BRIEF NOTE ON AURANGABAD CITY

FEASIBILITY REPORT OF THE PROJECT

Name of the Project : Construction of Cultural hall and auditorium at Neharu Bhavan, Buddi lane,
Aurangabad.

Population :
As per provisional report of Census India population of Aurangabad in 2011 is
11,75,116; of which male and female are 6,09,910 & 5,65,910 respectively. Although
Aurangabad city has population of 11,75,116; its urban/metropolitan population is 11,93,167
of which 6,18,845 are males and 5,74,322 are females.

Geography and climate


The City is surrounded by hills on all directions. Aurangabad features a semiarid
climate under the Koppen climate classification. Annual mean temperatures range
from 17 to 33c, with the most comfortable time to visit in the winter October to February.
Aurangabad is a historic city in Maharashtra state of India. The city is a tourist hub,
surrounded by many historical monuments, including the Ajanta Caves and Ellora Caves, which
are UNESCO world Heritage Sites, as well as Bibi ka Maqbara and panchakki. The
administrative headquarters of the Aurangabad Division of Marathwada region, Aurangabad,
is said to be a City of Gates and the strong presence of these can be felt as one drives through
the city. In 2010, the Maharashtra Tourism Minister declared Aurangabad to be the tourism
capital of Maharashtra it is also one of the fastest growing cities in the world.

Economy of Aurangabad:

Aurangabad is considered to be a classic example of efforts of state government towards


balanaced industrialization of state. The city was a major silk and cotton textile production
center. A fine blend of silk with locally grown cotton was developed as Himroo textile.
Paithani silk saris are also made in Aurangabad, with the Industrial Development
corporation began acquiring land and setting up industrial estates. The Maharashtra Center
for Entrepreneurship Development’s main office is in Aurangabad. Major industries in
Aurangabad are manufacturing, biotechnology pharmaceuticals and automobiles etc.
Aurangabad is surrounded by the industrial areas (MIDS) of chikhalthana, shendra and waluj
MIDC A new industrial belt namely shendra-Bidkin Industrial park is being developed under
MIDC. Manor siemens and automotive companies such as BMW, Audi India, Skoda Auto,
Bajaj Auto and Goodyear tire and Rubber company have there units in the city.
LOCAL ADMINISTRATION:

Aurangabad Municipal Corporation (AMC) it the local civic body. It is divided into
Nine zones. The Municipal Council was established in 1936,the Municipal Council
area was about 54.50 sq.km. It was elevated to the status of Municipal Corporation
from 08 December 1982,and simultaneously including eighteen peripheral villages,
making the total area under its jurisdiction to 175.84 sq.km extended its limits. In year
2016 the adjecent village Satara-Deolai was included in corporation limit by

notification from Government of Maharashtra. Now the corporation area is 175.84
sq.km.
The city is divided in 115 electoral wards called as prabhag, and each ward is represented by a
Corporator elected by the people from each ward. There are two Commitees, General Body and
Standing Committee headed by the Mayor and the chairman respectively. Aurangabad
Municipal Corporation is responsible for providing basic amenities like drinking water, drainage
facility, road, street lights, healthcare facilities, primary school,etc. Aurangabad Municipal
Corporation collects its revenue from the property tax water tax & also GST received from
Government of Maharashtra taxes which are imposed on citizens. & The administration is
headed by the Municipal Commissioner, an IAS Officer, assisted by the other officers of different
departments.

Detail description of the project:

Aurangabad Municipal Corporation,Aurangabad intends to construct a multipurpose


auditorium at the already existing cultural hall—building namely 'Nehru Bhawan'
which is to be demolished as it is in dilapidated condition. Nehru bhawan was
constructed in the year 1982 at the time of Nagar Parishad. The building was
construcred in load bearing structure type, and has one Auditorium with capacity of
300 persons including balcony. For construction of the new cultural hall, a
consultant has been hired by aurangabad Municipal corporation, Aurangabad to
prepare the detailed estimate, architechetural drawings and structural drawings for
the proper planning of construction of commercial complex, auditorium,
banquet and exhibition hall at Buddi lane, opposite Jama Masjid, Aurangabad.
The newly proposed complex is of G+2 RCC structure. There are shops, offices,
Banquet Hall and Auditorium with HVAC,fire fighting Rain water arrangements.
Total capacity of each auditorium and banquet hall is around 600 persons. The
project cost of this project is Rs.32,01,93,000/-. This project will be constructed
with grant from Ministry of cultural affairs Govt. of India under Tagore Cultural
Complex scheme. The matching share of total project cost is here as below:

1.Total cost of project: Rs. 32,01,93,0001-


2.Matching share 60% of the project cost from Govt. of India Rs. 19,20,00,0001-

Matching share 40% of the project cost from Govt. of India Rs. 12,81,93,000/-

The maintenance and running cost of this project will be borne by Aurangabad Municipal
corporation, Aurangabad from its own funds.

