The campaigns, visions, and actions of the current class of elected officials in Cincinnati are an
inspiration. In a relatively short amount of time, you and your colleagues have infused City Hall
with purpose and a sense of collaboration unlike any Council in recent memory.
Earlier this year, I decided to take my own career in a dramatically new direction. The change
came as no surprise to those who know me best. Close friends and family have long recognized
my interest in public service and civic engagement. After twelve years of practicing law at local
firms, I gave up my partnership at a prominent law firm to embrace an opportunity with the City
Law Department and support the new generation of leaders at City Hall.
I know there are major potential changes on the agenda, and they are gaining momentum. With
Council terms now only two years, we cannot afford any delays. The appointment to the vacant
seat on Council needs to embrace the current Council’s priorities, understand the process
required for achieving results, and share the passion to make change happen. I was active on the
campaign trail in 2021, alongside all of our elected officials. I joined City Hall shortly after the
current Council assumed office. I have followed the progress closely, often directly from
Council chambers, and have been actively involved in several important City initiatives. I can
provide this Council with stability and continuity to maintain progress and achieve results.
The same motivations that led me to make a drastic career shift earlier this year also compel me
to pursue this new opportunity – to embrace change, move things forward, and do what we can
in the short time we have to make our City a better place for all.
Thank you for the opportunity to apply for the open seat on City Council. Please accept this
letter and the accompanying résumé for your consideration.
Sincerely,
Evan Nolan

I am writing to express my interest in the soon to be vacant seat for Cincinnati City Council. I ran for city council
in the last election because we need proactive and intentional leadership from our city government. Proactive
and intentional about how we attract top-tier corporations, fill storefronts through entrepreneurship and how
we incentivize families to stay and/or move back within our city limits. We live in a fantastic city with plenty of
opportunity. I want to ensure this feeling is shared by residents in all 52 neighborhoods.
I believe the key to advancing economic development in our neighborhoods is to empower local residents who
have an entrepreneurial mindset. We can cultivate those mindsets and provide support that helps residents
become successful business owners and investors prepared to buy property within their business districts. In
turn, this helps generate wealth for legacy families, circulate the dollar within the neighborhood and diminish
the harmful effects of gentrification.
Neighborhood business districts remove the barriers of proximity and increase economic outcomes for the
people who need it most.
As we seek solutions to impact housing disparities across our city, I believe we also need to increase funding and
support for diverse and intentional business growth primarily in the core plazas and main streets of each
neighborhood. As a result, we will have a direct impact on the sustainability, safety and affordability for each
local community.
This is how I want to make a difference in our city and why I believe I am a great choice to fill the vacated seat
for Cincinnati City Council

The Honorable Reggie Harris

Cincinnati, OH 4520
I will bring to council a varied background centered around one guiding mission: improving lives.
That mission has taken me from basic science to Congress, and from entrepreneurship back to
public service. The mission, the underlying belief that our role in life is to do as much good with
the talents we have, is why I started a medical device company. It’s what got me involved in
building a public school, and it’s what drove me to run for office. And it’s this mission that brings
me to ask for an opportunity to serve on Council and bring my unique set of skills and
perspective to help improve the lives of the people of Cincinnati.
As a Democrat, I view government as a force for good. As a progressive, I believe that we have
not yet fully realized the dream of America, and that our role is to slowly bend the moral arc
toward justice. As a policy wonk and scientist, I view Cincinnati’s major challenges as a system
that must be addressed from every angle. Transportation, safety, education, business,
infrastructure, housing, etc. are interconnected and contribute to a thriving city. Though the
Council cannot independently control every aspect of this system, Council exerts influence of
varying degrees on each piece, ultimately determining in large part whether our city works for all
of us.
In my professional and personal life, I have worked with many of the pieces of this complex
system. As an entrepreneur and strategic consultant I’ve worked with our small business
ecosystem (e.g. CincyTech, Cintrifuse, Alloy, Flywheel, etc.), our academic and research
institutions and hospitals (University of Cincinnati, Xavier, Cincinnati Children’s), and large
corporations like P&G. As a volunteer I’ve worked closely with Cincinnati Public Schools to help
build the intentionally diverse Spencer Center. I’ve served on the Jewish Community Relations
Council to rekindle historic relations between our city’s Jewish and Black communities. And I
serve on the Public Library’s Community Advisory Board as we determine how to better serve
our customers where they are.
I will not be an expert on every issue the Council faces. Yet in my time as Policy Advisor to
Congresswoman Gabrielle Giffords, I learned how to dig into complex problems, how to seek
input from varied stakeholders, and how to build a coalition to do good.
I understand that policy is hard, that public service is hard. I have had wins. I have had losses,
but at all times I try to emulate my mentor Gabby and maintain service above self. When I lost
my race for Mayor, I focused on knocking doors and supporting the Democratic slate. When I
lost my primary for State Representative, I co-hosted a fundraiser for my former opponent and
spent the ensuing months canvassing, raising money, contributing, and organizing to help elect
her and the rest of the Democratic slate. The future of Cincinnati is bigger than any of us.
I cannot fill Council Member Landsman’s shoes, but with the help of my colleagues-to-be on
Council, I will have a head start in filling the void he will leave. After this appointment Council will
launch immediately into a budget process, with which I have experience in my businesses and
in Congress. We will work to maintain a positive, collaborative culture, not just on council but
within City Hall and across the region, something with which I have had experience in my
businesses and in my volunteer work. We will work on policies that are more complex than the
headlines, something I’ve done in my work in Congress. And in addition to all the work in City
Hall, we will immediately be thrust back into an election cycle. Fortunately, I have campaign
funds and infrastructure ready to deploy, and I have already campaigned for every Democrat on
Council.
I appreciate this transparent selection process and thank you for your consideration. It would be
an absolute honor to serve beside you in the mission to improve Cincinnati.
Sincerely Yours,

