supply qualified engineers for
air conditioning, chilled water and hot and cold water services, for new build or refurbishment. In
addition, site surveys and trouble shooting can be undertaken, including acoustic and
environmental testing.

Our commissioning and testing is carried out in accordance with B.S.R.I.A and or C.I.B.S.E
commissioning codes of practice.

1.4 Environmental Study

At the conclusion of the project we provide two additional services for total peace of mind. Sound
Level Testing and Environmental Condition Monitoring.

Sound Level Testing comprises of one of our qualified engineers using state-of-the–art equipment
will measure the sound level in all spaces of the building. This study can only be conducted when
commissioning is complete and all of the buildings fabrics and fittings have been put in place. The
study records all sounds within the space, before the plant is running and after start up.

1.5 Electrical Testing & Commissioning

We carry out inspections in order to verify that the installation complies with the design drawings,
the specification and the relevant local and international requirements. All test activities will be
recorded on our acceptance sheets and can be witnessed by the accepting authority.

This information is in invaluable and will ensure that all your systems are fit for purpose and safe.

i2i offer a unique service as part of our electrical testing and commissioning whereby we use a
Thermal Imaging Device as part of our test equipment when proving and witnessing electrical
systems.

2. BUILDING SERVICES INSPECTIONS

Our Inspections division provides specific support facilities for Hotel and Estates. We provide the
highest level of experience to investigate and advise on Energy and Environmental Performance,
Testing, Risk Assessment, Plant Surveys, Thermographic Surveys, Equipment Commissioning and
Commissioning Management.

2.1 Audits

Audits can also be taken if the operator receives customer complaints regarding particular areas of
the building, for instance hot and cold spots, air noise, foul odours. These areas can be
investigated and remedial actions recommended as part of our audit.

2.2 Performance Testing

Investors, Owners or Building Operators need to know where the energy costs, environmental
health and thermal comfort of their buildings stand, compared to design parameters.
Technical committees engaged with energy and environmental issues require an investigation into
the total performance of the building.

2.3 Energy Efficiency Rating

Energy Efficiency Rating is a key issue in the implementation of Energy Conservation Policy
Programmes. Although the annual energy consumption can only be predicted with limited accuracy,
monitoring and analysis can identify sources of energy wastage enabling their rectification. This
aspect is becoming more important given present increasing concerns about the environment,
particularly CO2 emissions, and the decrease in fossil fuel reserves. Also, Owners of large Estates
and Buildings where the energy bill is a major expense can benefit from significant reductions.

2.4 Retrofit analysis

Testing “before” and “after” can evaluate the effectiveness of works undertaken. Analysing the
results to improve Building Energy and the Environmental Impact of the modifications made.

2.5 Failure diagnosis

If a building fails to meet the performance required, Performance Testing can be employed to
determine the cause of the failure. The failure may manifest as complaints received about the
indoor environment. Excessive energy use, equipment failure, or problems such as condensation,
structural distress and or other fabric deterioration may be experienced. Alternatively, the failure
may be less obvious, such as a component failure in an HVAC system, resulting in
underperformance by a small percentage is wastage.

2.6 Pre-Acquisition Review

Before acquiring a property or a new operator taking over the complete property should be
independently thoroughly inspected. We provide an independent service whereby we will inspect
the property on behalf of the buyer, seller or operator. Professional Indemnity Insurance is also
provided thereby the results can be fully relied upon.

2.7 Risk Assessment Survey

Risk Assessment surveys are generally undertaken at the request of Building Operators, Estate
Owners and Insurance Companies.

We provide an independent report that highlights any area of risk to the public, it is essential to
know your risks and therefore you can decide upon what action can be taken and when. Our
surveys include digitised photographic evidence to visually aid appreciation of particular areas of
concern.

2.8 Plant Surveys

At i2i we pride ourselves in our accurate and informative surveys for all systems.

We provide a combination of observations and physical measurements in a concise tabulated


format, to enable you to appreciate the condition, performance against design, and life expectancy.
Our plant survey report consists of a system-by-system overview with a 1 – 5 grading of required
remedial works.

We record the physical details, design data and the dynamic measurement of volumetric flow rates,
static pressures, speeds, and absorbed current.

2.9 Structural Surveys

Due to Client demand we have out resourced two independent companies that provide a
complimentary service of total building testing to compliment our services. This service enables i2i
to complete the building envelop and ensure the total facility is inspected, tested and verified.

We can provide, structural surveys, construction solutions, verification and testing, failure
investigation, cladding testing, corrosion testing, asset integrity testing and facility management.

3. MAINTENANCE REVIEW AND SPECIALIST SERVICES

Within our maintenance division we offer several services to support maintenance companies,
facility management companies and in-house engineering teams.

3.1 Thermographic Studies

A thermographic survey of your plant and equipment will establish whether or not you have
problems without switching the plant off line, keeping your investment running.

Over the years Thermography has proven itself as an extremely useful tool and a cost effective way
of assessing the condition of buildings. At i2i we believe that we have the unique ability to provide a
comprehensive service for all your plant requirements.

3.2 Vibration Monitoring

We provide Vibration Testing for both predictive maintenance and re-active maintenance.

With our Predictive Maintenance technique we utilise a Vibration Measuring Device that records a
blue print of your piece of plant. This measurement can be trended to ensure that each item of plant
is working to it’s optimum performance. By utilising this service as part of regular maintenance plant
optimisation can be guaranteed.

3.3 Indoor Air Quality

The quality of air within our working environment is extremely important ASHRAE following an
extensive survey concluded that productivity can be improved by 10-25% by improving air quality.
Often sickness within the work place is due to poor air quality. At i2i we provide Air Quality
inspections to determine whether your property is suffering from SBS “Sick Building Syndrome”, or
BRI “Building Related Illness”.
3.4 Primary & Secondary Injection Testing

We provide a service for Primary and Secondary injection testing of ACB’s. Our testing ensures
that your property is protected and your essential incoming supplies are in a safe and excellent
condition. We also check for Overload Curve, Instantaneous Protection, Short Circuit Protection,
Earth Fault Protection and Power Frequency Testing

3.5 Eddy Current Testing

This type of non-destructive testing involves inducing an alternating magnetic field in the material
being tested. By doing so, electrical currents are generated within the conductive material being
tested (as discovered by Michael Faraday in 1831) These electrical currents are called eddy
currents. A probe on the test equipment measures these currents and our engineers analyze these
readings.

3.6 Oil Analyses

Within our division we provide oil analyses, this service is generally used alongside other
preventative maintenance techniques. Every system utilizing oil as a lubricant can be analyzed to
determine how that piece of equipment is performing. The oil taken is somewhat similar to a DNA
sample. The oil analyses can determine many critical issues.

3.7 Control Optimisation

Many control installations are simply installed and no concern is paid to the optimal performance of
the equipment. Control parameters need to be adjusted to ensure correct operation of equipment is
maintained.

3.8 Trouble Shooting

All Clients at some point face a problem and do know where to turn. We provide a cost effective
service for trouble shooting all types of mechanical, electrical and low current systems. At i2i we do
not supply or install any products, we therefore provide a truly independent truthful solution.

3.9 Planned Preventative Maintenance Review

Many Clients rely on their maintenance provider to keep their building running. This solution is quite
normal and works for most Clients. Sub-contracting this service and/or utilizing your own team does
not mean that the systems are performing to their optimum. Our engineers and technicians provide
an independent service whereby we can randomly and independently check on the performance of
your maintenance provider or in-house team.
4. ENGINEERING SUPPORT SERVICES

We have added some additional services to add additional value to the services we provide to our
Clients.

4.1 Operating and Maintenance Manuals

Excellent quality Operating and Maintenance Manuals are essential for the future of your
investment. Many projects at the end of an installation are let down, by poor manuals. In a
complicated project that are hundreds of different components often provided by numerous
manufacturers, suppliers and agents. Each organization have a different way in which they prepare
there manuals.

4.2 Engineering and Auto CAD Drawings

We can provide a service to our Clients whereby i2i can provide an engineering service of
Mechanical and Electrical Engineers teamed with fully proficient CAD engineers, to provide your
Shop, Co-Ordinate and As Built Drawings. Many Contractors have the ability to execute excellent
installations, but their performance with drawings is sometimes not so proficient.

4.3 Technical Training

In some complicated buildings the training of the incoming operator or maintenance team is
essential for the control of the building. We provide an independent service, whereby we will train
your team on how the building works and how each piece of equipment should perform and be
maintained.

Our engineers and technicians prepare a detailed and easy to understand training document that
you can use time and time again.

4.3 Human Resources

Over the years i2i have provided a number of quality engineers and technicians to our Clients for
short and long-term assignments. We offer a flexible and fast response, providing individuals either
under contract or direct employment.

