Introduction of National School

Safety Programme (NSSP)


National School Safety Programme (NSSP) is a 100% centrally demonstrative project. It
is being implemented by National Disaster Management Authority (NDMA) in collaboration
with Ministry of Human Resource Development on pilot basis in 43 districts of 22
states/UTs of the country falling in seismic zone IV & V. 200 schools from each of 43
districts are targeted under this project.

Vision:

 To promote a culture of safety in the school.

Objective:

 To initiate policy level changes for ensuring safe school environment.


 To sensitize children and the school community on disaster preparedness and safety
Measures.
 To motivate direct participation of key stakeholders in activities that would help
National building towards a disaster resilient community.
School  To promote capacity building of officials, teachers and students.
 To carry out information, Education and Communication (IEC) activities in schools
Safety and associated environment.
 To implement non-structural mitigation measures in selected schools.
Programme  To carry out demonstrative structural retrofitting in selected schools.

Components under NSSP:

Capacity Building in 200 schools each of 43 districts in 22 states/districts in India


 Preparation of School Disaster Management Plans in 200 schools in targeted districts
and its review and approval.
 Development of teachers training module on school safety and training of Master
Trainers, Teachers and as per this module.
 Distribution of school Disaster Preparedness Kits to 200 schools in targeted district.
 Conduct Mock drills in 200 schools in targeted districts
IEC activities

 Translation, Printing and dissemination of IEC in local language.


 Sensitization programmes at state and district level.
Non-structural Measures
 Rapid Visual Screening (RVS) of 200 schools in each of the 43 districts of 22

Need of School safety in Tripura
Tripura is 3rd smallest state in North-Eastern India. Total area of the state is
10459 sq. km. The state is diversified with the combination many rivers, hills,
hillocks & plain land. Completely filled with the natural beauty, the state is also
vulnerable to different natural disasters. Tripura is lying in earthquake seismic zone-
V, where there is a possibility of occurring devastative earthquake of 8 and more
magnitude in Richter scale. The state is very much prone to cyclone. Every year the
state is affected by locally generated storms and also affected by cyclones formed in
the Bay of Bengal due to low pressure. Hilly areas of the state are prone to
landslides. Heavy precipitation during Kalbaisakhi & South-West monsoon causes
landslides in the hilly areas and soft formation of soil is also a big reason of
landslide. 38 % of the plain area is prone to floods. During South-West Monsoon
season, the state mostly suffers from flood.

Basically the National School Safety Programme is for the state falling
under earthquake seismic zone IV & V.

Implementation of National School Safety Programme (NSSP) in


Tripura:
National As Nodal Department, the Revenue Department is the implementing agency
School of NSSP in Tripura. The NSSP was formally launched in the state with the support
of School Education Department, Government of Tripura on 10th December 2012 at
Safety Pragna Bhavan. At the time of first implementation of the programme, there were
Programme total 4 districts in the state, out of which West Tripura & North Tripura districts were
selected for this project. Later, the 4 districts were segregated into 8 districts, in
which the two programme districts were converted into five districts. As the
programme already launched, Govt. decided to carry on the programme in old two
district areas which are newly 5 districts. The programme is divided into 5 districts
from 2 districts i.e. erstwhile West Tripura into present West Tripura, Khowai &
Sepahijala and North Tripura into present North Tripura & Unakoti district.

Initially the project period was upto June 2014. Many states could not
complete the major activities allocated under the programme within timeframe. As
per the decision taken in a meeting held in presence of the representatives from
many implementing states, the National Disaster Management Authority (NDMA)
was extended the programme upto 30th June 2015. The decision was taken for
smooth & successful completion of the incomplete activities in extended period.

As approved by Government of India, the National School Safety


Programme (NSSP) is being implemented in Tripura in identified 400 schools @200
schools in each of erstwhile West Tripura and North Tripura Districts. Later, 400
schools divided into 5 districts as described above. The distributions of programme
schools are given as under.

In above table, it is shown that NSSP has been extended further 223 no
schools, as there was demand from District Administration of the respective
dentified districts to increase the number of schools keeping in view the
vulnerabilities of the state. Now, all the identified schools are successfully
implementing all the components as assigned to each school.

