1. SCOPE
This specification establishes the minimum requirements for the receipt, erection,
assembly, field inspection and field drilling of structural and miscellaneous steel
for Saffron – B Project Singapore.

2. RERERENCES
Reference is made in this specification to the following documents. The latest
issues, amendments and supplements to these documents shall apply unless
otherwise indicated.

need not be implemented. The Singapore National Codes does not
address certain aspects of a safe and quality design, in other
words, there is a gap that SES shall bridge and shall implement and
comply to the SES.

4) ERECTOR The party that is responsible for the erection of
the structural and miscellaneous steel. Unless
otherwise noted, the term ERECTOR shall apply
also to the ERECTOR’s subcontractor(s) and/or
vendor(s).
5) Contract Any and all documents, including design drawings,
Documents that PURCHASER has transmitted or otherwise
communicated, either by incorporation or
reference, and made part of the legal contrat
agreement or purchase order between
PURCHASER and FABRICATOR.

4. QUALITY CONTROL, INSPECTION AND TESTING

4.1 COMPANY, PURCHASER and ENGINEER shall have the right to inspect the
erection operations at any time for conformance with the requirements of this
specification, including but not limited to all materials, workmanship,
plumbness, high strength bolting, field welds and touch-up coating.

4.2 PURCHASER and ENGINEER shall have unrestricted right of access to


ERECTOR’s work areas.

4.3 PURCHASER and ENGINEER may reject any improper, inferior, defective, or
unsuitable materials, installations, and workmanship of ERECTOR. Any
rejected materials, installation and workmanship shall be repaired or replaced
by ERECTOR per ENGINEER’s instruction at ERECTOR’s expense.

4.4 ERECTOR shall be solely responsible for the quality control of all ERECTOR
supplied materials, installations, and workmanship, including those items or
installation supplied by any of the ERECTOR’s subcontractors or vendors.

4.5 ERECTOR shall provide a written Quality Control Program and inspection
procedure document which shall provide details of how compliance with the
requirements of this specification and the shop and erection drawings shall
be achieved.

4.6 The Inspection Test Plan shall be provided for review and approval of
PURCHASER.

4.7 ERECTOR shall maintain a complete up-to-date set of erection drawings at


the jobsite.

4.8 Welding procedures and individual welders shall be qualified in accordance


with the requirements of AWS D1.1M. Use of prequalified procedures in
accordance with AWS D1.1M will be acceptable, provided certified test

results meeting all specification requirements are submitted to and approved
by the ENGINEER.

4.9 All welding shall be inspected in accordance with AWS D1.1. Welding
inspectors shall be qualified and certified as AWS Certified Welding
Inspectors in accordance with the provisions of AWS D1.1M or shall be
trained by and working under the supervision of an AWS Certified Welding
Inspector.

4.10 ERECTOR’s inspector shall inspect all materials, installations, and


workmanship of ERECTOR to ensure conformance with all requirements of
this specification and the Contract Documents.

4.11 ERECTOR shall provide all inspection tools and shall provide inspection
access facilities such as platforms, ladders, and scaffolds as requested by
PURCHASER.

4.12 Inspection tools and tool calibration records shall be maintained and available
for examination by PURCHASER.

4.13 Certified mill test reports and/or manufacturer’s certifications of ERECTOR


supplied materials shall be obtained and submitted to PURCHASER for
review.

5. SUBMITTALS

5.1 Unless indicated elsewhere in the contract documents, ERECTOR shall


submit, as a minimum, the following documents to PURCHASER for review
before the start of erection:

a. Erection Execution Plan including Safety program,


b. Quality control program including Inspection &Test Plan (ITP),inspection
procedures, and Document Control Procedure, etc.,
c. Welding Procedure Specifications (WPSs),
d. Procedure Qualification Records (PQR),
e Welder(s) qualification records,
f. Inspector(s) certificate
g. Program for inspections and testing of welding,
h. Multiple lift rigging procedure as required by OSHA 29 CFR 1926 Subpart R.
i. Certified mill test reports and/or manufacturer’s certifications of ERECTOR-
supplied materials
j. Assembly Lift Plan(s) if required by PURCHASER.
5.2 Unless otherwise notes, after the completion of the work, ERECTOR shall

submit the inspection and test book to PURCHASER; as a minimum, the
following documents shall be included:

a. Records of quality control and inspection test reports.


b. Records of calibration or recalibration performed on the tools or equipment
used by ERECTOR during the work.
c. Certified mill test reports and/or manufacturers certifications of ERECTOR-
supplied materials.