COMMISSIONING MANAGEMENT / TOTAL QUALITY MANAGEMENT

Commissioning Management - Overview

In summary, the Commissioning Manager will be responsible for all of the systems as identified
within the scope of works. The Commissioning Manager will meet with each specialist and/or sub
contractor and review their testing and commissioning scope. This meeting, and subsequent
meetings, will result in a standard and proven testing and commissioning procedure, which will
encompass proven and comprehensive sheets. These procedures will be formalised and they will
identify the interaction between all parties and whom shall be in attendance.

The Commissioning Manager will issue a detailed method statement for each trade, identifying the
schedule of tests and the detail that will be encompassed within the commissioning documentation.
This method statement will also review and include the procedures of each trade. This package will
be submitted to the MEP Project Manager for review and approval directly or by the Clients
Representative, if applicable.

The Commissioning Manager will generally report to the Project Manager for the MEP or his
nominated deputy. The Commissioning Manager will provide regular detailed reports showing the
clear steps that need to be taken in order for these works to be executed, successfully and on a
timely basis.

During the actual verification, witnessing and/or testing, the Commissioning Manager will liase
directly with the specialists sub contractors. The Commissioning Manager, through the MEP Project
Manager, will advise the Client representative of the dates for testing for his attendance.

Should the verification, testing and commissioning prove to be unsuccessful, the exercise should
be repeated. If the failure is extensive, additional tests should be considered. If necessary this
could extend to device by device testing and verification; our fees for this additional service may
need to be adjusted accordingly. The Commissioning Manager will advise the MEP Project
Manager of the progress and the success of the tests.

Following the successful conclusion of the tests, the Commissioning Manager will produce a
certificate for each applicable system, and a list of defects if applicable. This, along with the
commissioning and testing results, will be submitted in original format and duplicate copy, directly
to the Project Manager.

Method Statement - Design Commissionability Appraisal

i2i will review all construction / design information that is issued by our Client, generally with
consideration of the following requirements:-

A) Equipment and system testing facilities

B) Access

C) On and off site testing procedures

D) Interim design verification testing


E) Testing and commissioning safety considerations

F) Documentation

G) Additional testing / facilities for phased completion

H) Additional testing / facilities for controlled environment

I) Handover procedures and final witnessing

J) Equipment and system duties

K) System integration and co-ordination with associated systems

L) Technical interfaces and split responsibility identification / management / feedback

Each item of information received will be logged on a dedicated database, recording the review
date along with all basic descriptive details i.e. originator, title, revision etc.

Comments will be issued to our Client on our uniquely numbered document review sheet. These
should be transmitted to the relevant designer, construction manager and, where applicable,
package contractor for response. A space is provided on the sheets will be issued with each
comment.

Each document review sheet is listed on a status schedule, recording the subject, issue date and
response return date for each interested party. This schedule will be issued with each regular
report.

Witnessing of systems that have been commented upon will not commence until written responses
have been received and agreed.

Commissioning method statement

The purpose of this document is to describe in detail our roll in the planning, construction and
commissioning testing phases of the project. Also it is designed to outline the basic requirements
for the static testing, pre commissioning and commissioning of the installed systems, as a base on
which the contractors are to produce their own working method statements.

The clauses contained within these documents are consistent with the requirements of a good
quality specification, applicable industry codes and standards and generally with good
commissioning practice.

The method statement also includes typical documentation which will be used by the contractors to
document their dynamic commissioning works. A full list of standard documentation is included
within this document.

Documentation for all static testing and specialist commissioning items is to be provided by the
contractors as part of their working method statements.
These will be commented upon by the design team and i2i to ensure compliance with the specified
requirements. All test sheets shall be given a specific unique number by the contractors.
The contractors commissioning method statement should contain detailed project specific
descriptions, to include but necessarily limited to details of the following:-

A) Brief description of elements

B) Installation quality tests / checks

C) Commissioning permit to operate system

D) Pre commissioning and setting to work.

E) Plant duty proving test

F) Detailed system by system commissioning procedures

G) Detailed specialist equipment commissioning procedures including overall coordination


and interfacing

H) Integrated performance testing as specified

I) Handover and witnessing procedure

J) Risk assessments

These shall be commented upon by the design and construction management team and i2i, The
agreed final method statement will be used as working documents upon which quality and progress
is to be monitored.

Commissioning programmes

i2i co-ordinated commissioning programme covers all elements of services commissioning and
testing for each phase of the project. Each activity will be given resourced duration by the
contractor based on elements for manpower required. Progress shall be monitored by task
resource percentage completion according to input from each contractors regular progress update
reports will be submitted, reports should be updated weekly.

Each system has a start milestone dependant on installation completion. Based on their
construction programmes, the relevant contractors will be required to assign a start date to each of
these. Also each contractor will be required to submit their proposed levels of resourcing and
generally comment on the programme logic / durations, in order that an agreed commissioning plan
can be set in place.

Installation contractors initial requirements

The installing contractors will be required to:-

Identify their commissioning liaison engineer, who will be responsible for attending commissioning
meetings, co-ordinating witness testing and generally acting as the pivotal point of contract for all
matters relating to commissioning and testing.
Provide details of all individuals who will be undertaking the commissioning and demonstrate that
they have the necessary experience / background. This should include all of their specialist sub
contractors.

Produce their own project specific commissioning method statements, to include but not
necessarily be limited to details of the following:-

A) Brief description of element.

B) Installation quality tests/checks

C) Commissioning permit to operate system

D) Pre commissioning and setting to work.

E) Plant duty proving tests

F) Detailed system by system commissioning procedures

G) Details of specialist equipment commissioning, the personnel responsible for carrying it


out and procedures, including overall co-ordination and interfacing with the client for
training etc.

H) Integrating performance testing as specified

I) Handover and witnessing procedures

J) Pro-forma documentation for all stages of the process

Issue a detailed commissioning and testing programme, to include as a minimum dates / durations
for the following items:-

A) Installation static testing and demonstration.

B) Power on dates for each major item of plant and equipment.

C) Installation completion milestone dates on a system by system and area by area basis.

D) Pre commissioning and commissioning tasks on a system by system basis.

E) Acceptance testing / handovers.

Issue a detailed list of instruments to be used on the project, and submit this together with all
current calibration certificates to i2i. The instrument log is to be maintained as new instrumentation
is employed. No tests will be accepted unless the commissioning manager is in receipt of current
test certificates for the instruments being used.
Construction Appraisal

Throughout the final stage construction period of the project, the commissioning management team
will undertake detailed appraisals of the installation to ensure that services are being correctly
installed and that the necessary provisions for commissioning are present and correctly positioned.

Though the appraisal will be based on systems commissionability, it will take into account all
features affecting the performance of systems, as well as health and safety considerations for those
carrying out the commissioning works.

Installation Integrity testing

To ensure all systems are fully statically tested and safe to operate prior to commissioning, the
commissioning management team will monitor standards and the progress of all installation tests,
e.g. Pipework pressure tests, electrical cable / panel testing, ductwork leakage, BMS point to point
etc. i2i will witness all such tests, i2i will co-ordinate and monitor the methods, standards and
results.

Detailed progress will be monitored on our commissioning activity schedules, ensuring that where
systems may be sectionally tested over a period of time, the entire system is eventually tested.

Static testing should not be witnessed until all items detailed on our site observation sheets
effecting that sub-system are satisfactorily responded to, thus maintaining the quality audit trail
throughout.

Factory testing

If factory testing is applicable of main plant, then the commissioning manager should be present for
the factory test. The commissioning manager should review the test procedures and a detailed
method statement of testing activities should be produced and approved prior to the test.

Reporting and progress monitoring

Quality control checks will extend to all facets of the commissioning and testing operations from
design through installation and finally to commissioning and record documentation. It should ensure
that a documented audit trail can be identified from design through to final commissioning for all
items and plant equipment.

The commissioning management team will use i2i in-house quality management systems, modified
as necessary, to ensure success in this important area of work. A selection of these systems are
outlined as follows:-

Commissioning activity schedules and test documentation database

Document review sheets

Site observation sheets


Commissioning programme

Resource schedule

Permit to work / power on procedure

Each package contractor is required to set up and control permit to work procedures for the safe
operation of plant / equipment during commissioning and testing. Detailed proposals of this system
must be included within each contractors commissioning method statement. The commissioning
management team will review the implementation of these procedures on site.

Commissioning and testing witnessing

During the pre commissioning and commissioning stages of the project the role of the
commissioning management team is outlined as follows:-

A) Ensuring that all necessary static testing and pre commissioning has been carried out to the
agreed methods and standards, and is approved by the commissioning and construction
management team. This must be completed prior to the start-up of all plant and equipment.
B) Ensuring that plant / systems to be commissioned are complete, safe to operate and contain
all the necessary facilities as agreed in order that commissioning can be carried out in line
with the approved method statement.