District wise implementation of NSSP:
i) West Tripura District: The District Administration & District Education
Officer selected 4 nodal centers for effective implementation of the activities and
close monitoring. The identified 4 nodal centers are: Mohanpur HS School, Amtali
HS School, Ranirgaon HS School & Maharani Girls HS School. But the overall
implementation and monitoring of the activities of the district was done from District
Education Office, West Tripura District.

ii) Activities in other 4 districts i.e. Sepahijala District, Khowai District,

by the respective District Administration and District Education Office.

Selection of schools:
National As per requirement of National Disaster Management Authority (NDMA),
School the Revenue Department advised the School Education Department to identify 400
Safety schools @ 200 schools from erstwhile West Tripura and North Tripura District on
the basis of geographic location, vulnerability, condition of school building, density
Programme of students and proximity to local hazards. Later, the inclusion of schools have been
increased by District Education Officer on demand of District Magistrate &
Collector of the respective districts in a condition that allocation of fund to the
extended schools may not be as per the NDMA guidelines.

Human Resource Support:


For successful implementation, execution, monitoring & evaluation of the
programme at state and district levels, 2(two) District Project Coordinators (DPCs)
for each of erstwhile West Tripura and North Tripura District and one Accounts
Officer at state level have been provided.

However, the State Project Officer (SPO), Revenue Department has been
identified as State Nodal Officer for implementation of the programme in
coordination with the DDMAs and School Education Department.

Technical support:

To support the state government for conducting training of teachers and


students of the identified schools, 10 Master Trainers have been trained on School
Safety from National Institute of Disaster Management (NIDM).

To provide technical support to the state government, 4 engineers from Rural


Development Department and PWD (R&B) have been trained on Rapid Visual
Screening (RVS), Non-structural Mitigation (NSM) & retrofitting from IIT-Roorke.

Component wise implementation of
NSSP in Tripura:
There are 14 components under which the fund were allocated. Out of these, few
activities were implemented by the school authority and remaining activities were
implemented centrally by the Revenue Department.

Preparation of School Disaster Management Plan (SDMP)


As per the guidelines of National School Safety Programme (NSSP) for
preparation of School Disaster Management Plan, all the identified 400 schools have
prepared the SDMP and shared copy of the plan each to the District Administration
and District Education Office, duly approved by School Disaster Management
Committee (SDMC).

Recognition of SDMPs:
National Revenue Department had taken an initiative to reward the best SDMPs from
School all the 5 identified districts to motivate the school authorities. Accordingly, in a state
level programme on 29th May 2014 in Sukanta Academy, the best schools were
Safety awarded for preparation of good quality SDMP.

Translation into regional language and printing of teachers
training module
Teachers training module on school safety have been translated into Bengali
and distributed to the schools for imparting training to the Master Trainers, Teachers
based on this module. More 2 books in English have been printed and distributed
along with Bengali training module to the schools.

Training of Trainers
A state level Training of Trainers (ToT) on school safety was
conducted by Revenue Department by technical support of Geo Hazard Society
(GHS), New Delhi on 10th & 11th July, 2013 at Sri Krishna Mission School, Agartala
in two batches. Total 139 teachers and engineers were trained on technical & non
technical aspect of the project. After the ToT, action plan and guidelines were
provided to the District Authorities and the Master Trainers for organizing district
and Sub District training programme for selected school teachers from the identified
school.

Review of and approval of School Disaster Management Plans


(SDMPs)

SDMPs prepared by the identified schools were further reviewed by
the School Disaster Management Committee of the school and District
Project Coordinator of NSSP. The schools have been instructed to review the
plan once in a half year. In the meantime, all the schools have reviewed their
SDMPs minimum 3 times.

Preparedness Kit
Funds have already been placed and a standard list of the materials
for the kit provided with the schools for procurement of the disaster
preparedness kit. It has been observed that the fund is not sufficient for
procurement of kits according to the strength of the students in a school.
Within this limited fund, few survival kits and first aid kits were identified by
the district authorities and distributed to the schools.

In West Tripura & Sepahijala District, fund was allocated to every


identified school for procuring disaster preparedness kit as per the list shown
above and in Khowai, North Tripura & Unakoti Districts, kits were procured
and distributed centrally by District Administration.

