1 PURPOSE & SCOPE

The purpose of emergency response procedure is to define line of action, roles and
responsibilities to ensure following:
• Eliminate or minimize loss of life and injury to personnel
• Eliminate or minimize damage to the environment
• Eliminate or minimize damage to Company reputation and corporate image
• Eliminate or minimize other losses, for example, physical assets.
• Alert rescue and backup support services
• Alert others in the vicinity who may be affected.
• Ensure all external enquiries are handled appropriately and consistently
• Effective coordination and communication during an emergency situation for
various aspects.
This procedure is applicable in case of any emergency at all manufacturing
locations of National Foods Limited.

2 RESPONSIBILITY
2.1 Director ISC
The Director ISC shall ensure that appropriate management system and
resources are in place for effective implementation of this procedure.

2.2 General Manager Operations


The General Manager Operation shall be responsible for ensuring that this
procedure is implemented and staff with required competency is appointed.
2.3 Manager HSE
The HSE Manager is responsible to ensure that:
• This procedure is effectively implemented at all locations including
Corporate and Sales Offices
• Provide oversight and monitor this procedure
• Ensure that the selected risk controls are implemented
• Ensure periodic review for risk control efficacy is undertaken
2.4 Business Unit Managers
Business Unit Manger shall be responsible for development, implementation
and stewardship of an effective Emergency Response Plan. He/ She shall ensure
that an effective recovery plan is implemented after incident and all incidents
are investigated as per procedure. He shall also ensure availability of adequate
equipment and training of the personnel involved in emergency response. He/
She shall ensure that the requirements of this procedure are clearly understood

by all the staff and necessary resources are identified, provided, and maintained
at all times. He/ She shall lead the Emergency Management Team (EMT) on
declaration of Emergency.

2.5 HSE Representatives


The relevant Plant HSE representative shall

• Communicate the requirements laid down in this procedure to all


employees.
• Be responsible for holding regular drills to check the readiness of system and
personnel to handle emergencies
• Over view the close out of action items generated in Drills to ensure
adequate readiness
• He/she will be responsible for delivering effective training on this procedure
to all relevant employees.

2.6 Emergency Response Team


Emergency Response Team is required to respond towards all type of
emergencies which may occur at business unit/ factory. Emergency Response
Team comprises of Admin Manger, HSE Representative, Production and
Maintenance Manager, Duty supervisors, Security supervisor, Area In charge
and No. of Wardens as per need. Their roles and responsibilities are listed
below.

2.6.1 Duty Supervisor (production areas)


• Alarm operation
• Emergency evacuation
• Safe Shutdown of equipment/plant
• Isolation of energy through designated resource
• Search operation
• Roll call/head count at assembly point
• Post-accident inspection of site with HSE before declaring all clear
2.6.2 Security supervisor
• Restrict movement of vehicles as and when required
• Stop entry of personnel, vehicles from main gate except of emergency
services
• Alert truck drivers and other personnel around company gate to move
away
• Give directions / guide ambulance, fire trucks, bomb squad, etc.

• Keep Vigilance through CCTV during emergency situations and share


updates where required.
2.6.3 Admin Manager(s)
• Admin Manager ensures that evacuation plans are placed in each
department/ section and get updated after any change in lay out, place
of machine, equipment, material, entry/exit, walkways, etc.
• Admin Manager ensures that emergency telephone numbers of Fire
brigade, Hospitals, ambulance services, police station and other
concerned institutions are displayed at prominent places in all units.
• Call external authorities like fire brigade, hospitals, ambulance services,
bomb squad, etc. as and when required.
• Ensure sufficient emergency equipment is available and maintained
properly at designated, well defined and well-known location.
• Manage workforce in Assembly point with the help of his/her team
• Inspection, functional testing and Maintenance of Firefighting,
detection and alarm system/equipment; And maintain auditable record
thereof.
2.6.4 Production Manager(s)
• Ensure safe handling / shut down of the respective unit.
• Information to top management
• Information to HSE
2.6.5 HSE Representative(s)
• Is responsible to ensure that the personnel at work are trained to use
the firefighting equipment like fire extinguishers, fire hose reels, etc. in
each department/ section. They ensure that sufficient number of fire
fighters is available in each department in each shift.
• Check and inspect for residual risks
• Coordinate with emergency services
• Investigation of incident
• Define and circulate corrective actions to avoid recurrence as soon as
possible
• Randomly audit / check Emergency Equipment and Fire Water Station
and Network (who are assigned for firefighting)
2.6.6 Fire Wardens
• Carryout firefighting where required and where deemed containable
with available resources.
• Look after Emergency Equipment including Fire Water Station, Hydrants
and Network