C) Ensuring that commissioning and testing is being carried out as agreed within the overall
commissioning plan, and within the agreed timetable.

D) Witnessing, verifying and collating record documentation for all commissioning and testing
operations, providing sufficient resources to meet all responsible requests for witness.

E) Reporting / liaising to ensure commissioning progress is incorporated into the overall


completion monitoring process and handover.

F) Co-ordinating between various package disciplines to ensure the smooth progress of the
commissioning process to the agreed plan.

G) Co-ordinating between the package contractors and the design team to ensure that all
relevant design information is available prior to commissioning, and where commissioning
or plant performance problems arise, liaising so that detailed, co-ordinated corrective
solutions can be agreed with the design team.

H) Co-ordinating any necessary client or statutory demonstrations.

I) Working with and supporting the project in the resolution of any technical problems that may
become apparent during the commissioning phase.

J) Drawing to the attention of the project team any defects that may become apparent during
the commissioning phase.

Client / Statutory authority testing


Upon satisfactory completion of the commissioning of a particular system, the commissioning
manager will issue the relevant approved test documentation to the project management team for
onward issue to the client or statutory authority as necessary. i2i will identify statutory authority
requirements for each situation, and ensure compliance.

The documentation will be signed as witnessed and approved by the commissioning manager,
further witness is at the discretion of the client as deemed necessary and should, where possible,
be incorporated into the programme.

Operating and maintenance manuals

Initially we will agree the format and the basic content requirements for the final O&M
documentation with the project managers and ultimately the client. It is imperative that all
contractors provide manuals in a common software system and format, and that the manuals and
the BMS maintenance facility use common terms of reference and complimentary formatting.

Our role will then be to ensure that collation of data for draft manuals is available prior to the final
commissioning and testing phase and reviewing prior to issue to the design team.

As installed drawings

We will review the as installed drawings to ensure all necessary information relative to
commissioning has been recorded, and that referencing is common with the completed test sheets.
We will also bring to the attention of the project team any discrepancies noticed on the drawings at
this time.

Commissioning and testing documentation

Final signed documentation will be issued by i2i to the construction manager following the
successful witness.

Owner / operator staff training

Prior to the completion of each phase of the project, the commissioning management team will
procure a detailed programme and method statement from each of the contractors to cover all
elements of client training. This will be fully integrated with the overall commissioning /completion
programme. These will be agreed at least four weeks prior to training taking place. It is imperative
that the owner / operator staff are available for training by the specialists during the commissioning
period, therefore key dates for training will be included within the overall commissioning
programme.

Our managers will monitor the progress the training sessions, and participate as necessary on
matters relating to commissioning, in conjunction with the relevant contractor.

Testing and commissioning procedures

The contractor is to produce a full method statement detailing his intended commissioning
procedures, on a system by system basis, which shall be in full compliance with the specification.
Listed below are sections of the commissioning process requiring the contractors specific detailed
proposals, i2i will issue guidance notes where deemed appropriate and upon award of contract.

Pre commissioning Checks - General

A) Before any pre commissioning checks are carried out the contractor’s nominated co-
ordinators shall ensure that the installation is complete and ready for pre
commissioning.

B) Pre commissioning checks should be as detailed in the contractor’s agreed method


statement and recorded on the agreed pro forma checklist. This documentation should
be certified by their nominated commissioning co-ordinator as acceptable before being
submitted to i2i for approval.

C) No commissioning should be carried out until all pre commissioning checks have been
recorded and approved.

D) All plant areas and equipment should be clean before commissioning and all equipment
should be checked for correct lubrication etc. before starting.

Pressure Testing and Flushing of Piped Services

A) As sections of pipework are tested or flushed, that section should be marked on the relevant
layout drawings and used as a means of monitoring the progress and ensuring that all
systems are completed. The sections of pipe should be inspected prior to the test.

B) Certification from the pipework flushing/treatment specialist should be provided to verify he


has successfully carried out his work to the specification and agreed method statement. A
common flushing specialist for all contractors is required.

C) Adequate flushing facilities (loops, valves, drain points, by pass’ etc.) must be agreed and
installed at an early stage.

D) New sections of pipework will not be connected into operating sections without first cleaning
and flushing. Temporary flushing pumps, tanks an strainers may be required to achieve this.

E) Flushing of re circulating Water systems should be carried out generally in the following
sequence:-

i. Pressure test.
ii. Static flush
iii. Dynamic clean
iv. Post clean flush
v. Final fill and dose with inhibitor

F) i2i will witness sample of each stage of the above procedures

G) Following the cleaning and flushing process, water samples should be checked for PH
levels, total and soluble iron levels, total and soluble solid levels and inhibitor levels.
H) Where system pumps are to be used for flushing, post flushing inspections should be
undertaken by the contractor/manufacturer to ensure the pumps are still defect free.

I) Branch velocities should be checked during dynamic flushing along with iron levels,
chemical levels to be checked during cleaning process. i2i will check random samples
throughout the whole procedure.

J) All items of equipment including coils should be by-passed for flushing purposes. Coils
should be forward and back-flushed after the pipework mains have been flushed and
cleaned.

K) Chlorination of domestic services should be carried out by the specialist flushing contractor,
immediately prior to the systems being put into operation, and certified on approved pro
forma, together with the results of necessary water samples.

L) i2i are to agree the contractor’s method statement for the disposal of effluent.

Pre commissioning (generally)

A) Pre commissioning checks should be carried out on all systems by the installing
contractor and the results certified on the agreed pro forma checklists. These
checklists should be submitted to i2i for witness and approval, before commissioning
works are commenced.

B) Pre commissioning checks must be carried out on all items of plant in line with the
contractor’s agreed method statement, and, in all cases, strictly in line with the
manufacturer’s recommendations.

C) Bedplate type pumps must have their mechanical alignment finely checked by the
use of clock gauges and adjusted, if necessary, by the insertion of genuine shim
steel. Allowable tolerances should be specified in writing by the manufacturers.
Records of the readings obtained in the mechanical alignment of bedplate pumps
should be recorded on a suitable agreed pro forma.

D) Fire damper drop tests on all fire dampers should be carried out by the installing
contractor and the results recorded on the agreed pro forma. Random tests will be
witnessed by i2i, prior to offering for demonstration to the appropriate authority. The
tests will include for accessibility.

Commissioning and Testing Procedures - General

A) This method statement should act as the default document in the event of any omissions
from the package contractors method statements, or the need for clarification.

B) Commissioning and testing should generally be carried out as detailed in the specification
and clarified by the package contractor’s method statement. However, this section of the
Commissioning Method Statement identifies technical and administrative requirements,
interprets the requirements of the specifications and provides a structured and coordinated
system for all packages commissioning.
Pre Requisites to Commissioning

Before any commissioning can begin the installing contractor should have:

A) Carried out all pre commissioning checks are designated by the Specification and/or the
Manufacturer’s requirements and obtained signature on the agreed pro forma sheet from his
commissioning coordinator and i2i such that both agree that commissioning can
commence.

B) Obtained operating and maintenance information for all related equipment to ensure safe
starting and operating.

C) Hand written confirmation from all associated contractors that their connected systems are
complete and safe to operate (see typical i2i system commissioning pure logic diagrams).

D) Obtained formal approval under the Power On Procedure/Permit to Work system that the
system may operate. This will include posting all safety notices and undertaking risk
assessments.

Water Systems Generally

Before commencing water balancing, the whole of the water distribution systems should be opened
up (or that part of the system which is available), the pumps checked to ensure a water flow rate in
the range of 100 – 120% of design duty and motors checked to ensure they are not running over
loaded. In this position an initial scan of all measuring devices should be made, and the index
unit/valve identified. If the initial flow rate is less than 110% with all devices open, i2i should be
notified immediately.

Without exception, initial readings with all regulating devices open or set as the plan for
commissioning must be measured and recorded. To prevent wasted time, initial readings for all
systems with in excess of 20 flow measuring devices should be submitted to i2i for review before
the proportional balance is commenced.

Water balancing should be carried out in accordance with the Specification, CIBSE Code W and as
clarified and/or qualified by the contractor’s agreed method statement and the final measuring
devices volumes recorded on the test sheets.

The entire system served by each prime mover should be balanced in one complete operation
unless specifically agreed within the contractor’s approved method statement or subsequently in
writing.

Regulating valves on by passes (such as on 3 port valve sets) should be set to achieve the same
flow rate in by-pass mode as in full flow through coils/equipment.

