Separate programmes for the various options under the Contract with
programme implication to the baseline programme shall be provided to
demonstrate how the Contractor has planned to execute them.
Dependencies with the activities in the baseline programme shall be
clearly shown. Such programmes shall be submitted to the Engineer
for his information within six (6) months of award of the Contract and in
any case, no later than three (3) months prior to the expiry of the
option.
The Activity ID structure shall be as per Appendix E2 and the first two
(2) alphanumeric characters shall be the same for all activities. The
Contractor shall not create any sub-project within his programme.
The activity code structure shall be such that the activities can be
summarised to the various levels illustrated in Appendix E3. Each
level shall be summarised and collapsed from the programme
developed at level IV using the programming software via the global-
level codes which shall be strictly adhered to.

2.6.4. Weightage
The Contractor shall ensure that all activities in the programme are
linked with logical relationships. Multiple and redundant relationships
that complicate the programme shall be avoided. No activities shall be
open ended except artificially constrained milestones in accordance
with specified deadlines.
Activities shall be planned with float time in the programme except for
circumstances that are beyond the control of the Contractor.

However, this shall not prevent the Engineer from requiring the
Contractor to provide further details as required to assist him in his
appreciation of the Contractor’s programme.
Programme in bar chart format shall contain columns for Activity ID,
Activity Description, Original Duration, Start and Finish Dates, Late
Start and Finish Dates, Total Float, Weightage, Price Schedule /
Activity Cost and, in the case of progress reporting, Remaining
Duration and Percent Completion. The columns shall take up not more
than a third of the page. All activity bars shall be shown using early
dates.

room, area and track.
f) The CIP shall have a title block and space for the respective
contractors’ Project Manager to sign off the CIP, signifying their
agreement.
The Contractor shall comply with the following conditions in his co-
ordination on the CIP with the Interfacing Contractors:
b) The Contractor shall take note that when the same time
allocation for certain areas has been given to more than one
contractor, the Contractor shall co-ordinate his work in such
areas with that of the other contractors.
d) The contractor with the time slot indicated in the accepted CIP
shall have the first priority of access. It is the Contractor’s
responsibility to ensure that the times and duration of his access
requirements are provided and agreed.

5.3. Submission
a) The Civil Contractor shall submit thirteen (13) sets in hard copy
together with electronic copy in Microsoft Excel and pdf format
of the signed-off CIP to the Engineer for acceptance. Any
submission prior to these shall also be made in the similar
fashion. All hard copies shall be submitted in colour on ISO A1
size paper. The station layout and equipment delivery routes
drawings that are used to develop the CIP shall also be
submitted.
6.1. The Track Related Installation Programme (TRIP) shows the access
time slots to each section of the track for each System-wide
Contractors that require work trains.

6.2. All track related installation shall be completed and tested in time for
gauging and rectification of gauge intrusions prior to the
commencement of Test Running.
6.3. The Contractor will be allocated periods of access to the track by the
Engineer for installation and commissioning works in accordance with
the TRIP. The Contractor shall take into consideration the restrictions to
access to the track imposed by the TRIP in the preparation of
programmes. Access to areas shown unoccupied may be made
available to the Contractor through submission of a request for
occupation to the Engineer for his consideration. The Contractor shall
attend weekly Works Train Meetings convened by the Engineer or his
representative for the allocation of such track occupation.
6.4. Access to the tracks during TRIP will be managed such that System-
wide Contractors can commence installation works following
completion of trackwork installation. All contractors who require access
to the tracks shall comply with the rules and procedures set out in the
Works Train Manual.

8.2. The Contractor shall submit the monthly report to the Engineer not later
than the following :
a) 1st day of the month following the month of the report - One (1)
electronic copy in original file format of the progress update
programme i.e. P6 and progress related charts i.e. Microsoft
Excel.
b) 5th day of the month following the month of the report - Seven
(7) hard copies and one (1) electronic copy (in pdf format for
report and jpg format for photographs) of the monthly report
supported by charts and photographs (in colour) shall be
submitted.

8.3. One week prior to the submission of this monthly report, the Contractor
shall organise a joint progress assessment session with the Engineer to
agree on the actual start / finish dates and completed percentage of
each activity in the progress update programme.
8.4. The Engineer will convene meetings with the Contractor to review the
adequacy of the Contractor’s monthly report submission and discuss
the matters raised in the report.
9.2. The Contractor shall employ at least one fully dedicated and full time on
site planning and programming staff.
