Dear Chefs de Mission,

On behalf of the EYOF Tbilisi 2015 Organizing Committee I would like to extend my sincere esteem
to all European National Olympic Committees on the occasion of the publication of the Chefs de
Mission Manual for the Tbilisi 2015 European Youth Olympic Festival.

Tbilisi 2015 Organizing Committee highlights great importance of the NOCs as crucial members of
the Olympic Family and backbone of the Olympic Movement. We are confident that the
participation, understanding and support from the NOCs are the essentials to make the EYOF 2015
a high level youth forum.

With “Step to the future” as its slogan, Tbilisi 2015 Organizing Committee will make all its efforts to
create all necessary conditions for athletes and officials as well as the distinguished guests to offer
comprehensive and satisfying services.

The Chefs de Mission Manual provides the largest possible amount of information and policies with
regard to each delegation’s participation in the EYOF Tbilisi 2015. Familiarizing with this document
will pave a way to the successful participation in this sports celebration. We look forward to seeing
you at the Chef de Mission Seminar in April and hope you will see for yourself the city of Tbilisi and
witness the progress of the preparation for the EYOF Tbilisi 2015.

We believe that Tbilisi 2015, a combination of the traditional Georgian hospitality and the
essentials of the Olympic ideals, will bring to you passion, inspiration and joy. I am expecting you in

2 PREFACE

EYOF Tbilisi 2015 OC is pleased to provide the European NOCs with the 1st edition of Chefs de
Mission Manual for the Festival containing comprehensive information on all aspects of
preparation.

The Chefs de Mission Manual outlines priorities of the NOCs over the next months for successful
preparation of their delegations for the Tbilisi 2015 EYOF. Our Organizing Committee has been
working hard on designing and finalizing the policies and procedures. The CdM Manual contains the
up-to-date information available for the present time. 2nd updated edition of the CdM Manual will
be available on the NOC Section by 31th May 2015.

We encourage all NOCs to read the manual carefully in advance before the April CdM Seminar to
comment on any aspects of the preparation and ask questions if additional clarification is needed
on any issue.

As Tbilisi 2015 Organizing Committee has several months before commence of the Festival, some of
the information provided in this first edition of the Manual may be modified/amended during
upcoming two months until the publication of the 2nd version of the Manual. NOC/IR Department is
fully committed to providing the NOCs with regular updates to facilitate your teams’ successful
preparations for this important Youth Forum.

Other very important documents are the Technical Manuals for nine sports on the programme of
the EYOF. These manuals can be found in the NOC Section in Sport file.

The NOC/IR Department is looking forward to welcoming you in Tbilisi in April 2015 for the CdM
Seminar and we strongly believe it will be a very productive and rewarding event.

3 GENERAL INFORMATION

3.1 Population of Georgia

Based on data from 2013 census the population of Georgia is about 4 935 880. The most part of
population is Georgians – 83.8 %. There are also different ethnic groups: 6.5 % Azerbaijanis, 5.7 %
Armenians, 1.5 % Russians and 2.2 % other nationalities.

3.2 Tbilisi

The history of Tbilisi, the capital of Georgia, dates back to the 5th century AD. Tbilisi has been an
important cultural, political and economic centre of the Caucasus region for most of its history
located on a crossroad of major trade routes. Tbilisi entered 21st century with changes and with a
new image keeping at the same time the details characteristic for Tbilisi only. The past and present
are closely linked with each other here. Lots of modern buildings are being constructed that make
1500 years old city more distinguished and interesting. Tbilisi is the city with the population of
about 1 400 000.

The city's name was not incidental. It originated from the word “tbili” - warm. In fact the plain
between Mount Sololaki and Metekhi cliff, where the city is situated, is rich in warm sulfuric
springs.

The combination of original architecture and natural beauty gives it inimitable charm and color.
Tbilisi stretches in a narrow strip on both banks of the river Mtkvari. Its narrow curved streets run
up the slopes and round the mountains ridges. The houses matching the relief are located on the
slopes of the mountains arranged in terraces one above another closely adjoining each other. If you
look at the city from Mount “Mtatsminda” (Holy Mount) you will clearly see them climbing the
slopes of the hills on the both banks and cluster near the rocky precipices.

But the soul of Tbilisi still dwells in the Old town. The quiet winding sunny streets, terraces of the
houses wreathed with vines, ancient churches with tiled domes, the ruins of old monasteries,
traditional Georgian yards with intricate carved porches are simply irresistible.

3.3 Language

Georgian (Kartuli) is a language spoken by Georgians, and it represents the official language of the
nation. The Georgian alphabet is one of the 14 original alphabets of the world and it is fully
phonetic. There are 33 letters and the same amount of sounds in the language. Therefore, the
writing language fully coincides with its pronunciation.

The first known Georgian script, made by stone inlaying, was found in the Judean desert in
Palestine and dates by 433 AD.

The first known monument of original literature is written in the 5th century. By this time the Bible
was already translated into Georgian.

In the 12th century, known as the Golden Age of Georgian history, Poet and philosopher of genius
Shota Rustaveli wrote an unfading masterpiece The Knight in the Panther’s Skin. This poem
regarded as a precursor of the European renaissance was translated into many languages.

3.4 Currency

The currency in Georgia is the Lari (GEL – Georgian Equal Lari). There are the following Lari
banknotes and coins in circulation:

Banknotes – 5, 10, 20, 50, 100, 200;

Coins – 5, 10, 20, 50.

Official exchange rate: 1 EURO = 2.40 as of April, 2015. Generally Georgian Lari is used in Georgia.
The travellers have opportunity to use different credit cards approved by the International
Payment Systems. There are numerous banks in Tbilisi, Georgia. Most of them provide 24/7
services. Visitors are able to have ATM (cash point machines) services throughout the city. During
the Festival all participants of EYOF Tbilisi 2015 will be privileged to have 24 hours banking services
at the Athletes’ Village.

3.5 Communications

The country code is +995 and the area code for Tbilisi is 32. There are many WI-FI zones that enable
visitors to use the internet for free.

3.6 Electricity

Electrical current – 220 Volts, 50 Hz. EU standard plugs work throughout Georgia.

3.7 Religion

A large majority of Georgia's population practices Orthodox Christianity. The Georgian Orthodox
Church is one of the world's most ancient Christian Churches. In the first half of the 4th century,
Christianity was adopted as the state religion, following the missionary work of St. Nino
of Cappadocia. Religious minorities of Georgia include Armenian Christians, Muslims and Roman
Catholics.

3.8 Tourism

Tourism is an increasingly significant part of the Georgian economy. There are numerous resorts in
different climatic zones in Georgia. Tourist attractions include more than 2000 mineral springs, over
12,000 historic and cultural monuments, four of which are recognized as UNESCO World Heritage

3.9 Culture

Georgian culture has progressed over thousands of years continuing into the rise of the unified
Georgian Kingdom under the single monarchy of the Bagrationi. Georgian culture enjoyed a golden
age and renaissance of classical literature, arts, philosophy, architecture and science in the 11th
century.

The Georgian language and the Classical Georgian literature of the poet Shota Rustaveli, were
revived in the 19th century after a long period of turmoil, laying the foundations of the romantics
and novelists of the modern era and many others. Georgian culture was influenced by Classical
Greece, the Roman Empire, the Byzantine Empire, and later by the Russian Empire.

Georgia is well known for its rich folklore, unique traditional music, theatre, cinema, and art.
Georgians are renowned for their love of music, dance, theatre and cinema.

3.10 Georgian Cuisine and Table Traditions

One of the best ways to experience and understand Georgian traditions of eating, drinking and
enjoying life is Supra, the Georgian table. The Georgian cuisine is specific to the country, but also
contains some influences from other European culinary traditions, as well as those from the
surrounding Western Asia. Each historical province of Georgia has its own distinct culinary
tradition, such as Megrelian, Kakhetian, and Imeretian cuisines. In addition to various meat dishes,
Georgian cuisine also offers a variety of vegetarian meals. In a Georgian feast, the role of the
“tamada” (toastmaster) is an important and honoured position. It shouldn’t always have a festive
reason: every day can be festive in Georgia. Gathering with friends and family is very important
here. It is a big pleasure for the hosts if their guests are trying all the dishes, join the toast-master,
take wine with the others and say some worm words too.

Georgia is said to be a country of wine. Rich history of Georgian wine is proved by numerous
ancient clay wine vessels or bronze, silver and golden cups, as well as, wine barrels dated to the
2nd or even 3rd millennium BC found in the ancient tombs of the Bronze Age.

Today, over 500 varieties of grapes grow in our small country, and Georgian wines are well known
for their unique properties and characteristics. Our warm climate and moist air from the Black Sea
provides perfect conditions to produce superb wine.

3.11 Climate

Climate of the country is extremely diverse, considering its small size. The Greater Caucasus
Mountain Range influencing Georgia’s climate, it protects the country from cold air masses from
North.

The Lesser Caucasus Mountains partially protect the region from the influence of dry and hot air
masses from South as well. An average temperature in summer ranges from 29 °C to 32 °C.