6. PERFORMANCES REQUIREMENTS

6.1 General

ERECTOR shall furnish sufficient copies of the documents referenced in


Section 2 at the project site for use by installer, workmen, inspectors during
erection operations.

6.2 Safety

6.2.1 ERECTOR shall provide written safety program that addresses the
safety measures to be taken during steel erection work.
6.2.2 ERECTOR’s safety program shall provide a detailed description of how
ERECTOR will prevent injury to all personnel affected by ERECTOR’s
operations. The safety program shall be in accordance with the
requirements of the following documents:
a. Contract,
b. AISC 303,
c. AISC Steel Construction Manual,
d. Applicable portions of OSHA 29 CFR Part 1910 and Part 1926,
e. Any other applicable local requirements
6.2.3 At a minimum, the safety program shall place particular emphasis on the
following aspects:
a. Initial orientation and education in safety,
b. Accident prevention,
c. Fall prevention,
d. Ground-level preassembly to minimize elevated erection,
e. Hole covers and opening barriers,
f. Access control to incomplete areas of erection,
g. Lifting plans and hoisting procedures.

6.2.4 ERECTOR shall, submit, as a minimum, the erection progress report
complying PURCHASER’s control system in regular basis in accordance
with the requirements addressed in the contract document.

6.3 Assembly Lift Plan

6.3.1 ERECTOR shall prepare a written assembly lift plan for assemblies
larger than 15 m in one direction, larger than 185 m2 in the plan area,
greater than 500 KN or when required by the contract documents.

6.3.2 The assembly lift plan shall demonstrate that the proposed lift shall be
performed safely and that the assemblies being lifted will remain free
from distortion or undue bending and will maintain structural integrity
during the lift.

6.3.3 The assembly lift plan shall contain detailed data on the extent of the
lifted assembly, its weights, the structural calculations that prove
structural stability of the assembled components during lifting operations,
verification of the capacity capabilities for any cranes utilized in the lift,
location and positioning of the cranes, and a description of the rigging to
be utilized.

6.3.4 Review of the assembly lift plan by PURCHASER does not relieve the
ERECTOR’s responsibility for the safe erection and/ or lifting of any
component, structural assembly, or any other item.

6.4 Materials

6.4.1 The material performance requirements shall be in accordacne with BC1.

6.4.2 Unless otherwise specified, all materials shall be in accordance with


N00-C-0001-SP and N00-B-1001-DR~N00-B-1022-DR .

6.5 Receiving, Inspection and Storage

6.5.1 All materials shall be received, unloaded, stored, and otherwise handled
in a manner that prevents distortion, deterioration, damage, or staining.

6.5.2 Materials shall be stored in a designated area on aboveground platforms,


skids or other supports, and shall be kept free of dirt, grease, and other
foreign matter.

6.5.3 Unless otherwise specified, all materials shall be inspected immediately


after receipt to ensure that the materials are not damaged, that all items
on the packing list have been supplied, and that all documentation has
been received.

6.5.4 If any damage is discovered, or any parts, components, or


documentation are missing or otherwise defective, the occurrence shall

be immediately reported to PURCHASER in writing.

7. ERECTION

7.1 General

7.1.1 Erection of structural steel shall be in accordance with:


a. The drawings and other contract documents,
b. AISC 303,
c. AISC Steel Construction Manual

7.1.2 Erection of steel joists shall be in accordance with:


a. The joist manufacturer.

7.1.3 Erection of steel deck shall be in accordance with:


a. SES B02-S07,
b. The requirements of the Steel Deck Institute (SDI),
c. The deck manufacturer.

