1.0 PURPOSE
It also provides a set of system and instructions, and to assign responsibilities in order to
identify potential Occupational Health and Safety hazard/environmental accidents and
emergency situations. It also provides appropriate response plans.
This procedure also addresses the need to prevent and mitigate Occupational Health and
Safety Risk/Environmental impacts associated with accidents and emergency situations.
Responsibilities
The MD is responsible for the implementation of this procedure.
The MD is authorized to provide resources for implementing this procedure.
AR & HOD’s responsible for implementation of the Occupational Health and Safety Hazard
and Environmental Aspects and reporting on its performance to the top management.

4.0 PROCEDURE

themselves with this manual or extracts of this manual to ensure that they understand the
actions, roles and responsibilities that they may have in an emergency situation.
Emergency
Any event, initiated internally or from external sources which, may have negative affect towards
the Health, Safety and Environment within or out of Plant or nearby communities and requires
immediate response by the plant.
Response team
A nominated group of personnel within Plant which will oversee all arrangements related to an
emergency situation and organise an appropriate response to deal with those emergency
situations.
Evacuation
The SAFE MOVEMENT of person(s) from an area of danger to an area of safety.
HSE Manager:
The duties of a Safety Officer shall be to advise and assist the factory management in the
fulfilment of its obligations, statutory or otherwise, concerning prevention of personal
injuries and maintaining a safe working environment. These duties shall include the
following, namely -
to advise the concerned departments in planning and organising measures necessary for
the effective control of personal injuries;
to advise on safety aspects in all job studies, and to carry out detailed job safety studies of
selected jobs;
to check and evaluate the effectiveness of the action taken or proposed to be taken to
prevent personal injuries;
to advise the purchasing and stores departments in ensuring high quality and availability of
personal protective equipment;
to provide advice on matters related to carrying out plant safety inspections;
to carry out plant safety inspections in order to observe the physical conditions of work
and the work practices and procedures followed by workers and to render advice on
measures to be adopted for removing the unsafe physical conditions and preventing
unsafe actions by workers;
to render advice on matters related to reporting and investigation of industrial accidents
and diseases;
to investigate selected accidents;
to investigate the cases of industrial diseases contracted and dangerous occurrences
reportable
to advise on the maintenance of such records as are necessary relating to accidents,
dangerous occurrences and industrial diseases;
to promote setting up of safety committees and act as adviser and catalyst to such
committees;
to organise in association with the concerned departments, campaigns, competitions,
contests and other activities which will develop and maintain the interest of the workers in
establishing and maintaining safe conditions of work and procedures; and
To design and conduct either independently or in collaboration with the training
department, suitable training and educational programme for the prevention of personal
injuries.
Security Personnel
They shall communicate & coordinate with HSE Manager for relief & rescue operation. At
least one of them should be present in the main gate for controlling in coming & out going
persons and vehicles. One should take charge of the head count in the assembly area and
tally with the number of persons present inside the premises; If any discrepancy is noticed, he
shall inform the Security In-charge. Other security personnel shall participate in the fire
fighting. If required, the Security In-charge shall inform the HSE Manager about the
occurrence of emergency.
All Employees
Any employee, on spotting any accident / emergency, shall immediately intimate the
respective Area in Charge/ Concerned HOD’s by the means available – verbally, telephone;
the fire fighters and first aiders present in the department shall take respective charges as
detailed above. Others shall stop the operation, cut off all electrical supplies to the machine
and safely evacuate along with others to the designated assembly area for head counting or
for further directions. They shall also help all visitors and contractors present in their area for
evacuation. No panic or rumor shall be created by them. The injured person(s) shall be
immediately looked after by the first aiders and they shall call for Medical Aid and specialized
help, as may be needed.
The (sub) contractors shall stop any work, if going on. All visitors and contractors shall co-
ordinate with the departmental personnel and proceed towards the assembly area. They
should present their identity to the Security person in the assembly area and wait till further
instructions are given.
Potential emergencies
The potential Environmental Emergencies based on the Aspect Impact Analysis are:
The potential Occupational Health and Safety Emergencies based on the Hazard
Identification & Risk Assessment are:
- Any physical injury and / or sickness to any personnel resulting out of electric shock, Fire,
moving parts, exposure to chemicals / gases, fall from height, food poisoning, Natural
Disaster, Reptile Bite.
All fire extinguishers are marked by a unique service label tag containing the relevant
information (Type of Extinguisher & capacity, refilled on, tested on, next refilling, Party
Name, Address) and are inspected once in a month. Records pertaining to the same are
maintained by HR & Safety Department.
7. Do not allow accumulation of wastes, dry leaves in fire prone areas as they are also a
potential fire hazard.
8. Never overload electrical points and connect equipment/ appliances to correct Socket –
check for the Ampere rating also.
9. Keep yourself informed about the type of fire and extinguisher to be used
10. Participate actively in the periodic Mock Drills to ensure emergency preparedness.
11. Never block the fire exits.
12. Portable / First Aid Fire Extinguishers are to be mounted at a comfortable height for
easy access and usage.
13. Fire Extinguishers shall conform to relevant Indian Standards – consult the
Manufacturer / Annual Maintenance Service provider for the same.
14. Knowledge for Fire classification (As below) and use appropriate Fire Extinguishers;
remember compatible Fire Extinguishers are marked with the corresponding Class.
"Class A fire" - Fire due to combustible materials such as wood, textiles, paper, rubbish and
the like.
1. Light Hazard: Occupancies like offices, assembly halls, canteens,
guestrooms, ambulance rooms and the like;
2. Ordinary Hazard: Occupancies like saw mill carpentry shop, small timber
yards book –binding shops, engineering workshop and the like;
3. Extra Hazard: Occupancies like large timber yards, godowns storing fibrous
materials, flour mills, cotton mills, jute mills, large wood working factories
and the like;
"Class B fire" - Fire in flammable liquids like oil, petroleum products, solvent, grease, paint
etc.
"Class D fire" - Fire from reactive chemicals, active metals and the like.
"Class E fire" - Fire involving electrical equipment and delicate machinery and the like.
Check the condition of washer , inner container, nozzle and foam formation once in 3
months. if bubbles of foam are not forming discard the cylinder and arrange for refilling.
Discard the extinguisher before two days of expiry date and arrange to send for refilling.
Use foam type extinguisher for extinguish the liquid fires only.
Note : Never use foam type extinguisher on electrical fire.
Communication
Alarm System
In case of emergency, the main / incident controller shall declare emergency. The
evacuation, head count and other necessary arrangements will be performed under the
guidance of Incident Controller. Alarm (sirens) will be raised by the Security personnel at
the reception after receiving instructions from main / incident controller.
The Alarm for various emergency situations will be blown as per the following Chart.
During the emergency, people have been instructed to run to various departments to make
everybody alert.
The Security Office at Gate no. 1 has been designated as the Emergency Control Room. It is
manned for 24 hours and is equipped with;
- Telephone
- Emergency Contact List
- Torches
- Ropes
- First aid box
- Security personnel
- Clock
- Fire extinguishers
In case any briefing is to be given to the press and media regarding the emergency, the
same shall be given by HR Manager
The Emergency Control Centre is also having the Site Plan of the whole premises detailing
the Compressors, Chemical Storage, Oil Storage, Entry and exit gates, Scrap Yard, Assembly
area, Fire Points where extinguishers are provided.
TRANSPORT ARRANGEMENTS

