Chapter 1 VanJee Overall Design of Toll System


1.1Construction Scope
VanJee technical solution provides technical support for the toll collection software. The
scope mainly includes the construction of the toll collection system of the toll operation
center, the construction of the toll collection system, and the customization of the road toll
software to support the open charge/closed charge, non-cash (ETC, SLFF, MLFF) charging
system, and provide cash, IC card prepaid, bank card consumption and reserve mobile
payment and other charging interfaces.

The scope of construction of VanJee technical solution includes the following items:

1、Highway Lane Toll System

The lane toll software supports a closed general toll lane system, a closed truck toll lane
system, a closed non-cash (ETC) lane toll system, an ME lane, a non-cash SLFF lane, and a
non-cash MLFF lane.

2、Highway Toll Station Charging System

The toll collection system includes station-level background parameter delivery service,
background data transmission service, and station-level service management software.

3、Pakistan Highway Toll Operation Center Key Management System

The operation center key management system includes the issuance management of keys,
the issuance management of IC cards, and electronic tags (OBUs).

4、Pakistan Road Toll Operation Center Business Management System

In addition to user name and password management, the operation center business
management system adds user groups and user role management, and sets different
permissions for different user groups and user roles. Different permissions can access
different functions of the system and record detailed operations of the user. recording.

The business management system of the Thai Highway Toll Operation Center completes the
functions of parameter customization, rate generation, personnel management, data query,

6、Pakistan Expressway IC/OBU Business Processing Software Service Platform

IC/OBU business processing software service platform includes personalized distribution of


IC card, personalized distribution of electronic label (OBU), data statistics, report summary
and other functions.

1.2 The goal of building


1、Design and develop unified software

The overall planning and design of closed charging software to achieve four unified goals.
Unified lane charging function and operation process, supporting the process of
weighing, prepaid card, etc.;
The unified charging data structure and the delivery charging parameter structure are
opened, and the data summary and the channel for issuing the parameters are opened.
Unifiedly define the report format, the system generates a standard format report, and
the report that needs to be reported is automatically generated by the charging system;
Unified station-level charging software functions and software operation processes,
strengthen the management function of station-level software, and realize information-based
and paperless management of station-level management through toll station financial
management, ticket management, and monitoring log management.

2、Design and development of a fee-based operation center system

The charging operation center charging system will be constructed, and the charging data of
each toll station of the charging operation center will be collected, and the statistical report
of the charging operation center will be generated, and the charging operation parameters
will be managed and delivered in a unified manner.

4、Design and development of IC/OBU business management system

The IC/OBU business is set up to handle the customer service center system, which is
responsible for the establishment and improvement of the customer service system for
non-cash settlement, fund management, customer service, procedures, systems and IC/OBU
services.
At the same time, the closed-line tolls, non-stop tolls and prepaid cards of the Thai
highways follow the principles and objectives of “service-oriented, enhanced management,
functional perfection, convenient use, scientific structure, and flexible expansion” in the
system design, development and construction process.

(1) Service oriented

Service-oriented is mainly reflected in two aspects: First, it serves closed-end charging,


non-stop charging, non-cash settlement, and meets various charges, non-stop charging,
non-cash settlement, and IC card operation through various business processes and
functions. The second is to provide rich information services to managers and users by
improving data analysis.

(2) Strengthen management

Strengthening management must first realize the process of various businesses, that is, all
operations and actions should be carried out in accordance with the prescribed procedures;

the technical means recommended for strengthening management.

(3) Perfect function

charging system, the toll station management system, and the toll operation center
management system to meet the various operational, management, supervision, and auditing
aspects of the closed highway tolls and non-stop tolls in Pakistan.

At the same time, the software is based on the level of the original hardware infrastructure
in terms of functional perfection, avoiding the disruptive transformation of the original
equipment and facilities.

(4) Easy to use

The requirements for ease of use are mainly reflected in the following aspects:

 The system should fully embody the "people-oriented" design concept in the
design, optimize the business process, and pay attention to people's experience.

 Front-end business processes such as lanes should be as simple, reliable, and


efficient as possible, and complex business processes should be processed in the
background as much as possible.

