VanJee Toll System Technical Proposal
The IC/OBU business is set up to handle the customer service center system, which is
responsible for the establishment and improvement of the customer service system for
non-cash settlement, fund management, customer service, procedures, systems and IC/OBU
services.
At the same time, the closed-line tolls, non-stop tolls and prepaid cards of the Thai
highways follow the principles and objectives of “service-oriented, enhanced management,
functional perfection, convenient use, scientific structure, and flexible expansion” in the
system design, development and construction process.
Strengthening management must first realize the process of various businesses, that is, all
operations and actions should be carried out in accordance with the prescribed procedures;
secondly, it is to strengthen the supervision and auditing of various business processes, and
the supervision and audit itself should also implement the process. It can be based on
evidence and evidence.
Based on our own highway toll system construction experience, our company will propose
the technical means recommended for strengthening management.
The functional improvement mainly refers to the functional requirements of the lane
charging system, the toll station management system, and the toll operation center
management system to meet the various operational, management, supervision, and auditing
aspects of the closed highway tolls and non-stop tolls in Pakistan.
At the same time, the software is based on the level of the original hardware infrastructure
in terms of functional perfection, avoiding the disruptive transformation of the original
equipment and facilities.
8
VanJee Toll System Technical Proposal
The requirements for ease of use are mainly reflected in the following aspects:
The system should fully embody the "people-oriented" design concept in the
design, optimize the business process, and pay attention to people's experience.
From the user's point of view, various measures should be taken to maximize
the traffic capacity and service level of the crossing.
Enhance the security, stability and reliability of the system through various
measures. For example, advanced technical means should be used to establish an
appropriate charging data disaster recovery mechanism.
The requirements of structural science are mainly reflected in the following aspects:
The software architecture and business process design should be scientific and
efficient, and a unified interface specification should be proposed.
Re-optimize the data structure, improve data usage efficiency, and meet
industry specifications.
9
VanJee Toll System Technical Proposal
The requirements for expansion and flexibility are mainly reflected in the following
aspects:
In terms of design capacity, the system should meet the needs of expanding
road network scale.
10
VanJee Toll System Technical Proposal
It is convenient to increase the size of the site and lane, and it is convenient to
expand the new business system.
1、Unified planning and rational implementation. Based on the status and basis of toll
collection in Pakistan, according to the long-term development of road network construction,
management and regional, in accordance with the overall planning of the construction and
management of weight-based charging, non-stop charging and prepaid cards in Pakistan,
combined with the actual regional traffic The situation, the reasonable implementation of
the project implementation plan, according to the priority, reasonable implementation.
2、Unified standards, to ensure universal. Follow the Thai charging standards to ensure that
the Thai charging system is built under the same standards, to eliminate unstable and unsafe
factors, and to ensure the general type of software.
3、Transport construction and heavy, smooth transition. Design and build a lane-closed toll
collection system, a toll station management system, and a toll operation center
management system. Supports functions such as weight-based charging, non-stop charging,
and prepaid cards, and meets the needs and expansion needs of closed charging methods for
electronic non-stop charging (non-cash automatic charging), electronic payment (non-cash
manual charging), and cash manual charging. A reasonable and feasible solution, the system
design meets the expansion needs within 5-10 years.
4、Moderately advanced and economically reasonable. Adopt advanced and mature new
technologies and new equipments, plan development, equipment selection is advanced,
increase fault-tolerant processing, make rational use of existing resources, and make
11
VanJee Toll System Technical Proposal
necessary replacement and integration of software and equipment that cannot meet the
demand. Economically reasonable.
5、Safe and reliable, easy to expand. The system adopts modularization, componentization,
standard development process and rigorous testing to make the system safe, stable and
reliable. The value-added service interface is reserved, and the expansion is convenient and
easy to use. The upgrade is simple and reliable, aiming at achieving the sustainable and
healthy development of road tolls in Pakistan.
12
VanJee Toll System Technical Proposal
The goal of system security design is to ensure the authenticity, availability and security of
system data, and it is also an important means to prevent the occurrence of leakage and
cheating in the charging process.
13
VanJee Toll System Technical Proposal
In addition, both the operating system and the database system have an audit mechanism
that records all operations performed by the user. When an accident or illegal operation
occurs, the basic information can be provided for inquiry and to some extent prevent such
events occur.
2.Storage data encryption: Encrypted storage and transmission of important data to ensure
the security of the system. For example, the operator password, etc., need to be encrypted
and stored.