Whenever necessary, Ambulance / Cars are made available to transport affected people if
any, to outside facilities such as Hospitals or Nursing Homes. This is co-ordinated by the
Manager Safety in coordination with HR Manager
Preventive Support
Regular training is given to employees about various potential emergency situations and
their roles & responsibilities during any such scenario.
Besides, throughout the Factory, Notices and Posters are displayed for spreading awareness
to the employees and the contractors. The Security personnel / Concerned Host will
appraise visitors to the Factory on where to assemble during emergency and their Do’s and
Don’ts.
Identified personnel are also trained in First Aid and Fire Fighting.
MOCK DRILLS
Mock-drills are carried out at least once in 03 Months to check the effectiveness of the
emergency response as per the Emergency Preparedness Plan. In case of any deviation from
the procedure described in this Emergency Plan, the Plan shall be revised adequately.

FIRST AID
First aid boxes are available at First Aid Room and Admin Office & Security cabin. Manager
HR & Safety will be responsibility to ensure that contents are regularly checked and
replaced as necessary. The contents are as per the requirements of the Factories Act, 1948
and the Gujarat Factories Rules, 1963 (as applicable in the State of Gujarat). Besides, First
Aid Box is also available at the Security Gate No. 1.
To handle any chemical and oil splash / hazards or emergency situation, personal protective
equipment’s have been provided as per the following table. Also, other personnel are given
PPE’s as and when required based on the need. The List of PPE’s is available.
A list of Chemicals, Oils used in the factory are available, which are not classified as harmful.
The Material Safety Data Sheets (MSDS) / extracts are available at relevant user points(s).
The MSDS also detail out the physical, chemical and handling data of the chemicals. As and
when required, apart from the respective manufacturers and suppliers, various Websites
are referred for procuring MSDS. Besides, persons handling these chemicals and oils are
regularly trained and appraised about safe handling methodology.
Servicing, filling testing & controlling of the complete firefighting system (extinguishers and
hydrant) is regularly maintained according to good engineering practices and records are
maintained by the Safety Manager.
All operations are continuously kept under surveillance and the Work Instructions / Do’s
and Don’ts / Informative Displays are followed for preventing any emergency.
POST-EMERGENCY SITUATION
Fire will be extinguished using the appropriate type of fire extinguisher and the debris shall
be sent to the scrap yard for disposal or filled in the Scrap Store.
However, if water is used in substantial quantity for firefighting, then the firewater will be
diverted to Sewage. After the situation is under control, the Main Controller shall give the
all-clear signal or the alarm / siren will be sounded again. The people in the assembly area
shall also be informed for resuming work and normal operation.
In case of environmental emergencies, the affected soil / plants shall be separated for
treatment, safe disposal as necessary.
When environmental emergencies like failure of Pollution Control facilities happen, the
prevention mechanism for the same shall be reviewed.
In case of emergencies involving human injury and / or ill-ness, the concerned person(s)
shall be sent for appropriate medical treatment.
Besides, a meeting of the Management Review Committee shall be convened to analyze the
actions taken and loss encountered, suggesting / incorporating any corrective and
preventive mechanisms and for modifying the Emergency Preparedness Plan. If required,
the Environmental Aspect Impact Analysis, Occupational Health and Safety Hazard
Identification & Risk Assessment shall also be reviewed and updated. Further training shall
also be provided to the personnel based on identified needs.
NATURAL DISASTERS
The procedure should be followed for any kind of natural disaster such as cyclone, flood, and
earth quake.
Preventive measures for servicing any emergency lights, phone connections etc.
Instruct production department to put off the Machines.
Turn of the power supply.
Move all workers to a SAFE AREA.
Take head count if required
Anyone found missing, search for and bring him to SAFE AREA.
Close all windows and doors
Wait for the Cyclone passes away.
If anyone injured, remove him for first aid
Check the materials and record the damages.
Take the account of damages
Opportunities: proper implementation of this procedure will result into the minimize of the losses
to the employee, equipment’s, property and surrounding environment at the site more
effectively.