Keeping in the view of the above the construction of multipurpose auditorium at Nehru
Bhawan,Buddi lane is feasible and will be beneficial for the residents of Historical
Aurangabad city as wekk as the surroundings districts.

SUBJECT: Post-completion plan to show how the organization will manage the operation
and Maintenance of the facility created through the project and meet the recurring
maintenance/operational costs.

Aurangabad Munipal Corporation, Aurangabad intends to construct a multipurpose


auditorium at the already existing cultural hall-building namely ‘Nehru Bhawan’ which is to
be demolished as it is in dilapidated conditions. The Existing old building of Nehru Bhawan
was constructed in the year 1982 at the time of Municipal Council. The building was
constructed in partially load bearing and framed structure type, and has one auditorium
with capacity of 300 persons including balcony. For construction of the new cultural hall, a
consultant has been hired by Aurangabad Municipal Corporaation to prepare Details
estimate, Architectural drawings and Structural drawings for the proper planning for the
construction of commercial complex, auditorium, banquet and echibition hall at Buddi lane,
opposite to Jamia Masjid, Aurangabad. The newly proposed complex is of G+2 R.C.C
structure. There are shopes, offices, banquet halls and auditorium with HVAC, fire fighting,
rain water harvesting arrangements. Total capacity of each auditorium and banquet hall is
around 600 person. The total project const is Rs 32,01,93,000/-.
The project will be constructed with the help of grant of Ministry of cultural Affairs,
Government of India under Tagore cultural Complex Scheme. The matching share of total
project cost is here as below:

1. Total cost of the project Rs 32,01,93,000/-


2. Matching share, 60% of the project cost from GoI Rs 19,20,00,000/-
3. Matching share, 40%of the project cost AMC, Aurangabad Rs 12,81,93,000/-

The maintenance and running cost of the project will be borne by Aurangabad
Municipal Corporation, Aurangabad from its own funds.

After the successful and fruitful completion of the Aurangabad Municipal


corporation’s previous project namely “ Chhatrapati Sambhaji Raje Shopping
Complex and Stadium:, T.V centre, Cidco, Aurangabad. The AMC, Aurangabad
intends to construct the above said proposed project on the same basis, by raising
the funds by giving the shops and offices on long term lease , i.e, 30 years lease. That
means this project is Self sustainable project. It is expected the AMC will receive
capital gain by leasing out the shops and officers to the interested parties by calling
open bid is as stated below:

 Sale of shops/ Anchor shop at ground floor Rs 7,89,00,000/-


(@ Rs 1,10,000/- per sq.m. for 717.72sq.m. Road facing shops)

 Sale of shops/anchor shops at first floor Rs 5,70,00,000/-


(@Rs. 95,000/- per sq.m. for 599.60 sq.m. Road facing shops)

 Sales of offices Rs4,60,00,000/-


(@Rs. 75,000/- per sq.m. for 614.00Sq.m. at Prime location)
Monthly revenue will be collected by rent( for running costs)
Rentals will be collected from banquet hall/ auditorium:

 Collection of rent from Banquet hall Rs. 45,00,000/-


(Rs. 30,000/- per day during peak wedding days in high seasons for capacity
of 400-500 persons)

 Collection of rent from Auditorium Rs. 30,00,000/-


(Rs. 30,000/- per show/ceremony of 3-6 hours for capacity of 400-500
persons)

 Optional : food court over terrace will attract rentals from food kiosk Rs
30,00,000/-
(with approx.. 20-25 number of shops)

In this manner, Aurangabad Municipal Corporation, Aurangabad will manage


the operation and Maintenance of the facility created through the project
and meet the recurring maintenance/ operational costs.
