VACANCIES

Pursuant to the Constitution of Kenya (2010) and the County Government Act No. 17 of 2012, the County
Government of Kiambu invites applications from suitably qualified persons to fill the above positions: -

1. COUNTY CHIEF OFFICER, ADMINISTRATION - JOB GROUP CPSB 02,

(1 POST) - ADMINISTRATION AND PUBLIC SERVICE DEPARTMENT

The County Chief Officer shall be the authorized person in the exercise of delegated power and shall
be responsible to the respective County Executive Member.

Requirements for Appointment

• Be a Kenyan citizen;
• Be a holder of a Bachelor’s Degree in either Public Administration, Business Administration,
Human Resource or social sciences from a recognized institution;
• A Master's degree in Administration, Human Resource, Public Policy, Business
Administration or any other relevant master’s degree from a recognized institution will be an
added advantage.
• Have at least five (5) years relevant working experience in public service;
• Must have attended a management course from a recognized institution in Kenya;
• Demonstrate a high degree of professional and technical competence in work
performance and results;
• Satisfy the requirements of Chapter Six of the Constitution.
• Demonstrate a thorough understanding of devolution, the County Development
objectives and Vision 2030.
• Be a strategic thinker and results oriented.
• Have excellent communication, organizational and interpersonal skills;
• Have capacity to work under pressure to meet timelines;

Duties and Responsibilities

• Organization, direction, control and co-ordination of the functions of administration in the


County;
• Initiating development of the appropriate County departmental policies, legal and institutional
frameworks for the implementation of the mandate of administration;
• Ensuring operationalization of service delivery in all the devolved units in the County, Sub-
Counties and Wards;
• Handling administration matters, assets and other required issues related to the department;
• Preparation of the departmental plans and budgets;
• Ensuring strict compliance with all financial, budgetary and procurement procedures;
• Ensure timely, efficiency communication and coordination of administration departmental
affairs;
• Interpreting and applying National and County laws and other related statutes in line with the
County goals and objectives;
• Perform other duties that may be assigned from time to time.

2. COUNTY CHIEF OFFICER, PUBLIC SERVICE - JOB GROUP CPSB 02,


(1 POST) - ADMINISTRATION AND PUBLIC SERVICE DEPARTMENT

relevant master’s degree from a recognized institution will be an added advantage.
• Have at least five (5) years relevant working experience in public service;
• Must have attended a management course from a recognized institution in Kenya;
• Demonstrate a high degree of professional and technical competence in work
performance and results;

WATER, ENVIRONMENT, ENERGY AND NATURAL RESOURCES
DEPARTMENT

The County Chief Officer shall be the authorized person in the exercise of delegated power and shall
be responsible to the respective County Executive Member

Requirements for Appointment

• Be a Kenyan Citizen;
• Be a holder of Bachelor's Degree in Civil Engineering/ BSc. Water and Environmental
Engineering, BSc. Water Engineering from a recognized institution;
• Masters Degree in Civil Engineering/ MSc. Water and Environmental Engineering, MSc.
Water Engineering or any other relevant Masters will be an added advantage;
• Have knowledge, experience and a distinguished career of not less than five (5) years in the
specific area;
• Satisfy the requirements of Chapter Six on Leadership and Integrity;
• Demonstrate a high degree of professional and technical competence in work performance
and results.
• Demonstrate a thorough understanding of devolution, the County Development objectives
and Vision 2025.
• Be a strategic thinker and results oriented.
• Have excellent communication, organizational and interpersonal skills;

• Overseeing management of finances, preparation of budget estimates, annual work plans and
programmes;
• Performing any other duties as may be assigned from time to time.

4. COUNTY CHIEF OFFICER, WASTE MANAGEMENT AND ENVIRONMENT


- JOB GROUP CPSB 02, (1 POST)
WATER, ENVIRONMENT, ENERGY AND NATURAL RESOURCES
DEPARTMENT

The County Chief Officer shall be the authorized person in the exercise of delegated power and shall
be responsible to the respective County Executive Member.

