This book collects the scientific essays of the scholars,


specialists, and professionals attending the "2nd UNICART
International Interdisciplinary Conference", organised in 2nd Interdisciplinary International Conference
Dubrovnik (Croatia) on 6th-7th April 2020, and that was MANAGEMENT, TOURISM AND DEVELOPMENT OF TERRITORY
shifted online as it took place a month after the WHO
officially declared the pandemic following the rapid and
wide spread of the COVID-19 disease in the world.
With great courage and determination, the organisers did
not back up before the Coronavirus "monster" and chose,
instead, to make their presence felt in the scientific debate,
animating the ten thematic sessions of the Conference
“remotely”, thus allowing numerous participants to
present their studies and experiences, and to discuss the
key themes of the livestream Conference.

2nd UNICART International Conference


The many sessions of the Web Conference provided some
valuable food for thought, including on the possible effects
of the COVID-19 pandemic on tourism and cultural
services management, on tourism itself, and on the social,
economic and environmental development of territories. A
no less interesting element was the comparison regarding

the multiple changes that the state of the pandemic will
require of public institutions and businesses alike, in terms
of the organisation and management of tourist flows, in a 6 - 7 April 2020, Dubrovnik (Croatia)

Introduction and Information

Dear colleagues and friends,


we are pleased to present the Proceedings Book of the 2 nd UNICART conference.
As you all certainly remember, the Conference took place on 6 and 7 April 2020, in
telematic mode for health reasons arising from the pandemic COVID - 19 .
Many participants contributed to the Conference, by connecting from Italy, Belgium, Al-
bania, Kosovo, Algeria, Tunisia, Democratic Republic of the Congo, Turkey, and even as far
away as Mexico: all together, they animated the ten sessions of the conference, with interest-
ing reports, most of which you will find published in this book. (The papers are placed in
simple alphabetical order by the Corresponding Author, so the progression is not subject to
any criteria. With this choice we also avoided sections with predefined language groupings,
which seemed counterproductive to us.)
The massive turnout was a comforting sign, despite some logistical problems due to the
web communication medium, but the world of university and research has not stopped, so
representing what is the very essence of man: the will to go ahead, regardless of the limits of
the present to project into the future.
This book closes therefore our 2 nd appointment, but this is only a moment, because we
want to invite you to attend the 3 rd UNICART, which will take place in September in Albania
and that, unless unexpected events, will be organized in physical attendance: however, a ses-
sion of telematics will be provided, as always, for the colleagues who have difficulties to be
present in person.
The September conference will be a new opportunity to meet and to resume the speeches
and appointments that we left pending in December 2019 during the 1 st UNICART in Bari,
but above all it will be an opportunity to do something new.
The Program Committee, in accordance with the spirit of UNICART, aims to encourage
cooperation between the universities and their countries of origin; during the days of the Con-
ference, the Committee will organize a session to present initiatives and seek partnerships. In
this session, therefore, the universities participating in the 3 rd UNICART will be able to sub-
mit research projects or programmes, also in view of deadlines for new European Research
calls, with the aim of signing collaboration agreements with other universities or bodies in-
terested in the topics studied.
The results can be presented, of course, in subsequent UNICART conferences.
Let’s stay connected, let’s stay together: cohesion will give a new boost to the recovery of
our countries!

Tourism Planning

Abstract: Tourism planning (Concept) is a type of guidance for tourism system and integrated compo-
nent between organizations and decision makers. It includes sustainable cycle process, it has hierarchy
at every level and bases on scientific researches.
Tourism planning helps to slow down over-tourism, it supports positive development of land use and
protection of forests. It has positive influence on local culture of locals with increased service quality.
In this study, tourism planning types will be evaluated and different examples at STP (Spatial Tourism
Planning) level will be given. Different perspectives from different organizations will be introduced
such as World Tourism Organization, South African National Department Tourism. WTO hold concrete
targets for tourism development, protection of natural and cultural resources. South African officials
support the integration between tourism and development policies. This paper underlines strong rela-
tionship between development plans and integrated tourism planning.

1. Definition of Planning

• Identifying the vision, goals or objectives to be achieved.


• Formulating the strategies needed to achieve the vision and goals.
• Determining and allocating the resources (financial and other resources) required to
achieve the vision and goals.
• Outlining implementation arrangements, which include the arrangements for monitoring.

2. Tourism Planning (Concept)—Sustainable Tourism Planning

• A type of guidance for tourism system.


• An integrated component between organizations and decisions.
• Sustainable cycle process.

• It bases on scientific researches.

2.1 Reasons of Tourism Planning


• Carrying capacity: Slowing over-tourism with the help of tourism planning.
• Positive development during land use/ Protection of forests etc.
• Positive influence on local circumstances and culture of locals. Increasing service quality.