Where variable volume water systems are employed the systems should be regulated with all
control valves in the fully open position, or as planned to simulate any system diversity. This will be
incorporated in the contractor’s method statement.

When each system has been balanced, and the total flow rate set to design, pressure drops across
pumps, strainers, coils and all items of plant should recorded.
All results should be tabulated on the approved test pro forma sheets and the complete package of
water test sheets (inc. system schematics) issued to i2i for checking prior to witnessing.

Where A and B or duty standby systems are provided the commissioning of both systems should
be carried out at the same time and witnessing should take place as if they one system/plant. A full
test and witness should be required for each A and B or duty standby plant.

Performance of plate heat exchangers should be tested under both full and part load conditions.

Domestic Water Services

Booster pump sets should be set to work, commissioned and tested by the manufacturer or his
agent, and all test results, control settings etc. Recorded on the agreed test pro forma as per the
contractor’s approved method statement.

All automatic pressure regulating devices should be set, checked and the controlling pressure
recorded on the approved test pro forma.

Functional test should be carried out, witnessed and recorded.

Subjective outflow tests should be carried out, witnessed and recorded.

All hot water service return loops should be checked for circulation, regulated if necessary, and the
results recorded on the approved test pro forma.

HWS calorifiers should be fully tested including for recovery time, and the results recorded on the
agreed test pro forma.

HWS and CWS heat exchangers should be fully performance tested at both full and part loads.

Public Health, Sanitary and Rainwater Systems

Sewage ejectors and any major plant items should be set to work, commissioned and tested by the
manufacturer or his agent, and all test results, control settings etc. recorded on the agreed test pro
forma as per the contractor’s approved method statement.

Functional and performances tests should be carried out in accordance with the Specification and
the contractor’s approved method statement. The results should be recorded on the agreed pro
forma and presented for witness.

Fire Fighting Systems

Fire / sprinkler pump sets should be set to work, commissioned and tested by the manufacturer or
his agent, and all test results, control settings etc. Recorded on the agreed test pro forma as per
the contractor’s approved method statement.

All fire system testing must be carried out in accordance with NFPA/LPC and local CDA
requirements. All flow rates and pressures should be measured and witnessed.
The tests should be recorded on the approved pro forma and the system demonstrated to i2i prior
to the testing by the local CDA

Water Chillers

Water chillers should be set to work, commissioned and tested by the manufacturer or his agent in
accordance with the approved method statement and CIBSE Commissioning Code R, and all test
results, control settings etc. recorded on the agreed test pro forma as per the contractor’s approved
method statement.

The test should measure the net cooling capacity (kW) and energy requirements under a specific
set of conditions. All measurements must be made when the system and machine have become
thermally stable i.e. there should be no difference (excluding allowable tolerances) between three
consecutive readings.

The test should be carried out at, or as close as possible to, the design leaving temperature.

Tests should be carried out at, or as close as possible to, the design maximum ambient conditions.

In order to confirm that steady state conditions have been established, three sets of data should be
taken at approximately five minute intervals. All readings should be taken simultaneously to
minimise transient effects.

The tests should include the determination of the following criteria in order to conclude with a net
heat removal from the water as it passes through the coolers.

a. Water flow rate


b. Temperature difference between entering and leaving water

The heat removed from the chilled water is equal capacity to the product of chilled water mass flow
rate, the water temperature difference and specific heat of the water.

The tests should include the determination of the compressor power requirement. This power
should be determined by the measurement of electrical input of the motor drives. The tests should
also identify the maximum power required by all major components of the package including the
condenser fans.

Sump Pumps

Following inspections and pre commissioning tests. The following procedures should be carried out
and recorded on the approved test pro forma:-

a) Measure pump performance by the time taken to reduce the water in the sump by a
known quantity:-
b) Measure the running current of the pump
c) Operation of floats to be checked
Air Systems Generally

Before commencing air balancing, the whole of the air distribution systems should be opened up (or
that part of the system which is available), the fans checked to ensure a total air flow rate in the
range of 100 – 120% of design and motors checked to ensure they are not running overloaded. In
this position an initial flow rate is less than 100% with all dampers open, i2i should be notified
immediately.

Without exception, initial readings with all dampers open (or set as the plan for commissioning)
must be measured and recorded. To prevent wasted time, initial readings for all systems with
excess of 20 terminals should be submitted to i2i for review before the proportional balance is
commenced.

Air balancing should be carried out in accordance with the specification and qualified with the
contractors method statement and the final terminal proportional balance recorded on the test
sheets.

If a hood is used for air flow measurement then calibration curves for the hood over the range of air
volumes to be measured should be provided by the contractor for approval by i2i.

The entire system served by each prime mover should be balanced in one complete operation
unless specifically agreed within the contractor’s approval method statement or subsequently in
writing.

Where variable air volume systems are employed the systems should be commissioned in
accordance with the contractor’s agreed method statement including the simulation of any system
diversity.

When each system has been balanced, and the total flow rate set to design, a full fan test should
be carried out. Fan static head, running currents and pressure drops across filters, coils and all
items of plant should be recorded.

The calibration of any filter or fan monitoring pressure switches should be checked in conjunction
with the controls contractor.

After air balancing and where applicable the fresh air / re circulation / exhaust dampers should be
set in conjunction with the controls contractor.

Where applicable the fan volumes should be taken at full fresh air and minimum fresh air position
and the results recorded after any adjustments to achieve design conditions.

All results should be tabulated on the approved test pro forma sheets and the complete package of
air test sheets (inc. system schematics) issued to i2i for checking prior to witnessing.

Where A and B or duty standby systems are provided the commissioning of both systems should
be carried out at the same time and witnessing should take place as if they are one system / plant.
A full test and witness should be required for each A and B or duty standby plant.
Automatic Controls, Motor Control Centres and BMS Systems

Automatic controls, motor control centres and BMS systems should be set to work, commissioned
and tested by the manufacturer or his agent in accordance with CIBSE Commissioning Code C,
and all test results, control settings etc. recorded on the agreed test pro forma as per the
contractor’s approved method statement.

Commissioning for the Building Management System (BMS), controls and motor control centres
(MCC’s), will generally take place when the majority of the mechanical and electrical installation
works have been completed by the contractor.

In order that the commissioning process proceeds effectively and efficiently, it is of paramount
importance that the interrelated activities, are carefully co-ordinated and programmed between the
contractor and the BMS sub contractor.

The contractor’s method statement should identify the following:-

A) The main elements and activities that must be complete before BMS commissioning can
commence.

B) BMS interfaces with other works elements.


C) Procedures for commissioning the BMS communication network

D) Procedures for commissioning the motor control centres (MCC’s)

E) Procedures for commissioning the outstations and local networks.

When all the systems, plant and networks have been commissioned on an individual basis, every
point and function should be checked, validated and signed off at the ‘head end’ work station, with
the graphic display showing dynamic set points and plant status.

BMS interfaces with lifts and life/safety systems etc., must be thoroughly checked against the
cause and effect matrix charts to establish correct operation, before being formally offered for
acceptance. This activity must take place before the system(s) are offered for acceptance by the
appropriate statutory authorities.

Electrical Services and Lighting

Commissioning of the electrical services, will follow the inspection and pre-commissioning phases,
and will be in accordance with the requirements of the Specification, the 16th Edition of the IEE
Regulations for Electrical Installation and as set out in the contractor’s agreed method statement.

Commissioning of the earthing system will encompass all circuit protective conductors, earth bars
and all necessary supplementary bonding.

Commissioning tests and check on the complete live installation should include:-

A) Measurement of protective short circuit current and earth fault loop in impedance at each
distribution board and MCP.
B) Measurement of ELI at the mid point of ring circuits, and furthest outlet on radial power
circuits.

C) Measurement of ELI at the furthest outlet for each lighting circuit.

D) Testing of any Residual Current Devices

E) Full functional checks of the complete live installation to prove correct operation.

F) Full function tests of the emergency lighting systems should be carried out to ensure that all
access routes are adequately illuminated and that specified durations are achieved.

Fire Detection & Alarm System

The fire detection and alarm system should be commissioned and tested by the manufacturer or his
agent in accordance with the Specification and the contractor’s agreed method statement and all
test results recorded on the agreed test pro forma.

Life/Safety systems etc., must be thoroughly checked against the cause and effect matrix charts to
establish correct operation, before being formally offered for acceptance. This activity must take
place before the system(s) are offered for acceptance by the appropriate statutory authorities.
Fire Alarm sounder audibility tests will be carried out on all floors/zones to ensure specified sound
levels are met.

The cause/effect strategies will form the basis of checking and monitoring the tests. A full functional
test of the mechanical services under the dictates of the fire alarm system, and fire control switches
will be checked and witnessed.

