Chemical Hygiene Plan

POLICY

The Chemical Hygiene Plan provides Holly School Department with the policies, procedures,
and responsibilities within all chemistry laboratories on the premise. Holly School Department
shall provide personnel all information on the hazards to their health and safety in their work
environment. This provides personnel with the knowledge of recognizing and detecting potential
hazards. If any safety concerns arise, all personnel are instructed to contact their supervisor to
handle and remedy the situation if needed. The Chemical Hygiene Plan benefits the Holly School
Department’s personnel including faculty, staff, cleaning staff, students, and all involved in the
running and functioning of the chemistry laboratories.

I. Responsibilities

Chemical Hygiene Plan for Holly School Department provides that all personnel and students
must follow the Chemical Hygiene Plan.

A. Administration Responsibilities

Chemical Hygiene Officer shall be chosen and training for all personnel shall be given.
There must be time for set aside for staff to clean and they must be trained as well. There
needs to be routine inspections of all emergency equipment to ensure their working order.
Chemical inventory must be done annually and records of all chemical exposes and
accident must be available to all personnel.

B. Chemical Hygiene Officer Responsibilities

1. Appointed Chemical Hygiene Officer shall work with all personal to ensure proper
procedures are followed.

2. Officer must oversee the purchase of chemicals along with their proper disposal.
3. Safety Data Sheets (SDS) must be provided and maintained by the Officer.
4. Officer must oversee safety audits on a regular basis and provide training to all personnel
and students.
5. Officer must be up to date on current legal regulations on chemical safety in the
laboratory.

C. Instructor Responsibilities

1. Instructors shall follow the safety plan in all laboratories following the Chemical Hygiene
Plan.
2. The curriculum shall follow the safety plan allowing students to are safe.
3. All students must be supervised at all times by teachers and should never be left alone
under any circumstances.
4. If an instructor needs to leave the laboratory due to an emergency, all students will be
asked to leave the laboratory. If the instructor can wait for another instructor or other
personnel to be present to continue the laboratory, then they will do so.
5. Instructors must list all needed chemicals and equipment needed and their subsequent
experiments.

D. Responsibilities of Student

1. Students are responsible for their own personal safety by following the Chemical
Hygiene Plan and following all rules and regulations in the laboratory.
2. Students shall wear appropriate attire and personal protective equipment (PPE) during all
laboratory operations.
3. Students shall not push, shove, or “horseplay” in the laboratory.
4. Students are not allowed to perform any experiments that were not authorized by their
instruction.
5. Students must report any accidents, spills, or mishaps to their instructor and a report will
need to be filed.

II. Basic Safety Rules and Procedures

1. All personnel and students must know the location and how to use the safety equipment
including but not limited to:
a. Location of the following
i. Showers.
ii. Eyewash stations.
iii. Fire extinguishers.
iv. First aid kits.
v. Emergency exits.
b. The proper use and implementation of safety equipment.
2. Understand what chemicals are being used and the dangers they pose.

3. Understand and know how to use a Safety Data Sheet.


4. Properly dispose of all waste materials by following local, state, and federal disposal
regulations.
5. Accidents must be reported immediately to the instructor.
6. Do not taste chemicals.
7. Waft smells from chemicals towards your nose, do not smell directly from the container.
8. Do not pipette solutions by mouth.
9. Always wash hands thoroughly with soap and water before leaving the laboratory even if
gloves were worn.
10. No horseplay in the laboratory under any circumstances.
11. No food or beverages allowed in laboratory.
12. Do not apply makeup in laboratory.

III. Protective Clothing and Equipment

1. Proper clothing requirements:


a. Clothing must cover legs, torso, and feet to protect from chemical spills and
splashes.
i. Skirts and shorts are not allowed.
ii. Lab coats are ideal.
b. Clothing must be easily removable in case of emergency.
c. Clothing should be fire resistant.
d. Shoe wear rules:
i. Shoes must be closed toe.
ii. Sandals are not allowed.
iii. Gym shoes are allowed.
iv. Shoes with poor grip are not allowed.
v. Ankles must be covered from either the shoes, socks, or pants.
e. Rules for hair:
i. Hair must be pulled back.
ii. Hair must not be able to fall forward.
iii. Long hair should be kept in a bun, not a “ponytail.”
f. Contacts should never be worn in the laboratory and instead glasses must be worn
under safety goggles or glasses.
2. Personal Protective Equipment (PPE) requirements:
a. Eye and face protection must be worn while handling any chemicals such as:
i. Goggles
ii. Safety glasses
iii. Face shields
b. Respirators must be provided and worn to students if necessitated by the
chemicals handled.
c. Gloves must be worn when handling dangerous chemicals.
d. Lab coats must be available to students.
e. PPE must be inspected before each use.

f. Broken or damaged PPE will be reported and given to the instructor to be thrown
away.

