Job Title: HSE Officer

Reports to: HSE Section Head

Department: HSSE

Location: Block 9

2. JOB OBJECTIVE
Coordinate day to day safety activities. Advice contractors on the safety requirements of their bridging
documents and safety requirements. Audit safety activities as per defined audit schedule. Follow up all
non-conformance items until closed out. Promote a positive safety culture through positive intervention and
promoting behavioural based safety initiatives. Assist in development of the HSE annual Plan and follow
the desired outputs of the plan.

4. KEY ACCOUNTABILITIES
Description
Key responsibilities of the HSE Officer

 Ability to Develop and deliver safety awareness campaigns.


 Ability to identify safety related hazards and put in place mitigation measures
 Promote the behavioural based safety program, giving guidance to personnel on how to use it and
promote the benefits from it
 Occupational, construction and maintenance safety in relation to the internal Responsibility Matrix
 Participate in Risk Assessment workshops for all operations
Key deliverables –

 Ability to implement applicable international standards when required and apply them at the work
site
 Incidents investigated, and action items closed out within the agreed timeframe
 Promotion of behavioural based initiatives
 No tasks stopped due to inadequate HSSE planning
 Collect, maintain and provide HSSE data for input into the weekly and monthly reports
Quality Assurance
 Adherence to the Annual HSE Plan
People Management
 Ability to communicate with all stakeholders in both technical and plain language (Arabic and
English)
 Contribute to knowledge dissemination/sharing in a way that assists with building internal
capabilities of employees where applicable and maximize their effective performance.

 Ensure compliance with corporate requirements on adherence to policies, procedures and
instructions within own area related to all relevant regulatory directives to promote a safe and risk-
free environment.

 Ensure compliance with all relevant safety management policies, procedures and controls within
own area, monitoring, reviewing and evaluating on a continuous basis, to guarantee employee
safety, legislative compliance, delivery of high quality service and a responsible environmental
attitude.

 As an HSE Officer he has the authority to take all reasonable steps and decisions to ensure work
is undertaken in a safe manner

7. QUALIFICATIONS, EXPERIENCE & SKILLS


Minimum Qualifications:
NEBOSH IGC or Equivalent (IOSH, Dip OHS etc.)

Minimum Experience:
 3 years of experience in the Oil & Gas Sector,

Job-Specific Skills:
