VI. Abstract:
Enforcement and Basic Skills for Barangay Tanod and Officials in Barangay Nijaga,
Calbayog City” is one of the extension projects of the College of Criminal Justice and
to the need for barangay officials on Community-Based Law Enforcement and Basic
Skills.
The project was implemented to help the Barangay officials and Tanod members
understand the do’s and don’ts during their encounter with violators of policies and
ordinances that may exist in their own area of responsibility. Training in community-
based law enforcement and basic disarming techniques were given to the participants.
Local officials of Barangay Nijaga and the participants were very much thankful that a

The need for security of lives and property is one of the basic needs of man. It is
inherent among human beings to seek security and protection from danger. In response
to this need, the government organized the police force to maintain public order and
safety. However, with the increase in population, police activities became numerous and
diversified to such an extent that the Philippine National Police and the Department of
Interior and Local Government tapped the Involvement of the community in policing
(Manwong, 2010). At present, every community has its own set of barangay tanod who

be necessary to act as peace officers in the maintenance of public order and safety

Basic martial arts training according to Corpuz (2011), will help the barangay
tanod members meet the challenges of their responsibilities with a greater sense of
personal confidence. It will also teach them self-defense tactics so they would be able to
manage physical threatening situations in their locality and help them prepare for
maxim, “To win 100 victories in 100 battles is not the greatest skill, to subdue the enemy
without fighting is the highest skill (Borkowski, 2000). This maxim provided the

It was on February 15, 2021, when the barangay captain, Hon. Mercy Magdalena
J. Amoto sent a formal letter addressed to the university president to ask assistance
through a capacity building activity for the Baragay Tanod members in terms of new
knowledge and technical skills. The letter was then forwarded to the college for
immediate action.
The extension project was conceptualized by the BS Criminology faculty and was
presented to the office of extension services and the extension program was approved
for implementation. The approved duration for the project was April 2021 to September
2022. However, due to the pandemic restrictions specifically on the limited face to face

present their proposal for extension during the monthly session of barangay council,

and Presidential Decree No. 1508 (Establishing a System of Amicably Settling Dispute
at the Barangay Level) were discussed by Dr. Armando A. Alviola for afternoon session.
Another activity was held on March 27, 2022 with 36 (13 women and 23 men)
participants. It was when Mr. Leandro T. Cobacha discussed RA 10630 (An Act
Strengthening the Juvenile Justice System in the Philippines, amending for the Purpose
of Republic Act No. 9344) for morning session and RA 9262- Anti-VAWC Act were
discussed by EnP. Rosalina L. Tarrayo for afternoon session in the same venue.
Mr. Jeff Yriga was invited as the guest trainer on May 24, 2022, when he
conducted the hands-on training on Martial Arts and Arnis skills. It was a whole day

The activity was positively rated by the participants as reflected in the evaluation
result for the activities, with the highest overall rating of 4.16 in the first given indicator,
“the activity reflects the need of the clientele.” The second highest rating of 4.14 was on
“the expertise of the resource speakers reflects the credibility and personalities of the
invited guests.” Meanwhile, the lowest rating of 3.58 was given to the fifth indicator,

partner. Since the objectives of the program were carried out, the implementers are
hopeful and willing to continuously implement the same program to other barangays to
give the opportunity of sharing knowledge and skills to more target beneficiaries.