1.3 Construction Principle


VanJee technical proposal recommends that the Thai toll system adhere to the following
basic principles:

collection in Pakistan, according to the long-term development of road network construction,
management and regional, in accordance with the overall planning of the construction and
management of weight-based charging, non-stop charging and prepaid cards in Pakistan,

1.4 Design Ideas and Standards


In the process of system design, safety, reliability and stability are the primary factors to be
considered. On the basis of safety, reliability and stability, combined with the characteristics
of the toll collection system in Pakistan, it is constructed into functional functions by means

3.Modular, componentized design ideas


Modular, componentized, and parametric design ideas are adopted. By analyzing the
functional characteristics of each module in the charging system application software,
functional modules with the same functional features (common parts) are made into
standard soft components. On this basis, charges are formed. The component library of the

charging system after the user customizes through the parameterized configuration program

1.5 Toll Operation Management System


This technical solution fully considers the new toll software of the Thai Highway at the
beginning of the system design, which can flexibly adapt to the changes and development of

1.6 System security and reliability assurance design


1.6.1 System security guarantee

System security design must be comprehensively considered from network equipment,


computer hardware equipment, power equipment and data transmission, database
management, operation management, user identification, etc., to prevent natural and
human-induced damage and ensure the normal operation of the system.
The operating system and database belong to the application platform of the system,
and its security is the basis of the security of the entire application system and must be
guaranteed.
The security measures of the operating system include: preventing unauthorized entry into
the system through the user account and password verification mechanism; controlling
access to the file by setting file control authority; recording the activity track of all users in
the computer by starting the monitoring and tracking process, and generating corresponding

The security measures of the database include: allowing users to set various access
rights at three levels of database, table and field, and using access rights to restrict user

The security and confidentiality system mainly includes the management of staff, the
computer room environment and computer room management system, and the backup
medium management system. The management of backup media is as follows:

storage failure.

1.6.2 System reliability guarantee

The continuity of the toll service is one of the characteristics of the highway toll system.
The toll system must ensure uninterrupted operation 24 hours a day throughout the year.
Therefore, the long-term stable operation of the security system becomes one of the basic
requirements of the system.
In the design of this bidding document, the reliability of the system is mainly guaranteed
from the following aspects:
Database system reliability guarantee
The reliability of the database system is mainly guaranteed by the reliability measures of the
database system itself, as follows:

1.The database system has online backup, maintenance and other functions, the backup of
the database, the modification of the database configuration does not affect the normal
operation of the database.

2.With data replication function (DataReplication), can achieve data backup between the
two database servers, when the primary database server fails, the standby database server
can take over the work of the primary server, thus ensuring the system continues to run.
Application software reliability guarantee

In order to ensure the continuity of the charging business, the application software
should have high reliability. The reliability of the application software is guaranteed by
good design, coding and testing. The technical team of our company has
extremely rich experience in software development and a series of software reliability
guarantee measures to ensure the reliability of the software.
In addition, since the IC card in the system has the ability to work offline, considering
the possible network transmission failure, the application software of each department
has the ability to work off the network to avoid service interruption caused by
communication failure.
Data backup and recovery
In large database applications, regular data backup is essential. No system can
guarantee 100% security. A reasonable and effective backup will protect the system
from the danger of being unable to recover after a system crash. Data backup is the last
barrier of large systems.
When doing backup management, you need to do the following:

(1) Choose a reasonable and secure backup strategy: In order to improve


backup efficiency, we recommend a combination of full backup and incremental
backup.

(2) Choose the appropriate data backup time: data backup should be selected
when the business is not busy, according to the situation of the highway, generally
at night. It is recommended to perform a full backup every Sunday; every Monday,
Tuesday, ... Saturday, do an incremental backup, or you can set the automatic
backup time point.

(3) Establish a strict media storage system and set up a special backup media
storage place. The backup medium should be kept by a special person; the storage
place cannot be in the same place as the main room, and the environmental
conditions such as temperature and humidity must meet the requirements for
long-term storage, and there is perfect fire prevention equipment. The storage of
backup media should be based on multiple backups and separate storage. Backup

The toll station data recovery function requires strict authority control for the

restore the data to the backup state with the data of the previous backup.

1.7 Man-machine Interface Requirements


1.The interface is beautiful, the color matching should be reasonable, the visualization is
strong, and the key information can be reflected intuitively.

2.Use the true color display mode according to the size of the display.

3.All kinds of prompt information must use the owner's designated characters or Arabic
numerals, using the owner's preferred language.

1.8 Anti-cheating Measures


According to the object of cheating, cheating is mainly divided into driver cheating, toll
collector cheating, and toll collectors and drivers. The specific types of cheating and
preventive measures are as follows:

1.8.1 Driver Cheating

entrance, and comparing with the vehicle parked at the exit. The owner's rules.
4. Forgery of pass cards: The security of the non-contact IC card itself and the key data
in the card are stored in encrypted form, which basically eliminates such cheating.
5. Damage to the pass card: The driver can't read the data to the extent that the pass card
is damaged, and the toll collector cannot judge that it is man-made damage and natural

1.8.2 Charger cheating

1.The cart is charged by the car: the vehicle and the toll collector respectively determine

