Minister of Commerce, Industry and Tourism highlighted that the United States is the
main buyer of our goods and services, and one of the largest investors in the country.
In the last decade, Colombia's foreign trade policy was based on deepening trade relations
with the Andean Community and efforts to obtain unilateral access to certain markets,
especially the United States, through ATPA schemes. ATPDEA, and that of the European
Union, through the SGP scheme.
Due to the growing gap between exports and imports, being the second largest for
Colombia, the need to promote important changes in trade policy is evident, such as
finding new markets and for this it is important to move forward without delay towards
the subscription of free trade agreements such as the one decided to negotiate with the
United States.
After the last extension of the ATPDEA in 2010, which ended on February 15, 2011, the
FTA with the United States is seen as a possibility for businessmen to make long-term
investments term, that increase their productive capacity and have stability over time and
favorable conditions for exports.
• In the first place, they point out the legal compatibility of the FTA with the CAN and then
they introduce issues related to the institutional aspects of the treaty, that is,
administration, transparency commitments and mechanisms for dispute resolution.
• Secondly, they present the aspects related to the access of industrial and agricultural
products and services to the markets of the signatory countries of the agreement.
It covers not only issues related to the elimination of tariff and non-tariff barriers, but also
rules of origin, customs procedures, commercial defense and public purchases.
•Thirdly, the cross-cutting issues are described, which strengthen the disciplines to which
the commercial activities of both countries are subject; It includes intellectual property
regulations, competition regulations, labor and environmental matters, investment and
the strengthening of commercial capacity.
