III. RATIONALE:

The career of this year’s high school enrolment my be severely affected by


the COVID-19 pandemic. Most governments around the world have temporarily
closed schools in an attempt to contain the spread of the coronaviruses. With the
guidance of Sec. Briones, the Department of Education (DepEd) has released
directives and guidelines to ensure that the heightened precautions are observed in
offices and schools, including the observance of social distancing measures for this
school year.

For the learners, DepEd as stated in the Deped Order No. 015, s. 2020
Supplementary Guidelines on Managing Maintenance and Other Operating Expenses
Allocation for Schools to Support the Implementation of Basic Education Learning
Continuity Plan in Time of COVID-19 Pandemic, provided alternative learning
delivery platforms in lieu of class suspension. Briones said that, the DepEd is also
keen in continuing Sulong Edukalidad, the Department’s program to address the
challenges of quality in basic education.

While many including the Pastor Salazar National High School of DepEd,
Leyte Division have launched distance learning programs, a phase that involves
much more than reopening the gates and readmiting students.

In order to carry out the importance of education to bring normalcy to the


lives of our learners and significantly, protect for their health and safety, Pastor
Salazar National High School propose the following plan in order to achieve a
normal enrolment rate by providing measures to ensure that parents can enroll their
children through new normal enrolment system.

With the recent DepEd policies that serve as a guide to the actions that are
to be done by the school to ensure that the welfare of its learners and staff are
prioritized, indeed government has to continue, education has to continue.