3.12 Immigration and Custom Formalities

No Visa for European Nations.

Those travellers who hold passports of any European nation do not need visas to travel to Georgia.

Georgian border crossing procedures are very simple and last for less than one minute!

Special arrangements will be made for visa-free travel for FYROM and Kosovo.

3.13 Getting to Georgia by Air

Tbilisi International Airport operates 24 hours connecting numerous cities. The airport provides
services for about 25 Airlines and can serve 2000 passengers per hour. About 40 direct flights are
accomplished from different cities. Separate private charter terminal is also available.

Information Desk located at the airport with EYOF OC Staff will ensure smooth transportation of
NOC delegations and guests to the Athletes´ village and relevant Hotels. Oversized baggage for
special sports will be collected at the assigned place of the airport for further transportation to the
respective locations. Special arrangements will be also made for NOCs arriving by ground transport.

European Youth Olympic Festival in Tbilisi will encompass total 11 competition and 5 training
venues.

For higher resolution please refer to Appendix 1.

All the venues are located at approximately 25-35 minutes distance from Athletes’ Village.

As a result of currently ongoing active construction and renovation works athletes participating in
the EYOF Tbilisi 2015 will have possibility to compete at the new venues built with European
Federations standards in the New Tbilisi district (Athletics, Swimming, Volleyball, Gymnastics),
Handball Palace and Mziuri Tennis Courts in the city centre. After the Festival all the
aforementioned venues will be actively used for holding national and international tournaments
leaving great legacy to the future generation of the country. Venues in other sports are in the
process of active renovation works to be completed within the defined deadlines.

8 CONDITIONS OF PARTICIPATION, QUALIFICATION

Participation in the European Youth Olympic Festival is open to all young European athletes
nominated by their National Olympic Committee, subject to the EYOF Charter, the Technical
regulations of the European Youth Olympic Festival and the guidelines established by the
Organizing Committee, duly approved by the EOC.

Any competitor in the EYOF must be a national or citizen of the country or territory of the NOC,
which is entering him/her and has to possess a valid EF´s code or license when necessary. Festival
qualification is entirely in the responsibility of the NOCs, strictly adhering to the respective age and
maximum participation quota.

NOC who wishes to enter an athlete, who does not meet these criteria, may submit a written and
detailed request to the EOC EYOF Commission not later than two months before the date of the
Opening Ceremony at 26 July 2015.

9 FEE, DEPOSITS, INSURANCE

For the first time in the history of EYOFs all European NOCs participating in the Tbilisi 2015
European Youth Olympic Festival will not pay participation fee, i.e. the athletes and officials
staying at the Athletes’ Village will receive free accommodation and full board at the dining hall.
Judges and Referees nominated for EYOF Tbilisi 2015 will be also released from paying
participation fee.

NOCs with the participating athletes will only be responsible to pay damage deposit (up to 50 Euro
per person, max. 3500 Euro per delegation) within the defined deadline which will be refunded by
the Organizing Committee after completion of the EYOF.

In case of any damage caused by the NOC incurred on the property of the OC or third person,
this damage will be recorded and a protocol will be co-signed by a representative of the NOC
and OC. This document will then serve as the basis for valuation of the damage that will be
subsequently deducted from the deposit.

The EYOF Tbilisi 2015 OC shall take out insurance in accordance with the defined insurance policy.
Organizing Committee will provide health insurance coverage for athletes, officials, NOC guests and
all accredited persons during the period from July 24, 2015 until 2 August 2015. The insurance
covers injuries, acute diseases and urgent aid originated during EYOF Tbilisi 2015.

Organizing Committee is also responsible for the third party liability insurance policy for loss,
damage or injury during EYOF.

Signing the ECF, the NOC confirms the awareness of the insurance policy towards the
NOC/Participant at the EYOF Tbilisi 2015 and that the NOC is responsible for the necessary travel
and health insurance for its participants that are not covered by the EYOF Tbilisi 2015 OC. The OC
shall take out insurance in accordance to the insurance policy.

In case a Participant is hospitalised, the EYOF TBILISI 2015 OC covers the costs of the Participant´s
medical treatment in the hospital until 10 days after the Closing Ceremony and is responsible for
the eventual costs related to his / her repatriation.

10 NOC SERVICES

10.1 Website - Section for NOCs

EYOF Tbilisi 2015 official website run in English and updated regularly operates on the following link
http://www.tbilisi2015.com/en/ and includes information on all major events and useful data
from the Tbilisi 2015 OC.

NOCs can find all useful information to ensure their successful preparations for the Festival on
special NOC Section via the following link http://tbilisi2015.com/en/login. All NOCs will receive
relevant Username and Password by 10 April 2015. Every new or updated information from the OC
will be accommodated in the NOC Section sending also e-mail notification to the NOCs.

10.2 NOC Services Centre

NOC Services team provides exchange of information between the National Olympic Committees
and the EYOF Tbilisi 2015 Organizing Committee. Our team will run the NOC Services Centre and
coordinate the NOC Assistants over the course of the Festival staying in close collaboration with all
departments to ensure that policies, procedures and services levels meet the needs of NOCs and
athletes.

During the EYOF Tbilisi 2015, the NOC SC will operate on 2nd floor of the hotel located next to the
AVL about 2 min. walking distance from the Residential Zone.

NOC SC will provide all required information to the participants of 50 European NOCs staying at the
Athletes´ Village, to make them feel comfortable during their stay.

The general info desks including accreditation, accommodation, catering, transportation etc. as
well as Sports Information Desks (SID) of 9 sports - Athletics, Basketball, Cycling, Gymnastics,
Handball, Judo, Swimming, Tennis, and Volleyball - will ensure services between:

During the Festival, the NOC Services Centre will also provide the following services:

 General Information/Communication service;


 Special requirements concerning transportation, accommodation, catering, etc;
 Providing information about each sport discipline with its own Info Box for each sports;
 Distribution and reception of materials and documents;
 Office work (copying, printing);
 Meeting room reservations;
 Claims, complaints, lost & found;

The NOC SC is mainly designated for Chefs de Mission, Ao and persons with proxy cards.

10.3 NARRO

Before commence of the Registration and Accreditation Process each NOC was provided with
NARRO (Notification and Acknowledgement of Authorized Representatives of the Responsible
Organizations) Form which should be approved by the authorized NOC Representative and
returned back to the OC by a specific deadline. Please refer to Paragraph 12.2 for additional
information.

10.4 ECF

Entry/Eligibility Conditions Form applies to all delegation members including Chef de Mission,
athletes, team officials and other accredited members. Only single document of the ECF will be
completed on behalf of delegation members signed and sealed by NOC authorised representative.
The ECF Form should be returned to the EYOF 2015 NOC Services/IR Department no later than
25th June 2015.

Signing the form, the Participant, or his / her respective parent / legal guardians, has / have
authorised the Chef de Mission of the participant´s NOC to provide the necessary consent, when
and where required, for the participant’s involvement in any event or programme in connection
with the EYOF TBILISI 2015.

Participants declare to the National Olympic Committee that he/she has read and has full
knowledge of the provisions of the EYOF Charter currently in force and agrees to comply with all
provisions indicated in ECF and, in particular, with the provisions of the EYOF Charter regarding
eligibility for the European Youth Olympic Festival.

10.5 Chefs de Mission Meetings

CdM Meetings will take place in the hotel next to the AVL with the following schedule:

Additional meetings may be convened, if needed. After CdM meeting, the same day, NOC SC will
distribute Minutes to NOCs including all issues raised during the meeting with relevant questions
and answers. The report will be available in English at the NOC pigeon boxes. The report will be
sent by email to each NOC’s Chef de Mission and/or primary point of contact.

10.6 Medical Meeting

Meeting for the team doctors will be organized in the hotel next to the AVL on 26 July 2015 at
09:30.

Additional details on the meeting will be communicated to the NOCs team doctors in advance.

10.7 Chefs de Mission Arrival

Tbilisi 2015 Organizing Committee encourages CdM and NOC Delegations to arrive on the official
arrival dates which is 24th of July for CdM and 25 July for NOC Delegations.

In case of early arrivals please contact directly the NOC Services team via following e-mail:
nocservices@tbilisi2015.com.

Upon arrival the CdM will be transferred to the NOC SC to conduct One-to-One Meetings. During
this process Chefs de Mission will undergo following procedures:

 Meet the assigned NOC Assistants


 Get familiar with the AVL and Festival venues
 Present passports or ID photocopies of delegation members*, check the list of delegation

members and collect accreditation cards, Proxy Cards, Upgrade Cards, VAPPs (if applicable)
and gift set (will be placed in the NOC office within the delegation allotment).

*All Chefs de Mission are requested to present passports according to alphabetical order to ensure
smooth registration process.