JACKIE FRONDORF
As a Hamilton County Democratic Party Precinct Executive, I was excited to watch Cincinnati
City Council Member Greg Landsman win his election to become our next Congressman! What
a great moment for Council Member Landsman and the residents of the 1st Congressional
District. With his City Council seat opening up, I am writing to express my formal interest in
filling Council Member Landsman’s seat. I have the right experience and drive to represent the
people of Cincinnati as a City Council Member.
By being a candidate for Cincinnati City Council in the 2021 election, I have proven my
willingness and eagerness to serve the people of Cincinnati as a Council Member.
As a mother of five young children, a small business owner, and a community volunteer, I am
constantly planning, solving, negotiating, caring, helping, guiding, cooperating, budgeting, and
protecting. I want to do the same for the people of Cincinnati. Our city government should
work for all — not just some — and I am motivated to make that happen.
Now is the right time for me to serve. I want to focus on core city services and ensuring that the
children and families in Cincinnati have every opportunity to thrive. If you select me to replace
Greg Landsman on Cincinnati City Council, I promise I will work tirelessly to represent the people
of Cincinnati to the best of my ability.

I am submitting myself for consideration to fill the appointment to the seat on the

Councilmember Harris,
In my role as Chief Executive Officer of the College Hill CURC, I recently led the acquisition of the
Hollywood Apartments. The Hollywood Apartments are a 35 unit, naturally occurring affordable housing
complex at the southern gateway to the College Hill business district.
I coordinated with my team to have the entire complex inspected, unit by unit, within a week of the
acquisition. As with any new acquisition, it’s critical to get a lay of the land to find out what you’ve just
acquired.
In one of the units, I stopped to speak to one of the tenants and introduce myself. “Speak” is a generous
word, as we could barely hear each other over the faucet running full blast behind her. I asked her if we
could turn it off and she informed me we could not. The faucet had been running like that since shortly
after she had moved in.
It was stunning. There were over 400 items of deferred maintenance, ranging from pests to collapsing
walls, to faucets running on full blast.
My new friend told me that during her tenure, she had never once met a property manager or
maintenance person.
For 20 years.
This story is not unique in Cincinnati. What is unique is how my organization responded to it.
We proceeded to raise over $600,000 that we reinvested back into the Hollywood Apartments, catching
up on all 400 deferred maintenance items and upgrading units along the way. We did this without raising
rents or displacing anyone from the building.
In doing so, we were able to grow the operations of the College Hill CURC by doubling our revenue and
staff size. We can do more now to better the community of College Hill, all while, and arguably because
we are, preserving critically needed affordable housing in the heart of it.
I am applying today to be appointed to Cincinnati City Council because I believe my experience leading
the equitable redevelopment of College Hill is a valuable perspective to bring to our already incredible
City Council.
Cincinnati is fortunate to have leaders at City Hall eager to push the limits on what was once viewed as
possible, to build a better, more equitable City for all. As I have watched this new Council and Mayor work
together over the past year, I have been amazed by your willingness to try new things, ask the hard
questions, and lead Cincinnati toward a brighter tomorrow.
I am applying for this appointment because the leadership at City Hall inspires me to expand my
involvement in the future of Cincinnati. You and your colleagues on City Council and in the Mayor’s, office
are people that I know I can work with, learn from, and help to achieve that vision.
My time in College Hill has given me a unique perspective on many different facets of community and
economic development, as I have led over $85 million in development, helped open over 20 new
businesses, built over 300 units of new housing, including over 130 units of affordable housing, and
provided critical support to existing small businesses and building owners along the way. I’ve even hosted
community events to teach our residents how to make our business district a truly walkable business
district, while pulling back the curtain on the mysteriousness of development.
But my career has been shaped by more than just College Hill. I began my career working in the
neighborhood of Sedamsville and spent over three years working to get any attention from the City in
order to complete our first residential housing project in over 50 years and to tackle the incredible blight
gripping the neighborhood.
I know from my firsthand experience what it’s like to be a part of a community that is partnering with the
City to execute their vision and I know what it’s like to be a part of a community that is looking for support
and guidance from the City to even create a vision.
Every neighborhood in our City falls into one of those two buckets.
I believe these experiences and skills will compliment the experiences and skills already represented on
City Council and will help us achieve our potential as a City.
At the most recent State of the City, our Mayor, Aftab Pureval, pointed out that budget deficits lie in the
years ahead. The time to act is now. Our problems as a City are not going to go away overnight, but much
like the Hollywood Apartments in College Hill, preserving affordable housing while growing our
organization, solving these problems are not mutually exclusive.
I am honored to have the opportunity to apply to join your esteemed colleagues on Cincinnati City Council.
I hope to hear from you shortly.
Best,
Seth Walsh