2.2 UN World Tourism Organization and Planning (UNWTO, 2005)


Here is some information about integrated tourism planning which has strong connection with
sustainable tourism:
• Tourism resources which have the potential to be converted into viable and attractive
tourism products with the help of different stakeholders
• There must be tourist facilities and services, and have opportunities for investment
• Current tourism flows and performance must be investigated and evaluated
• Type and scale of target markets should be examined
• Transportation access and service structure must be clearified
• Current and projected economic analysis is playing a major role
• Socio cultural, environmental and economic impacts can not be neglected.
• Resource management - energy, water and waste are main part of planning.
• Institutional set up for tourism development must be concretized
• Tourism related legislation and regulations are under the responsibility law-maker.
• Human resources needs are illustrated
• Tourism infrastructure requirements must be defined
• Tourism development areas have strong relationship with other sectors
• Concept designs for development of tourist areas, resorts and attractions are very im-
portant
• Community involvement and initiatives play crucial role in terms of planning
• Tourism marketing and information delivery open new frontiers for the destination

2.3 Definition of Integrated Development Planning


The United Nations Centre for Regional Development (UNCRD) defines “integrated develop-
ment planning” as: “founded on a territorial and spatial approach to development. It is a process
of planning that can transcend sectors as well as administrative or jurisdictional boundaries to
pursue holistic and integrated approaches to sustainable development at sub-national levels.
The approach is multi-scalar so as to cover the environmental, social, and economic issues
that are being addressed at the appropriate planning and management scale, promoting the re-
quired articulation of the different scales (UNCDR, 2020).

3.Types of Tourism Planning

There are certain types of planning and following planning are distinguished according different
characteristics (İçöz, O.; Var, T.; İlhan, İ., 2009).

3.1 Periodical Tourism Planning


• Short-term: There are so called operational plans and made for 2 years. Political and
economic feasibility reports are already prepared. They are harmony with construction
and investment period of facilities.
• Mid-term: They can be called as tactical plans and prepared for 3-6 years. They are in
harmony with national investment and economic development plans.
• Long-term: This type of plans are strategic plans and made for between 10 and 25 years.

3.2 Organizational Tourism Planning

3.2.1 Integrated Tourism Planning


It is multi-dimensional and it has relationship with different stakeholders (Planning can be made
at local, regional, national level and it has to be coordinated with other tourism related sectors.
Spatial coordination with other sectors means that airports, highways, harbours are planned
with agricultural production and other industries
Touristic attractions must be protected according to SDGs.
Tourism planning at different levels must be coordinated according expectations and en-
gagement strategies as follows: mainly organisation, research, action planning and implemen-
tation and monitoring must walk hand-in hand.

3.2.2 Sectoral Tourism Planning


Sub-sectors are planned such as thermal, youth or development of touristic paths etc. These
actions have direct relationship with responsible planning authority and can be created by state
owned agencies or private firms.

3.3 Spatial Tourism Planning


There are five types of spatial tourism planning.

3.3.1 International Tourism Planning


At this level, different countries or regions work together. Especially, European Regional De-
velopment Fund, COSME or Creative Europe Programs etc. CurioSEAty (Spain, France, Por-
tugal, Croatia, Italy) can be given as a suitable example.

Idea & Concept of CurioSEAty (EU, 2014)


The project connects the market potential of water sports to European maritime heritage, ap-
pealing to the passion of nautical practitioners for the Sea. The Route would unveil such herit-
age and make it visible and accessible to nautical practitioners, signalling Europe as the best
destination for the practice of water sports - not only for its existing, state-of-the-art nautical
infrastructure - but also for offering to experience a world of maritime history and culture that
is unique and can only be found in the Old Continent. Implementation period: May 2013 –

October 2014; Total project costs EUR 187 433; EU contribution EUR 149 947; Level of EU

3.3.2 National Tourism Planning


---Strategies must be supported with funds and different mechanisms. Otherwise they are left
on papers.

3.3.3 Regional Tourism Planning


---Highest satisfaction.
---Development of tourism must bring positive changes in finance, socio-culture and environ-
ment.

3.3.4 Local Destinations


--- It has more to do with local municipalities and needs sincere trust among stakeholders.

3.3.5 Site Management (Location development)


---Sustainability.
---Environmental Protection.
---Locations must be selected carefully.
---Planning processes:
Selection of location, training of personal, provision of services

Example for Spatial Tourism Planning


Mare Nostrum Program
“2 + 1 Corridors and One Ring” for spatial tourism planning “STP”. Thus, three corridors em-
anate from the region’s marine gateways; two land corridors directed towards the regional in-
terior to achieve an urban-rural integrated tourism planning as a non-partial unit, while the tour-
ist investment corridor runs towards the marine space. The scenario completes by interaction/in-
tegration between these three corridors in one regional tourism network “tourist ring within
Mediterranean series” (Rahmoun T., Zhao W., Hassan M., 2019).

4. Conclusions

More integrated tourism planning means

• Agricultural regions may not be deteriorated


• Climate change has fewer negative effects
• Ecological thresholds limits may not be exceeded
• Characteristics of natural, cultural, ethnic and regional specialities will not be lost
• Less social and cultural stress limits
• The business management is not be overloaded
• Especially more integration of SDG in tourism plans
• More coordination with EU funding programmes
• Peace between countries and regions can be restored