Security system
In the whole system implementation process, the monitoring agencies at all levels should be
assisted to establish a complete safety and confidentiality system, so that the security and
confidentiality work can be carried out in a compulsory, institutionalized and supervisable
environment. Strict security and confidentiality system is the basis and guarantee for all
14
VanJee Toll System Technical Proposal
The continuity of the toll service is one of the characteristics of the highway toll system.
The toll system must ensure uninterrupted operation 24 hours a day throughout the year.
Therefore, the long-term stable operation of the security system becomes one of the basic
requirements of the system.
In the design of this bidding document, the reliability of the system is mainly guaranteed
from the following aspects:
Database system reliability guarantee
The reliability of the database system is mainly guaranteed by the reliability measures of the
database system itself, as follows:
1.The database system has online backup, maintenance and other functions, the backup of
the database, the modification of the database configuration does not affect the normal
operation of the database.
2.With data replication function (DataReplication), can achieve data backup between the
two database servers, when the primary database server fails, the standby database server
can take over the work of the primary server, thus ensuring the system continues to run.
Application software reliability guarantee
15
VanJee Toll System Technical Proposal
In order to ensure the continuity of the charging business, the application software
should have high reliability. The reliability of the application software is guaranteed by
good design, coding and testing. The technical team of our company has
extremely rich experience in software development and a series of software reliability
guarantee measures to ensure the reliability of the software.
In addition, since the IC card in the system has the ability to work offline, considering
the possible network transmission failure, the application software of each department
has the ability to work off the network to avoid service interruption caused by
communication failure.
Data backup and recovery
In large database applications, regular data backup is essential. No system can
guarantee 100% security. A reasonable and effective backup will protect the system
from the danger of being unable to recover after a system crash. Data backup is the last
barrier of large systems.
When doing backup management, you need to do the following:
(2) Choose the appropriate data backup time: data backup should be selected
when the business is not busy, according to the situation of the highway, generally
at night. It is recommended to perform a full backup every Sunday; every Monday,
Tuesday, ... Saturday, do an incremental backup, or you can set the automatic
backup time point.
(3) Establish a strict media storage system and set up a special backup media
storage place. The backup medium should be kept by a special person; the storage
place cannot be in the same place as the main room, and the environmental
conditions such as temperature and humidity must meet the requirements for
long-term storage, and there is perfect fire prevention equipment. The storage of
backup media should be based on multiple backups and separate storage. Backup
media should be checked regularly to prevent abnormal long-term storage failure.
The toll station data recovery function requires strict authority control for the
16
VanJee Toll System Technical Proposal
operator. When the system fails, select the data recovery method as needed, and
restore the data to the backup state with the data of the previous backup.
2.Use the true color display mode according to the size of the display.
3.All kinds of prompt information must use the owner's designated characters or Arabic
numerals, using the owner's preferred language.
4.The operation information and the help information prompt are clear and clear, which is
larger than the Song No. 4 font.
5.For the software part of the toll operation center, try to use the graphical display mode as
much as possible, such as the situation of the network network, the data transmission, and
the statistical results (folding type, pie type, column shape).
6.The lane system software must meet the requirements of the dedicated charging
keyboard operation, and must not be equipped with other input devices such as a mouse and
a large keyboard.
8.The status information of the device is obvious and conspicuous, and the change of
status is convenient for the operator to judge and compare.
1.U-type exercise: The charging software can check such cheating methods by judging
whether the entrance station and the exit station are the same station, and automatically
17
VanJee Toll System Technical Proposal
1.The cart is charged by the car: the vehicle and the toll collector respectively determine
the model, the exit and the entrance determine the vehicle type check; and the after-charge
record (charge data and vehicle image). Prevent toll collectors to cheat.
2. The toll car is handled by the free car: the vehicle type is determined by the exit and
import toll collectors, the vehicle type is checked by the exit and the entrance, and the
after-charge record (charge data and vehicle image) is checked. Prevent toll collectors to
cheat.
3. Change the charging parameters: Through strict authority control, the toll collector
cannot change the charging parameters. Thereby eliminating such cheating.
4. Other forms of cheating: Closely monitor the toll booths, lanes and toll plazas through
the closed-circuit monitoring system for 24 hours.
18
VanJee Toll System Technical Proposal
1.One-car multi-card: By detecting the induction coil of the vehicle, only the IC card
conforming to ‘one car and one card’ can be allowed to issue cards.
