Position Paper
Anti-Terrorism Act
The Anti-Terrorism Act of 2020 is a Philippine law whose intent is to prevent, prohibit,
and penalize terrorism in the Philippines. Whatever act or threat must fall the purpose of such act
by its nature and context which is to intimidate, cause fear, force or induce the Philippine
government or foreign government, international organizations or more public to do or to refrain
from doing any act or destabilize and destroy the fundamental political, economic or social
structures of the country or create public emergency or public safety. Terrorism is an evolving
matter so the Philippine government decided to enhance and improved the law. Anti-terrorism
law in Philippines should be improved and implemented since it can be used to secure the life of
the citizens and the government
Based on the explanations on the video, it was said that the Anti-Terrorism Bill was
proposed in order for the authorities to seize terrorists or anyone with the intent to spread fear,
panic or to destroy the government. Anti-Terrorism Act is clearly explained and protects
individuals against terrorism. And individuals should not be frightened since there is a
precautionary measures first before someone can be identified as a terrorist. It is clearly stated
that not a mere suspicion of membership will automatically recognize someone as a terrorist and
there should be a burden or proof wherein there will be a competent court who will identify
someone as a terrorist, recognize by United Nations as an organization and there is a proof that
one is created for the sowing of terrorism.
Many people are against this bill because of the thought that military forces or local
enforcements may harm individuals just by dissenting the government’s plan or actions. But, it is
explained by professionals that if a person will say “I AM AGAINST THE GOVERNMENT” it
is not considered terrorism because it is a freedom of expression given to the people. The Anti-
Terrorism Act has the intention to curb terrorism and for us, it is not appalling but it provides a
feeling of security. The implementation of the said bill guarantees that no one will be punished or
harmed because of a mere hunch and if an authority captures a suspected person or group and
those who are accused was proven not guilty then the officer will pay for that mistake. Due to the
above mentioned statements, we concur with the implementation of the bill.
