I am respectfully requesting to be considered for the position of Chief of Police for the City of
Cincinnati Police Department.

I am an experienced Law Enforcement and Public Sector Executive with a demonstrated history
of leading, managing, mentoring and partnering to achieve the highest standards of a 21st
Century law enforcement organization. I am skilled in all facets of contemporary Law
Enforcement, including community policing and partnerships, evidence-based policing and data-
driven modernization to ensure crime, community and organizational accountability,
sustainability and governance. I have demonstrated the ability to embrace and translate the
philosophy and practical application of Constitutional Policing, including all aspects of Use of
Force and de-escalation, to enhance policy and procedures, while also improving officer and
organizational wellness, performance and culture. I also have proven interpersonal skills that
have allowed me to build and explore relationships that have been employed to effectively and
compassionately address some of the most vexing problems facing law enforcement and the
communities we serve.

My thirty-five years of experience as a law enforcement professional with the Los Angeles
Police Department (LAPD) and the Los Angeles School Police Department (LAPSD), and my
present role as Principle Public Safety Consultant for SAS Justice and Public Safety, has given
me an unmatched understanding and capability to improve and work with a myriad of crime,
community, personnel, organizational needs and risks with the foundation in building trust,
accountability and collaboration. All of these traits and practices will transition seamlessly into
the duties, objectives and complexities surrounding the role of serving the community and police
department of the City of Cincinnati.

I am seeking out a new challenge and a place to use and impart my skills, knowledge and
leadership. I have an unwavering desire to serve, learn and grow. I plan to use my abilities to
positively affect people’s lives and the goals and objectives of the Cincinnati Police Department
and most importantly, the people we serve.

CHIEF OF POLICE 2019 - 2020


LOS ANGELES SCHOOL POLICE DEPARTMENT

Chief of Police for the Los Angeles School Police Department (LASPD), overseeing the nation#s largest
independent school police force, a budget of $70m annually, with a staff of 500+, which includes sworn
officers, school safety officers and civilian support staff to serve more than 1,300 campuses.

!Qualitative experience in strategic planning and policy development. Developed and


instituted new strategies to address crime, victimization, infrastructure protection,
emergency management, critical incident response and operational continuity.

!Restructured expensive organizational/management strategies which lead to a reduction in


overtime cost by 2 million while improving the quality of deployment and services.

!Established strategic plan which focused on the four specific business practices of Safekeeping,
Engage Stakeholders, Employee Soundness and Organizational Reliability, all of which moved
the agency into the realm of a modern, transparent, ethical and Constitutional law enforcement
organization.

!Instituted data driven technology focused on all aspects of a 21st Century Policing
organization. Created and updated a technological platform that improved
organizational performance both internally and externally. These included Threat/Risk
Assessment and Mass Threat/Risk Management, crime measurement, crime reduction,
Officer Wellness and Performance and department recruitment and retention.

!Actively involved in Employee Contract Negations. Established robust working


relationship with several Officer, Supervisor and Civilian Unions located within the
department.

!Instituted new methods, policy and technology to ensure organizational understanding and
community impactful strategies involve proper and constitutional Use of Force (UOF)
standards and effective De-Escalation and alternative UOF practices.

!Increased capabilities and department performance in the area of mental health


intervention and mental health crisis response both internally and externally.

COMMANDER, EXECUTIVE 1984 - 2018


LOS ANGELES POLICE DEPARTMENT (LAPD)

Oversaw several geographical commands and all aspects of operations - patrol, investigative,
infrastructure, critical incident and emergency management operations. Progressed from Sergeant
(Specialized Unit Officer-in-Charge); Lieutenant (Unit Commanding Officer); Captain
(Commanding Officer); Commander (Executive - oversight of over 1800 personnel) during a 33-
year tenure.

! Lead and instituted all aspects of a modern 21st Century Law Enforcement operation, which
included crime reduction, community policing/partnerships and risk mitigation. Established
and oversaw policy and procedures involving Use of Force, Community Engagement, City

wide Homelessness endeavors, innovation related to Intervention and Prevention programs.


Ensured all aspects were conduced in an inclusive, transparent, ethical and holistic manner.

! LAPD’s first Homelessness Coordinator. Developed the Homeless Outreach and Proactive
Engagement (HOPE) team. Hope became a national standard and has been mirrored
throughout the law enforcement community. Worked closely with the Mayor, Mayors
Office, as well as special interest and private sector organizations with the fundamental
function of addressing the vexing issues surrounding homelessness and mental health.

! Partnered with community leaders, clergy councils, security councils and community
groups to facilitate improvement in quality of life issues, crime reduction, enhance
community safety and cultivate an open-transparent dialogue.

! Led Protective Security Task Force under Counter Terrorism Group. Designed program to
review and defend Infrastructure Vulnerability and Institute Site Assessment evaluations.
Worked in partnership with Department of Homeland Security and Joint Regional
Information Center.

! Functional command over highly specialized units focused on specialties related to LAPD#s
ability to Prepare, Mitigate, Respond and Recovery to an all hazards disaster or major critical
event. These units included the Emergency Preparedness Unit, Special Event Planning Unit,
Incident Command Post Unit and Labor Relations Unit.

! Instructed and implemented the National Incident Management System (NIMS) and the
Incident Command System (ICS) for countless real world events.

! Incident Commander and Operational oversight of countless Mass Gatherings, both 1st
Amendment and non-1st Amendment rallies, demonstrations, civil disobedience, and
celebrations.

! Los Angeles Police Department (LAPD) Special Weapon and Tactics (SWAT) Supervisor.
Responsible for countless high-risk operations including warrant service, hostage rescue,
barricade situations and Critical Incident response.

! Subject Matter Expertise in training and implementation of practices and topics including
Mass Shooting/Active Shooting response and Work Place Violence Intervention.