7.1.4 Installation of gratings and floor plates shall be in accordance with SES
B02-S05 and N00-B-1001-DR~N00-B-1022-DR.

7.1.5 ERECTOR shall maintain the job site in a clean and safe condition at all
times and shall properly dispose of, off the premises, all crating, waste
materials, and other refuse that has accumulated as a result of
ERECTOR’s activities.

7.1.6 Loose timbers, metal sheeting, bolt buckles, tools, debris, and temporary
scaffolding shall be kept restrained or removed from work areas.

7.1.7 Any circumstances discovered that affect progression, performance, or


completion of the work activities shall be immediately reported to
PURCHASER in writing. These may include, but are not limited to,
discrepancies between the erection/shop drawings and the delivered
steel members, incorrectly fabricated steel members, or incomplete or
unacceptable work of other contractors affecting the work.

7.1.8 Any damage caused during erection shall be reported to PURCHASER


in writing. Corrective measures shall be completed as directed by
PURCHASER at no cost to PURCHASER.

7.1.9 Temporary erection loads or permanent loads shall not be placed on any
incomplete portions of the structure being erected unless ERECTOR can
demonstrate by analysis that the contemplated action is safe.

7.1.10 The device for lifting of members shall not damage the protective coating
of members.

7.1.11 Lifting of painted or galvanized structural members shall be performed


with a nonabrasive choker.

7.1.12 Where applicable, erection details specified in SES B01-G01 shall be


complied with.

7.1.13 ERECTOR shall keep a daily record, by piece number, of all material
erected.

7.1.14 Before commencing work, ERECTOR shall check foundations and other
connection points to confirm their location, orientation, elevation, and
condition.

7.1.15 Erection sequence of structures shall be approved by PURCHASER. The


erection sequence and time for bolt tightening of steel members and
flooring of a structure shall comply with the need for equipment
installation and be approved by PURCHASER.

7.2 Structural Stability

7.2.1 ERECTOR shall be responsible for maintainining the structure in a stable


condition at every stage of erection and construction.

7.2.2 ERECTOR shall specify, install and locate adequate temporary bracing
and/ or guy cables to ensure stability of structure under a combination of
construction and wind loads without overstressing any structural member.
This requirement shall also apply to partially completed structural
assemblies.

7.2.3 The structure shall be plumbed, leveled, and braced before any final
bolted or welded connections are made and before grouting of base
plates.

7.3 Setting Base Plates

7.3.1 ERECTOR shall check foundations to confirm their location, orientation,


elevation, and condition before commencing work.

7.3.2 The top of bearing surfaces and the bottom of base plates shall be
cleaned.

7.3.3 Column base plates shall be set and shimmed to correct positions and
elevation shown on the erection drawing using four (4) shim packs, one
(1) at each corner of the baseplate.

7.3.4 ERECTOR shall provide shim plates and wedges. Shim plates shall

comply with ASTM A 36 or be an approved equivalent.

7.3.5 Use of leveling nut is not permitted unless otherwise approved by


PURCHASER. If levelling nuts are used, they shall be loosened before
grouting.

7.3.6 Base plates shall be grouted in accordance with SES B51-S03.

7.3.7 Anchor bolts shall be fully tightened to the specified tension only after the
base plates have been grouted and the grout has sufficiently set in
accordance with manufacturer’s recommendations.

7.3.8 The erection of other portions of structural steel shall commence only
when grouting and anchors have obtained sufficient strength to
adequately support all the loads imposed due to the erection operation.
Temporary bracings and/or guys shall be provided to retain the column in
position during this period.

7.4 Alignment and Fitting

7.4.1 Each part of a structure shall be properly aligned before completing field
connections.

7.4.2 All members in completed frames shall be true to line and free from
bends, twists, and open joints.

7.4.3 Rail joints shall be tight and provide for a smooth transfer of the
wheelfrom one rail to another.

7.4.4 Fastening of splices of compression members shall be done after the


abutting surfaces have been brought completely into contact. Splices
shall be permitted only where indicated on the erection drawing.

7.4.5 Erection bolts used in welded construction shall be tightened securely


and left in place.

