DOLE Department Order 198
DOLE requires that all safety and
health personnel receive OSH
orientation or training. The training
must be documented by the
issuance of a certification by DOLE
or a DOLE-Accredited Training
Organization. DOLE shall prescribe
The following are the minimum
requirements for all safety and health
personnel:

SAFETY OFFICER 1 (SO1)
• Mandatory eight (8)-hour OSH orientation course applicable to its industry such as:

1. General Industry - Basic OSH Orientation Course,


2. Construction Industry - Construction OSH Orientation Course, • Maritime Industry -
Maritime OSH Orientation Course, or
3. Other industry specific course as may be prescribed; AND

• Two (2)-hour trainers' training.


SAFETY OFFICER 2 (SO2)
• Mandatory forty (40)-hour OSH training course applicable to its industry such as:

1. General Industry - Basic OSH Orientation Course,


2. Construction Industry - Construction OSH Orientation Course, • Maritime
Industry - Maritime OSH Orientation Course, or
3. Other industry specific course as may be prescribed.

SAFETY OFFICER 3 (S03)
• Mandatory forty (40)-hour OSH training course applicable to its industry such as:
1. General Industry - Basic OSH Orientation Course,
2. Construction Industry - Construction OSH Orientation Course, • Maritime
Industry - Maritime OSH Orientation Course, or
3. Other industry specific course as may be prescribed.

• 2. Additional forty-eight (48) hours of advanced/specialized occupational safety


training course relevant to the industry (e.g., Industrial Hygiene, Safety Audit,
Accident Investigation, OSH Programming, Chemical Safety, etc.); AND

• 3. Other requirements as prescribed by the OSH standards.

SAFETY OFFICER 4 (SO4)
• Mandatory forty (40)-hour OSH training course applicable to its industry such as:
1. General Industry - Basic OSH Orientation Course,
2. Construction Industry - Construction OSH Orientation Course, • Maritime Industry -
Maritime OSH Orientation Course, or
3. Other industry specific course as may be prescribed.
• 2. Additional eighty (80) hours of advanced/specialized occupational safety training course
relevant to the industry (e.g., Industrial Hygiene, Safety Audit, Accident Investigation, OSH
Programming, Chemical Safety, etc.);
• 3. An aggregate of three hundred twenty (320) hours of OSH related training or experience
(additional training may be converted to years of experience where eighty [80] hours of
training may equal to one[1] year of experience and vice versa,); AND
• 4. Other requirements as prescribed by the OSH standards.

All workers must attend the DOLE-mandated workers' OSH
seminar, which must be attended by both workers and employers.
A standardized training module for safety and health personnel
must be implemented and updated on a regular basis.
The mandatory workers' OSH seminar may be conducted by the
establishment's safety officer or any certified OSH practitioner or
consultant.
Workers' OSH seminars and other trainings/orientations as
required by the employer and by law shall be provided at no cost
to the employee and shall be considered compensable working
time.

All personnel involved in the operation, erection, and dismantling
of equipment and scaffolding, structural erections, excavations,
blasting operations, demolition, confined spaces, hazardous
chemicals, welding, and flame cutting must receive specialized
instruction and training.
Such training shall include, among other things, topics on safety
and specialized PPE requirements for said high-risk world activities,
such as use, application, and handling, which can be provided by
DOLE, DOLE-Accredited Training Organizations, or PPE
Manufacturers.

Statistics
According to the World Health Organization (WHO),
that approximately 20-50% of workers are exposed to
various occupational hazards; in low- to middle-income
countries, this figure may be even higher (LMICs).
Occupational injuries affect nearly 960,000 workers or
more, resulting in the deaths of approximately 5,330
workers.

According to another study, 2.78 million work-related


deaths occur worldwide each year. The majority of these
deaths were caused by occupational diseases, which
accounted for approximately 2.4 million cases (86.3%) of
the total estimated deaths. The remaining deaths (13.7%)
were caused by fatal workplace accidents.

Risk Can Be Found in Any Workplace

Every workplace, from a busy construction site to a quiet business


office, has its own set of hazards. While an office space may appear
and feel safe in comparison, threats such as slips, trips, and falls,
unsecured equipment, and even asbestos can all pose significant risks
to workplace safety and should be addressed by employees.
It's critical not to become complacent about health and safety
procedures, and to remember that no workplace is completely safe.
Finally, health and safety should be an ongoing process that allows
employers to identify, monitor, and reduce workplace risk.

IMPORTANCE OF OSH TRAINING

Risks should be avoided or, if that is not possible, kept to a minimum,


as they can cause people to suffer, businesses to lose money, and economies
to suffer. As a result, both common sense and legislation require employers
to assess the risks to their employees and implement appropriate preventive
or control measures. However, identifying risks and designing preventive
measures is a time-consuming and ongoing process.