2.Other forms of cheating: Closely monitor the toll booths, lanes and toll plazas through
the closed-circuit monitoring system for 24 hours.
It is illegal to use a deck car, but the deck truck should also pay for it when it passes the
MLFF because it uses paid resources. Since the license plate of the deck car is an illegal
sign, the license plate number obtained by the license plate recognition and manual check
when the OBU is damaged is not unique, so that the vehicle owner and the payable account
cannot be judged. At present, it is not allowed to install the OBU in the operation of the
tentative deck truck. Only the vehicle whose vehicle information meets the vehicle
information given by the traffic control department and has no duplicate license plate can
install the OBU.
If a license plate is quilted multiple times:
If the OBU is not installed on these vehicles, all transaction costs will be borne by the
legal owner of the deck. The ETC system cannot automatically distinguish such situations.
When the owner pays the bill, it will cause disputes. Only the transactions that need to be
paid can be manually identified and confirmed.
If one of the OBUs is installed, the ETC system will consider that the OBU
communication is not normal. The system will notify the legal owner to check the OBU by
SMS. The solution is to identify the corresponding relationship between the OBU and the
vehicle by manually identifying the vehicle type and the appearance. If it is not
corresponding, it is used as a truckless transaction record, and if it is corresponding, it can
form a suspicious transaction record as an OBU communication failure process.
According to the current operation plan, the OBU is not allowed to be installed in the
system, so there is no case where two or more OBUs are installed.
There are two major types of malicious evasion. One is that the OBU works normally, but
the owner deliberately defaults on the cost and does not recharge the account. The other is to
19
VanJee Toll System Technical Proposal
deliberately destroy the OBU's normal work and try to escape the MLFF lane cost.
In case 1, in addition to the fine that does not pay the fee over a certain period of time,
there are three ways to encourage the owner to pay the fee as described above:
Annual inspection is not allowed;
Enter personal credit history;
Unable to obtain any customer service related to OBU, including changing account
information, adding or deleting vehicles, replacing, reporting, and canceling OBU.
In case 2, when the OBU is destroyed and the DSRC communication cannot be
established normally, the vehicle transit fee is the same as that of the no truck, and the
corresponding OBU and account are searched according to the license plate, and a
suspicious transaction record is formed and debited from the corresponding account. If the
owner changes the OBU privately to steal the cost, such as moving the OBU of the small
model to the large vehicle, it can be judged by comparing the license plate information
obtained by the OBU with the identification and the vehicle information, forming a
suspicious transaction record and giving a fine.
Trucks that do not install OBUs or electronic tags as required, such vehicles should be
considered illegal. The difficulty in managing such vehicles is that these vehicles do not
have corresponding accounts and cannot be debited in a timely manner, making it difficult
to collect fees.
Since there is no agreement and account corresponding to the truck, the license plate
can only be used as the vehicle identification. Therefore, the illegal fake license plate will
cause great interference to the normal charging of the system.
No trucks may rob the license plate of a free car or confiscate their own license plate as a
license plate for a free car. Since the free vehicle should be equipped with an OBU or an
electronic tag, if a free vehicle license plate is detected through the ETC charging point but
no DSRC communication is established, the OBU may be damaged or the license plate may
be stolen. At this time, the suspicious transaction record should be recorded, and the
situation should be determined through manual intervention. If the license plate is stolen, the
license plate and the corresponding vehicle, model, appearance and other information are
saved to the inspection system, and the vehicle is checked and stopped when the vehicle
20
VanJee Toll System Technical Proposal
appears again. The vehicle is also punished. At the MTC toll point, it is necessary to
determine the vehicle model and the appearance. If it is determined to be a license plate, the
scene will be stopped and penalized.
21
VanJee Toll System Technical Proposal
VanJee technical solution provides technical support for the toll collection software in
Pakistan. Its scope mainly includes the mutual compatibility between DSRC technology and
RFID technology. The ETC and M/E lane systems can handle only the installation of RFID
electronic tag vehicles and can also handle the installation of DSRC OBU. Install RFID
electronic tag vehicles, and also pass the MTC lane program for vehicles without electronic
tags. The system will provide cash, non-cash and IC card prepaid three charging modes to
support bank card, mobile payment and other consumption. The clearing and settlement
system will be designed to ensure the transfer of funds between the various high speeds.
