A. INTRODUCTION

The National Service Training Program (NSTP) Law or Republic Act 9163 is a program aimed at
enhancing civic consciousness and defense preparedness in the youth by developing the ethics of
service and patriotism while undergoing training in any of its three (3) program components specifically
designed to enhance the youth’s active contribution to the general welfare.
The primary objective of the NSTP law (R.A. 9163) is to promote the role of the youth in nation-
building. It aims to encourage the youth to become civic and/or military leaders and volunteers whom
could be called upon by the nation in case their services are needed.

B. LEARNING OBJECTIVES
1. discuss the provisions and policies of Republic Act No. 9163-the NSTP Act of 2001;
2. explain the guidelines for the National Service Reserve Corps (NSRC); and
3. state the prime duty of the youth to their country.

C. LEARNING CONTENT
The National Service Training Program (NSTP), is a civic education and defense preparedness program
students instituted by the government of the Philippines on 5 January 2000 by virtue of Republic Act 9163,
otherwise known as the "National Service Training Program (NSTP) Act of 2001."

Under the NSTP Program, both male and female college students of any baccalaureate degree course
or technical vocational course in public or private educational institutions are obliged to undergo one of
three program components for an academic period of two semesters. The students, however, are free to
choose which particular program component to take.

The three NSTP Program components are:

1. Civic Welfare Training Service (CWTS)


This program component is designed to provide students with
activities contributory to the general welfare and betterment of
life of the members of the community especially those developed
to improve social welfare services.

2. Literacy Training Service (LTS)


This program component is designed to train students in teaching literacy and numeracy skills to
schoolchildren and out-of-school youths. The hope is to continue learning on a peer - to - peer
interaction

3. Reserve Officers' Training Corps (ROTC). This program component is


designed to provide military education and training for students to
mobilize them for national defense preparedness. This is also a
glimpse for young people to see how military life is and encourage
them into service.

Graduates of the ROTC program component are organized into the Citizen Armed Force, while graduates of
the LTS and CWTS program components are organized into the National Service Reserve Corps (NSRC)
administered by the Department of National Defense, the Commission on Higher Education and Technical
Education and Skills Development Authority

Program Implementation:

Who are required to complete one (1) NSTP component of their choice as a graduation requirement?
All incoming freshmen students, male and female starting (SY) 2002-2003, enrolled in any
baccalaureate and in at least two (2) year technical- vocational or associate courses, are required to
complete one (1) NSTP component of their choice, as a graduation requirement.
All higher and technical- vocational education institutions must at least offer one (1) of the
NSTP components.

What is the duration and equivalent course unit of each of the NSTP component?
Each of the NSTP component shall be undertaken for an academic period of two (2) semesters
for 54 to 90 training hours per semester. It shall be credited for three (3) units per semester.

Is the NSTP available in all schools and universities?


All higher technical- vocational educational institutions offer at least one (1) of the NSTP
components while State universities and colleges offer ROTC component and at least one other NSTP
component. Private schools that have at least 350 student cadets offer the ROTC component through its
Department of Military Science and Tactics (DMST).

Guidelines for the National Service Reserve Corps (NSRC)

The National Service Reserve Corps, also referred to by the acronym NSRC (Filipino: Panlaáng Hukbong
Pambansang Paglilingkod ), is a unit composed of graduates of the Civic Welfare Training Service (CWTS)
and Literacy Training Service (LTS) components of the National Service Training Program, a civic education
and defense preparedness program in the Philippines. Members of this corps may be tapped by the state for
literacy and civic welfare activities. In 2010 the NSRC was mandated to be accredited and mobilized for the
delivery of disaster risk reduction programs and activities.

A. Background Section 11 of RA 9163/ or the National Service Training Program Act 2001 specifically provides
for the creation of a National reserve Corps (NSRC), composed of graduates of the non-ROTC Components:
the Civic Welfare Training Service (CWTS) and Literacy Training Service (LTS). Members of this Corps may be
tapped by the State for literacy and civic welfare activities, through the joint efforts of DND, CHED, and
TESDA.

Mission
To provide a trained and motivated manpower pool that can be tapped by the State for civic welfare, literacy,
and other similar endeavors in the service of nation.

Functions
a. To assist in the disaster preparedness, mitigation, response, and rehabilitation programs
b.) To serve as an auxiliary to the Disaster Coordinating Council (DCC) response units
c.) To assist in the promotion of civic welfare activities
d.) To assist in socioeconomic development
e.) To assist in environmental protection
f.) To perform other similar endeavors

Composition
The NSRC shall be composed of the graduates of CWTS and LTS components of the NSTP.
The NSRC is organized under the umbrella of the National Disaster Coordinating Council (NDCC). It shall have
a national, regional, provincial, and city/ municipal level of organization parallel to the Disaster Coordinating
Council (DCC) structures at all levels. The DCC centers shall serve as the headquarters of the NSRC at the
respective level organization. Its National Center shall be based at the respective level organization. Its
National Center shall be based at the NDCC Disaster Preparedness Center, Camp General Emilio Aguinaldo,
Quezon City. A Secretariat at all levels shall be organized and composed of representatives from CHED and
TESDA.

Guiding Principles of NSTP


What is the guiding principle of this Act?

Section 1 of the Implementing Rules and Regulations of the NSTP


states that:
“While it is the prime duty of the government to serve and
protect its citizens, in turn, it shall be the security of all the
citizens to defend the security of the State, and in fulfillment
thereof, the government may require each citizen to render
personal military or civil service.

Therefore, the National Service Training Program (NSTP) reaffirms the prime duty of the
government to inculcate in the minds of the students and youth their role in nation building as
embodied in the 1987 Philippine Constitution. It shall be the responsibility of all citizens to defend the
security of the state. Such responsibility, however, not only calls for a response to do personal military
service but personal civic service.

Section 2 of the Implementing Rules and Regulations of the NSTP provides:


“a. In recognition of the vital role of the youth in nation-building, the State shall promote civic
consciousness among them and shall develop their physical, moral, spiritual, intellectual, and social well-
being. It shall inculcate the ideas of patriotism, nationalism, and advance their involvement in public and
civic affairs”.
“As the most valuable resource of the nation, they shall be motivated, trained, organized, and
involved in military, literacy, civic welfare programs, and other similar endeavors in the service of the
nation.

The youth plays a great role in nation-building. It has the power to help a country develop and move
towards progress. It also is responsible for bringing social reform within a country. The youth of
country determine the future of a nation.