Mock drill

The state has carried out the targeted mock drills in all identified
schools and in extended schools as per mock drill guidelines developed by
the state government. These schools are continuing mock drills and
evacuation drills in the schools by involving line agencies like Fire service,
Civil Defence, Electricity Department, Health Department and NGOs in
every 3rd Saturday of every month as per the notification issued by the
Director of School Education Department. If the 3rd Saturday is a holiday, the
same will be done on 4th Saturday. The district authorities and Education
department are monitoring the drills and submitting report to the Revenue
Department. The notification School education department may be seen at
annexure.

Translation, Printing and dissemination of IEC

10000 posters on earthquake in Bengali language have been


developed, printed and distributed in phases to all NSSP identified schools
and non-identified schools for sensitize the school children. Five story books
including 3 story books on Floods and 2 story books on earthquakes namely
“Jaya o Ranar Galpo” have been developed in Bengali. 5000 nos @ 1000
nos each quantity of story books have been printed and made a 1 set with
books of each and distributed to the identified 400 schools. Various CDs,
DVDs etc on disaster management subjects, jingles, powerpoint presentations
and related documents were also distributed for conducting training
programmes, sensitization programmes and mock drills.

A video documentary on school safety in Bengali language has been


prepared by the Revenue Department based on the information of state and
shared with all stakeholders.

Sensitization programme at state/UTs level


On the 19th September, 2014 a district level School Children
Sensitization Programme was organized by Revenue Department at Rabindra
Satabarshiki Bhavan, Agartala, where 1300 students from
different schools were participated. Minister Revenue,
Secretary Revenue, Director Fire Service, DM & Collector,
West Tripura District & Resource Persons from NDMA &
NIEST were present.

Similarly, on the 7th February 2015, North Tripura


District Administration organized a School Children
Sensitization Programme in Vivekananda Sardha
Satabarhiki Bhavan at Dharmanagar. 1000 students from
every nook & corner of the district were participated in the
programme. To ensure the maximum participation of the
students from the interior areas, the District Administration
and Sub Divisional Magistrates were arranged necessary
transportations.

Grant-in-aid to State Education Departments

Fund allocated under this component was utilized for procurement of


400 nos mega phone for distribution to the identified schools. There was a
demand from every school authority to provide a mega phone for using in
mock drills and as warning system during emergency.
The fund also utilized to strengthen Disaster Management Cell in the
Directorate of School Education by providing computer and other assets.

Rapid Visual Screening

So far, 150 schools conducted the RVS with the four trained Engineers
who were trained from IIT-Roorkee. The existing manpower seems to be
insufficient to take up this RVS and they were very busy with their parent
departments.

carrying out RVS for all 400 schools considering the need of additional
School manpower and time lines, the Revenue Department was decided to engage an
Safety expert agency i.e. Geo Hazard Society, New Delhi for carrying out RVS for

Non Structural Mitigation (NSM)

In the first phase, NSM have been undertaken in the 20 schools, as


demonstration purpose, by engaging Geo Hazard Society with the support of
Trained Engineers in the state. To complete the activity in remaining 380
schools, Revenue Department has developed a standard estimate for NSM to
follow by all school authorities to conduct NSM. In the meantime, one
specialized agency in Tripura “Good Luck Engineering” has been identified
and engaged for NSM in the remaining schools. Accordingly, the agency
completed NSM in the schools.

School Structural Retrofitting of one school each in 22
Safety states/UTs
Programme Initially, Bodhjung Boys H.S. School was selected for demonstrative
retrofitting work by PWD(R&B). But it was found that Education Dept
received fund for construction of new building by demolishing existing one.
The State Government taken up the identified school for construction of new
building and Education Department identified the 100 years old school
building, Umakanta Academy for retrofitting under NSSP. Accordingly, the
fund earmarked for the purpose was released to PWD (R&B).

Afterward, Government of Tripura decided to demolish Umakanta


Academy for construction new building in place. Then Revenue Department
requested to School Education Department to identify another school for
completing the work in time for third time. The Education Department
selected Sukhamoy HS School, Airport Road, Agartala, as the school is very
old and its week structure, which is vulnerable to earthquake. PWD (R&B)
has been requested to take up Sukhomoy HS School for retrofitting.

In the process of selection of school for this demonstrative activity,


the project got delayed and could not complete in time. Now the project is
being undertaken by PWD (R&B) and informed by PWD(R&B) in last SEC
meeting, the retrofitting will be completed by December, 2015. Now the
work is under process.