1.8.3 Charger and Driver

1.9 MLFF Lane Operation Risk Control


1.9.1 Set of cars

cannot be judged. At present, it is not allowed to install the OBU in the operation of the
tentative deck truck. Only the vehicle whose vehicle information meets the vehicle
information given by the traffic control department and has no duplicate license plate can
install the OBU.
If a license plate is quilted multiple times:
If the OBU is not installed on these vehicles, all transaction costs will be borne by the
legal owner of the deck. The ETC system cannot automatically distinguish such situations.
When the owner pays the bill, it will cause disputes. Only the transactions that need to be
paid can be manually identified and confirmed.
If one of the OBUs is installed, the ETC system will consider that the OBU
communication is not normal. The system will notify the legal owner to check the OBU by
SMS. The solution is to identify the corresponding relationship between the OBU and the
vehicle by manually identifying the vehicle type and the appearance. If it is not
corresponding, it is used as a truckless transaction record, and if it is corresponding, it can
form a suspicious transaction record as an OBU communication failure process.
According to the current operation plan, the OBU is not allowed to be installed in the
system, so there is no case where two or more OBUs are installed.

1.9.2 There is a malicious evasion of the truck

There are two major types of malicious evasion. One is that the OBU works normally, but
the owner deliberately defaults on the cost and does not recharge the account. The other is to

deliberately destroy the OBU's normal work and try to escape the MLFF lane cost.
In case 1, in addition to the fine that does not pay the fee over a certain period of time,
there are three ways to encourage the owner to pay the fee as described above:
Annual inspection is not allowed;

Unable to obtain any customer service related to OBU, including changing account
information, adding or deleting vehicles, replacing, reporting, and canceling OBU.
In case 2, when the OBU is destroyed and the DSRC communication cannot be
established normally, the vehicle transit fee is the same as that of the no truck, and the
corresponding OBU and account are searched according to the license plate, and a
suspicious transaction record is formed and debited from the corresponding account. If the
owner changes the OBU privately to steal the cost, such as moving the OBU of the small
model to the large vehicle, it can be judged by comparing the license plate information
obtained by the OBU with the identification and the vehicle information, forming a
suspicious transaction record and giving a fine.

1.9.3 Truckless Management

Trucks that do not install OBUs or electronic tags as required, such vehicles should be
considered illegal. The difficulty in managing such vehicles is that these vehicles do not
have corresponding accounts and cannot be debited in a timely manner, making it difficult
to collect fees.
Since there is no agreement and account corresponding to the truck, the license plate
can only be used as the vehicle identification. Therefore, the illegal fake license plate will
cause great interference to the normal charging of the system.

1.9.4 Stealing Free License Plates

No trucks may rob the license plate of a free car or confiscate their own license plate as a
license plate for a free car. Since the free vehicle should be equipped with an OBU or an
electronic tag, if a free vehicle license plate is detected through the ETC charging point but
no DSRC communication is established, the OBU may be damaged or the license plate may
be stolen. At this time, the suspicious transaction record should be recorded, and the
situation should be determined through manual intervention. If the license plate is stolen, the
license plate and the corresponding vehicle, model, appearance and other information are
saved to the inspection system, and the vehicle is checked and stopped when the vehicle

Chapter 2 RFID & DSRC Technology Coexistence


Solution
2.1 Functional Requirements

VanJee technical solution provides technical support for the toll collection software in
Pakistan. Its scope mainly includes the mutual compatibility between DSRC technology and
RFID technology. The ETC and M/E lane systems can handle only the installation of RFID
electronic tag vehicles and can also handle the installation of DSRC OBU. Install RFID
electronic tag vehicles, and also pass the MTC lane program for vehicles without electronic
tags. The system will provide cash, non-cash and IC card prepaid three charging modes to
support bank card, mobile payment and other consumption. The clearing and settlement

4.1 Lane Software System

4.1.1 Overview

The Thai highway toll system adopts a closed lane mode. The lane charging methods are:
MTC, ETC, M/E and future MLFF and SLFF lanes.
The basic functions of the lane software implementation are as follows:

The toll collector presses the <Function> button to select the replenishment operation. The

 Reprocessing

If the software does not prompt the printing failure, the printed ticket is a defective ticket.

 Lane state

(4)Lane maintenance status

If the toll collector is ready to end the charging process, the canopy signal should be
switched to a red light by pressing the lane <canopy switch> button. Let the driver know
that the lane will stop charging. After the toll collector has finished processing the vehicle in
the lane, he can get off work by clicking the <off work> button, and the system will be in
the off-duty state after saving the off-duty record.
The lane device status is as follows when the system is off duty:

4.1.4 ETC Lane Application Software

Under normal circumstances, the power supply of all equipment is normal, and the lane
control machine, roadside read/write controller, lane read/write antenna, vehicle detector,
and lane camera are all running normally.