The RFID system will use UHF long-distance integrated reader, integrated with the
read/write controller part and the antenna. It is usually recommended to be installed in the
toll lane. The RFID electronic tag has anti-removal design and high and low temperature
resistance. Installed on the windshield (recommended to be installed in front of the rearview
mirror, because the car foil is usually a signal retention area here), the main features of the
device are as follows:
The e-label contains the only area in the world that cannot tamper with the ID
number and password. As the only identity account uniquely identified by the vehicle in
the charging system, as a connection with the back-end database;
Encryption of electronic tags, only the dedicated MLFF reader with built-in
decoding can read and write core data. Take anti-theft or counterfeit/copy account
behavior;
In the system, the TID is associated with the vehicle information, license plate
number, model, owner information, charging standards, etc. (if necessary, the
fingerprint information can be associated and used according to different national
regulations);

8) The ETC toll lane system can support the network to run offline and avoid the
impact of network interruption on the system.
9) If an abnormality occurs when the vehicle passes through the ETC lane, the system
will intercept the vehicle and will not pass (the railing is not lifted, the fee display
shows an error message), and the system no longer processes the vehicle. At this time,
the MTC charging mode is performed.
10) The ETC lane system can handle only 5.8G electronic tag vehicles, only 900M

4.1.1 Overview
The Thai highway toll system adopts a closed lane mode. The lane charging methods are:
MTC, ETC, M/E and future MLFF and SLFF lanes.
The basic functions of the lane software implementation are as follows:
1. The method of direct charging by toll collectors and the method of non-cash non-stop
charging.
2. Accurately and quickly record various information passing through the vehicle to realize
normal lane charging functions such as lane data collection, equipment control, and
charging.
3. Realize the function of handling various special circumstances of lane charging.
4. According to the configuration parameter information, the vehicle image capture is
performed.
5. When the toll booth computer is not working or there is a problem in the network, it can
work in an independent operation (off the network). After the communication is restored,
the data is automatically uploaded, and the data is also uploaded by manual export/import.
6. Based on the size of the industrial computer hard disk, you can set the number of days to
store the latest original charging data. You can set the number of days to store the latest
captured image data. You can set different parameter values for each lane.
7. The function of data communication with the charging system of the station or other
institutions.
8. Regularly synchronize time, request system operating parameters and other information.
9. Regularly check the working status of the device and send a message to the station,
periodically refreshing the clock of the character adder and other fixed information.
The business function of the lane is mainly to control the lane equipment, complete the toll,
and print the ticket according to the vehicle processing information (the vehicle does not
print the ticket for the vehicle with the charge amount of zero).
39
VanJee Toll System Technical Proposal
The following will describe the closed lane application software from preparation before
work, toll collectors to work, toll collectors off work, normal car handling, free car handling,
etc. The specific operation can be changed according to the owner's request.
In the case of normal power supply, the power supply of the lane equipment is closed, and
the toll booth is in normal line with the lane, the initial operational status of the lane
equipment should be:
The toll lane is off and the lane on/off signal indicates that the lane is off (red "X").
The automatic lane railing is in a horizontally closed state to prevent vehicles from
passing.
The vehicle detector is in working condition and can detect all vehicles.
The display shows the status of the corresponding lane equipment (lane off, power
supply is normal, date and time of the system clock), and prompts the current lane to be
off duty.
Charger to work
After the authentication is passed, the system will prompt the toll collector to verify the
ticket start and stop number or enter a new start and stop number.
In the idle state of the lane, press the "off work" button to get off work.
The default processing of the lane software is the ordinary paying vehicle, that is, the
vehicle with the vehicle type being the ordinary vehicle. The following is the processing
flow of the lane software ordinary car.
After the vehicle arrives at the existing coil, the fee display displays the welcome text and
broadcast welcome words, such as “Please wait later”, etc., the toll collector enters the
vehicle model (can be automatically recognized) and the license plate number (can be
automatically recognized), and the software controls the character stacker superposition.
The model entered by the toll collector and the type of the ordinary car (the default type of
40
VanJee Toll System Technical Proposal
vehicle), and the software control fee display shows the model entered by the toll collector.
The software will calculate the toll according to the model and system operating parameters.
The toll is displayed on the screen and the fee display. At the same time, the fee display is
used for voice quotes.