1. Observance of Kangra Earthquake Anniversary :

On the 4th April 2014, anniversary of 1905 Kangra Earthquake was observed
by organizing rally, mockdrill, art competition, pledge reading etc in every schools
under NSSP as well as other unidentified schools.

National 2. Observance of Netaji’s Birth Day:


School A tableau was displayed by Revenue Department on the occasion of the birth
Safety day of Netaji Subhas Chandra Bose on 23rd January in the year 2014 & 2015
consecutively. The theme of the tableau was to „Drop, Cover & Hold on‟ at the time
Programme of earthquake during school hour. The tableau was presented in the colourful
procession which moved through the main streets of Agartala.

3. Observance of International Day for Disaster Reduction (IDDR):


To sensitize the school children, a rally was organized on IDDR involving
400 students from 10 schools. The rally walked through the Agartala city and the
students were holding flexes and banner of do‟s & don‟t of different hazards.

All the identified schools were instructed to observe IDDR and accordingly
most of the schools performed mock drill or evacuation drill and other activities
following pledge reading.

IDDR was observed by the identified schools in two consecutive years 2013
& 2014.

The district and local authorities were also observed the IDDR by involving
the schools by conducting various awareness activities such as rally, street play, quiz
competitions, evacuation drills, pledge taking, painting/essay/debate competition etc.

4. Art & Poster Competition:


National
On the 25th May 2014, an art & poster competition based on disaster
management was organized by Revenue Department in the premise of MTB Girls
School HS School. Above 250 participants took part in the competition. The winners of the
competition were awarded in a state level programme organized by Revenue
Safety Department.

Prize winning arts & posters are being used in different IEC materials developed by
Programme Revenue Department.

5. Extempore Speech Competition:


On the 30th May 2015, an extempore competition on disaster management
was organized for school students at Sukanta Academy, Agartala. The students from
different schools participated in the competition. The competition was judged by a
panel of 4 members jury.

6. Display of safety tips in News papers, magazines etc:
Safety tips on earthquake for school students, guardians, teachers and other
stake holders of the schools were published in the newspapers, magazines, journals
etc for mass awareness beyond the activities of school safety programme.

Monitoring
Sustainability of a project or programme depends on continuous monitoring
system. Success of the NSSP in Tripura describes its good monitoring system developed
by Revenue Department. For monitoring the project at state level, State Project Officer
was given the responsibilities as Nodal Officer. The SPO issues instructions of the State
Govt. to the DPCs and evaluates the status of the activities after verifying the reports of
the Districts. The Secretary of the Revenue Department monitors the activities in the
National monthly review meeting on monthly basis, where the SPO presents the up-to-date status
of the activities of all the districts.

School Two standard reporting formats were developed by the Revenue Department and
provided to the DPCs for monthly reporting. As per the formats the DPCs sends the
Safety report to the Revenue Department and the Accounts Officer compiles the report for
further sending to the NDMA.

Programme At the District level, the DPCs implement and closely monitor the activities with
the support of DDMAs and District Education Offices. The District Magistrate &
Collector would monitor the activities in the District level review meeting in the
presence of District Project Coordinator, District Education Officer, SDM, Inspector of
School, Head Master, Head Mistress and other trained teachers.

Constraints
1. The RVS & NSM could not be completed due to lack of adequate
technical persons / Engineers. The Engineers who were trained from IIT-Roorkee for
technical support of the project, have been over burdened with the workload of their
parent department and could not spare adequate time for these activities. Even, there
are no such expert agencies for undertaking RVS & NSM in the identified schools in
the state. Having no options, the state Government was decided to engage Geo
Hazard Society to complete the said work.

2. Demonstrative retrofitting of a school building is another constraint of


NSSP in the state. The retrofitting work could not be completed in time due to
selection of a vulnerable school building. The state government selected the school
National for three times to finalize at its third attempt due to construction of new building at
the selected site. For that reason, Bodhjung Boys HS School and Umakanta
School Academy were withdrawn from retrofitting work. Hence, the retrofitting of the
identified school building is getting delayed.

3. Fund was another big concern in proper implementation of the project.
Programme There are many hidden costs such as office expenses, travelling expenses, expenses
for training to DM Teams, which could not be covered by the fund provided under
the components of NSSP. Fund allocated for disaster preparedness kit was not
sufficient for procurement of materials as per list.