4.1.4.1 ETC Lane Basic Function

1. Detect the arrival and departure of the vehicle and count the vehicle and transmit the test
result. It can be judged whether the vehicle has an electronic label; the capture device

4.1.5 MLFF/SLFF Lane Application Software

The free flow lane sets a roadside unit (RSU) at the data collection point, interacts with the
on board unit (electronic tag), reads the electronic tag information, performs security

4.2 Toll Station Software System


4.2.1 Overview

4.4Software interface

The monitor uses the lane status monitoring system to observe the status of the lane
equipment, the work number of the shift, the version number of the lane toll software, and

The charging system of this project is mainly composed of ETC, MTC and M/E lane
equipment.The persuasion station weighing system is a complete subsystem that can work
independently. For the lane controller, the vehicle-type weighing system is a set of
independent system equipment.

5.2Equipment selection and main equipment technical indicators


5.2.1 Lane control machine

The lane control machine is used to complete the charging data collection and transmission
of the toll lane and the automatic control of the lane peripheral equipment. It is the key
electromechanical equipment for highway toll.

(1)Overall functional requirements of the lane controller:

The lane controller consists of an industrial-standard industrial computer-based


multi-board modular assembly for charging in a natural environment. In the normal
charging business process, the lane control machine can save various data in the whole
process of charging in real time.

When the toll booth computer system fails or the data communication with the toll booth is
interrupted, the lane control machine can continue to work independently and store all the
charging service data, and automatically upload the stored data after the communication line
recovery or the toll booth computer system troubleshooting.

Give the toll booth computer.

If the lane control machine has insufficient hard disk capacity due to excessively long
charging service time, the lane control function can give a warning message; if the hard disk
data is full, the lane control machine can automatically turn off the lane.

For a lane control machine that is disconnected from the toll booth or temporarily not
connected to the network, the manager can import the data of the day into the toll booth
computer through the mobile storage device. The lane controller provides enough power
output interfaces including AC220V, DC5V, DC12V and DC24V for peripherals and a
large enough output power.

The design, manufacture and laboratory testing of the complete lane control equipment
ensures that the system performs well during the specified life. The manufacture, cleaning
and plating of the lane control machine prevents rust and corrosion of the assembly.

Ventilation, ventilation, cooling, dustproof and other equipment are installed in the lane
control machine, which will not affect the normal operation of the system due to the
ambient temperature.

(3) Multi-port serial card function requirements:

A multi-port serial card is inserted into the lane control machine to realize the connection
communication between the lane control machine and the plurality of serial lane devices
controlled thereby. The lane control machine controls the connected serial device through
the serial port card, and realizes the function of connecting one card to multiple serial
devices.

(4)Digital I/O card function requirements

A digital I/O card is inserted in the lane control machine to collect state signals of each
parallel peripheral device and provide control driving signals for peripheral devices such as
electric railings and traffic lights. The control drive signal is transmitted to the relay card,
and the relay card controls the working state of the peripheral lane device through the solid
state relay.

(6)Relay card function requirements:

The relay card is used to receive the lane device control signal output by the digital I/O
card, and the signal is controlled by the solid state relay to control the working state of
peripheral lane devices (such as traffic lights and electric railings).

(6) Expansion module (terminal block) function requirements:

The terminal block is the interface board for the status control signal and power connection
of the industrial computer and external related equipment.

It has isolation protection to ensure that when there is a problem with a certain lane
equipment (such as a short circuit), it will not affect the normal operation of other
equipment in the lane.

The terminal block consists of a sturdy, insulating material. The layout in the lane control
unit should be easy to connect, easy to maintain but aesthetically pleasing.

5.2.14 Safety Alarm System

1. The safety alarm system is composed of an all-weather alarm siren, Alarm display
controller and alarm button in the toll booth installed on the wall of the toll station
monitoring room.

2. The whole alarm system is triggered by the alarm button in the toll booth, the position of the alarm
button is not easy to be found by others, the toll agent in the normal operation is not easy to touch it, but
in the danger, can be when others do not pay attention, by the toll agent touched and generated alarm.

3. The alarm signal is transmitted to the alarm input of the video control matrix through the alarm display
controller, which is used to switch the image of the alarm toll booth to the main monitor.

4. The alarm sound generated by the siren is easy to be separated from the alarm signal area of other
alarms, and under the noisy traffic conditions, the whole toll station machine room can be heard in every
corner, alarm display controller at the same time display alarm lane. 5. When the alarm circuit of the
alarm button is turned on, an alarm signal is generated.