• Conduct search & Rescue operations


• Provide First Aid

2.6.7 Company Doctor
• Handle casualties reported at plant clinic
• Provide first aid / medical treatment to the victims
• Refer casualty to outside / hospitals as and when required
2.6.8 Company Spokes Person
• Notification to appropriate agencies
• Media response
Note: For further details Internal, External communication & consultation
procedure NFL/HSE/2/02 may be referred.

3 PROCEDURE:
Since each location/business unit/factory has its specific dynamics due to which
rescue, response, proximity, number and quality of emergency
responders/emergency handling facilities varies. Therefore, while seeking
guidance from this procedure each factory will establish its own emergency
response plan. For the purpose of clarity and positive assurance, a responsibilities
matrix has been devised with regards to inspection, testing and upkeep of
Ambulances along with Firefighting equipment, detection and alarm systems. The
document has been duly signed by key stake holders and is attached as Appendix-
A.
Emergency Response Plan/SOP against each location must contain list of Wardens,
Emergency Telephone Nos., Emergency Evacuation Maps, Map(s) containing
placement details of emergency response equipment.
3.1 Fire Fighting
3.1.1 All the factory premises will have fire alarm system and admin
department will ensure the integrity of alarm system on monthly
basis and will keep record against each department.
3.1.2 The person who witnesses the fire can push the alarm system to
intimate other persons about fire and he can also shout or inform the
nearest person who can push the Manual Call Point.
3.1.3 The trained fire fighters shall rush to the location of fire and after
assessing the situation from their own safety point, try to extinguish
it, if it is controllable. If it is not beyond their control, then they shall
evacuate the area. All other personnel will immediately evacuate the
area and gather at designated assembly point. Fire Wardens / Area

supervisor will help the vulnerable / elderly persons (If any) for
evacuation. They can either use the normal exit or Emergency exit as
per Evacuation Plan. Use of passenger/cargo lifts for evacuation
purpose is not authorized in any case.
3.1.4 The Admin Manager is responsible to call nearest fire brigade,
ambulance service, bomb squad, etc. This can be done by any other
admin/security member who has the number, however main
responsibility lies with Admin Manager.
3.1.5 In case of emergency evacuation, duty supervisor will take the
attendance and ensure that all the personnel have evacuated the
area.
3.1.6 On declaration of all clear by Fire Wardens or rescue team; Admin
Manager, Business Unit Manager, Production Manager and HSE
representative will re-visit the plant to ensure workplace is safe for
workers and call workers to rejoin their activities.
3.1.7 Business Unit Manager shall initiate an investigation duly supported
by a multi-disciplinary team and HSE for determination of root cause.
Investigation team will define the corrective actions to avoid the re-
occurrence and HSE representative shall circulate the lesson learnt
from the incident amongst all departments. The investigation shall be
conducted using Accident/Incident Investigation Report format
(NFL/HSE/4/002).

3.2 Earth Quake


3.2.1 In case of Earth quake, the evacuation procedures defined in 3.1
above shall be adopted
3.2.2 All employees should be trained to ensure that they should not tend
to take shelter under any covered area. They must gather in assembly
point which is an open area
3.2.3 At assembly point, duty supervisor will take the attendance. They will
then search for any missing person.
3.2.4 If the situation necessitates, Admin Manager can seek help from any
external agency.
3.2.5 Admin staff, HSE and Projects Team will jointly inspect the building to
see if any structural damage has occurred, if the building appears to
have any damage which poses a risk of collapse then it shall be
declared unfit for occupancy.

