Job Description / Job Posting for Manpower:
THE ACTIVITIES
Work Breakdown Structure (WBS) for three-story townhouses, single-detached bungalow houses, three-
story executive houses, and a 5000 sq.m sports complex are presented below.
PROCUREMENT PROCESS
The company will be applying as an Overall Project Manager position for MPC Construction. The
company will employ 4 division managers and 12 staff for the project. Therefore, the company
will be participating in the procurement process for Consulting Services based on Republic Act
9184 or the Government Procurement Reform Act.

1. Acquisition of Bidding Documents from the Procuring Entity

The company pays the procuring entity a corresponding fee in order to acquire bidding
documents. Enclosed in these documents are several important information required
by the procuring entity such as Approved Budget for the Contract, Eligibility
Requirements, Plans and Technical Specifications, List of Goods or Bill of Quantities,
and Delivery Time or Completion Schedule. The Approved Budget for the Contract
exceeds Php500,000,000, therefore the maximum cost of bidding documents that the
procuring entity can charge is Php75,000.

2. Pre-bid Conference

A pre-bid conference will be conducted by the Bids and Awards Committee (BAC).
The date, time and place of the pre-bid Conference will be specified in the bidding
documents.

3. Submission of Eligibility Requirements

In order to be included in the short list of bidders for this project, the company must
submit the following documents, consisting of Legal and Technical documents. The
Legal documents include the company’s permits such as DTI Registration, Mayor’s
Permit, and Tax Clearance. The Technical documents include a list of all projects that
have not started, all ongoing projects, and all completed projects.

4. Submission of Bids

Once the company has been included in the short list of bidders for consulting
services, the company will submit two more documents, enclosed in separate
envelopes. The first document includes the Organizational Chart of the company, a
history of projects the company has undertaken both completed and on-going, the list
of personnel to be involved in the project including their credentials such as curriculum
vitae and professional licenses. Also included is the plan and scheduling the company
has planned out for the project.
The second envelope contains the financial breakdown of the company’s bid which
include the summary of costs, breakdown of price, reimbursables, and renumerations
per activity, and other miscellaneous related expenses.

5. Examination of Bids

Once bids from all shortlisted bidders have been submitted, the Technical Working
Group of the BAC will now simultaneously examine the bids and rank them using
numerical ratings in accordance with the evaluation criteria stated in the Bidding
Documents. The company aims to be the Highest Rated Bid among all participants.

6. Post-Qualification

If the company’s bid passes all the criteria for post qualification, as specified in the
bidding documents, it is considered as the Highest Rated Responsive Bid. Ergo, the
company will be considered as the winner of the bidding process.

7. Notice of Award and Implementation of Contract

Once the company has been declared the winner of the bidding process for the
contract, the company can now start its duties as the Overall Project Manager.