Following final commissioning and documentation of all individual systems ad with the building
running under fully automatic control and maintaining stable conditions, all fire and life safety
systems should be functionally tested against the specified cause and effect matrix. This test
should fully demonstrate the correct operation of the systems including but not limited to the
following:-
A) BMS
B) Fire alarms
C) Fire pumps and system
D) Public address and voice alarms
E) Emergency lighting
F) Standby generation
G) Smoke extract
H) Staircase pressurization
I) Security systems
J) Hotel operating system if applicable
K) Lifts
L) PABX / Lifts interface
M) T.V systems (if applicable)
Public Address, Voice Alarm & Fire Telephone System (PAVA & FT)

The public address, voice alarm & fire telephone system should be commissioned and tested by
the manufacturer or his agent in accordance with the Specification and the contractor’s agreed
method statement and all test results recorded on the agreed test pro forma. This shall be
completed before the systems are offered for acceptance by the appropriate statutory authorities.

SMATV, Audio Visual, Dimming, Security, CCTV, Access Control Etc..

The above system should be commissioned and tested by the manufacturer or his agent in
accordance with the Specification and the contractor’s agreed method statement and all test results
recorded on the agreed test pro forma. This shall be completed before the systems are offered for
acceptance by the appropriate statutory authorities.

Environmental testing and system integration tests

Environmental and reliability tests

All system interface checks with the controls and fire alarm elements should be tested prior to the
environmental and integration tests.

Following final regulation of the system air/water flow rates and commissioning of the controls /
BMS, performance tests should be carried out to verify achievements of the specified performance.

The system integration is to be carried out after all commissioning tests have been success fully
completed and all defects rectified.

The tests should be carried out once the building has all doors and windows fitted and is completely
sealed with limited access.

It should be the purpose of the tests to prove stability in terms of reliability and environmental
conditions over a significant continuous running period.

Environmental tests should, where possible, use the BMS for recording environmental and plant
operating conditions. Thermohydrographs or data loggers should be used where this is not
possible.

Sound level readings should be recorded in a representative sample of all typical tests and in all
critical areas.

All tests should be fully recorded by the contractor on the appropriate agreed pro forma and offered
for demonstration to i2i and the Project Team.

Documentation procedures and notice to witness

Each package contractor should produce a short term programme on a weekly basis to advise on a
system requiring witness testing during the following week.

Each request for witnessing should be accompanied by:-


A) One copy of the completed test results duly authorised by the contractor’s nominated
commissioning liaison engineer.

B) Marked up drawing(s) showing the extent of the test. (installation testing).

C) Current calibration certificates for any instrumentation employed.

D) Copy of the method statement (if not already submitted and approved.

E) i2i will review the witnessed results, and, if any element of the test is found to be outside
the specified tolerances, submit the sheets to the Project Team with the none
compliance highlighted. The Project Team will liaise with i2i and the contractor for re-
acceptance or remedial works.

COMMISSIONING AND BALANCING: AIR SYSTEMS

1. Air systems - Generally

The building envelope needs to be complete i.e. doors and windows fitted. Internal rooms to be
clean and free of debris.

Checks will be made to ensure all control and regulating dampers are fully open and / or
operational, and that systems are clean and dirt free.

Preliminary tests will be undertaken to ensure system volumes are satisfactory for balancing to
commence.

2. Low Velocity Air Systems

The low velocity air systems will be balanced in accordance with the C.I.B.S.E. code ‘A’. All main
plant volumes will, wherever possible, be measured by pitot static tube.
Balancing of air systems will be carried out by proportioning air volumes at terminals using an
electronic vane anemometer in accordance with code A section A3 with or without a standard
calibrated hood.
Finally, fan running currents, fan and motor speeds and static pressure will be recorded.

3. Fan Coil Units Primary Air

Primary air distribution to each fan coil unit will be proportionally balanced with readings taken
directly at the spigot ends with a 100 mm dia. electronic anemometer.
N.B. Fan coil units need not be running at this stage.

Constant volume device calibration will be checked by Pitot tube and micro manometer using a
single point traverse technique. See B.S.R.I.A application guide.

3. Constant Volume Systems

The balance of these systems and calibration of C V devices will be carried out by one of two
methods as found most suitable to site conditions.

a) Pitot traverse of ducts adjacent to each C V device.

b) Anemometer scan of each bell mouth with sample pitot traverses at C V boxes to provide
calibration factor for anemometer readings.

Prior to carrying out a full fan test, a static pressure scan of all possible index C V devices will be
under taken to ensure:

a) Fan is generating sufficient for stable operation of all units.

b) Fan is not generating excess system pressure.


4. Variable Air Volume (V.A.V.) system

Initial actions

1. We will establish the minimum static pressure required at the H.V.A.C. terminal inlet. This will
be obtainable from the unit’s supplier.
The figure quoted is often in terms of a different pressure. In this case we will either check a
sample of units to establish the likely downstream resistance or approach the system designer
for their best estimate.

2. We will ensure that we have the facility to manually control the supply fan so that we can
increase / decrease is duty as necessary. It can usually be arranged for this to be available to
the commissioning engineer, but in some cases needs the input of the controls engineer. The
commissioning manager will make sure that all interested parties are aware of the need for
continual attendance if this is the case.

3. We will ensure that we have the facility to manually drive the V.A.V. terminals between
maximum and minimum.

The current fashion for Intelligent V.A.V. terminals often means that the controls engineer’s
input is necessary for this function, again the commissioning manager will make sure make that
all relevant parties are aware of the need for continual attendance if this is the case.

4. We will agree with the consultant engineer / designer on the number of terminals where
individual pitot traverse volumes will be used to crosscheck calibration results.

This is usually 10 - 15%, providing that there is a means of obtaining airflow measurements from
the terminals, e.g. voltage from hot wire type velocity sensors or velocity pressure from flow grids.
There are still some types of terminal where the only means of proving the duty is to do duct
volumes by pitot traverse. It is also the case that very few, if any, systems have the necessary
ductwork configuration for accurate volumes on all terminals.

5. We will establish the degree of diversity built into the system and agree with the designer on the
way in which the diversity is to be applied.

It is usual to find that very few fans are sized to provide the duty necessary to satisfy all of the
terminals at maximum volume. The shortfall (diversity) is usually taken care of by setting some
terminals at minimum for the final fan test. This can be done by shutting down entire branch
terminals or by closing down a small number of terminals on several branches. It is usually the
case that the terminals nearest the fan are closed so as to prove the fan against the “worst
case”, i.e. making it satisfies maximum demand at index terminal.

Testing the system

1. We will pre-commission the system to ensure that all terminals and their controls are installed,
all fire/ smoke dampers are open, all access doors, etc. are fitted and that the ductwork is
complete.
2. Having chosen a branch as a start point, we will ensure that all of the terminals on that branch
are at maximum set point. We will measure the static pressure at the inlet to each terminal on
the branch to establish which is the “Index” terminal.

3. We will then adjust the supply fan duty so as to achieve a static pressure on the index terminal
in excess of the design minimum.

Most V.A.V. terminal suppliers advise that their equipment will operate as long as there is at least
125 Pascal’s static pressure at the inlet. As a rule of thumb we aim for 175 - 200 Pascal’s for
commissioning purposes.

4. We will check each terminal on the branch at both minimum and maximum set-points, then
check the sample terminals by pitot traverse, again at max. and min.

5. When all terminals are correctly set at max. and min., we then measure the branch volume at
maximum via pitot traverse and check the static pressure at each terminal inlet (any necessary
re-calibration may have altered the location of the index terminal).

6. We then repeat steps 2- 5 for all branches on the system.

7. When all the terminals on the system have been checked and the branch volumes measured,
we apply the system diversity when and where necessary (as establish in initial actions 5).

8. We measure the fan volume and carry out a full fan test. Record the static pressure at each
index terminal as established in testing the system 5. And note the setting of the fan’s manual
duty control.

9. We record the results, issue the test sheets and demonstrate the results to the client’s
representative.

Setting up the system for automatic control

This is will be carried out in conjunction with the control engineers.

1. With the supply system in the same state as in “testing the system 8” and the extract system at
design duty, we will establish the static pressure at the static pressure sensor location(s) as
detailed by the control engineers.

2. We will establish the airflow velocity at the velocity sensors on both supply and extract systems.

3. We will reduce the duty of both systems to a mid point of their duty range (50- 60% of maximum
design) by increasing the number of terminals set at minimum and reducing than fan duty to
achieve the static pressure sensor(s) readings as in step 1. Then reducing the extract duty to
match.

4. Repeat of step 2.

5. We will reduce the duty of both systems to the minimum of their range (usually around 30% of
maximum design).
6. Repeat of step 2.

This gives the control engineers enough information to set up the supply and extract fans to run in
unison.

