LEGISLATIVE AGENDA OF THE MUNICIPALITY OF TALAYAN
For the Year 2023-2025
LGU VISION: A progressive and empowered municipality in Central Maguindanao, with self-reliant and peace loving people, living in a
balanced, resilient and climate change adaptive environment with sustained social development and economic growth governed by leaders
advocating good governance, gender sensitive and child-friendly with safe infrastructure.

LGU MISSION: The Local Government Unit of Talayan will promote peace stability thru effective and efficient delivery of basic services,
sustained social development and economic growth, conserved and well protected environment.

GOALS & OBJECTIVES

PEACE AND CULTURE


Sectoral Goal: Strengthen and sustained peace and security

Objectives
 Reduce number of shooting incidence by 75% by the end of 2025.
 To provide additional 7 police personnel and force multipliers (BPATs) by the end of 2025.
 To decrease loose firearms by 50% by the end of 2025.
 To become a Drug Free Municipality by the end of 2025.
 To decrease land disputes by 50% by the end of 2025.
 To provide data base on Conflict
 Resolutions by 75% by the end of 2025.
 To prevent the community from being infested by the Local Terrorist Group (LTG) by 100% by the end of 2025.
 To prevent recruitment from membership to LTG by 100% by the end of 2025.
 To sustain the Zero VAW Case by 100% by the end of 2025.
 To minimize vehicular accident by 75% by the end of 2025.
 To increase response capacity in fire prevention and suppression by 75% by the end of 2025
 To provide a functional Fire Truck by the end of 2025.
 To increase community involvement to BFP Activities by 75% by the end of 2025.
 To provide First Responder in every barangay by 100% by the end of 2025.

 To maximize compliance of Business establishment to Fire Safety Certificate.

INFRASTRUCTURE:

Sectoral Goal: Increased and Sustained Infrastructure Development

Objectives:
 Concreting of 5kms of Provincial Roads,
 Concreting of 8kms of Municipal Roads, Construction of 15kms Barangay Service Roads with Street Lights,
 Construction of 4 units Bridges, Construction of Water Systems, Construction of Housing Projects,
 Construction and Rehab of Public Market and Terminal, Installation of Drainage Canals,
 Improvement of Tourism Spots, Installation of Covered Path Ways, Construction of Municipal Perimeter Roads,
 Establishment of Police Outposts, Construction of Multi-Purpose Buildings,
 Installation of Road Safety Measures, Rehab of Riverbanks, Rehab of Irrigation Systems, Construction of PHFs,
 Establishment of Health Facilities

SOCIAL:

Sectoral Goal: Better social services, Well-balanced Islamic and English Education and Promote the youth engagement, role and accountability in
government services.

Objectives:
 To lessen the number of malnourished children by 3%,
 To increase the immunization coverage, To increase water systems and to lessen the chances of acquiring certain diseases
 To maintain a healthy lifestyle, To attain a community herd in Talayan for at least 90%, to correct or totally eliminate the misinformation of facts about the
Covid 19 vaccine,
 To provide arm-chairs to the learners with a ratio of 1:1 or at least 90%,
 To increase literacy rate by 5%, To decrease out school youth by 5%,
 To accredit at least 10 CDC in preparation for the MILG SLGL Program,
 To provide quality and efficient day care service to 2-4 years old children, All 2-4 years old children have quality education,
 Supplementary Feeding to 2-4 years old children have ideal nutritional status,
 On time delivery of SF commodities, All Senior citizens provided with monthly stipend of P500.00 - P1,000.00,
 To ensure the benefits discount are enjoyed by all Senior Citizens and PWDs, Deceased Senior Citizens are provided with mortuary assistance,
 To Provide of safe/bonding space for Senior Citizens,
 To addressed financial concerns of women solo parents in rearing their children.
 To all SK, LYDC and Youth Organization conduct a policy making for youth integration in every municipal program

ECONOMIC:

Sectoral Goal: Accessible and equitable livelihood program, Accelerate Agriculture and Fisheries Development, Developed potential areas for tourism, Promotion
of cultural heritage, Increase tourism industry activities, To develop business sectors, To improve economic growth.

Objectives:
 To increase agricultural intervention,
 To increase agriculture and fishery production by 15% ,
 To develop Banili and Boboguiron falls as tourism destination,
 To Promote and preserve existing cultural heritage,
 To Improve tourism spot,
 Establishment of pasalubong center
 To Develop local cultural database program thru cultural mapping,
 To Develop resilient commercial trading center,
 To Increase number of employed person in the locality,
 To increase number of investors

INSTITUTIONAL

Sectoral Goal: Increased Locally sourced revenue, Effective Local legislation, and Effective and efficient administration.

Objectives:
 Increased Locally sourced revenue by 15%,
 To formulate more effective and responsive legislation,
 To facilitate the development and implementation of programs and projects,

 To have a functional Local Special Bodies, and To have an operational HRMDP.


 To Conduct Tax mapping, Provide tax amnesty to all unpaid tax payers,
 To Update Revenue Code and Tax Code, Computerized legislation,

ENVIRONMENTAL

Sectoral Goal: Balanced Ecology and Disaster Resilient Environment

Objectives:

 To safeguard the environment and natural resources, and promote public health and safety and
 To promote the constitutional right to a balanced and healthy ecology.
 To conserve and protect marshy areas
 To establish municipal nursery
 To Strengthen the enforcement of R.A. 9003, RA 10121 and other environmental laws and ordinance within the Municipality of Talayan.