 Submit original copies of ECFs


 Sign room allocation documents and corresponding AVL instructions
 Check allocated rooms and sign the handover protocols (official handing over)
 Collect keys for the rooms upon receipt of the signed protocol
 Hand over the name of flag bearer for the OPCER
 Collect all necessary information from the OC
 Hand over and check cell phone number CdM (SMS Service during EYOF)
 Conduct other necessary arrangements as required

10.8 NOC Offices

EYOF Tbilisi 2015 Organizing Committee will provide all NOCs with the most comfortable conditions
possible for their work.

Each NOC Delegation will be assigned NOC office in their residential blocks. CdM rooms will be
equipped with all necessary furniture and items.

10.9 Proxy Card

Each NOC delegation will obtain proxy cards depending on their delegation size:

Up to 50 NOC delegation members – one proxy card

Over 51 NOC delegation members - two proxy cards

The proxy cards will be used by other members of the NOC delegation than the CdM and Deputy
CdM in order to collect their documents and mail from the team pigeon-boxes located at the NOC
SC, deal with financial issues or guest passes. The card is only valid in combination with the
accreditation card. The proxy cards will be provided to the Chefs de Mission during one-to-one
meetings as mentioned above.

10.10 Meeting Room Reservations

NOCs have the possibility to book meeting rooms in the AVL through the NOC SC in order to
organize their internal meetings, celebrations, etc.

10.11 Language Services

NOC Services Department will ensure translations service during the Festival at all the Meetings
incl. CdM, TCM and Medical Meetings. For any additional requests of language services NOCs are
asked to accommodate their reservation the day before at the NOC SC.

10.12 NOC Assistants

Each NOC delegation will be assigned a number assistants.

 Chief assistant - 1 assistant assigned to the Chef de Mission acting as a liaison person
between the CdM and the OC;
 Team assistant – 1 assistant assigned to team sports (VO, BK, HB) per boys and girls team;
 NOC assistant - volunteers assigned to NOC delegations. The NOC delegations with up to 60
persons will be assigned up to 2 NOC assistants, while delegations with over 60 will be
allocated up to 3 assistants. For small size delegations no additional NOC assistant will be
assigned (Only Chief assistant).

Assistants will accompany CdM and delegations throughout the Festival. They will act as a
connecting link between the NOC delegations and the OC helping the delegation with problem
solving and daily administration. NOC delegations will be able to meet their assistants at the One-
to-One meetings helping CdM to complete the registration process smoothly without delay. The
NOC assistants will accompany CdM to the residential blocks helping with accommodation of their
delegations at the allocated rooms. To ensure smooth communication between CdM and Chief
Assistants each of them will receive mobile phones with local numbers.

NOC Services team aims to make NOCs preparations for the EYOF Tbilisi 2015 as easier as possible,
making their stay in Tbilisi comfortable and enjoyable for all the participating countries, enabling
them to not only bring home precious medals, but also a number of pleasant memories.

11 SPORT

For the first time in the history of the EYOF a 6 competition day format has been implemented in
Tbilisi 2015.

Based on the experience from the previous Summer EYOFs and related request from some
European Sports Federations the EOC decided to extend the EYOF sport programme from five to six
competition days. Such an extent allows adapting both the competition and training programmes in
a most appropriate way and lowering the pressure on athletes.

Please refer to the Technical Manual for additional details.

11.1 Competition Schedule

Please refer to the Appendix 2 to see the latest Competition schedule. The program is subject to
further amendments.

The competition schedule by day and session for each sport can be found in the Technical Manual
of respective sport disciplines on NOC section/sport.

11.2 Training Schedule

First official training in each sport starts on 26 July 2015. Nevertheless, training venues will be
available during 25 July – 1 August 2015. Detailed schedule can be found in Technical Manual of
respective sport disciplines. Please refer to the Appendix 3 for the latest training schedule.

11.5 Sport Information Desks (SID)

Sport Information Desks will be located on the 2nd floor of hotel next to the AVL at the NOC
Services Centre. SIDs will also be available at the relevant sport venues. Operating hours: 24 July – 1
August 08:00 – 22:00

At the Sport Information Desks, NOCs will be able to obtain all necessary sport information
including start lists and results, competition and training schedules during the Festival period. SIC
will be accessible for CdMs, Ao and Proxy Card holders.

EYOF Tbilisi 2015 Technical Manuals can be found on official web-page: www.tbilisi2015.com in
NOC Section/sports. No printed copy will be provided to the NOCs. Only electronic version is
available.

11.6 Clothing and Advertising

NOC teams should wear their national uniforms. Please refer to Tbilisi 2015 EYOF Rules on
Advertising, Demonstrations and Propaganda. You can find see the document on NOC Section/
Sport.

In accordance with the Charter of EYOF, Rule 20 no form of advertising or publicity may appear in
any form what so ever on clothing, accessories or, more generally on any item of clothing or piece
of equipment worn or carried by the delegations during EYOF, with the exception of the
manufacturer’s identification and logo, as stipulated in the rules of the IOC. All violations of the
provisions of this clause shall lead to disqualification and the withdrawal of the accreditation of the
person concerned.

The NOCs are requested to bring the sample of the competition uniform to the Technical meeting
of each sport for final check in order to avoid any problems at the field of play.

The official uniforms of the NOCs may include the symbols of the country (name of the country,
national flag, and emblem) and/or emblem of the NOC and/or the logo of Tbilisi 2015. The emblem
of the respective National Sport Federations can be also accepted.

The only exceptions are a graphics or graphics elements of the manufacturer´s brand identification
that may exceed the restricted size; e.g. three stripes (and similar cases of “commercial brand
graphics element”) as well as other identifications such as “Goretex” and Dryfit” and similar cases
having direct relation to the clothing identification. In this case it is strongly advised to send
pictures featuring such branding to the EYOF Manager (k.nycova@eurolympic.org) for review and
official approval.

Volunteers area, the Sport Information Desk and the competition secretariat will also be situated at
the venue.

Distance from AVL: 22 km. Travel time: 30 min.

Competition date: 28 July 2015 Tuesday

Time Trial race will be held on King David Avenue with start and finish which is around 30 minutes’
drive from the Athletes’ Village. Both routes will be equipped with temporary construction in order
to match all requirements of European Cycling Union.

Time Trial Distance:

 Girls: 9.7 km with one return


 Boys: 9.7 km with one return

The Team manager’s car will be allowed to follow the rider in the individual time trial.

Competition Venue for Road Race – Tbilisi Sea

Distance from AVL: 6.3 km. Travel time: 5 min.

Tbilisi Sea road is an existing bicycle route, situated around the Tbilisi Sea located next to the
Athletes’ Village. Tbilisi Sea route (asphalt, length of 23 km) will be used for the Road Race
competition only.

Road races start and finish areas are located next to the AVL.

Distance of the individual road race:

 Girls: 2 rounds of 23.700 km (47.400 km in total)


 Boys: 3 rounds of 23.700 km (71.100 km in total)

No team cars will be allowed to follow the riders in the road race. Three (3) neutral service cars will
follow the peloton.

The swimming pool was specially built and equipped for EYOF 2015 in close collaboration with the
Georgian Aquatic Sports National Federation and the venue meets the requirements of LEN
(European Swimming Federation) requirements.

The competition will take place at 50m 10-lanes outdoor swimming pool. 25m 10-lanes outdoor
pool will be used for warm up and training purposes located next to the competition pool.

12 NOC DELEGATION REGISTRATION AND ACCREDITATION PROCEDURE

12.1 Registration and Accreditation Process

Registration and Accreditation process (RAP) is the official registration process for all NOC
delegations attending the European Youth Olympic Festival Tbilisi 2015.

During this process, NOCs will register their NOC Delegation members, complete their SPORT
ENTRIES for athletes and finalize their NOC registration by name, by filling in all necessary steps and
data in the online Registration and Accreditation System (RAS) supplied by company ALL-ONE.
Accreditation and registration system will open on 10 April 2015. The OC will send to every
participating NOC a username and a password in order to allow their officials to access the system,
input and modify data until the designated deadline.

The online accreditation system will operate in English.

The detailed information about DRP and practical information how to work with RAS can be
found in the EYOF 2015 Registration and Accreditation Manual (RAM) that will be downloadable
from 10 April 2015 at the NOC section on the official website as well as in the RAS.

12.2 NARRO Form

Before Registration and Accreditation process is initiated, NOCs will be sent Notification and
Acknowledgement of Authorized Representatives of the Responsible Organizations (NARRO)
Form which should be read and approved by the authorized NOC representative.

NARRO is a document containing information about responsibilities of the PPC regarding data
collection for Delegation members. This information will be used by the OC of EYOF Tbilisi 2015 for
proper arrangement of the Festival, including start lists, results service, arrival and departure
management, transport management and function invitations. Personal data used by the EOC will
be processed in accordance with the Swiss Federal Law on Data Protection of 19 June 1992. The
data, received by EYOF Tbilisi 2015 OC will be erased by the end of December 2015 at latest.

NOCs must read and accept the terms and conditions of NARRO and return the completed form to
EYOF Tbilisi 2015 NOC services at nocservices@tbilisi2015.com

Once EYOF Tbilisi 2015 NOC Services has received the correctly completed and signed NARRO form,
they will email the RAS login details to the PPC.

