Maintaining the NCP, and

Performing annual audits of the Plan.

KMA – The oil spill competent Authority

Maintain the contact list contact

Ensuring that manpower/equipment is current inventory

DG is responsible for distributing copies of this NCP and ensure all stakeholders
are fully conversant

Conducting regular reviews of scenarios, response strategies and technology

Amending the Plan after each exercise and ensuring that lessons learned are
implemented

Ensuring that sensitive area data is update

Overseeing training within the context of the Plan

During the activation of NPC he DG will be responsible for:

Overall management of emergency response operations

Ensuring that Operations are carried out safely, effectively, and efficiently

Serving as the primary National Incident Command Team contact person to the Cabinet
and KMA Board of Directors

The Environmental Unit Lead responsible for:
Providing advisory in the Planning Section on environmental affairs such as regulatory framework

Monitors the effectiveness of the spill response

Advises on the ecological impacts of the spilled material

Evaluates trade-offs and net environmental benefits of treatment and clean-up methods,

Coordinates the SCAT team

Collaborates with the Wildlife Branch monitors recovery

NDOC support for logistical functions such as:
Security

Resource Mobilization

EPRA has a critical role in
ensuring spill prevention,
preparedness and response
capabilities are in place
prior to approval (or
renewal) of the operating
license of any potential
polluter.

Consistent with the KPA oil spill contingency plan, KPA has an obligation to plan, resource,
and respond to all oil spills that occur within the harbour waters and port limits or that
occur outside port limits but may impact port operations.
During the Plan’s activation KPA :
Control Marine traffic

On-Scene Commander in charge of the Onsite Response Team (ORT).

Provide equipment and personnel

Will lead the Wildlife Branch in the
IMT to rescue and response to wildlife
affected by the spill. Work in
conjunction with Fisheries service

KCGS

Kenya Coast Guard Service (KCGS) is


responsible for enforcing maritime security and
safety, pollution control and sanitation measures
and prosecuting offenders.
KCGS are obligated to offer assistance in
environmental protection, including law
enforcement security or other operational
functions under the response management
organization

County Goverments, KDF, Other State Agencies and Private Sector

Provide technical expertise, advice, equipment and man power


during the response and assist in clean up as may be required.