Requirements for Appointment

• Bachelor’s degree in Environmental Science or Public Health;

• At least 5 years of postgraduate experience;

• A Master Degree in a relevant field specializing in Environmental related courses including


Waste management, Ecology, Water or any other relevant Masters will be an added advantage;

• Wider experience in environmental related research, familiarity with waste and environmental
standards, excellent communication, interpersonal, and organizational skills, Computer Skills:
Microsoft Office (Word, PowerPoint, Excel);

• Good in administrative skills particularly in respect of human, financial and material resources
management;

• Competency in developing, implementing, and monitoring institutional policies and
procedures;

• Leadership skills in maintaining and promoting efficiency and good order;

• Excellent time management skills and the ability to work independently, as well as in teams;

• Stakeholders and community mobilization on environmental related issues.

Duties and Responsibilities

• Working with staff and involving our key partners, develop the County’s strategy for a
sustainable environment, defining the key ways in which outcomes will be achieved and
success measured in support of the objectives and values of the County;

• Help to determine the vision and strategy for waste management, communicate them to
partners, represent and promote the waste strategy at local, regional and national levels;

• Provide strong and visible leadership to the services in the directorate to ensure contribution
to the agreed strategy. Ensure that services comply with all relevant legislation and statutory
requirements within an acceptable level of risk;

• Provide guidance and support to the department in translating its waste and environmental
objectives and priorities into coherent initiatives that will deliver intended outcomes for
Kiambu County;

• Develop constructive relationships and partnerships with a range of stakeholders including


business, government agencies, community, private sector and community planning partners
at both local, national and international level;

• Ensure that the cross cutting themes of environment, planning, urban renewal, sustainability,
transport, engagement and social inclusion are fully embedded so that the economic, social
and environmental wellbeing of residents and communities is promoted, maintained and
protected;

• Represent the County in environmental and waste technical meetings and perform other duties
as assigned from time to time;

POST)

DEPARTMENT OF TRADE, TOURISM, CO-OPERATIVES AND
INDUSTRIALIZATION

The County Chief Officer shall be the authorized person in the exercise of delegated power and shall
be responsible to the respective County Executive Member.

Requirements for Appointment

• Be a Kenyan citizen;
• A holder of a Degree in either Economics; Cooperatives; Tourism; Entrepreneurship;
Education, Commerce from a recognized University.
• Possession of Master’s degree in Economics; Co-operatives, Entrepreneurship and Commerce
will be an added advantage;
• Have vast knowledge and experience of not less than five (5) years in the relevant field, five
of which should be in a managerial position;
• Be conversant with the Constitution of Kenya and all the devolution laws;
• Demonstrate through understanding of county development objectives and vision 2030;
• Be a strategic thinker and result oriented;
• Have excellent communication, organizational and interpersonal skills;
• Have capacity to work under pressure to meet timelines;
• Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity;
• Satisfies the requirement of Chapter Six of the Constitution;
• Demonstrate understanding and commitment to the values and principles as outlined in
Article 10 and 232 of the Constitution of Kenya;

Duties and Responsibilities

• General administration and coordination of the respective County Department;

6. COUNTY CHIEF OFFICER, CO-OPERATIVES AND INDUSTRIALIZATION -


JOB GROUP CPSB 02, (1 POST)

DEPARTMENT OF TRADE, TOURISM, CO-OPERATIVES AND


INDUSTRIALIZATION

The County Chief Officer shall be the authorized person in the exercise of delegated power and shall
be responsible to the respective County Executive Member.

Requirements for Appointment

• Be a Kenyan citizen;
• Be a holder of a Bachelor's degree in Cooperatives, Business Administration, Agriculture
Economics, Commerce, Economics from a recognized University;
• Possession of Master’s degree in a relevant field will be an added advantage.;
• Have vast knowledge and experience of not less than five (5) years in the relevant field in a
managerial position;
• Be conversant with the Constitution of Kenya and all the devolution laws;
• Demonstrate through understanding of county development objectives and vision 2030;
• Be a strategic thinker and result oriented;
• Have excellent communication, organizational and interpersonal skills;
• Have capacity to work under pressure to meet timelines;
• Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity;
• Satisfies the requirement of Chapter Six of the Constitution;
• Demonstrate understanding and commitment to the values and principles as outlined in
Article 10 and 232 of the Constitution of Kenya;

7. CHIEF OFFICER, HEALTH SERVICES - JOB GROUP CPSB 02, (1 POST)

DEPARTMENT OF HEALTH SERVICES

The County Chief Officer shall be the authorized person in the exercise of delegated power and shall
be responsible to the respective County Executive Member.