12.5 NOC Guest Quota

12.6 Entries by Number

By 25th March 2015 NOCs submit Final Entries by Number for their participating athletes and
officials as well as number of Judges/Referees based on the chart with sports, events, age
categories and quotas and special documents on Judges/Referees information. The figures from
Final Entry by Number are binding.

12.7 Entries by Name

NOC can register and enter the accreditation details of all potential NOC delegation members by
25th June 2015 (Entries by Name/long list) via online RAS which will be open for NOCs from 10 April
2015. The registration by using the accreditation bulk template will be also possible. Bulk template
can be downloaded from official web site www.tbilisi2015.com NOC Section/Registration and
Accreditation and in the RAS in section Download. After filling in the required information, the bulk
template must be sent to Accreditation Department on the following address:

12.8 Short List and Sport Entries

11th July is the deadline for submission of Short List and Sport Entries. The Sport Entries Module
will be available in RAS from 10 April 2015 already. NOCs are responsible to enter information
about Athletes´ participation is selected sport events. For more detailed information please refer to
the Registration and Accreditation Manual.

12.9 Registration Confirmation

After 11 July the OC will export the data entered by each NOC and will send it to NOCs for final
confirmation of their accreditation and Sport Entries by 20 July 2015. For more detailed information

12.11 Late Athlete Replacement

In case of any medical reasons preventing an athlete from participation in the competition during
EYOF Tbilisi 2015 after decision of the NOC concerned, the athlete may be replaced by a substitute
only in the same gender, sport and event from 12 July 2015 to 23 July, 2015.

Late Athlete Replacement would be possible, if:

 Substitute athlete is eligible to take part in the EYOF 2015


 Substitute athlete stands in the delegation long list.

Late Athlete Replacement Form duly completed and signed along with all necessary documentation
should be sent for approval to the EYOF Tbilisi 2015 OC.

12.12 Additional Access Passes

Additional Access Passes are granted for special or temporary visiting access to the prescribed
zones at the given time.

To satisfy the needs of various groups of people, the OC has prepared following Additional Passes:

12.12.1 Guest Passes


Guest pass is granted by the Organizing Committee to persons (including the accredited and non-
accredited persons) for temporary visiting access to Athlete’s Village. It is valid only during the day
it was issued.

Applicant must be accompanied by CdM or the assistant with the proxy card.

Guest pass will be issued by accreditation manager at any accreditation sub-center after
verification and confirmation of the information provided by the applicant previous day until 18:00.
Before transferring the day pass, non-accredited holder has to leave his/her ID at the accreditation
sub-center. The ID will be given back upon returning Guest pass.

12.12.2 Upgrade Card


Upgrade Card allows broader rights than those permitted by the initial accreditation. It grants
access to all venues and zones. These cards may only be used by persons already accredited, and
must be used in combination with the primary accreditation card.

Upgrade Cards will be handed over to the CdM during One-to-One Meeting.

The Upgrade Card is only allocated to each NOC and can be transferred among the NOC delegation
members during the Festival.

The quotas of Upgrade Cards for NOCs are calculated by size of the delegation:

12.13 Accreditations Centers

During European Youth Olympic Festival Tbilisi 2015 OC will operate four Accreditation sites:

 Main Accreditation Center (MAC);


 VIP Accreditation sub-center;
 Media Accreditation sub-center;
 Technical Officials Accreditation sub-center.

Main Accreditation Center (MAC)

The Main Accreditation Centre (MAC) will be located at the hotel next to the AVL.

NOC accreditation cards will be pre-printed and distributed from the MAC after corresponding
verifications of passports/IDs during One-to-One meetings. After verification, accreditation cards
will be transferred to the CdM.

During one-to-one meetings CdMs are requested to present passports or ID photocopies of


delegation members according to alphabetical order to ensure smooth registration process.

MAC can provide the following services:

 Transferring accreditation cards to CdMs


 Re-printing of accreditation cards in case of loss or damage
 Transfer of additional passes in case of necessity
 Dealing with any issue concerning accreditation

VIP Accreditation Sub-center

VIP Accreditation sub-center will be located at Radisson Blu Hotel – EOC Family Hotel.

13 ACCOMMODATION

13.1 Athletes´ Village

During the European Youth Olympic Festival Tbilisi 2015 the Organizing Committee will offer easy
and comfortable experience in Youth Olympic Festival lodging. While welcoming and during the
stay, Athletes’ Village will provide high level of accommodation services to delegates.

The Athletes’ Village is located in Tbilisi Varketili District nearby to Tbilisi Sea. The convenient
location and organization will provide the participants with suitable conditions for both rest and
leisure. AVL is especially convenient due to the fact that all facilities are brand new, specially
constructed and full of necessary equipment for EYOF Tbilisi 2015. The Athletes’ Village, where the
NOC delegations will be accommodated, consists of 9 buildings (blocks). These blocks are marked 1,
2, 3, 4, 5, 6, 7, 8 and 10. The blocks are about 20-50 meters in distance from one another. The
whole territory of AVL is fully secured. Only residents with valid accreditation cards and Guest
Passes will have access to the territory of the Village. The dining hall is located within the AVL close
to the building with fitness centre and swimming pool. Fun zone area, where also the Closing
Ceremony will take place is located between these two buildings.

AVL entrance and exit points are located the way to facilitate smooth flow of groups to and from
the AVL. All accredited persons are requested to carry their accreditation cards visibly for quick
inspections at check point. Please see the map below.

Official opening of AVL is 23 July 2015. Accommodation in the AVL for CdM will be possible from
24th July and for NOC Delegations from 25th July 2015.

The Chefs de Mission, who will arrive ahead of their delegation (strongly recommended), will be
lodged in the AVL from 24th July 2015. Accommodation requirements will be managed by OC based
on Arrival/Departure details submitted by NOC Delegations through the RAS.

Check-in Procedures will start from 24th July for CdM and 25th July for NOC Delegations. As we
acknowledge that most of the flights may occur during mid-night, OC will be ready to ensure
corresponding services during 24/7. In case of delegations early arrivals or late departures you can
contact directly NOC services team via following e-mail: nocservices@tbilisi2015.com.

NOC Delegations will be able to check in once Chef de Mission completes one-to-one meeting.

Check-in

During the one-to-one meetings CdM will approve final allotment of rooms.

During the check-in CdM will inspect all the assigned rooms (Check-in Inventory & Inspection
procedure) with a designated person from the OC and will sign the documents. CdM will receive all
keys after completion above-mentioned procedure.

Please note if the NOC Check-in Inventory & Inspection of the rooms is not completed prior to the
delegation arrival, athletes and officials will need to wait on the day of their arrival until it has been
completed!

Any damages found in the rooms on arrival during the inventory process will be written down in a
protocol.

Any damages found in the rooms after the arrival and accommodation of the delegation can be
reported at the NOC Services Centre next day before 12:00. The problems will be written down in a
protocol.

All documents necessary for the check-in process will be handed over during the one-to-one
meeting:

Check-out

The checkout date will be agreed with CdM according to the departure details provided.

On the day of departure, the Chef de Mission will inspect and check all the rooms (Check-out
Inventory & Inspection) with a designated person from the OC. Room keys should be returned
during the checkout procedure. The condition of the rooms including any damages found will be
listed in a handover protocol and signed. Any damages incurred will be deducted from the NOC
deposit. Special charge of 10 Euros will be imposed on each lost key.

13.1.3 General Policies


AVL consists of 9 multi apartment blocks, therefore the general House Rules upon arrival at the
accommodation, will apply and must be respected. All participants are asked to read and adhere to
the rules and obligations. The regulations are also downloadable from the NOC Section on official
web-page of Tbilisi 2015 and will be posted at each entrance in the block. Every Chef de Mission
must sign a document stating that the NOC delegation members have been instructed as far as the
regulations are concerned.

In general the following code of conduct will apply to all NOC residents:

1. Quiet hours in the AVL are from 23:00 to 06:00 in order to give residents a period of
undisturbed rest.
2. The Chef de Mission is obliged to report any damage, faults or loss of keys immediately at
the NOC Services Centre. Any damage incurred will be covered from the NOC deposit.

The following regulations must be obeyed in all the buildings of the AVL:

 The AVL is a non-smoking and alcohol free area.


 There is a strict non-smoking policy inside the buildings.
 Windows and water taps must be kept shut and electric appliances switched off when
leaving the room.
 Preparation of food (e.g. cooking) is not allowed in AVL bedrooms or other common areas.
 In the AVL is prohibited political, racialist, sexual or religious items propaganda/distribution.
 Items which could be used for acts of crime, or items considered a risk to the safety of the
event
 Storing of Sport equipment is NOT permitted in AVL rooms.*
 Pyrotechnic devices, fireworks must not be taken inside; there must be no manipulation
with an open flame.
 All washing and ironing must be done in the laundry.
 It is prohibited to throw any objects out of the windows.