3.3 Bomb Threat


3.3.1 In case of company receiving a bomb threat, the evacuation
procedure as defined above shall be adopted
3.3.2 Admin Manager or any admin staff member will immediately call the
bomb squad
3.3.3 No staff member at any case will try to search for bomb
3.3.4 All employees will be gathered in assembly area
3.3.5 Routine work can only be initiated, once the bomb squad clears the
area and declares it safe
3.4 Excess Rain/Flood/Storm
3.4.1 In case of heavy rain, storm, flood, etc. avoid working in the open and
do not stay outside, rather, move to indoor locations which are free
of loose, small objects which can be knocked around.
3.4.2 In case of damage to roofs, avoid movement below it during storm.
3.4.3 Do not stand under overhead electric conductors they may fall even
if they seem healthy.
3.4.4 Turn off all unnecessary electrical appliances like computers, fax
machines, etc. during a storm/flood.
3.4.5 Area in-charge or duty supervisor will initiate emergency shutdown
procedure, if required.
3.4.6 After storm/flood passes, Security supervisor, duty supervisor and
area in-charge will check for injuries.
3.4.7 Maintenance team to ensure that all the electrical
equipment/devices are adequately grounded; And checks are in place
to ascertain that these remain intact – A documented Cross Check
prior to rainy season/expected rain is recommended.
3.4.8 Admin Manager with his team, HSE and Projects Team will jointly
inspect will check for structural damage after storm/flood passes.
3.5 Chemical/Acid Spill
3.5.1 Observer on identifying a leak must alert the ERT.
3.5.2 ERT or trained member of ERT should make an Attempt to stop leak,
if possible, while avoiding harm to personnel.
3.5.3 Eliminate all sources of ignition in the vicinity to avoid fire or
explosion.
3.5.4 In case of any chemical/acid spill, it will be dealt as per the MSDS
(Material Safety Data Sheet) of that chemical/ acid which is available
in relevant sections.
3.5.5 Use spill kit to contain the spill.
3.5.6 ERT to declare all clear once the situation come under control.

3.6 Medical Emergency

3.6.1 In case of medical emergency, duty supervisor should call the clinic
and inform clinic staff about the condition and location of incident.
3.6.2 If possible, provide first aid to patient (victim) till the clinic staff
arrives.
3.6.3 Duty supervisor should call the security room to send ambulance to
the site.
3.6.4 If it’s a low intensity medical case/injury, clinic doctor and
paramedical staff will check the patient and provide necessary
medical treatment.
3.6.5 If it’s high intensity medical case, the patient will immediately be sent
to hospital.
3.6.6 Doctor / Paramedical staff should accompany the patient to hospital
and take relevant SDS/ Safety data with them.
3.6.7 During travelling to the hospital, the paramedic staff will continue to
take vitals of the patient and take necessary actions then and there.
3.6.8 Admin Manager will inform patient’s family and make arrangements
to bring them to hospital, if required.
Note: For Ambulance drivers, adequate route orientation should be
performed during peak hours so that when a real event occurs,
drivers comes prepared.
3.7 Snake Bite.
3.7.1 Move the person beyond striking distance of the snake.
3.7.2 Have the person lie down with wound below the heart.
3.7.3 Keep the person calm and at rest, remaining as still as possible to
keep venom from spreading.
3.7.4 Remove any jewelry from the area that was bitten.
3.7.5 Do not wash venom off the skin as it may assist in later identification.
3.7.6 Deal the scenario as medical emergency.
Note: Mock drill shall confirm the availability of anti-snake venom at
nearby hospitals.
3.8 Routine drills
3.8.1 All manufacturing units will organize emergency drills every 6
Months. These drills will be arranged by HSE representative and / or
HSE Manager in coordination with Business Unit Manager and ERT.
3.8.2 A report will be generated after drills highlighting the gaps observed
during the drill. Corrective actions should be recorded with timelines
to improve the weak areas.