4.There was a lack of coordination from school authorities on


implementation of many important components such as:

 Untimely and improper preparation of School DM Plan


 Many schools have prepared SDMP without constituting School DM
Committee
 Mock drills and evacuation drills are not being conducted in 3rd
Saturday of every month
 Trained teachers are not being utilized properly in training and awareness
programme in the schools
 Many schools constituted DM Teams but not yet trained
 DM Plans not being updated half yearly
 Lack of interest among the teachers
 Fund placed with the schools were not utilized in time

5. Transfer of trained teacher from one to another school is a big problem.


So the schools could not carry out the activities without trained teacher.

6. Issue of late instruction to the schools from the Directorate of School


Education.

7. Lack of implementation and disbursement of fund to the school and


monitoring of the programme activities by the District administration and District
Education Office. Sequences were not maintained in activity wise in many schools.
Reporting of the districts were not uniform at all times, hence affect the monitoring
process.

SWOT
Strength:
I. Culture of Safety has been created in the schools by showing interests
towards disaster preparedness among teachers and students.
II. 400 schools have SDMP, SDMC and DMTs and trained teachers in which
more than 1,00,000 trained education fraternity have been created.
National III. Vulnerability assessment of the school building has been done and
structural and non structural measures are being thought of.

VII. Most of the schools DMTs have not trained on practical first aid and
search & rescue techniques.

Analysis
Opportunity:
I. School may continue DM activities by the materials provided
under this project.

The assessment team had the following observations and recommendations
on each school.

1. Sukhamoy Higher Secondary School, Agartala, West Tripura


 The main building (A) of two floors has only one staircase which may impede smooth
evacuation in any emergency.
 In building C, the roof slab needs to be inspected closely and repaired as required.
 In all masonry buildings, there are no earthquake resistant provisions such as plinth, lintel
and roof/gable bands. These may be retrofitted as per IS: 13935 (Repair and Seismic Strengthening
of Masonry Buildings) and 1.S: 13828 (Improving earthquake resistance of low strength masonry
buildings - Guidelines)
 The roof trusses are to be properly anchored to the top of the walls and the CGI sheet roof
National panels need to be securely anchored to these trusses.
 The earthquake safety of the false ceiling in the new auditorium may be assessed.

Programme  The cracks observed near the arches needs more detailed investigation to ascertain the cause
and for deciding on remedial action.
 Drainage and waterproofing needs have to be addressed. Poor drainage on the roof will
eventually damage the roof and walls.
 Parapets and decorative elements on the roof need to be checked for stability in earthquake
shaking.
 Non-structural risk mitigation to be taken up in office rooms, libraries and laboratories
 The clutter of old furniture needs to be cleared to prevent it from becoming a fire hazard.
These can also block exit routes in earthquake shaking.
 Provision for making and vending tea within the building is a safety hazard.

3. Sekerkote Higher Secondary School, Sekerkote, West Tripura


 All false ceilings in the school need to be inspected for earthquake safety. Additional cross
bracing may be provided to prevent it from collapsing in earthquake shaking.
 In all buildings in the school, there are no earthquake resistant provisions such as plinth,
lintel and roof / gable bands. These may be assessed in detail and retrofitted as per IS: 13935 (Repair
and Seismic Strengthening of Masonry Buildings) and I.S: 13828 (Improving earthquake resistance
of low strength masonry buildings - Guidelines)

and roof/ gable bands. Classrooms are long, lack cross walls and hence offer no lateral
bracing. These may be assessed in detail and retrofitted as per IS: 13935 (Repair and Seismic
Strengthening of Masonry Buildings) and LS: 13828 (Improving earthquake resistance of low
strength masonry buildings - Guidelines)

damaged the roof and walls and since then adequate spouts have been provided. However, the RCC
slab has to be examined and repaired before undertaking thorough water-proofing.
 The electrical main switch on a wall that is damp has to be moved to a safer location to
prevent electrical hazards.
 Non-structural mitigation work has to be done in the school.