EXPERIENCE
COLLEGE HILL COMMUNITY URBAN REDEVELOPMENT CORPORATION, APRIL 2016 – PRESENT
EXECUTIVE DIRECTOR (2016-2022); CHIEF EXECUTIVE OFFICER (2022 – PRESENT)
My tenure at the College Hill CURC can be defined by three pillars: growth, innovation, and execution.
I began as the only member on staff and grew the organization to a paid staff of 17 (10 full time) and an operating budget of over
$2 million. During my tenure, I have acquired over 31 properties and I have led over $85 million in redevelopment along the
Hamilton Avenue business district. There is an additional $65 million in development in the works for the coming years.
In my role as Executive Director and then CEO, I have built an organization that engages the community and responds directly to
their needs. The redevelopment projects have ranged from the long-awaited College Hill Station (now known as HaNoBe) that
added 171 units of housing to our business district, to the fundraising and construction of Patrick’s Park at the heart of our
business district that created a gathering space for our community.
Under my leadership, we have pushed the envelope on how a community development corporation should act: preserving,
constructing and maintaining over 100 units of affordable housing; creating the OurShop initiative that helped small businesses
learn how to operate in a retail space through data driven analysis; leading the greater Cincinnati region in responding to the
COVID-19 pandemic through immediate rent abatement, direct financial support to businesses and through the creation and
completion of the outdoor improvement program to add permanent outdoor space for businesses and the community;
fundraising over $6 million from community members to make our vision a reality; closing on several tax credit and re-financing
deals that have included state and federal historic tax credits, low-income housing tax credits and new market tax credits; and
through hosting inclusive community events such as Light up College Hill (1,000+ attendees), The Avenue Experience (800+
attendees) and the Hollywood Drive-In Theatre (10,000+ attendees) that gave the community the opportunity to engage with our
work and one another, as well as support local businesses and teach our community how to make Hamilton Avenue a walkable
business district.
The success I have led in College Hill has not stopped at the borders of College Hill, as I have also provided advice and guidance to
countless communities throughout the region as they have sought to transform their community too.

I would like to apply for the City Council Seat Appointment. My many years of
community council experience and years of working in corporate (at Omnicare) have
allowed me to develop many transferable skills that would help me succeed in this role.
My community work has helped me develop great communication skills. I naturally can
communicate with the people that I serve in the community in which I was raised but I
have also developed the skill of effectively communicating with those that are within the
government, the business community, and other organizations. My communication skills
are a big part of the progress and success of things happening in East Westwood. My
communication skills have also allowed me to expand my network.
My current role as a Senior Data Analyst has taught me the skill of time management,
organization, delegation, collaboration, and prioritization. These skills have been vital in
my success in my career and have also helped with my community work. These are
some of the skills I believe are needed for success as a city council member and I know
that this role will help me expand on them.
I believe that if given the chance, I will make the people of the City of Cincinnati proud
to have me as a member of council.
Thank you for taking the time to read my cover letter and I look forward to hearing from
you.
Yours truly,
Te’Airea R. Powell