* Bikes can be stored in the basement located within each block.

13.1.4 Services

Rooms

NOCs will receive keys for each room, based on the overall allotment predefined by the OC; the
rooms can be allocated according to CdM discretion. All AVL residents will be accommodated in
two-three-four-five bedroom apartments and a shared bathroom with a ratio 1:4 will be met. There
are 3.804 beds available in 534 apartments and 1892 bedrooms. Room furnishing includes the
respective number of beds per room with bed linen and pillow, bedside tables, bedside lamps,
wardrobe, coat hangers, waste bins, chairs and a small desk/table. Bathrooms are equipped with a
shower, toilet, basin, mirror, toilet brush and socket (European standard).

House Keeping Services

During EYOF 2015, there will be a daily cleaning service: cleaning of the common rooms, daily room
cleaning, and rubbish disposal, replacement of towels every day (piece for piece), cleaning of the
bath and toilet and supplying of soap and toilet paper. Linen will be changed once in three days.
Free of charge self-service laundry facilities (washing machines) are available for the usage of
athletes and officials next to the Dining Hall located in AVL. Detergent will be provided at the
laundry and we ask NOCs to use those machines with common sense and with the supervision of an
adult team member. The washed laundry can be dried on the provided drying racks.

Food& Beverage

As mentioned above F&B services will be provided in the Dining Hall with the capacity of 2150 seats
located in AVL. Food & Beverage Services at the AVL include Breakfast, Lunch and Dinner and free
access to water fridges which will be at the ground level of each Block entrance. The opening hours
are from 7:00 to 23:00.
 It is necessary to leave your bags in the cloak room at the specially designated area within
the dining hall.
 It is required that participants come to the meals according to the defined timetable.
 It is required that participants leave the dining hall when they finish their meal - coffee and
conversation can be held elsewhere.
 It is forbidden to take the food out of the dining hall unless for special circumstances.
Exception can be made on fruit taken with acceptable quantity.

Additional Services

NOC delegations will be offered additional services within the AVL in order to make their stay
throughout the Festival pleasant and comfortable.

 AVL offers facilities to store luggage/sports equipment in the basement of each living block.
Storage rooms will be available for all NOCs during the Festival.

Hotel next to the AVL

5 star hotel is located in 2 minutes walking distance from AVL residential zone. The hotel will
accommodate NOC Services center, SID, MAC and Meeting rooms.

Transport Mall

The AVL Transport Mall for the shuttle bus service to the venues and back is located between
residential blocks and dining hall. Detailed timetables will be displayed at the bus stops as well as in

13.2 VIP Accommodation

NOC Presidents, Secretaries Generals, their accompanying guests and NOC Guests will be offered
accommodation at the specially designated hotels.

13.2.1 VIP Accommodation Booking


All NOCs will receive official VIP Invitations with relevant information regarding booking including
rates, room categories, payment and cancelation policy and relevant details in due course. NOCs
will have possibility to reserve relevant category of rooms at the EOC Family Hotel as well as
additional VIP hotel. No direct bookings are allowed.

As the number of rooms at each hotel varies depending on the size of the hotel, rooms will be
available on a ‘first-come, first-served’ basis. OC recommends to book hotels as early as possible.
Rooms in every given hotel can be booked from 15 April 2015.

13.2.2 EOC Family Hotel


5 Star Hotel Radisson Blu Iveria located in the city centre will be official hotel for the European
Olympic Family throughout the Festival. Hotel Radisson Blu Iveria will offer an accommodation for
the members of the EOC, NOC Family, IOC, EFs with their accompanying persons and other VIP
Guests.

EOC Family hotel will provide below listed services:

14 ARRIVALS AND DEPARTURES

14.1 Arrivals and Departures Data Collection and Processing

EYOF Tbilisi 2015 seeks the cooperation of all NOCs to provide travel data via on-line RAS. NOC
Delegations must manage their own travel bookings.

NOCs need to provide travel data for their whole delegation including NOC Presidents, NOC
Secretaries General and NOC Guests.

The deadline for NOCs to submit their travel details is 10th June 2015.

14.2 Official Ports of Entry and Exit

The official Ports of Entry and Exit for the EYOF Tbilisi 2015 are Tbilisi International Airport (TBS),
Tbilisi Central Railway Station.

14.3 Arrival by Plane

For NOC Delegations arriving at Tbilisi International Airport and Tbilisi Central Railway Station, EYOF
will organize the transfer of delegation to the Athletes’ Village.

After arrival at Tbilisi International Airport, NOC delegation will be met by Volunteers at the Arrival
Hall and provide necessary services as required.

EYOF Tbilisi 2015 Info Desk will be located at the baggage claim area.

Oversized luggage will be picked up and collected at the specially designated area and transferred
to the corresponding destination.

After collection of baggage Arrival Departure Volunteers in cooperation with Transport dpt. will
accompany NOC Delegations to their designated Transportation.

Part of luggage and oversized luggage will be transported in separated trucks that will follow the
buses directly to the AVL and NOC Delegations will be available to collect their luggage and sport
equipment on arrival at the AVL.

14.4 Arrival by Train

On arrival Tbilisi Central Railway Station OC Staff and Volunteers will greet NOC Delegations on the
platform and ensure collection of baggage and transfer of delegation to the Athletes’ Village.

14.5 Arrival by Car

In case of arrivals by own vehicles OC will provide delegations with detailed routing based on their
request. NOCs are requested to contact OC in advance.

14.6 Luggage Tags

NOC delegations are requested to label their baggage with tags distributed at the Chefs de Mission
Seminar during 23-26 April 2015.

14.7 Lost, Delayed or Damaged Luggage

The airline or respective travel carrier will remain responsible for locating lost luggage and
returning it to the owner. All incidents of lost luggage should be reported directly to the airline or
carrier prior to leaving the arrival area.

In case of any lost or delayed baggage OC staff will help to handle with this issue immediately. As
soon as the Airline will deliver lost luggage to Tbilisi International Airport, Lost and Found
department will contact to the guest and the other responsible persons.

14.8 Departure Procedure

Relevant departure services will be provided based on the arrival Departure details included in the
RAS. Departure forms will also be available at NOC Services centre and CdM will have possibility to
check beforehand their departure details.

After check-out Arrival-Departure staff and volunteers will gather delegation near the block
entrance and then accompany to the transport for Airport Departure.

NOC Delegations will be transported from AVL Transport Mall to the Airport/Railway station.

Oversized luggage will be transported separately and NOC Delegations will be available to collect
their luggage and sport equipment on arrival at the airport.

In case of any questions EYOF Tbilisi 2015 Info Desk will be located at the departure hall.

14.9 VIP Arrival and Departure

Transportation will be provided for the VIP Guests according to the travel details submitted via RAS.
On arrival guests are requested to register at the EYOF info desk located within the baggage claim
area at Tbilisi international Airport. As soon as the guest states their name volunteers will take care
of their transportation to their respective hotels.

Prior to the departure dates indicated in RAS, our arrivals and departures team will double check
and finally confirm exact departure details. Corresponding services will be ensured from the hotel
to the airport. Final departure and transportation details will be displayed at the info desk in EOC
Family Hotel/VIP hotel

15 CATERING

Tbilisi 2015 Organizing Committee works in close cooperation with relevant stakeholders
to provide all participants of the EYOF Tbilisi 2015 with variety of European and national cuisine
prepared in full compliance with the food safety regulations. Catering team acknowledges that
fresh food ratio offered in the form of diverse meals served within the scheduled timetable is one
of the key pre-conditions for athletes’ effective performance at the Tbilisi 2015 EYOF.

15.1 Athletes’ Village Dining-Hall


The Dining Hall will be located in the two storied building close to the athletes’ residential area. In
order to enter the Dining Hall visitors must carry their accreditation cards with relevant access for
identification.

Dining Hall will be open during 23 July till 2 August 2015 according to the below listed schedule:

Breakfast: 06:00-11:00

Lunch: 13:00-17:00

Dinner: 19:00-23:00

15.1.1 Menu
European and Georgian traditional cuisine will be offered. The menu for the meals at the AVL will
be defined so as to meet the needs and nutritional values of all athletes. Every meal is reach with
carbohydrates, fats and proteins.

15.1.2 Drinks
Both warm and cold drinks will be available at the dining-hall for athletes and officials;

As water is very important nutrient for athletes, OC will provide fridges full of cool water bottles at
AVL main dining-hall, AVL building entrances and every venue; fridges will be instantly refreshed.
Water will be available free of charge. Noteworthy is that tap water in Tbilisi is fully safe and
drinkable.

15.2 Lunch Boxes


Lunch boxes will be supplied to athletes/officials according to the requirements.

Lunch-box will contain main dish, garnish, salad, cake, fruit, Coca-Cola and water.

CdMs/proxy card holders are requested to order packed lunch boxes by filing special form the
previous day before 13:00 at the NOC Services Centre located at the hotel next to the AVL.