7.5 Correction of Errors

7.5.1 Fit-up bolts and drift pins shall not be used to bring improperly fabricated
members and parts into place (springing).

7.5.2 Drift pins shall not be driven with such a force as to damage adjacent
metal areas.

7.5.3 Field correction of fabricated steel by gas cutting is not permitted without
prior approval of PURCHASER.

7.5.4 No packing, shimming, filling, or wedging shall be permitted to correct


faulty work unless approved by ENGINEER.

7.5.5 When approved by ENGINEER, ERECTOR may enlarge standard holes
by 1 mm when necessary to make connections resulting from minor
misfit. Holes in connections that misfit by more than 1 mm shall be
corrected as directed by ENGINEER.

7.5.6 Enlargement of holes shall be made by reaming or drilling only. Flame


cutting, burning, gouging, chipping, or drift punching shall not be
permitted.

7.5.7 One filler plate up to 3 mm thickness may be used as required in spaces


between members to be bolted. ENGINEER’s approval shall be required
for filler plate requirements greater than 3 mm.

7.6 Erection Tolerances and Requirements

7.6.1 Erection tolerances shall be in accordance with AISC 303 and the
specific requirements of this specification.

7.6.2 Unless otherwise specified by manufacturer, runways for electric


overhead cranes shall not exceed the following tolerance limitations:
a. Lateral Tolerance:
Center to center distance : ± 6 mm
(between 2 crane rails)
Deviation of rail center lines : ± 12 mm
(per 15 m of runway)
b. Vertical Tolerance:
Top of rail elevation : ± 6 mm
(unloaded condition, per 15 m of
runway)

8. CONNECTIONS

8.1 General

8.1.1 Connections shall be in accordance with SES B02-S01, N00-B-1001-


DR~N00-B-1022-DR and as indicated on the erection drawings.

8.1.2 All field connections shall be bolted unless specifically noted otherwise
on the erection drawings.

8.1.3 Field welded connections shall be permitted only if shown on the


erection drawings or previously approved by PURCHASER.

8.1.4 When assembled, all joint surfaces, including those adjacent to the bolt
heads, nuts or washers, shall be free of burrs, dirt and other foreign
material that would prevent solid seating of parts.

8.2 Bolted Connections

8.2.1 All bolts shall be as noted on the erection drawings, or other contract
documents.

8.2.2 Bolt assemblies shall be protected from dirt and moisture in closed
containers at the site of installation. Only as many fastener components
as are anticipated to be installed during the work shift shall be taken from
protected storage. Bolt assemblies that are not incorporated into the
work shall be returned to protected storage at the end of the work shift.

8.2.3 Bolt assemblies using torque control pretensioning method that


accumulate rust or dirt shall not be used. Twist-off-type tension-control
bolt assemblies shall not be relubricated, except by the manufacturer.

8.2.4 Where structural joints are made using high-strength bolt assemblies, the
materials, bolt components, joint type, use of washer, bolt installation,
method of pretensioning to be used, and inspection methods shall
conform to shop/erection drawings, RCSC and the contract documents.

8.2.5 One of the pretensioning methods, torque control, turn-of-nut, or direct-


tension-indicator, shall be used for high strength bolt, calibrated wrench
pretensioning and twist-off-type tension-control bolt are torque control
pretensioning. Their installation and quality control methods shall comply
with the requirements of RCSC.

8.2.6 Mechanically galvanized bolts and nuts shall not be intermixed with hot-
dip galvanized bolts and nuts.

8.2.7 ASTM A 490M ,galvanized A 325M bolts and galvanized BS bolts grade
8.8 shall not be reused.

8.2.8 Bolts that have been pretensioned shall be color coded, die punched, or
otherwise marked on the ends indicating that the bolts have been
properly tensioned and are ready for inspection.

8.2.9 All galvanized bolt assemblies tightened against shop-applied paint shall
be painted.

8.2.10 The methods of installation, tension control, types of wrenches to be used


and inspection methods for high strength bolts shall conform to the SS
EN or AISC Specification and the contract document.

8.2.11 All connections shall be "bearing-type connections", unless otherwise


shown or noted on the erection drawings.