9. Bir Bikram Institute Higher Secondary School, Dharmanagar, North Tripura


 All old masonry buildings do not have earthquake resistant provisions such as plinth, lintel
and roof / gable bands. Classrooms are long, lack cross walls and hence offer no lateral bracing.
These may be assessed in detail and retrofitted as per IS: 13935 (Repair and Seismic Strengthening
of Masonry Buildings)
 False ceilings in all masonry buildings to be braced.
 Non-structural mitigation work has to be done in the school.
 In the new building, urgent roof maintenance is needed. Constant water tank overflows and
poor maintenance have allowed growth of vegetation on the roof. This will soon lead to leakages
and roof and wall damages
 The water tanks are not anchored and will slide and fall in moderate to strong earthquake

shaking. These can be prevented by providing guard rails around them. Water lines connecting to
the tanks may be provided with flexible connections to improve resistance to breakages in

10. Chandrapur Higher Secondary School


 The older masonry building does not have earthquake resistant provisions such as plinth,
lintel and roof / gable bands. Classrooms are long, lack cross walls and hence offer no lateral
bracing. These may be assessed in detail and retrofitted as per IS: 13935 (Repair and Seismic
Strengthening of Masonry Buildings)
 There seems have been a complete lack of maintenance in this school building. Hence, before
any retrofitting works are carried out, urgent maintenance works have to be carried out to address

12. Kalacherra Higher Secondary School


 There is only one functional staircase in the main building and there needs to be provision
for a second staircase for emergency exit. Due to the presence of a security grill, even rooms in the
ground floor have to use the same single exit which will create bottlenecks in emergency
evacuations.
 In the masonry buildings in the school, there are no earthquake resistant provisions such as
plinth, lintel and roof / gable bands. These may be assessed in detail and retrofitted as per IS:
13935 (Repair and Seismic Strengthening of Masonry Buildings) and I.S: 13828 (Improving
earthquake resistance of low strength masonry buildings - Guidelines). All children from class I till
class X are in these vulnerable masonry buildings.

 The hall room and dining room are supported on unanchored wooden posts without
connections that need to be replaced immediately.
 Non-structural mitigation work has to be completed in the school.

13. Bakbaki Higher Secondary School


 Retrofitting the existing building may not be cost effective as the building is in a
dilapidated condition. The new school building will have to be completed in time for the next
school year, so that the staff and students do not remain in highly vulnerable buildings. If the
buildings are planned to be retained, they have to be retrofitted as per the IS: 13935 (Repair and
Seismic Strengthening of Masonry Buildings) and I.S: 13828 (Improving earthquake resistance of
low strength masonry buildings - Guidelines).

National  The design and execution of the new buildings in the campus has to be reviewed to ensure
earthquake resistance.
School  Non-structural mitigation work has been done by fixing cupboards etc. to extremely weak

Strengthening of Masonry Buildings) and LS: 13828 (Improving earthquake resistance of low
strength masonry buildings - Guidelines).
 The main building has two exits next to each other and hence one of these is kept locked
permanently. A second exit is required for safe evacuation in emergencies.

15. Bishalgarh Higher Secondary School, Bishalgarh, Sepahijala District


 The buildings on the campus have seismic resistant features. These buildings have to be
retrofitted as per the IS: 13935 (Repair and Seismic Strengthening of Masonry Buildings) and LS:
13828 (Improving earthquake resistance of low strength masonry buildings - Guidelines).
 In building B, the columns supporting the verandah roof are standalone brick pillars which
need to be connected to each other and to the building with bands during the retrofitting.
 The main building and the computer building have only one exit-even though these are single
storeyed buildings. Additional openings may be provided.

16. Boxanagar Higher Secondary School, Boxanagar, Sepahijala District

19. Kalyanpur Higher Secondary School, Kalyanpur, Khowai District


 The school has single entrance and exit which could impede evacuation in emergencies. A
secondary exit maybe opened towards the open ground to be used in emergencies only.
 None of the buildings (including the Kristi Bhavan and the BRC) in the campus have seismic
resistant features such as plinth, sill and gable bands. These buildings have to be retrofitted as per the
IS: 13935 (Repair and Seismic Strengthening of Masonry Buildings) and IS : 13828 (Improving
earthquake resistance of low strength masonry buildings - Guidelines).
 Maintenance of the buildings was found to be poor and several walls were cracked,

damp and shorn of paint.
 False ceilings in the classrooms, library, lab etc. were found to be in abysmal condition and
needs to be replaced with adequate resistance to earthquake shaking.
 Several old files and other clutter were found collected in various parts of the school
including the Principal's office. This presents a major fire hazard and may be removed from t he
premises. _
 A tributary of the Khowai River flows behind the school and is eroding the slope
beside the school in two places as shown in the report. A slope 'stability investigation may be
carried out and corrective steps may be taken if found necessary.