After accommodating the order for lunch boxes, CdMs/proxy card holders will receive meal
vouchers. Requested lunch boxes will be handed over at the dining hall next day within the defined
delivery time to any person from the NOC delegation holding the lunch box voucher.

15.3 OPCER and CLOCER


Early and late dinner will be considered during OPCER and CLOCER. Updated information will be
communicated in due course.

15.4 VIP Catering


During the Festival VIP catering for accredited guests will be supplied at all competition venues.

VIP lounge will offer food, beverages and snacks for all guests

15.5 Media Catering

Light snack, coffee, tea, water will be provided at the Media Centres of all venues.

16 TRANSPORTATION

EYOF Tbilisi 2015 Organizing Committee Transportation Department will provide effective and
timely transportation services to all accredited participants covering all key locations including AVL,
EYOF Training and Competition venues, EOC Family Hotel, VIP and Media Hotels and other
locations.

Organizing Committee will ensure services for the following categories:

 NOC Delegations (athletes, officials)


 Technical Delegates and Judges and Referees
 VIP Guests
 Media Representatives
 Other accredited groups
 Doping Control service group
 Volunteers

Main Transport mall will be located in the AVL. Each venue will have clearly indicated shuttle bus
drop off and load zones.

Detailed transport timetable and lines will be displayed in NOC services center, at the entrances of
each block of AVL, at each bus stop and competition/training venues as well as at the EYOF Tbilisi
2015 official web-page www.tbilisi2015.com. Information will be regularly updated in case of any
changes in the program. Our staff and volunteers will be at your disposal in case any questions
regarding transportation at each location zones, transport mall, venues drop of and load zones, VIP
lounges, parking territories.

The daily operation hours of Transport Volunteers are from 07:00 to 22:00.

Furthermore, Transport Information Desk will operate at NOC services center located on 2nd floor
of hotel next to the AVL, working hours 08:00 – 22:00 during 24 July – 2 August.

and over-sized baggage in special cargo vans, as required.

16.2.2 Departures from the AVL and VIP hotels to the airport
Transportation will be ensured according to the information submitted in Online Registration
System and based on confirmation directly on the spot. The departure pick up times will be
communicated to the NOCs/accredited guest early enough.

16.2.3 Parking System, Vehicle Access & Parking Permit (VAPP)


Access and parking conditions at each of the venues will be granted based on a Vehicle Access and
Parking Permit (VAPP).

The application process for VAPP will be made online on the Tbilisi 2015 EYOF Registration and
Accreditation System (RAS). VAPPs will be available to NOCs in accordance with the parking
capacity in each venue. VAPPs will allow access to the parking areas located at each venue.

VAPPS must be clearly displayed inside the front window screen of the vehicle upon entry to the
Parking area and at all times while the vehicle is parked.

Outside AVL, there will be located special dedicated parking space for VAPP entitled vehicles.

16.3 Transportation System from AVL to the Venues and Back

Main Transport mall will be located in the AVL; appropriate signs will be located at Transport mall
to ensure better orientation in order to find the relevant lines.

AVL Transport Mall will contain three zones:

For the sports such as AT, AG, SW, TE, JU participants will be transported from/to the AVL
Transport Mall to/from the sport/training venues by shuttle buses by lines L1, L2, L3 and L4.

16.5 Transportation during Ceremonies

16.5.1 Opening/Closing Ceremony


NOC Delegations will be transported to the Opening Ceremony (OPCER) according to the
preplanned schedule in alphabetical order from the AVL. Transportation will start 1,5 hours before
the OPCER.

Buses will stay near the OPCER arena until the end of the Opening Ceremony. After the conclusion
of the ceremony, NOC delegations will board buses and will be transported back to the AVL.

Detailed Information regarding transportation procedure will be covered at the CdM Meeting on
26th July 2015 at 08:00.

VIP guests accommodated in EOC Family hotel Radisson Blue Iveria will receive corresponding
transport services for OPCER and CLOCER by buses one hour prior to the ceremonies.

Members of the Olympic Family, referees and judges, will be transported to the OPCER one hour
before start of the ceremony and transferred back to their respective hotels after the end of
OPCER.

16.6 VIP Transportation

VIP transportation system will be organized by staff members and volunteers mobilized at info
desk located at official EOC Family Hotel Radisson Blu Iveria as far as the main VIP transport mall
is located at the abovementioned hotel territory.

VIP guests will receive transportation by cars or minibuses according to their accreditation
category.

Volunteers and OC staff will provide necessary information to all guests as required.

16.6.1 VIP Transport

16.7 Public Transport Service

Accredited guests will have free access to public transport within Tbilisi between 24th of July
through 2nd of August. Public Transport Service includes Metro Tbilisi, Regular Bus and cable car

17 MEDICAL SERVICES

17.1 Festival-Time Medical Services Concept

All accredited people will receive proper medical services during EYOF Tbilisi 2015. Primary medical
center will be located at the AVL Outpatient Clinic. Relevant medical services will be also provided
at the relevant competition venues.

17.2 Medical Services

17.2.1 Athletes’ Village Outpatient Clinic Services


Athletes’ Village Outpatient Clinic will provide comprehensive outpatient and emergency medical
services for the accredited personnel in the Residential Zone. The clinic will be located on the first
floor of the residential block #10. It will offer consultations of GPs and specialists such as
cardiologist, surgeon, orthopedist and diagnostics (Ultrasound, Electrocardiogram, Laboratory, etc).
Appointments shall be made in advance when the therapeutic massage and physiotherapy is
required. Patients who need further examination, expert consultations or inpatient treatment as
determined by the Outpatient Clinic doctors will be transferred to designated EYOF Tbilisi 2015
hospitals.

Sufficient amount of ice will be available at the medical points located in the AVL Clinic and all
venues.

Outpatient Clinic will operate from July 24th to August 2nd 2015. During this period, services will be
available from 8:00 to 22:00 every day, and 24-hour emergency and ambulance services to the
designated hospitals will be offered at the Athletes´ Village territory.

17.2.2 Medical Service at Competition Venues


Athlete’s Medical Stations will be set up at all competition venues. In total, 11 Medical Stations will
operate with at least 1 doctor and 1 medical assistant per station, except Cycling and Judo (2
doctors and 2 medical assistants per station). It will provide on-site medical services for accredited
persons with access to these areas. After on-site treatment, if the on-site doctor considers it
necessary, the injured shall be transferred by ambulance to the designated hospitals. Athlete’s
Medical Stations will provide services one hour before the competition until all the athletes leave
the venues.

17.2.3 Medical Service during Official Training at Venues


Medical services will be available during all official training times at all training venues. The services
will include on-site emergency medical support and ambulance services in case of transportation
will be required to hospitals of EYOF Tbilisi 2015.

Since no medical services will be offered by the Organizing Committee outside of the official
training times, accredited personnel should call 112 for assistance.

17.2.4 Medical Service at the Opening and Closing Ceremony


Ambulance will be present during opening and closing ceremonies. They will be parked near the
venues to provide first aid treatment, on spot emergency services as well as transportation to the
designated hospitals.

Specially trained Medical Volunteers will be assisting spectators and diverting them towards
Ambulance.

17.2.5 Medical Service at the Hotels


There will be no dedicated medical office in the EOC and EYOF hotels and the Main Media Center.
However, if any representative of the EOC requires medical assistance they will be able either refer
to Outpatient Clinic of Athletes´ Village or call 112 for the emergency services or simply ask the OC
staff or volunteers for help.

17.2.6 General Examination Rooms


Organizing Committee will provide each NOC bringing their Medical Team with a room within the
accommodation allotment in the Athletes´ Village serving as the NOC General Treatment Room.
General Treatment Rooms will have all necessary furniture to enable adequate functioning of the
space as a treatment room (table, chairs, and small cabinet for medicine storage. Treatment table
can also be provided upon request. NOCs are requested to accommodate their orders within the
defined deadline via official form published on our official web page NOC Section/Medical.

17.2.7 EYOF Tbilisi 2015 Partner Hospitals


According to the location of venues, the Organizing Committee will designate three official
hospitals for Tbilisi 2015. These hospitals will offer urgent ambulatory and urgent inpatient
services. Patients will be transported to hospitals by EMS according to the predetermined plan.

Distance from each venue to designated hospital will not be longer than 5 kilometer and driving
time will not exceed 10 minutes.

17.2.8 Physiotherapy Service


The EYOF Tbilisi 2015 Organizing Committee will support NOCs that do not have their own
physiotherapy staff by providing a limited physiotherapy services within the Outpatient Clinic of
Athletes’ Village. NOCs should reserve a session in advance by either calling (or visiting) the

Outpatient Clinic. Please, note that Physiotherapy services will be provided on the first come first
serve basis.

17.2.9 Medical Expenses Policy for Client Groups


In case of acute diseases, attack of chronic diseases and injuries the accredited personnel of NOCs
will receive free medical treatment at the Outpatient Clinic of Athletes’ Village, Medical Stations of
Venues, ambulance services, inpatient treatment or emergency services in designated hospitals, if
necessary.

