वविषय: Administrative approval for procurement/renewal of Antivirus licenses for NLDC

and CC-POSOCO Office.

1.0 IT infrastructure has been setup at NLDC and CC, POSOCO to

facilitate the day-to-day activities of the NLDC and CC POSOCO officials. As a
cyber security measure licenses for Antivirus software are proposed to be
procured for deployment across servers, Laptops and Desktops.

2.0 Under the IT infrastructure many virtual servers (VM) have been
created to install different applications for different purposes on physical
servers. Some of the important applications are:
a. Reserves Regulation Ancillary Services (RRAS).
b. POSOCO Finance website.
c. Scheduling software for trans-national scheduling.
d. POSOCO Mail Services.
e. POSOCO E-mail Security (EMS)
f. POSOCO website.
g. POSOCO Intranet.
h. Vidyut PRAVAH.
i. Forum of Load Despatcher website.
j. PSDF India website.
k. E-Office application
l. HR applications – HRIS, ePMS, Attendance Management System
m. eKPI

3.0 NLDC is maintaining critical IT Infrastructure of POSOCO. At present

about 50 virtual/physical servers are in use (considering both locations NLDC
and CC, POSOCO), some are working as a stand-alone system and some are
working in server cluster configuration depending on the criticality of the
applications. Considering the future requirements, two servers with high
configuration have also been procured on which multiple Virtual
Servers/Machines ( VM ) will be created to cater to the future requirements.
Hence, it is expected that a total of about 60-65 virtual/physical servers
(including stand-alone and redundant servers) will be in use to meet the
different requirements.
Similarly, about 125 official desktop computer systems are in use along-with
about 25-30 official laptops including MacBooks of higher officials. Further,
recruitment of new employees is also under process, hence, procurement of
about additional 20 licenses of Antivirus Software are also proposed for

desktops/laptops considering the future requirements.

4.0 Considering the above, it is proposed to procure 230 numbers of

advanced version of Enterprise Security for Endpoints licences for Servers
(Virtual/Physical) and Desktops/Laptops/MacBook to work in server-client
mode.

5.0 NLDC had procured Trend Micro antivirus license from NICSI in 2013,
2014 and 2015. Present ‘Trend Micro Enterprise Security for Endpoint-
Advanced’ licenses are going to expire on 14th Dec’18. The antivirus endpoint
security provides the threat protection and data security required to protect
users and corporate information across every device and application. By
antivirus, multiple layers of advanced threat protection, including anti-
malware, packer variant protection, encryption, device control, data loss
prevention, vulnerability shielding, command and control blocking, browser
exploit protection, web threat protection, and much more are being achieved.

6.0 Present Trend Micro Enterprise security antivirus licenses used at

NLDC & POSOCO-CC office works in client-server mode since 2013. Trend
Micro is one of the leaders in Gartner’s Magic Quadrant for Endpoint Protection
Platforms (EPP) from last many years and performance is also found
satisfactory during its use. Systems (servers and desktops/laptops) of NLDC
and CC, POSOCO are installed with Trend Micro antivirus clients.

7.0 Gartner, officially known as Gartner, Inc. is a global research and

advisory firm providing insights, advice, and tools for leaders in different fields
including IT across the world. Reports published by Gartner are globally
acceptable, hence, considering the criticality of POSOCO system it is proposed
to procure the antivirus of the OEM who are in the Gartner Leader quadrant for
Endpoint Protection Platforms (EPP). Since NLDC already have an existing
Trend Micro licenses and sometime OEM provides offers on renewal of licenses,
hence, it is also proposed to give details of existing licenses so that vendor can
utilized it while optimizing the final offer.

8.0 Considering above, following requirements are proposed to be included

in the tender documents:

a. Proposed solution must be in Gartner’s Leader Quadrant at least twice in

last four years.
b. Solution shall be advanced version of Enterprise Security for Endpoints
c. Works in server client mode (Server application will be installed at NLDC
and clients will be updated from this server only).
d. Solution shall be used in Servers/Desktops/Laptops/MacBooks
e. User can manage the server and client software.
f. Vendor shall help in installation of proposed solution.
g. Delivery within one week of LoA
h. Existing Antivirus details (this has been provided in order to facilitate the
vendors for cost optimisation only):
i. TrendMicro Office Scan
ii. Aactivation code desktops/Server: OS-J4BJ-Q64PN-

iii. OfficeScan Server Version- XG Service Pack 1

9.0 Accordingly, parties have been requested for the submission of

budgetary offer for the antivirus solutions. Following two (02) parties have
submitted the budgetary offer for the same for three years. Summary of price
quoted by the parties are tabulated below:

10.0 As per clause no. B4.2.1 of WPP, cost estimate shall be prepared based
on the last procurement price or lowest rates based on budgetary quotations.
Hence, out of two (02) budgetary offers, the price offered by M/s BIPS Systems
Ltd. is lowest and has been considered for Cost Estimate purpose i.e. 5,17,500/-
INR (Five Lakhs Seventeen Thousands and Five Hundred only) excluding taxes
for three (03) years.
11.0 In Consideration of cost estimate value, which is below 50 Lakhs, it is
proposed to procure the services through Limited Tender Invitation (LTI) as per
clause no. B 7.3.2, section B, Vol-I of WPP. Accordingly, list of vendors who
worked with NLDC or known to NLDC are listed in Annexure-II . C&M

Department may add to the list of parties, if any.

12.0 As brought-out at para 4 above, license of present antivirus is going to
expire on 14th Dec’18, procurement of license before 14th Dec’18 through
normal Limited Tender Invitation (LTI) would not be possible. In view of
urgency, following methodology is proposed for the procurement of antivirus
through LTI:
a. Bids to be invited through under Single Stage Single Envelop procedure
(SSSE).
b. Document will be issued through e-mail and firms to submit their bids in
5 working days and bids shall be opened on same day.
c. Bids will be sending to the vendors listed at Annexure-II and addition
thereon by C&M, if any.
d. Formation of committee for tender opening, bid evaluation and award
recommendations from indenting, Contracts and Finance under this
proposal.
e. Approval of Bidding documents (or formats to be send to the vendors)
under this proposal to be supplemented by C&M.
f. Exemption of Bid Guarantee submission considering the sort notice
period.
13.0 As per DoP Section-II clause no. 1.2 (b), the Limited Tender Inquiry
(LTI) approval comes under the powers of General Manager and above. A copy
of the relevant clause of DoP is attached as Annexure-III .
14.0 In view of above, the approval of competent authority may be accorded
for the followings:
a. Procurement of 230 numbers of Antiviruses (Advanced Enterprise
Security for Endpoints) for three years.
b. Procurement with the details specified at para 7.0 herein above.
c. Procurement of Antivirus licenses through LTE under SSSE as proposed
at para 11.0 herein above from the vendors listed at Annexure-II.
d. Formation of committee for tender opening, bid evaluation and award
recommendations from Indenting, Contracts and Finance.
e. Approval of Bidding documents (or formats to be send to the vendors)
supplemented by C&M.
f. Exemption of Bid Guarantee submission.
g. Cost estimate for the procurement is 5,17,500/- INR (Five Lakhs
Seventeen Thousands and Five Hundred only) excluding taxes for three
(03) years.
h. Booking of expenditure under NLDC O&M.
