EXECUTIVE BRIEF

I. Subject APPROVING the recommendations of the BAC to bid and implement the project,
Variation works for the Repair of School Buildings, Araceli, Palawan, with an ABC of
PhP399,940.00 to be funded out of Fund 164, FY 2020, subject to RA9184 and its
IRR and pertinent government rules and regulations.

III. Rationale and The Variation works for the Repair of School Buildings, Araceli, Palawan, is needed
Objectives due to repair the damage caused by Super Typhoon Odette that hit Araceli,
Palawan on 17 December 2021. It is also necessary for the safety and security
especially of the students, faculty and staff members, and properties of the
university. This will also enhance the aesthetic view of the campus and showcase
the character of the university as dedicated and committed in upgrading the welfare
of its stakeholders.
IV. Description of the The variation works for the project Repair of School Buildings of PSU Araceli
Proposal Campus is proposed to include the additional works needed to repair the damage
caused by super typhoon Odette. This will ensure the students, faculty and staff
members, and properties safe and protected from any untoward incidents that may
arise inside the campus.
V. Legal Basis Section 4 of RA 8292 empowers the Governing Board to authorize the construction
or repair of its buildings, machineries, equipment, and other facilities and the
purchase and acquisition of real and personal properties including necessary
supplies, materials and equipment.

Section 7 of RA 9184 also provides that a procurement project shall be considered


crucial to the efficient discharge of government functions if it is required for the day-
to-day operations or is in pursuit of the principal mandate of the procuring entity
concerned.

III. PROJECT JUSTIFICATION

1. Project Background
The variation works for the project Repair of School Buildings of
PSU Araceli Campus is proposed to include the additional works
needed to repair the damage caused by super typhoon Odette.
This will ensure the students, faculty and staff members, and
properties safe and protected from any untoward incidents that
may arise inside the campus.
2. Project Objectives
The Variation works for the Repair of School Buildings, Araceli,
Palawan, is needed to repair the damage caused by Super
Typhoon Odette that hit Araceli, Palawan on 17 December 2021.
It is also necessary for the safety and security especially of the
students, faculty and staff members, and properties of the
university. This will also enhance the aesthetic view of the
campus and showcase the character of the university as
dedicated and committed in upgrading the welfare of its
stakeholders.

Construction Stage:

The Project Management Office through the Office of the University Engineer will conduct
detailed engineering and provide all the necessary documents.

After seeking approval from the Board of Regents (BOR) for the bidding of the materials
and implementation of the project, the Bids and Awards Committee (BAC) will schedule
the procurement activities to establish the winning contractor, and ensure that the project
was included in the Approved Annual Procurement Plan (APP).

Project Engineer (PE)

The Project Engineer/University Engineer is responsible for monitoring and ensuring that
the project is implemented according to the approved plans and specifications.

Operation and Maintenance Stage:

The following major activities will be done in order to operate and maintain the completed
project:
 The staff in charge will ensure proper maintenance and operation of the project.
 The staff in-charge will establish rules and regulations in the proper use of the facility.
 The occupants will strictly comply with the rules and regulations in the proper use of
the project/facility.

4. Legal and Political Feasibility:
