community, other agencies and members of the Police Department

has been paramount to my success.

I am the former Chief of Police for the City of Norfolk. The Norfolk
Police Department is situated in an urban environment with 770
authorized sworn officers, 128 professional staff members, and serves
a population of approximately 247,000 residents. It is comprised of a
very diverse socio-economic community (overall poverty rate 19%,
poverty rate for minorities 26%). The Norfolk Police Department is
comprised of six bureaus: Field Operations, Criminal Investigations,
Administrative, Homeland Security, Professional Standards, and
Community Engagement.

As Chief, I was responsible for strategically managing and


overseeing all operations of the department while delivering
meaningful results for our citizens. I created and provided
visionary, courageous transformative leadership to the women and
men of the Norfolk Police Department that built community trust
and legitimacy; ensured procedural justice; embraced authentic
community policing and crime reductions; as well as enhanced
training and education; support officer safety and wellness;
improved equipment and technology; and professionalism.
Additionally, I inculcated a long-term strategic plan couched in
The President’s Task Force on 21st Century Policing in order to
create a culture of highly ethical, high performing officers that
embraced diversity, inclusion and aimed to treat everyone with
respect and dignity.

I became chief in December 2016. At the end of my five-year


tenure the city realized a 25% reduction in total crime culminating
in over 4,400 less crime incidents despite the multiple challenges
the city faces. This could not have been accomplished without the
assistance from our community and the women and men that serve.
Additionally, through our intentional recruitment and promotional
efforts, Norfolk is the most diverse police department in the state
of Virginia at all ranks. Additionally, under my leadership more
African Americans, Hispanics, Asians and members of the
LGBTQ+ community were promoted to leadership positions to
include, the department’s first African American female Captain
and Assistant Chief.

I am a proactive, innovative, and inclusive leader with a solid


command presence. I have developed strong leadership,
interpersonal, and administrative abilities which were recognized
by the National Organization of Black Law Enforcement
Executives (NOBLE) as the recipient of the Eric H. Holder Jr.
Leadership Award, the second chief in the country to receive this
award. The Eric Holder Leadership Award is granted for
extraordinary law enforcement leadership performed in the line of
duty, to a law enforcement chief executive whose leadership goes
above and beyond the call of duty. The award highlights law
enforcement leaders who have made positive and significant
differences in their agencies, communities, and to the law
enforcement profession. In 2016, the award was first bestowed
upon Holder, the country’s 82nd Attorney General by Attorney
General Loretta Lynch.

Additionally, I was bestowed the Virginia Association of Chiefs of


Police President’s Award in recognition for meritorious efforts on
behalf of the law enforcement profession and Virginia’s criminal
justice system. I have served as a law enforcement representative
on several Boards and Commissions to include, the appointment by
Governor Ralph Northam’s African American Advisory Board and
the Virginia Crime Commission Board.

The unfortunate incident surrounding George Floyd has placed the


law enforcement profession on notice that the community will no
longer accept police practices and behaviors of the past. The
summer of 2020 highlighted the community frustrations as many
cities experienced protests. The city of Norfolk was no different.
However, the city of Norfolk experienced no rioting, looting, or
property damage while surrounding cities did. This was largely due
to the relationship building established in recent years. As the
Police Chief during that time, I walked in my authority often
demonstrated through undertakings or decisions that were
highlighted nationally.

Professional Experience
Norfolk Police Department Norfolk, VA 1989 – 2022
Chief of Police (December 2016 – May 2022)
o Serves as Chief of Police responsible for the efficient management and direction of the Police
department through leadership, planning, and organizing. Duties consist of ensuring that laws and
ordinances are enforced, ethical and professional standards are followed, and that measures are
implemented to prevent crimes and protect lives and property.
o Develops and implements policies and procedures.
o Develops executive command staff of the police department.
o Provides leadership and general guidance for the Deputy Chief, Bureau Chiefs of Investigative
Services, Administrative Services, and Field Operations
o Oversees and approves the departmental budget process and submission to the City Manager.
o Recommends appropriate staffing levels for the department.
o Directs in the implementation of philosophies and directives for assigned areas of responsibility and
ensures these items are completed in an efficient, cost effective, and timely manner.
o Hires, trains, supervises, and evaluates personnel.