After the toll collector collects the toll, press the <Cash> button to print the ticket and
release the vehicle. At this time, the lane software performs the following processing:
Capture the image of the car (you can set whether to capture the image for different car
types).
The fee display displays and broadcasts civilized terms, such as “Highway, I wish you
peace”.
41
VanJee Toll System Technical Proposal
IC trucks are vehicles with prepaid cards. The following is the processing flow
of the IC truck.
After the vehicle arrives at the existing coil, the fee display displays the welcome text and
the broadcast welcome message, such as “Please wait later”, the toll collector enters the
vehicle model and the license plate number, and the software control character stacker
superimposes the model entered by the toll collector, the software control fee. The display
shows the models that the toll collector entered. The software calculates the toll according to
the model, the toll is displayed on the screen and the fee display, and the fee display is used
for voice quotes (the toll is not quoted when the toll is zero).
After the toll collector has swiped the card, press the <OK> button to release the vehicle. At
this time, the lane software performs the following processing:
Capture the image of the car (you can set whether to capture the image for different
car types).
The fee display displays and broadcasts civilized terms, such as “Highway wish
you peace”.
42
VanJee Toll System Technical Proposal
After the vehicle leaves the passing coil, the software controls the automatic railing machine
to drop the railing, clear the information of the model and vehicle type superimposed by the
character superimposer, and the software generates the charging service message, sends the
message to the toll booth, and stores the backup report in the lane industrial computer text.
Free processing
For the free car, the toll collector should press the <free car> button, and the car type will be
changed from the ordinary car to the free car. At this time, the amount shows 0 yuan, and
the release is confirmed.
Treatment of arrears
When the passengers are unable to pay the toll, the vehicle is allowed to owe money after
the owner's relevant leaders agree, and the lane software provides the corresponding arrears
function. The following is the processing procedure for the arrears.
The toll collector enters the vehicle information. After the software calculates the toll, the
toll collector can press the <arrearage> button continuously, and the software prompts to
enter the paid amount. The toll collector charges part of the toll and presses the <cash>
button to print the ticket and release the vehicle. If the paid amount is zero, the ticket will
not be printed.
Charge processing
The toll collector presses the <Function> button to select the replenishment operation. The
software lists all the information of the arrears vehicle, including the vehicle information,
time and other information. The toll collector finds the corresponding arrears vehicle and
reports to the monitoring room for approval, and collects the arrears. Press <OK > button to
print the ticket.
Reprocessing
1.In the following cases, the vehicle needs to be re-processed, that is, the charging
operation is completed without the vehicle passing through:
1. There is no charging operation, the vehicle passes or follows the car, but it is intercepted;
2. The vehicle was caught in the team but was intercepted;
3. Extra-wide lanes or other lanes cannot be charged normally, and vehicles must pass
through the lanes;
The reprocessing process is as follows:
43
VanJee Toll System Technical Proposal
1. The toll collector presses the <Function> button to select “Reprocessing”, and the
interface displays that the vehicle is being reprocessed;
2. The toll collector will charge the vehicle according to the normal operation procedure;
3. After the toll collector has finished charging, press the <Cash> button to print the ticket,
the system returns to the normal business processing state, and the status of the automatic
railing does not change.
Lane state
The lane system has four states: shutdown, off work, work, and maintenance.
(1)Off state
The lane power-off state or the lane program shutdown state, in which the system will lose
the monitoring function of the lane.
(2)Initialization state
After the toll collector performs the work operation, the system is in the working state, and
in the working state, it is allowed to perform the operations such as charging, getting off
work, replacing the invoice (MTC lane), driving on/off, changing the coil, and the like.
After the lane is started or the toll collector performs the off-duty/lane-off operation, the
system is in the lane-closed state, and in the lane-closed state, operations such as going to
work, replacing the invoice (MTC lane), and changing the password are allowed.
44
VanJee Toll System Technical Proposal
After the maintenance staff performs the work operation, the system enters the maintenance
state, and in the maintenance state, the lane hardware device is allowed to be tested, shut
down, restarted, and the like.
Work operation
You need to confirm or modify the ticket start number after work.
The working process is detailed in the following figure, where the dotted line is only valid
for the toll collector and invalid for the maintenance
personnel:
Authentication process
The authentication process is used for work operations or for operations that require
administrator confirmation.
45
VanJee Toll System Technical Proposal
According to the type of authentication error, the error message is prompted as shown in the
following table. If there are multiple error types, the system only displays the previous error
message prompt.