Chefs de Mission or their authorized representatives who participate in the preliminary meeting are
entitled to free medical services from the date of their arrival to the end of the Festival.

17.2.10 NOC Team Physicians


NOC Team Physicians will be required to register in order to practice medicine in Georgia. NOCs will
be provided with an application form for NOC Physicians to apply for authorization to practice. The
details will be communicated during the Chefs de Mission Seminar. The Organizing Committee will
send notification to NOCs prior to the Festival, once the authorization is granted by the Ministry of
Health of Georgia.

17.2.11 NOC Team Physicians Meetings


EYOF Tbilisi 2015 will organize an NOC Team Physicians’ Meeting on 26 July 2015 at 09:30 am at the
Main Operating Center located on the second floor of hotel next to the AVL.

17.2.12 Injuries and Illness Study


All injuries and illnesses newly occurring in competition or training during EYOF Tbilisi 2015 should
be registered using the “EYOF Injury and Illness” form. The Chefs de Mission will receive these
forms during the one-to-one Meetings.

The forms are available in English, German, French, Spanish, Russian and Italian.

Completed forms need to be handed in to the NOC Services Centre by the end of the Festival no
later than 1st of August. Extra “Injury and Illness” forms will be also available at the NOC Services
Centre. The forms can be also downloaded from the NOC section at the official website in the
medical services and doping control section.

18 DOPING CONTROL PROGRAM

Doping Control Program will be conducted by Tbilisi 2015 OC together with the Georgian Anti-
Doping Agency (GADA) in accordance with WADA Code 2015, IST requirements and WADA
Outreach Program.

Doping Control Program envisages two types of activities: testing of participating athletes and
increasing anti-doping awareness through educational quizzes.

Athletes in-competition testing will be arranged via two Doping Control Stations which will be
managed by high level Anti-Doping Managers. Testing will be conducted by licensed Doping Control
officers while. Specially assigned chaperons will accompany selected athletes to the doping control
stations.

One of the Doping Control Stations will be located at the Mziuri Tennis Courts serving 4 sports
including Tennis, Handball and Basketball.

Another Doping Control Station will be located at the Athletics Stadium (New Tbilisi District) serving
following 6 sports: athletics, gymnastics, swimming, volleyball, judo, cycling.

Athletes selected for the doping control will receive transportation services to/from doping control
station. They always have to wear their accreditation while reaching the doping control station.

18.1 TUE

All athletes taking any medication that is listed in the WADA 2015 Prohibition List must provide a
medical report stating the necessity of such treatment. It is necessary to obtain Therapeutic Use
Exemption (TUE) prior to the Festival from the National Anti-Doping Organization (NADO) and
accordingly from the respective. Corresponding information on TUE should be sent to the Doping
Manager. Athletes should send the TUE application in advance to the EF or NADO prior to the
Festival. After the TUE is approved NADO should send the written confirmation to the athlete’s
NOC.

Deadline for submission of TUE to the OC is 11 July 2015.

18.2 Wada Outreach Program

With the purpose of promoting anti-doping educational programs Tbilisi 2015 OC plans to conduct
anti-doping quizzes for athletes. Special corner will be assigned for such education program at the
AVL main dining hall. Winner participants will receive prizes.

During the Festival high speed and quality Wi-Fi will be provided at AVL and all dedicated zones
within the venues for all accredited persons:

20 VIP SERVICES

Tbilisi 2015 Organizing Committee worked out full package of services for VIP guests and all the
activities are planned to meet high level services ensuring their pleasant and memorable stay in
Tbilisi.

20.1 VIP Registration & Accreditation

Special Invitation letters together with General Information package will be sent to the NOC
Presidents and Secretary General by 15 April 2015. NOCs will be able to register their VIPs via RAS
filling in all necessary information. NOCs will be able to book accommodation for their Presidents
and Secretaries General as well as their accompanying guests using bulk template form uploaded
on RAS. The registration deadline is 20 June 2015.

Accreditation cards will be delivered to the VIPs at the EOC Family Hotel upon arrival.

20.2 VIP Transport

The transfers of VIP and Guests from and to the airport, as well as to and from the competition
venues and other event venues during the Festival, will be provided. However, for a smooth and
proper transport activity, the transfers back and forth to the venues should always be booked
previous day before 20:00 at the VIP Assistance Desk in the EOC Family hotel lobby.

For the official Ceremonies and social events, buses will transport all VIPs and Guests back and
forth from the Hotels. Additional information will be provided in due time. VIP & Guests may use
their accreditation to travel on official EYOF shuttle buses. Please refer also to paragraph 16.6 for
additional information.

20.3 VIP Lounges

VIP Lounges set up at the EOC Family Hotel and each venue will offer quick snacks and drinks.
Volunteers will assist VIPs at each venue during competitions and OPCER/CLOCER.

20.4 VIP Hotels

The official EOC Family Hotel Radisson Blu Iveria located in the city center will accommodate EOC
members, NOC Presidents and Secretaries General with their accompanying persons and TDs.
Additional Tbilisi Marriott Hotel can be also reserved for VIPs by OC.

20.5 Social Program

During the Festival Tbilisi 2015 OC offers VIPs diverse social program including official receptions.
Official invitations with additional details will be sent out accordingly in due course.

Furthermore, additional program will be planned throughout the Festival for the NOC guests and
accompanying persons offering visits at the surrounding landmarks and other interesting venues, as
well as wine tours, introduction of Georgian cuisine, etc. VIPs will receive corresponding
information at the VIP Info Desk located at the EOC Family Hotel lobby.

21 SECURITY

EYOF Tbilisi 2015 Security Department cooperates closely with the state and municipal police to
ensure safe and secure Festival for all participants.

Security officials will operate at the Athletes’ Village and sport venues to provide the adequate and
necessary security measures present during all the phases of EYOF from the moment of delegates’
arrival at the airport, in accommodation facilities, at the competition and training venues as well as
internal transportation.

The EYOF Organizing Committee will have security service on the entrance check points in all
Festival venues to ensure that only authorised persons are allowed in designated areas.

The EYOF OC strongly advises that all the EYOF participants be careful with the traffic and follow
the traffic regulations using the traffic and pedestrian zones.

Security officials will adhere in their work to detailed operation manuals and regulations at all the
venues and areas.

The Security Department provides:

 24/7 security for all accredited participants and Festival guests


 protection of the equipment and vehicles
 entrance checks of Accreditation Cards and access permission to particular areas and zones
 checking observance of the regulations at all the venues

21.1 Applicable Legislation

Subject to the Law effective in the country it is prohibited to possess arms, ammunition or
explosives on the territory of Georgia. It is prohibited to bring into the AVL any types of spirits,
alcoholic beverages and any item that may be deemed as risky for the safety of the residents.

21.2 Security Policy at the Athletes’ Village

AVL will be surrounded by a perimeter fences. Access to the Athletes’ Village and its residential
zone i.e. nine residential blocks, will be possible only for Accreditation Card holders.

The perimeter will be guarded 24 hours a day. All accredited persons are requested to wear their
Accreditation Cards visibly at all times to show it to the security staff, when necessary. Only the
vehicles with valid Vehicle Access & Parking Permits are allowed to access AVL parking areas.

AVL is a non-smoking area.

21.3 Access for Non-Accredited Persons

For non-accredited persons access to the AVL will be granted only with corresponding Guest
Passes. These passes can be issued based on special written requests submitted to the NOC
Services Centre in advance. Please refer to paragraph 12.12.1 for additional information

21.4 Useful Recommendations:

 In case of emergency: call 112 and inform Organizing Committee;


 Hotline 2015 will operate during the Festival for any urgent questions.
 In case of loss of personal property: inform NOC Services Centre immediately;
 In case of losing Accreditation Card: report immediately to the NOC Services Centre at the
AVL or venues respectively;
 In case of theft: inform OC Security staff immediately;
 In case of traffic accident outside AVL or at the venues: call 112 and inform OC Security staff
immediately.
 In case of any problems, troubles or difficulties do not hesitate to contact your NOC
assistant or our staff at the NOC Services Centre or elsewhere to solve the situation.

22 VOLUNTEERS

EYOF Tbilisi 2015 volunteers will include citizens of Georgia and youngsters selected from several
European countries. In total 2000 volunteers will provide best possible services during the Festival.

22.1 NOC Assistants


NOC assistant is a category of volunteers-specialists assigned by the Organizing Committee to the
delegation of the participating countries in order to provide skilled general administrative support
and assistance, as well as language support, during the Festival.

22.2 Delegation Assistant Classification


Each NOC delegation will be allocated a number assistants.

 Chief assistant - 1 assistant assigned to the Chef de Mission acting as a liaison person
between the CdM and the OC;
 Team assistant – 1 assistant assigned to team sports (VO, BK, HB) per boys and girls team;
 NOC assistant - volunteers assigned to NOC delegations. The NOC delegations with up to 60
persons will be assigned up to 2 NOC assistants, while delegations with over 60 will be
allocated up to 3 assistants. For small size delegations no additional NOC assistant will be
assigned (Only Chief assistant).