5. Fan Coil Outlets

If fan coil units feed two or more diffusers, balancing of sub circuits is required.
Fan coil units will be functionally tested to ensure correct operation at start up sample units of each
type / size / speed will be checked for volume flow rate by anemometer scan across the inlet filters
N.B. this is not a strictly accurate method of determining absolute airflow but is deemed the best in-
situ option.

On completion of the works, the diffuser throw patterns will be set up as determined by smoke test /
designers requirements.

COMMISSIONING AND BALANCING: WATER SYSTEMS

1. Pre Check

Installation are as per as built drawings

Total pump capacities are more than sufficient for the systems total design flow rate.

The system has been cleaned, flushed, filled and fully vented.

All of the systems double regulating valves, isolating valves, etc. are in fully open position.

All control valves on the system are set to the full load conditions through all air handling units, fan
coil units, heat exchangers, etc.

Ensure the measured motor current does not exceed the full load current stated on the motors
name plate.

2. System Commissioning

The total flow rate will be obtained using the main commissioning station otherwise the addition of
each individual commissioning station will be taken in order to verify the systems flow rate.

After the systems initial full set of readings are taken, identify index branches, sub branches and
individual units and proportionally balance accordingly to CIBSE, BSRIA, NEBB and AABC codes
of practice to ensure that branches, sub branches and individual units have at least one index
commissioning valves.

Upon completion of the testing and balancing of the system all by-pass 3 port valves will be set to
achieve the same flow as through each coil.

All double regulating /commissioning stations will locked and the valve settings recorded on our test
sheets,

Re-set all control valves to automatic control

Note:
On variable frequency drive system the systems pressure set-point for the building management
system will be checked along with our calibrated instruments for re-calibration of the sensors on the
set-point which we measure is to be inserted into the B.M.S. system to control the V.F.D. / Pump
speed.

SOUND LEVEL TESTING

This section covers the recording and logging of equipment sound levels in accordance to the
following C.I.B.S.E guides.

Precautions Off Site

(i) All measuring equipment should be calibrated before and after each usage and by
the manufacturers or a laboratory, ever six months or if damage is suspected, It
should go without saying that the strength of the batteries should also be checked.

(ii) Proper record sheets are essential. The record must state the position of
measurement, the condition of the plant at the time and the settings of the noise
measuring equipment, e.g. frequency of weighting and time weighting.

(iii) The correct position for the microphone will depend on the purpose of the noise
measurement. For instance, in checking the acceptability of noise in an office, the
correct position would be where an occupant of the office could reasonable be
seated, usually not less than about 1.5 m from an air outlet, In a plant room,
however, the interest is usually in the highest noise levels adjacent to a barrier (wall,
floor, ceiling) between the plant room and a critically quiet area. Careful judgement
must dictate the correct measurement position. Some further points are made
below.

Precautions On Site

(i) Follow the instructions given with the instrument.

(ii) Before switching the instrument on, turn the amplifier to the highest setting so that it
will not be overloaded, and then adjust the amplifier downwards until a reading is
obtained.

(iii) Microphones are often directional, make sure that they face the source of noise and
are not shielded by objects or by oneself or others who wish to see the dial reading.

(iv) Take readings on the A and C or linear scales, when available even when
performing an octave band frequency analysis. This can provide a useful check on
the analysis, see Interpretation below.

(v) Take measurements in several positions as the noise may vary significantly from
place to place due to standing waves.

(vi) Make sure that the cause of the noise being measured is known. External noises
may compromise accuracy. See Extraneous Noise below. Running individual
components of a complex plant singly can be very informative.

(vii) Be sure that the microphone is not situated in a moving airstream as air turbulence
will generate completely misleading readings. Windshield are available for most
microphones and the manufacturers will indicate the maximum air velocity for which
they are suitable.
(viii) Meter readings are likely to fluctuate especially at low frequencies, If the swing is
more than 6 dB a fair reading is –3 dB from frequent peaks or consider measuring in
terms of Leq. Be careful to listen to extraneous sounds which may influence the
reading. For swings of less than 6dB take the average reading.

(ix) Vibration of the microphone and/or meter can generate spurious signals. Whenever
possible hold the instrument in the hand, otherwise place it on a soft resilient pad.
High sound pressures (>110dB) can also generate signals within the instrument the
instrument independently of the microphone signal. To check the effect of vibration
and high sound pressures, disconnect the microphone from the instrument and
recheck the reading. If it is within 10 dB of the reading with the microphone
connected then the instrument is being affected and accuracy will suffer.

(x) Beware of unusual heat or humidity as then may damage the instruments, so may
dirt or corrosive atmospheres.

Extraneous Noise

Noise from sources other than those which it is required to measure may compromise accuracy.
Take a full spectrum without the machines running and compare this to a spectrum taken with the
machines running, If the difference between machines on and off is less than 10 dB down apply the
corrections listed in Table
B12.24

If the difference between readings taken with the machine on and with the machine off is less than
3 dB, the measurement cannot be regarded as having any value because the machine noise is so
small a part of the total noise,
Interpretation

(i) Plot the octave readings on a graph of the NR curves or compare the readings per
octave to a table of NR values. The highest NR curve reached in any octave will give
the NR values of the noise.

(ii) It is useful to add logarithmically by the method given earlier, the values of readings in
each of the eight octave bands, If the summation is not within + 2 dB of the linear or
dBC reading, it is likely that an error or instrument malfunction has occurred and the
readings should be repeated.
(iii) Readings are unavoidably taken from tine to time in rooms not yet furnished. The effect
of furnishing can be appreciable especially at the higher frequencies. The calculation
procedure for Effect of Receiving Room will give some guidance as to the probable
effect.

(iv) In comparing noise readings to NR curves an excess of 2 dB in some octave bands


should not be regarded as a serious breach of the criterion.

NOISE MEASUREMENT EQUIPMENT

Noise measuring equipment normally consists of a microphone, amplifier, frequency analyser and
an analogue or digital display or recorder; a brief discussion is given below of each significant
component in a measuring system.

Microphones

The task of a microphone is to generate an electrical signal proportional to the incident sound
pressure and to pass this signal to the remainder of the measuring system but, for example,
temperature and humidity can adversely affect microphone performance. The manufacturers of the
equipment will specify the safe limits of use, If these limits are accidentally exceeded the
microphone should be returned to the manufacturer for checking. The possibility of mechanical
damage must also be watched. Extension leads for microphones may be used when convenient
but the power loss this involves normally necessitates a correction to the reading.

Amplifiers

The amplifier will normally be part of a proprietary noise measuring instrument, no discussion of the
types available will be attempted here, As with all other electronics equipment care must be taken
to avoid damage.

Frequency Analysers

Analysers may form part of a single noise-measuring instrument or may be a separate component
fed from, say, a sound level meter, many types of frequency analyser are available. Some
measure the strength of a single frequency of noise, others of a constant percentage around a
nominal frequency. However, for the purposes describe earlier in the section, the most useful
analyser is that which measure the strength of a single frequency of noise, others of a constant
percentage around a nominal frequency. However, for the purposes described earlier in the
section, the most useful analyser is that which measures the strength in each of the octave bands
which are used in determining the spectra of the Noise Rating curve (see Section A1). Sometimes
a more bands, or narrow band analyser can be used.

Sound Level Meters

The most commonly used instrument is the sound level meter (SLM) which incorporates a
microphone, amplifier, frequency weighting network(s) and read-out device (either analogue or
digital) within a single unit. Many S.L.M s also incorporate 1/3 octave filters or permit the
connection of a filter or permit the connection of a filter set.
Integrating sound level meters enables Leq to be determined directly and there are also hand held
instruments, which provide percentile levels such as L10 or Lw.
Specification for sound level meters are given in BS5969.

Tape Recorders

Tape recorders may be used to record noise on site for later and more convenient analysis, Care
has to be taken to avoid overload and to provide a reference signal on the lane of known sound
pressure against which the analysed noise may be assessed. Alternatively, a sound level meter
may be used on site and a note made of the actual sound pressure measured, Caution is also
dictated by the fact that the frequency repose of the tape recorded of noise spectra. Due allowance
for this frequency response must be made.

ELECTRICAL TESTING & COMMISSIONING

On contract award the Electrical Commissioning Manager will be appointed and fully briefed on the
contract requirements. The role of the Electrical Commissioning Manager is detailed in the section
labelled management structure.

The initial actions of the Commissioning manager will include the following: -

A) Confirm where necessary and update the project program.

B) Action the program on the engineering and drawing office department to finalize
design and produce drawings in required sequence.

C) Program the resources and any additional labour requirements from the local
regional offices.

D) Delivery of equipment will be scheduled to the site program.