Off work
If the toll collector is ready to end the charging process, the canopy signal should be
switched to a red light by pressing the lane <canopy switch> button. Let the driver know
that the lane will stop charging. After the toll collector has finished processing the vehicle in
the lane, he can get off work by clicking the <off work> button, and the system will be in
the off-duty state after saving the off-duty record.
The lane device status is as follows when the system is off duty:
The vehicle detector is in working condition and can detect the vehicle
After the off-duty operation is completed, if there is a new lane program, the lane
software will automatically restart.
See the following figure for the off-duty process. The dotted line is only valid for the toll
collector and is invalid for the maintenance personnel:

Under normal circumstances, the power supply of all equipment is normal, and the lane
control machine, roadside read/write controller, lane read/write antenna, vehicle detector,
and lane camera are all running normally.
as the picture shows:
1. Detect the arrival and departure of the vehicle and count the vehicle and transmit the test
result. It can be judged whether the vehicle has an electronic label; the capture device
automatically captures and saves the vehicle image; the vehicle identification device saves
the identified vehicle.
2. 2. It can control the read/write antenna to send a signal according to the signal of the
vehicle detector, so that the electronic tag entering the communication area can be
awakened and a response signal is sent. The lane read/write antenna receives the response
signal from the electronic tag, and the communication with the electronic tag is immediately
established.
3. During the communication between the ETC lane antenna and the electronic tag, the
antenna reads the information on the electronic tag, including the electronic tag code, the
available logo, the model code, the date and time, and the like. Check the list of invalid
electronic tags and blacklists based on the electronic tag code.
48
VanJee Toll System Technical Proposal
4. The ETC lane system calculates the toll amount, and writes the toll station code, lane
number, toll amount, date and time of the toll station into the card through electronic tags,
and corrects the actions of the lane device according to the lane control command after
verification, including: The fee display shows the amount of the fee, the rise of the
automatic railing (the fall of the automatic railing is controlled by the railing itself), the
switching of the canopy light, and the switching of the traffic light; and a complete original
charge transaction record data is stored in the local database and simultaneously through the
network. Upload to the toll booth system.
5. The ETC system can realize data communication with the toll booth system in real time
to complete the automatic transmission of data; if the communication link is in long-term
failure, the operator with maintenance authority can manually carry out data in the ETC lane
through the mobile medium (such as U disk, etc.). Collecting, uploading data to the toll
booth to realize manual transmission of data. The data content includes: receiving the
transmitted information, such as clock synchronization, a fee schedule, an electronic label
blacklist, an effective activation date of the electronic label, an effective setting date of the
electronic label, and the like, and setting the original toll data in the electronic label. , lane
passing record, lane switch registration form, etc.
6. The ETC system can handle special events [invalid electronic tags, blacklists, etc.],
accidents [electronic tag failures, non-system electronic tags, vehicles without electronic
tags, etc.], and special events and accidents need to be handled by alarms [ Sending an alarm
signal to the toll booth, starting the image capture system], and uploading the processed
information to the toll station ETC system through the network while storing the local
database.
7. ETC lane system can work independently, some non-critical equipment failure can still
work normally; the failure of the superior system will not affect its normal operation.
8. The ETC lane system can automatically detect the faults of its peripheral peripheral
control equipment, and upload the results to the local database while uploading it to the toll
booth system through the network.
9. The lane has a manual toll lane system processing function, which can complete normal
processing operations for special events under the operation of the toll collector, or can be
used as a manual toll lane when the toll lane handling capacity is insufficient.

The free flow lane sets a roadside unit (RSU) at the data collection point, interacts with the
on board unit (electronic tag), reads the electronic tag information, performs security
legality verification, and generates a transaction record to be uploaded to the toll booth
server. For vehicles without electronic tags, blacklisted vehicles or vehicles that cannot read
electronic tags, captures are performed by the capture system, and a no-vehicle passing
record is generated and uploaded to the toll booth server. When the vehicle passes through
the ETC lane, the lane equipment works in conjunction to complete the on-site guidance,
prompting, and warning functions for the vehicle.

The toll station software system consists of two parts: system software and application
software. The system software is the platform and foundation for the application software to
run, and the application software implements the management of the charging business data.
In the highway toll collection system, the toll station directly manages and monitors the
business processing of the subordinate lanes, manages the bills and tolls of the toll booths,
completes the handover of the toll collectors, generates corresponding data reports, performs
statistical analysis of the data, and Upload the corresponding business data to the charging
operation center.