Requirements for Appointment

• Be a Kenyan citizen;
• Be a holder of either an MBChB Degree from a recognized institution;
• Possession of a Management Master's degree in will be an added advantage;
• Have vast knowledge and experience of not less than five (5) years in a managerial position;
• Be conversant with the Constitution of Kenya and all the devolution laws;
• Demonstrate through understanding of county development objectives and vision 2030;
• Be a strategic thinker and result oriented;
• Have excellent communication, organizational and interpersonal skills;
• Have capacity to work under pressure to meet timelines;
• Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity;
• Satisfies the requirement of Chapter Six of the Constitution;
• Demonstrate understanding and commitment to the values and principles as outlined in
Article 10 and 232 of the Constitution of Kenya;
• Be computer literate.

8. CHIEF OFFICER - LANDS, HOUSING AND PHYSICAL PLANNING - JOB


GROUP CPSB 02,(1 POST)

DEPARTMENT OF LANDS, HOUSING AND PHYSICAL PLANNING,


MUNICIPALITIES AND URBAN PLANNING

The County Chief Officer shall be the authorized person in the exercise of delegated power and shall
be responsible to the respective County Executive Member.

Requirements for Appointment

• Be a Kenyan citizen;
• Possess a Degree in either Urban Planning and/or Urban management/Urban
Development/Planning Management/Architecture or any other relevant degree;
• Possession of Master's degree in either Urban Planning and/or Urban management/Urban
Development/Planning Management/Architecture will be an added advantage;
• Must be registered with a professional body in the area of built environment;
• Have vast knowledge and experience of not less than five (5) years in a managerial position;
• Be conversant with the Constitution of Kenya and all the devolution laws;
• Demonstrate through understanding of county development objectives and vision 2030;
• Be a strategic thinker and result oriented;
• Have excellent communication, organizational and interpersonal skills;
• Have capacity to work under pressure to meet timelines;
• Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity;
• Satisfies the requirement of Chapter Six of the Constitution;
• Demonstrate understanding and commitment to the values and principles as outlined in

- JOB GROUP CPSB 02, (1 POST)

DEPARTMENT OF YOUTH AFFAIRS, SPORTS, ICT AND OMMUNICATION

The County Chief Officer shall be the authorized person in the exercise of delegated power and shall
be responsible to the respective County Executive Member.

Requirements for appointment

• Be a Kenyan citizen;
• Holder of a Bachelors Degree in either Journalism, Communication or Public Relation from
a recognized university;
• Possession of Master’s degree in a relevant field will be an added advantage;
• Have at least five (5) years professional experience in a busy public or private organization;
• Knowledge of media relations;
• Good command of computer skills;
• Have excellent communication and interpersonal skills;
• Have the ability to work in a team and with no supervision;
• Demonstrate excellent organizational skills and have ability to handle pressure;
• Possess a result oriented approach to matters;

• Demonstrated managerial, administrative and professional competence in work performance;
• Satisfy the requirements of chapter 6 of the Constitution.

Duties and responsibilities

The County Chief Officer shall be the authorized person in the exercise of delegated power and shall
be responsible to the respective County Executive Member.

• Responsible for professional, administrative and operational matters relating to public


communications in the entire County.
• The formulation, implementation and co-ordination of Information and Public
Communication policies, strategies, programmes strategies and design of appropriate
programmes and infrastructure to facilitate its implementation in the County
• Advising on Information and Public Communications issues
• Monitoring information and public communications policies and programs and reviewing
them as appropriate
• identifying County Government events that require packaging for dissemination to the
media and the public
• Preparing media supplements, documentaries, press release/media features
• Ensuring that the County’s digital media platforms and website are well managed and issues
raised and responded to appropriately.
• preparing and organizing fora where County Government policies, programmes and projects
can be propagated and promoted; and
• Ensuring professionalism, ethics and consistency in information gathering and dissemination