METHOD FOR TYPICAL PARTS OF WORK


All tasks will be programmed to suit the progress of the site. Work will be sub-divided into sections,
which will suit other activities on site to suit site progress and meet critical dates.

Examination of Works

Works will be visually inspected by our project team members.

Anomalies that we believe will not allow us to carry out our testing will be reported back to the
Client such that any faults can be investigated and corrected by other.

Cabling

Cabling drawings, cable schedules and schematics produced during the installation and
subsequent modification will be made available.

Equipment Installation

All equipment is to be checked for correct installation according to the specification and drawings.
Access to any special areas e.g. ceiling voids equipment rooms, locked areas will have to be
provided in suitable time from programme coordinated with our site engineer.

Testing

Testing will be programmed into separate phases to suite the site conditions and project structure.
Commissioning in general will be aided by the use of two way radios of a frequency approved by
the local authority for use within the location of the site. The frequency will be made known in
advance of the use.

The Commissioning Manager will be responsible for the submitting and obtaining client approval of
the test and commissioning schedules.
Computer equipment will used during the testing to log information and results a database and the
operation of the system will be provided on completion which will be used for historic archive. Test
of each system will be handed over to the clients

On compliance of testing the clients representative should sign our Test Certificate to indicate his
approval and accept handover.

MANAGEMENT STRUCTURE

The project team will be based at our offices in Dubai. We propose to appoint a Commissioning
Manager within the project team who will carry out overall responsibility for the complete
installation.

The main duties and responsibilities of the Commissioning Manager will include the following:-

A) Single point of contact with the client

B) Co-ordination of contract execution, including testing & and Documentation.

C) Attendance at all site meetings.

D) Responsible for all contractual matters, including variations, programme and resource
allocation.

The Electrical Commissioning Manager will be assigned to the contract for the duration and will
programme holidays and time off in accordance with the project progress.

The Electrical Commissioning Manager will have full authority to commit the Company on this
project regarding allocation of resources.

He will be experienced in this type of contract and will be supported by Local site supervisors (if
required) will manage the day-to-day works and provides information for:

A) Updating the testing programme.

B) Recording information work sheets and instruction from site.

C) Arranging workload for local engineering teams.

D) Checking of work by others (not correcting or investigating faults).

LABOUR RESOURCES

We propose to employ a team of engineers who will be dedicated throughout the contract period.
They will be involved in all stages of the contract to ensure that site knowledge is consistently
available.

Should an acute acceleration be requested we would endeavour to resource labour from other
branches within the division.
PROGRAMME

The programme would be based on a working week programme with a T.B.A. week site contract.

We will arrange for the engineering team to attend site to meet the requirements of the programme.

We would require at all times 110 or 220-volt power within 50 meters of our working areas. All
power tools will be battery powered or operated at 220 volts.

We have assumed that we have unimpeded access.

We have allowed for work in areas to be carried out substantially without interruption at times
stated within our programme and that work by others will be completed

IEE Regulations 16th edition, Chapter 54

EARTHING SYSTEMS

Pre Audit Checks

Prior to testing the following will be ensured.

Completion of installation.

Up to date drawings showing the installed location of each earth electrode.

The electrical supply to the whole of the system to be tested is isolated and that precautions are in
place to prevent the system being energized during the test procedure.

Disconnection of earth conductors from the electrode(s) that are to be tested.

Procedure

Testing will be carried out to the following procedure.

Testing will be carried out in accordance with the requirements of section 3, clause 16 of BS7430.

Test electrodes will be installed in accordance with BS7430.

Using the Bridge Megger measure the resistance of the electrodes in accordance with the test
manufacturers’ instructions and BS7430.

Record the results on test sheet E009. (The test results will also be recorded on the “as installed”
drawings of the earthing system).

Reconnect the earth conductor to the electrode.

Record weather conditions & soil temperature at the time of test.


Network procedure

Testing will be carried out to the following procedure.

Testing each electrode in accordance with the above procedure. Record the results.

Reconnect the earth conductors to the electrodes and the main earth conductor to the central earth
point from the complete installation.

Remove all other bonding conductors from the central earth point.

Test electrodes will be installed in accordance with BS7430.

Using the Bridge Megger measure the resistance of the network at the central earth point in
accordance with the test equipment manufacturer’s instructions and BS7430.

Record the result on the test sheet.

Re connect the bonding conductors to the central earth point and repeat test.

Equipment

Bridge Megger.

Test electrodes.

Test leads.

LIGHTING PROTECTION

Pre requisites

Prior to testing the following will be ensured.

Completion of installation as per design drawings.

Detail visual inspection to ensure that no part of the fixed installation is damaged, corroded or
otherwise defective.

An earth electrode is connected to each down conductor, with a test link in every down conductor
path.

Up to date drawings are available.

Equipment

Bridge Megger.

Test electrodes.
Test leads.

Earth Megger.

Multimeter.

Procedure

Testing will be carried out to the following procedure.

Removing any bonding to other services, metalwork etc.

With the test links removed, testing of the earth electrodes will be carried out in line with this
document.

The resistance of each earth electrode should not exceed (10 x the number of down conductors on
the structure x 1 Ohm)

With the test links replaced, the resistance to earth of the complete lighting protection system will
be measured and recorded at various points.

The resistance to earth should not exceed 10 Ohms.

Re connect any bonding to other services etc

MAIN DISTRIBUTION BOARDS (MDBs)


DISTRIBUTION BOARDS / CONSUMER UNITS (DBs)

Pre requisites

Prior to testing the following will be ensured.

Completion of installation including termination of all cabling.

Operational permit to work system.

Valid factory tests for all MDBs giving full details of settings of protective devices.

Copies of up to date circuit charts and drawings.

Any packaged plant fed from the distribution board will require to be cold tested prior to livening,
and subsequently live tests carried out at the time of commissioning. This work will normally be
carried out by the supplier / specialist in line with their approved method statements, results being
recorded on test sheet, and witnessed by the accepting authority.

Equipment

Insulation resistance tester (500V).

Earth loop impedance tester.


Earth leakage residual current tester.

Cold testing procedure

Cold testing will be carried out to the following procedure.

Check and record details of board.

Check circuit details and cable sizes to schedule and record.

Check tightness of all cable connections.

Carry out insulation tests on board and outgoing circuits.

Carry out CPC tests on board and outgoing circuits using an Ohm meter with a minimum scale
range of 10 m Ohm and a short circuit of not less than 200 mA.

Record the results of the above

All Tests will be offered for witness by the accepting authority.

Live testing procedures

Live testing will be carried out to the following procedure.

A permit to work will be obtained prior to energizing the board and commencement of live testing.
This will require all cold testing and factory testing (MDBs) to have been completed, documented,
witnessed and approved.

Any circuits unable to be tested will be locked with a padlock and made safe. Danger live electricity
notices and barriers will be erected to prevent access into the test area by unauthorized personnel.

Energize board.

Carry out earth loop impedance (ELI) test on board.

Carry out prospective short circuit (PSC) test on board.

Check phase rotation (3 phase boards).

Energize sub circuits and take ELI readings.

Carry out prospective short circuit (PSC) test on all sub board.

Check voltage polarity (single phase boards).

Test RCD and record time and current.

Record the results of the above on test sheet already containing the cold test results.
All tests will be offered for witness by the accepting authority.

MOTOR CONTROL CENTRES (MCCs)

Pre requisites

Prior to testing the following will be ensured.

Completion of electrical installation including termination of all cabling and fully documented panel
pre-commissioning sheet.

Operational permit to work system.

Completion of mechanical installation and fully documented mechanical pre commissioning sheet.

Copies of up to date charts and drawings.

Any packaged plant fed from the MCC will require to be cold tested prior to livening, and
subsequently live tests carried out at the time of commissioning. This work will normally be carried
out by the supplier / specialist in line with their approved method statements, results being recorded
on test sheet witnessed by the accepting authority.

Equipment

Insulation resistance tester (500V).

Earth loop impedance tester.

Earth leakage residual current tester.

Cold testing procedure

Prior to insulation test a visual inspection of the board and cubicles will be carried out to ensure
integrity of connections, and equipment.

Precautions will be taken to prevent damage to voltage sensitive equipment, which form part of the
circuits to be tested. Removing fuses, neutral links, disconnection or short circuit of terminals will do
this.

Measure and record insulation resistance on bus bars and outgoing circuits as follows: -

A) Between phases.

B) Between phase and earth.

C) Between phase and neutral.

D) CPC
E) Motor insulation resistance.

Record the results of the above on test sheet.

All tests will be offered for witness by the consultant / i2i.

Reinstate control fuses, neutral links and wiring on completion of tests.

Live testing procedures

Live testing will be carried out to the following procedure.