The schematic diagram of the toll station business management is as follows:

The charge operation center business management system is mainly responsible for
organization management, personnel management, parameter management (card blacklist,
vehicle blacklist processing, official vehicle whitelist, meter management), bill management,
splitting and settlement, business inquiry, report statistics.
The toll operation center, toll station and lane node involved in the toll collection system in
Pakistan are managed by the toll operation center, including coding, IP allocation,
registration, and cancellation. The organization management function implements
management such as adding, deleting (not actually deleting) nodes in the road network, and
only the information generated by the registered and valid nodes in the system is considered
to be valid.
The toll operation center is responsible for the management of all charging system operators
of the road network. The personnel management of the charging operation center includes
the management of registration and permission change of the personnel of the lower level
institutions and the institutions of the same level, and can query the information of all
personnel of the whole road network. The person who performs the software operation in

managementThe blacklist of cards mainly includes blacklists of prepaid cards, etc. The
blacklists of the blacklists are mainly caused by the service outlets in the event of card loss
reporting, unhooking, or billing cards expiring, and the tolls are not paid to the outlets. List.
The card blacklist is finally maintained and managed by the toll operation center for the card
blacklist and the whole road network is issued. The charging operation center should have
the function of adding, canceling, inquiring and issuing the card blacklist.
When the card in the blacklist is logged off and the logout process is performed, the
information of the processing organization number of the cancellation, the employee
number of the canceller, the time of cancellation, and the reason are recorded.

The Pakistan charge key management system adopts the 3DES encryption algorithm to
support the generation, injection, export, backup, recovery, update, and service functions of
the IC card key on the basis of fully guaranteeing the key security, and realize the key
security management. Keys are subject to strict permissions. Different organizations or
personnel have different permissions for reading, writing, updating, and using different keys.
key storage and service are provided in the form of a key fob or a hardware encryption
machine depending on the purpose of the application, and the key backup may take the form
of a key fob.
(1) Basic security requirements for key generationKey generation is the core task of the
key throughout its lifecycle. In order to ensure the security of the key and prevent the
leakage of the key, take measures from the following aspects:
58
VanJee Toll System Technical Proposal
4 The key generation process should be carried out in accordance with strict operating
procedures.
The key generation is generally generated in a centralized manner, that is, the corresponding
master key group is generated by the highest-level management organization of the project,
and other keys are generated by the group key. Two basic methods of key generation:
1 Non-repeating key generation: a random process that produces an unrecoverable key, each
time having a different value;
2 Repeatable key generation: key transformation, key derivation; and the generation of the
key can be repeated, and the same key value can be retrieved if necessary.
(3) Security technology for key security generationKeys that do not need to be generated
repeatedly are generated by a random generation method. These keys are randomly
generated by the system and stored in the card, without manual intervention, and the
security performance is higher. Reproducible keys are generated by key seed exchange or
derivation, ensuring that the key conversion or derivation process is absolutely secure, thus
ensuring the security and ease of use of the system.
(1) Key issuance methodThe issuance of keys is implemented in the form of rungs. That is,
the various subkeys required for the next level are generated by the upper level, and are
saved in the key mother card and passed to the next level.
(2) Security technology for key issuanceUse the transport key to control the encrypted
loading of the business master key, direct encryption and export, and distributed encryption
and export.
When the life cycle of the key ends or the system key is compromised, a key update is
required. The basic principle of key update is to protect the cardholder's interests from
damage and not affect the cardholder's normal transactions; the whole process of key
update should ensure that the security performance of the system is not affected.
59
VanJee Toll System Technical Proposal
Each set of keys has an expiration date. After the expiration date, the system must
regenerate a new key set and use it to issue new cards.
Keys of the same function (such as consumer keys), if used frequently, use multiple
indexes, and use different index keys in different periods of the card life cycle or in the
emergency case of the currently used key leak.
Two methods for normal key update:1 key replacement2 Replace the key group
Once the key is compromised, an emergency key update must be made immediately.
The main methods for emergency key update are:1, Install multiple sets of emergency
key backup groups 2, Stop the use of the existing system and reconstruct the key
system
The issuance system initializes the electronic tag and the IC card according to various types
of mother cards provided by the key management system, and imports the initialization
information and various types of keys into the electronic tag and the IC card, so that the
distribution can be personalized and applied. Prepaid cards, electronic tags, etc.
