COMPARISON AND CONTRAST ON THE HIGHER EDUCATION

MODERNIZATION ACT VERSUS UNIVERSAL ACCESS TO WUALITY TERTIARY


EDUCATION ACT

The Republic Act 8292 known as the Higher Education Modernization Act of 1997
provides the uniform composition and powers of the governing board, the manner of
appointment and term of office of the president of chartered state universities and colleges, hence
empowers state universities to engage in corporate activities in order to generate revenues
whereas the Quality Tertiary Education Act is a Philippine Law that institutionalizes free tuition
and exemption from other fees in state universities and colleges, local universities and colleges
in the Philippines.

There is a big difference between the 2 since the Republic Act of 1992 pertains to
creating a uniform body of university of governance which is responsible for the effective
formulation and implementation of policies on higher education while the Republic Act 10931
ensures free tuition and other fee exemption to help incoming university students.