IV. Control Measures

A. Engineering Controls

1. Laboratory Hoods:

a. Shall be implemented for all volatile chemicals or chemicals that possess the
ability to become volatile.
b. Shall be implemented for all chemicals with a permissible exposure limit (PEL) of
less than 50 ppm.
2. Laboratory Hood Proper Practices:
a. When not working in the hood, the sash shall remain closed.
b. When working in the hood, the sash shall be kept as low as possible.
c. Chemicals must never be stored within the hood.
d. Fume hoods must be functioning properly.
e. Fume hoods shall be tested regularly depending on the recommendations of the
manufacturer.
3. Acids shall be stored in a designated acid cabinet.
4. Flammable and hazardous chemicals shall be stored in a ventilated cabinet.
5. Acids will be stored in an acid cabinet.
6. A proper ventilation system shall be used with air intakes and exhausts.

B. Cleaning Procedures

1. All work areas must be kept clean and uncluttered.


2. Access to all emergency equipment shall not be obstructed in any way.
3. Chemicals and equipment must be labeled and properly stored.
4. All workstations must be cleaned at the end of each laboratory operation.
5. All water and gas must be turned off and checked to ensure they are off.
6. All chemical waste must be disposed of properly according to the Department of
Environmental Protection hazardous waste.

C. Hazardous Material Handling and Storage

1. Stored chemicals shall be organized according to their chemical compatibility and


exhaust ventilation shall be implemented if needed.
2. All flammable liquids shall be stored in fire cabinets and if possible, vent to the outdoors.
3. Ensure shelving is secure and that there is no damage or corrosion on any metal.
4. Chemicals should never be stored on the floor or above eye level except for large gas
cylinders that are too big to be stored on the shelves.
5. Properly secure and secure gas cylinders upright and far away from any sources of heat.
6. When receiving and storing new chemicals, read the warning labels to ensure they are
placed in the proper location.
7. Keep a complete inventory of all chemicals brought in and brought out of the chemical
storage room(s).
8. Chemicals should be dated upon receipt and should be dated when opened and when
disposal is needed.
9. All labels must be legible and contain pertinent information on the chemical contained
within.
10. Containers should be checked for any damage, rust, leakage, corrosion often.
11. Access to the chemical storage room(s) shall only be given to specific personnel.
12. Students shall not be given access to in the chemical storage room(s) for any reason.

13. Monitor who goes in and out of the chemical storage room(s).
14. Chemicals that are expired, not labeled, or unknown must be sent for proper disposal.

V. Spills and Accidents

1. If a spill occurs the personnel must remove all students and other personnel from the area
until it is deemed safe.
2. Personnel most contact the Chemical Hygiene Officer prior to cleaning up to determine
the proper cleaning procedure.
3. Records shall be maintained and supplied to the Chemical Hygiene Officer on what
occurred including what chemicals were involved and how the accident happened.
4. The spill shall be treated as hazardous waste and shall be disposed of as such.
5. Only those with proper training in hazardous waste may dispose of the spill and shall be
called.

VI. Waste Disposal

1. Inventory of stored chemical wastes shall be completed every semester and provided to
the Chemical Hygiene Officer.
2. The Chemical Hygiene Officer shall determine a plan to properly dispose the hazardous
waste.
3. Pouring hazardous chemical waste down drains is not allowed.
4. Putting hazardous chemical waste in trash receptacles is not allowed.
5. All chemical waste that is designated as hazardous shall be stored in appropriate
hazardous waste storage areas
6. All hazardous chemical waste containers shall be labeled with the following:

a. “Hazardous waste.”
b. The chemicals within the container.

c. Date of waste first collected.


d. Date container was filled.