8.2.12 Bolts shall be tightened by the turn-of-nut method.

8.2.13 When the outer face of the joint has a slope that is greater than 1:20 with
respect to a plane that is normal to the bolt axis, a beveled washer shall
be used to compensate for the lack of parallelism

8.2.14 Direct tension indicator (DTI) washers shall be installed according to the
manufacturer’s published specifications.

8.2.15 Slip critical connections, where noted on the erection drawings, shall be
installed in accordance with provisions of AISC Specification for
Structural Joints Using High Strength Bolts.

8.2.16 Unless otherwise noted on the erection drawings, slotted connections


shall be double shear type. Field assembly shall insure a snug fit
condition. Nut shall be drawn finger tight. Bolt threads shall be peened to
ensure against nut back off.

8.2.17 Engineer will observe operations for the installation and tightening of
bolts to determine whether the work is being performed properly, and will
inspect the nut surface for indication of wrench impact. Bolt tension will
be checked, at PURCHASER’s discretion, with an inspector's wrench in
accordance with AISC Specification for Structural Joints Using High
Strength Bolts.
8.2.18 When pretension bolts or slip critical connections are specified, minimum
three bolt assemblies from each lot shall be tested by ERECTOR for
specified pretension at the job site or an independent laboratory. The
testing shall be in accordance with AISC Specification for Structural Joints
Using High Strength Bolts. This requirement is applicable regardless of
project installation requirements.

8.2.19 Pretensioning high strength bolts shall be in two steps, snug tightening
and then final pretensioning. The snug tightened condition is the
tightness that is attained with a few impacts of an impact wrench or the
full effort of an ironworker using an ordinary spud wrench to bring the
plies into firm contact.

8.2.20 When turn-of-nut or calibrated wrench pretensioning used, match-


marking of the steel, the washer, the nut and protruding end of the bolt
after snug-tightening can be helpful in the subsequent installation
process and is certainly an aid to inspection.

8.2.21 When calibrated wrench pretensioning used, the installation torque
determined in the pre-installation verification of the fastener assembly in
accordance with RCSC shall be applied to all bolts in the joints,For
calibrated wrenches must be calibrated:
a. Daily;
b. When the lot of any component of the fastener assembly is changed;
c. When the lot of any component of the fastener assembly is
relubricated;
d. When significant differences are noted in the surface condition of the
bolt threads, nuts or washers; or,

8.2.22 Tightening bolts shall progress systematically from the most rigid part of
the joint in a manner that will minimize relaxation of previously
pretensioned bolts.

a. For less web bolts, tightening from upper bolts as the figure shown

b. For more web bolts, tightening from center bolts as the figure shown

8.2.23 When a gap exists after bolted joint t-up, a shim is required if the gap is
not less than 1mm; the shim is not required if the gap is less than 1mm.

Shims need not be other than mild steel, regardless of the grade of the
main material. However, the surfaces of the shim shall be same as the
faying surfaces of the joint. The shim shall not be welded to the faying
surfaces of the joint. ENGINEER’s approval shall be required for filler
plate requirements greater than 3mm.

8.2.24 If galvanized tension control bolts are used, all bare steel surfaces (i.e.,
bolt ends) shall be ground and repair by using an organic zinc-rich
coating.

8.2.25 Where ASTM A 307 bolt assemblies are used for connecting
appurtenances (i.e. handrail assemblies, ladder, gates etc.) to structural
steel members, the bolts shall be tightened to snug tight condition.

8.3 Welded Connections

8.3.1 Welding shall be in accordance with AWS D1.1M.

8.3.2 Each weld shall be uniform in width and size throughout its full length.
Each layer of welding shall be smooth and free of slag, cracks, pinholes
and undercut, and shall be completely fused to the adjacent weld beads
and base metal. In addition, the cover pass shall be free of coarse
ripples, high crown, deep ridges and valleys between the beads, and
shall blend smoothly and gradually into the surface of the base metal.

8.3.3 Fillet welds shall be of specified size with full throat and the legs of
uniform length. Structural weld size shall be minimum of 6 mm where not
specified.