The customer service system mainly includes IC/OBU business processing services. The
platform system is responsible for IC card business data collection, customer information
management, supporting IC card, electronic label service processing, recharge and other
services, IC card operation management, transaction authentication, card, electronic label.
bill management, statistical reports, inquiries and other services.

4.4Software interface
The monitor uses the lane status monitoring system to observe the status of the lane
equipment, the work number of the shift, the version number of the lane toll software, and
the number of un-uploaded data.
When there is an abnormality in the Over-weight control lane, for example, when the
weighing equipment fails, the lane status monitoring system can be used to control the
automatic barrier of the Over-weight control lane.
When the toll collector wants to open the motorcade function, the lane toll software will
send a request to the Lane Operation\Function Monitor System, requiring the permission of
the monitor to perform this function.
In this function, you can query the vehicle information, operation records that pass through
the lane. As shown in the figure below, this is the vehicle information through the exit lane
(mainly involving the amount, type and license plates), the toll collector information (User
ID and name), and so on.

The charging system of this project is mainly composed of ETC, MTC and M/E lane
equipment. The persuasion station weighing system is a complete subsystem that can work
independently. For the lane controller, the vehicle-type weighing system is a set of
independent system equipment.
The lane control machine is used to complete the charging data collection and transmission
of the toll lane and the automatic control of the lane peripheral equipment. It is the key
electromechanical equipment for highway toll.
63
VanJee Toll System Technical Proposal
When the toll booth computer system fails or the data communication with the toll booth is
interrupted, the lane control machine can continue to work independently and store all the
charging service data, and automatically upload the stored data after the communication line
recovery or the toll booth computer system troubleshooting.
If the lane control machine has insufficient hard disk capacity due to excessively long
charging service time, the lane control function can give a warning message; if the hard disk
data is full, the lane control machine can automatically turn off the lane.
For a lane control machine that is disconnected from the toll booth or temporarily not
connected to the network, the manager can import the data of the day into the toll booth
computer through the mobile storage device. The lane controller provides enough power
output interfaces including AC220V, DC5V, DC12V and DC24V for peripherals and a
large enough output power.
The design, manufacture and laboratory testing of the complete lane control equipment
ensures that the system performs well during the specified life. The manufacture, cleaning
and plating of the lane control machine prevents rust and corrosion of the assembly.
Ventilation, ventilation, cooling, dustproof and other equipment are installed in the lane
control machine, which will not affect the normal operation of the system due to the
ambient temperature.
With good processing performance and compatibility, it can work with all interface
cards for long-term stable operation. The internal layout is reasonable, which saves
space and fully guarantees future system expansion.Has good ventilation and heat
dissipation. With a maintenance-free fan, it can run stably for a long time. The casing
consists of a material that is strong, vibration-resistant, corrosion-resistant, dust-proof,
waterproof and has good heat dissipation properties. The side panels are easy to open
and easy to install and maintain.Integrated design of industrial computer and external
control equipment, simple structure, reasonable internal layout of the cabinet, and
excellent craftsmanshipStandby DC +5V, +12V, +24V DC power supply unit for easy

etc.) adopt terminal block design, and the terminal block's wiring port is numbered to
effectively prevent wiring errors, and the connection is fast and reliable.
A multi-port serial card is inserted into the lane control machine to realize the connection
communication between the lane control machine and the plurality of serial lane devices
controlled thereby. The lane control machine controls the connected serial device through
the serial port card, and realizes the function of connecting one card to multiple serial
devices.
A digital I/O card is inserted in the lane control machine to collect state signals of each
parallel peripheral device and provide control driving signals for peripheral devices such as
electric railings and traffic lights. The control drive signal is transmitted to the relay card,
and the relay card controls the working state of the peripheral lane device through the solid
state relay.
The relay card is used to receive the lane device control signal output by the digital I/O
card, and the signal is controlled by the solid state relay to control the working state of
peripheral lane devices (such as traffic lights and electric railings).
The terminal block is the interface board for the status control signal and power connection
of the industrial computer and external related equipment.
It has isolation protection to ensure that when there is a problem with a certain lane
equipment (such as a short circuit), it will not affect the normal operation of other
equipment in the lane.
The terminal block consists of a sturdy, insulating material. The layout in the lane control
unit should be easy to connect, easy to maintain but aesthetically pleasing.