Collaborative Reform Initiative Technical Assistance Center (CRI-TAC) Consultant (April 2020 – present)
o Serves as a subject matter expert. Provides technical assistance solutions designed to meet the
unique needs of state, local, tribal, and campus communities throughout the United States in the
areas of community engagement, focused deterrence, gangs, gun violence reduction and prevention,
leadership, modern police performance management (e.g., COMPSTAT), proactive policing, violent
crime reduction prevention, youth engagement, and law enforcement leadership development.

Deputy Chief of Police (September 2015 – December 2016)


• Serves as Deputy Chief responsible for strategically managing the daily operations of the police department
in the chief’s absence. Duties consist of planning, organizing, and implementing programs and policies. The
Deputy Chief of Police Office consists of the Public Information Office, Community Engagement, Special
Projects, Field Command, and Community Affairs Section.
o Serves as advisor to the Chief of Police in matters of policy, human resources, general budgetary and
fiscal practices, information and technology, recruit and in-service training, selection of equipment,
fleet and computer technology systems, and contract issues.
o Oversees Department’s operating and revenue budgets.
o Ensures the Department receives CALEA re-accreditation.
o Provides leadership and general guidance for the Administrative Services Bureau.
o Assists Chief of Police in the implementation of philosophies and directives for assigned areas of
responsibility and ensures these items are completed in an efficient, cost effective, and timely
manner.
o Hires, trains, supervises and evaluates personnel.
o Oversees the department’s budget preparation process and ensures the allocation and distribution of
department resources are in accordance with all applicable city ordinances and policies, state and
federal laws.
o Serves as liaison officer between the Police Department and other City departments; serve as
chairperson of various internal committees and boards.

Assistant Chief of Police (July 2014- September 2015)


• Field Operations Bureau
o Acts as the Chief of Police in his absence.

o Serves as Executive Officer on call, senior management team, and Police Leadership Group.
o Provides support to the Chief of Police by analyzing, reviewing and approving bureau submissions,
preparing correspondence, acting as liaison between divisions and Chief, acquiring facts
disseminating communication and information.
o Manages bureaus by providing written or oral direction and advice, supervising subordinates,
determining goals and objectives, overseeing bureaus and divisional practices, researching best
practices, communicating with other agencies, communities, working with civic leaders to address
problems, reviewing and approving budgets, as well as expenditures, strategic, tactical and
operational plans and training plans and departmental activities.

Police Captain (July 2012 – July 2014)


• Commanding Officer, First Patrol Division
o Plan, direct and manage crime reduction efforts.
o Responsible for the supervision, managing, evaluating, and developing of personnel and programs to
ensure the development and adherence to divisional goals.
o In addition to coordinating special events, responsible for supervising and developing division/
departmental budgets, payroll, accounting, purchasing, grants, progress reporting, financial
monitoring and the conducting of analytical studies and research projects pertaining to the division
or as assigned by the Chief of Police.
o Develop and implement incident action plans.
o Served as the Incident Commander for the following events: NATO 2013, Harborfest 2013, and the
Grand Illumination 2013.
• Commanding Officer, Office of Professional Standards
o Supervised all aspects of administrative investigations concerning police misconduct and citizen
complaints.
o Responsible for advising the Chief of Police on policy matters concerning the administration of
discipline.

Police Lieutenant (September 2007 – July 2012)


• Designated as the Acting Commanding Officer for the Office of Professional Standards
• Officer in Charge the K9 Unit
o Responsible for developing and implementing training for K9s and their handlers.

combating gang activity in the City of Norfolk was achieved.
o Implemented a “Gang Intelligence System Map” that accurately reflected the number of active gang
members and their locations in the City of Norfolk.

which resulted in no significant incidents.