8.3.4 Seal welds shall be 3 mm minimum fillet weld.

8.3.5 Butt welds shall be slightly convex, of uniform height, and shall have full
penetration.

8.3.6 Nondestructive testing of full penetration butt welds, in accordance with


AWS D1.1M, shall be performed when directed by PURCHASER.

8.3.7 Repair, chipping, or grinding of welds shall be done in such a manner as


not to gouge, groove, or reduce the base metal thickness.

8.3.8 All structural steel field welding shall be performed in accordance


approved welding procedure specifications (WPS). Non-prequalified
welding procedures shall be qualified and tested in accordance with the
requirements of AWS D1 .1/D1 .1 M.

8.3.9 Field welding shall only be used when shown on the shop drawings or
erection drawings.

9. FLOOR PLATE, GRATING AND METAL DECK

9.1 Floor plates and grating shall be installed in accordance with design drawings,
shop drawings and erection drawings.

9.2 All field-cut floor plate or grating openings requiring toe plate protection or
banding shall be installed as required on the design drawings or other contract
documents.

9.3 ERECTOR shall fasten the grating and oor plate as specified on the design
drawings. A minimum of four fasteners per panel shall be used.

9.4 ERECTOR shall submit, as a minimum, the arrangement drawings and detail
drawings that including the following information for metal deck to ENGINEER
for approval prior to start the installation work.

a. The relation with steel structure framing, and the location of each panel.
b. Type and thickness of the deck.
c. Edging and its reinforcement.
d. The location, size and the reinforcement of opening on the deck.
e. Temporary supports and their arrangement.
f. Details and locations of connections.
9.5 Field flame cutting is not allowed for metal decking.

9.6 Metal deck shall be installed in accordance with the manufacturers installation
instructions and the contract documents.

9.7 Where damage has occurred to shop-applied coatings on metal decking, field
touch-up, if accepted by CTCI, shall be in accordance with the manufacturers
recommendations.

10. SHEAR CONNECTORS

10.1 All shear stud attachments shall be welded in strict accordance with the
manufacturer’s recommendations for welding procedure and welding
equipment.

10.2 If two or more stud welding guns are operated from the same power source,
the guns shall be interlocked so that only one gun can be operated at a time
to ensure that the power source has fully recovered from making one weld
before another weld is started.

10.3 All ceramic insulators shall be removed from the base of the studs after
welding.

11. COATING REPAIRS

11.1 All erection damage to hot-dip galvanized coatings shall be repaired in


1 accordance with N00-C-0004-SP.

11.2 For painted steel surfaces where paint was omitted for field welding or field
bolting or where damage has occurred subsequent to shop painting, such
surfaces shall be repaired, cleaned and painted in accordance with provisions
of N51-P-8306-SP , SES T01-S01 and A01-S02.

12. FIELD DRILLING OF HOLES

12.1 General

12.1.1 Holes for connections not shown on structural design or fabrication


drawings shall not be drilled without PURCHASER approval.

1 12.1.2 PURCHASER approval for the drilling of specific holes shall not be
considered as a general approval for drilling holes elsewhere in the
structure.

12.2 Holes in Flanges for Mounting Small Electric and Equipment Items

12.2.1 Untapped holes greater than 8 mm diameter shall not be drilled or


punched in flanges of beams, girders, purlins, and columns without

PURCHASER approval. Holes that are to be tapped shall not be greater
than those which will receive a 6 mm diameter bolt or machine screw.

12.2.2 Holes shall not be closer than 50 mm center-to-center in any direction


and shall not be positioned closer than 13 mm from the edge of the
flange. When two or more holes are to be positioned on a line across the
flanges of ’S’ or ’W’ or “H” sections, they shall straddle the web. The
number of holes permitted on any line parallel to the transverse axis of
the member shall not exceed those given in Table I.

12.3 Holes in Webs of Structural Members

12.3.1 Holes in excess of the number set forth in Table II shall not be drilled or

holes less than 8 mm diameter used for mounting small electric and
equipment items. All 8 mm diameter holes shall be positioned at least 50
mm center-to-center.
