As per the Landlord and tenant Act 1985 (Under Section 8 & 11), The Housing Act 2004 (Schedule 4, part 2 & 3) and British Electrical
Standard (BS 7671:2011) regulation your consumer board does not meet current requirement and classified as unsafe property.

1. It does not have the safety breaker unit which is called residual current devices (RCDs) . An RCD is designed to protect against the risks
of electrocution and fire caused by earth faults. As your property does not have this breaker which could cause life threatening injury.