Chief assistants will meet CdM of each delegation during CdM Seminar in Tbilisi during 23-26 April.
During the Festival Chief Assistants will welcome CdMs at the Airport on arrival. They can be
identified by the special sign with the country name on it. Chief Assistants will escort CdMs to the
AVL and provide all necessary assistance.

22.3 Working Hours of NOC Assistants


NOC assistants will officially start work on 24 July 2015 and finish no earlier than the date when the
last member of the delegation departs but no later than August 3, 2015.

Working hours of the NOC assistants should be settled in agreement with the respective CdMs and
in accordance with the requirements of the official (training and competition) and social events.

We kindly ask CdMs to organize working schedule of NOC assistants from 7:00 to 22:00 in order to
provide safe working environment for volunteers.

22.4 Roles and Responsibilities


NOC assistants will assist delegation with A&D, AVL check-in and check-out procedure, transfer of
athletes to the training and competition venues as well as OPCER and CLOCER, accompany Chef de
Mission to One-to-One meeting, provide administrative and language support and perform other
duties requested by the CdM.

IMPORTANT NOTE: It is prohibited to involve NOC assistants in any issues relating to finance,
money transfer, official documents or securities. NOC assistants are not allowed to work overnight.

While working with the NOC assistant’s schedules following issues should be considered:
 NOC assistants have the same access rights to the venues as CdMs except for the VIP
lounges;
 Recreation zone for NOC assistants will be located on the territory of the AVL;
 Each NOC assistants, while on duty, will go through check-in and check-out procedures and
take a meal voucher at the volunteer’s office of the AVL. This can take up to 15 minutes
before and after the shift;
 NOC assistants will be fully supported by the OC Volunteer Department relating their
services, personal, matters and needs;
 Supervision of NOC assistants is managed by the Organizing Committee’s NOC relations
Department.

22.5 Recruitment and Training


Candidates wishing to work as NOC assistants were selected through a procedure of general and
functional interviews. Volunteers wishing to become NOC assistants must satisfy particularly tough
requirements such as exceptional knowledge of their national language and culture, English
language, and have high levels of motivation and positive attitude.

NOC assistants will undertake extensive trainings to efficiently and successfully perform their duties
during the Festival. Training will include overview of the history of the EYOF, the structure and
Festival-time operations of the Organizing Committee and the Policies and Procedures of the
Organizing Committee, sport events, transport infrastructure, Athletes´ Village, etc.

23.1 Tbilisi 2015 Brand Mark and Slogan


The European Youth Olympic Festival Tbilisi 2015 Brand mark consists of the European Youth
Olympic Festival, Tbilisi typography, 2015 & jumping man. Visual style presents a dynamic blend of
Georgian National ballet move “Assa” and a regular jump in Steeplechase.

23.2 EYOF Tbilisi 2015 Official Mascot


“P.E.A.K.Y” is the name of EYOF Tbilisi 2015 official mascot. This
is a two-word combination - “Peak” and “youth”. The
mascot resembles Kolkheti pheasant connected with the legend
on founding of Tbilisi, the capital of Georgia. This bird is
associated with speed and rapidity.

23.3 City and Venues Decoration


EYOF Tbilisi 2015 Organizing Committee envisages great variety of marketing activities to promote
European Youth Olympic Festival through mass media sources, including TV, press, radio, social
media and PR Companies. Spirit of the Festival and festive atmosphere will be felt not only in the
AVL and venues but all over the City.

Decoration of Competition and Training Venues will start from April 2015 until 15 July 2015;

Promotional activities are already in active phase with the banners located on territory of the Tbilisi

streets and regions. EYOF 2015 Illumination items will decorate all the avenues and central parts of
the city.

23.4 Merchandising

During the Festival at special points of merchandise it will be possible to purchase various items
bearing logo of the Festival.

23.5 Gift Set

Each accredited member of the NOC delegation will receive a bag containing all important
information about the Festival, promotional materials and small gifts.

23.6 Tbilisi 2015 Outfit

All working staff and service personnel will wear specially manufactured official uniforms with
Tbilisi 2015 logo. OC Staff Members, journalists, TD(s), referees/officials, volunteers, ball boys,
medical personnel, security personnel, drivers and Torchbearers will be equipped with the
uniforms.

24 MEDIA SERVICES

24.1 Media Center

Main Media centre will be located at the Holiday Inn Hotel in the central part of Tbilisi. The Centre
will serve both international and local journalists. MMC will open on 24th July and will operate until
the end of the Festival from 08:00 to 23:00. The opening conference will be organized on 26th July
at the Main Media centre and closing conference will be held on 1st of August.

All sport venues will include media sub-centres where media representatives will be regularly
updated on the latest results. Media staff will have comfortable environment and relevant working
conditions. Mixed zones and stand-ups will be assigned to ensure comprehensive media coverage.
Venue media centres will operate one hour before start of the competition and close one hour
after the end of the competition.

On 25th July presentation for the international and local media will take place covering the issues on
media services during EYOF Tbilisi 2015, including, transportation, access, zoning etc. After finishing

24.4 Media Accommodation

Media representatives actually are free to select their own accommodation however, they are
highly recommended to stay in the Holliday Inn – official Media Hotel, where the Main Media
Centre and Media transportation hub will be located. Holliday Inn provides special discount
for EYOF journalists. The price per night including breakfast is 142$ equivalent in Georgian Lari
single and 157 $ - double room. Journalists are responsible for their hotel reservations. Relevant
registration link will be posted on the official EYOF Tbilisi 2015 website, together with the
registration forms.

25 CEREMONIES

25.1 Opening Ceremony

The Opening Ceremony will take place on 26th July 2015 at the Mikheil Meskhi Stadium (Lokomotiv
Stadium) with the capacity of about 23 000 spectators. Estimated length of the ceremony is
maximum 100 minutes.

Program of the Opening Ceremony will be a balanced combination of the official protocol part
considered by the EYOF Charter including athletes parade, lightning of the Flame, taking oaths, key
speeches and artistic performance with diversified program, combination of European and
Georgian historical and traditional elements that will make the event pleasant, memorable and
impressive for all the athletes and guests.

25.2 Closing Ceremony

The Closing Ceremony will be organized on 1st August, 2015 at the Athletes’ Village. Organizing
Committee promises the athletes’ lots of fun, exciting and unforgettable closing party. Estimated
length of the ceremony is maximum 30 minutes followed by the farewell party.

25.3 Fun Zone in the Athletes’ Village

An amusement and entertainment area for NOC Delegations will be available in the Athletes’
Village.

Fun Zone is located in the Athletes’ Village, about 3-4 minute walk from each building. In the period
of 27 – 31 July 2 hour entertainment program will be offered in the evening hours.

Opening Hours: 27-31 July, 2015 between 20:00 and 22:00

Daily program will be printed and distributed in AVL.

25.4 Victory Ceremonies


The EYOF Tbilisi 2015 Victory ceremonies will be held in accordance with the protocol determined
by the EOC. Medal ceremonies will be held immediately after finishing of a competition at relevant
sport venues most probably except the team sports - basketball, volleyball and handball. Awarding
ceremony in these sports are planned to be held at the AVL before start of the closing ceremony-
tbc.

Winning athletes will be awarded with medals designed by the Organizing Committee which
incorporates Georgian traditional elements. The medals will be presented by international
distinguished guests along with the host city OC and local authorities.

Athletes shall appear at the victory ceremony in official NOC uniform and accreditation card; it’s

25.5 Torch Relay


Tbilisi 2015 OC plans the torch relay ceremony which will cover entire territory of Georgia. Special

Portable Cauldron will be placed in the most visible place of Tbilisi and will be lighted during the

25.6 Pre-Event Promotion

EYOF Tbilisi 2015 public awareness campaign started since August 2013. The combination of special
monthly events and targeted media campaigns with TV broadcasting and Ads, printed and online
Media involved, provide increased public awareness on the Festival. Monthly campaigns with active
youth commitment are organized regularly throughout Georgia.

26 OBSERVER PROGRAMME

EYOF Tbilisi 2015 Organizing Committee acknowledges the importance of sharing knowledge and
information between current and future organizers and plans to offer an Observer Programme for
anyone interested in learning about the preparations and organization of EYOF Tbilisi 2015.

The Observer Programme will take place during 29July – 1 August 2015. The programme will be
divided into two basic parts including presentations, personal meetings and venue tours.

Registration and participation details including program and other necessary information will be
communicated in due course. All those interested to take part in the Observers Program should fill
in the Registration Form via RAS and pay defined participation fee.

Observers will receive corresponding accreditation and relevant access to all the venues during
EYOF Tbilisi 2015. The observers have the right to use the shuttle bus service for transportation
over the course of the Festival.

Tbilisi is an interesting and exciting city for the European visitors with its ancient history and rich
traditions. We expect a number of guests, tourists, athletes’ family members and friends during
the Festival.

Noteworthy is that both F&F and other visitors will have free access to all competitions during the
EYOF Tbilisi 2015.