A permit to work will be obtained prior to energizing the MCC and commencement of live testing.
This will require all cold testing and factory testing to have been completed, documented, witnessed
and approved.

Any circuits unable to be tested will be locked with a padlock and made safe. Danger live electricity
notices and barriers will be erected to prevent access into the test area by unauthorized personnel.

Energize MCC.

Carry out earth loop impedance (ELI) test on MCC.

Carry out prospective short circuit (PSC) test on MCC.

Check phase rotation.

Commissioning of starter gear and control circuits will be carried out by the specialist controls
contractor,

With motor circuit energized, record earth loop impedance and verify the results comply with BS
7671 regulations or 413.02.11.

Record the results of the above on test sheet already containing the cold test results.

All tests will be offered for witness by the accepting authority.

FIRE ALARM, PA/VA, EMERGENCY LIGHTING, CONTROL CABLING

Pre requisites

Prior to testing the following will be ensured.

Completion of installation and termination of all cabling and a Copy of up to date drawings.

Equipment

Multi meter.
ELV cables (inc. fire alarms, PA/VA, security, telephone and MATV systems).

Check circuit details and cable sizes to schedule and record.

Check tightness of all cable connections.

Carry out and record continuity and polarity tests.

Carry out and record core to core and core to earth readings.

Record the results of the above on test sheet.

All tests will be offered for witness by the accepting authority.

The specialist systems will be commissioned by the individual specialist contractors in accordance
with their method statements.

Emergency lighting cables

Check circuit details and cable sizes to schedule and record.

Check tightness of all cable connections.

Carry out and record continuity test.

Carry out and record core to core and core to earth readings.

Record the results of the above on test sheet.

All tests will be offered for witness by the accepting authority.

The emergency lighting central batteries and systems will be commissioned and tested by the
specialist contractor in accordance with their approved method statement.

Control cables etc.

Check circuit details and cable sizes to schedule and record.

Check tightness of all cable connections.

Carry out and record continuity test.

Carry out and record core to core and core to earth readings.

Record results of the above on test sheet.

All tests will be offered for witness by the accepting authority.

The control circuits will be commissioned by the specialist controls contractor in accordance with
our method statement.

THERMOGRAPHY INTRODUCTION

Thermography is the name given to the science of Infrared Thermal imaging.

Many forms of infrared imaging equipment are available on the market. We currently utilize
FLIR 550 THV Cameras.
The 550 THV is capable of:
• Producing images from minus 30 oC to 1500 oC
temperature range.
• The accuracy is 0.1 oC in the range being operated.
• It can be operated in High Humidity and high
Temperature environments.
• The camera is very mobile.
The surveyor sees a heat representation of the object, in much
the same way a video camera operates. It captures still images
of the object being viewed
Once the images are taken, the themographer uses our automated report software to
prepare a detailed and descriptive report.

How is it used?

Thermal imaging can be used as a condition monitoring tool for improved efficiency and
trending plant.

Thermal Imaging is used for many reasons in the


Industry, probably the most common use, is its
application in the identification of electrical fire risk.

The electrical panels and switchgear are surveyed live.


This allows the survey to be carried out without
disruption of supply to the electrical infrastructure or the
operation.

The second objective of the camera is as a support in the review of maintenance.


As in the electrical fire risk the camera collects information (images), which identify
electrical discrepancies in the wiring. i.e. imbalance in the phasing of circuits leading to
inefficient electrical power consumption. Poor cable terminations, overheating contactors
etc.

OPERATING AND MAINTENANCE MANUALS

Upon receipt of the order, together with the necessary information required (detailed below) to
produce the manual, the following programme will apply:-

Issue of draft: Eight weeks

Issue of final: Three to four weeks from receipt of returned draft.

Information to be collated by i2i:

The programme given above is dependent upon all revenant information being available at the
commencement of writing the draft manual. To that end to meet the full requirements of the
specification, the following information will be required by ourselves at least four weeks before the
required draft submittal date:

Copies of orders for all plant and equipment.

Copies of all applicable specifications.

A full set of working drawings and, if available, schematic layout drawings.

Full details of any allied / interfaced systems, such as the automatic control or building
management system, including specifications, schematic wiring diagrams and control panel
layouts, operational overview and all interfaces/ alarms.

Full commissioning and test data etc. for incorporation into the final manuals.

Specification

General

The operating and maintenance manual will be written specifically for the project. The manual will
be based on the “Information to be provided” detailed within the quotation. It is intended that the
final manual will be used in conjunction with all applicable record drawings, manufacturers
instructions, etc. provided for this installation.

All pages comprising the manual will be sequentially numbered according to each section (ie.
Section 1 – page 1, section 2 – page 1, etc.). The page numbering will form part of a footer to each
page. The footer will also include the contractors name, the project name and the manual issue
status (draft or final issue).

It is envisaged that this manual will be produced in numerous volumes.


Each volume of the manual will be fully indexed and cross referenced, being housed in a PVC
binder, with paper inserts giving contract details on the front and spine.

Please note that we cannot be responsible for any incorrect, inaccurate or misleading information
given within specifications, drawings, manufactures literature nor, in fact, any of the comments
made by yourselves, the contractor or the consultant on the draft manual.
Materials to be used

The following materials will be used:-

A) Draft submittal:

The draft copies of the manual will be submitted on white a4 size paper, enclosed in a PVC binder
with paper insert title page.

B) Final submittal:

The final copies of the manual will be submitted on good quality, white a4 size paper, with stepped
overlapping section dividers, enclosed in PVC binders with paper insert title pages on the front and
spine.

Preparation and approval of manuals

The sequence of preparation submittal and finalisation of the manual will be as follows.

A) Upon commencement of works:

All of the required information provided by yourselves and our commissioning manager will be
reviewed, and obviously, if any information is missing or further information is required, this will be
reported back to you via our commissioning manager.

B) Preparation of draft:

Once all of the required information is provided, a draft copy of the manual text will be prepared and
typed.

C) Submittal of draft:

Once the draft manual text has been prepared, it will be delivered to your offices for comment and
approval from both yourselves and the consultants.

It should be noted that we require comment and approval from both yourselves and the
consultants.

D) Submittal of Final Manual

Upon receipt of the returned draft, the comments from yourselves and the consultant will be
incorporated and the final manual text will be printed. It is assumed that the comments will be
accurate, meaningful and succinct.

At this stage contractors will be required to supply the following:

1. Answers to any question marks within the draft text and any information not available to us at
the time of draft submission.
2. All commissioning and test data, record drawing lists, equipment curves etc. that are to be
incorporated within the final manual.

Once the above items have been issued to us, the copy of the final manual will be prepared and
issued.

Description of sections

A brief description of the sections follows:

Introduction

This section outlines the purpose of the manual, gives details of the design and construction team
and gives a schedule of record drawings.

Description of systems

This section contains overall system design criteria and a description of each system installed,
which should be read in conjunction with the record drawings scheduled in the introduction.

Health and safety / emergency conditions

This section provides a guide to good, practical working measures, safety procedures and
emergency operations to be adopted in order to reduce the possibility of accidents to maintenance
personal and other and other people using the building.

Operating procedures

This section describes the procedures involved in system start-up, normal operation and shut-
down.

Fault finding

This section contains faultfinding procedures covering major plant and equipment items.

Preventive maintenance procedures

This section contains general notes on maintenance and gives recommended preventive
maintenance procedures covering major plant and equipment items. This section should be read in
conjunction with the manufacturer literature and also any manual covering related systems/
services that are not part of this specific contract.

Spares

This section contains general notes on procedures for the stocking of spares and manufacturers
recommended spares lists.

Plant and equipment data


This section contains equipment schedules for all major items of plants, and includes details such
as supplier / manufacturer, model, location, duty etc.
Manufacturers technical literature

This section contains manufacturers specific technical operating maintenance literature for all
relevant major items of plant and equipment.

Inclusions:

We have allow for the following within our package:-

1. Preparation of one draft and four final copies of the mechanical services operating and
maintenance manuals with a copy on CD for the above-mentioned project as per the enclosed
specification, inclusive of obtaining all necessary information.
2. Delivery of the draft and final copies to your offices.

Exclusions:

We generally do not make allowance for the following: -

1. Any work in connection with the preparation and supply of record or as fitted drawings.
2. Any work in connection with the preparation and supply of distribution board schedules.
3. Any work in connection with the preparation and supply of planned preventive maintenance
systems and / or drawings over and above the maintenance information provided within the
manual.
4. Any work in connection with the preparation and supply of commissioning and test data. A
space will be allocated within the body of the manual for this information to be inserted.
5. Any work in connection with the preparation and supply of a manual maintenance contract over
and above the maintenance information provided within the manual.
