Ar.Tejaswini - B DIVISION DESIGN TOPIC : SKILL DEVELOPMENT CENTER INTRODUCTION: India is one of the youngest nations in the world with more than 54% of the total population below 25 years of age. India's workforce is the second largest in the world after China’s. While China's demographic dividend is expected to start tapering off by 2015, India will continue to enjoy it til 2040. However, India's formally skilled workforce is approximately 2% - which is dismally low compared to China (47%), Japan (80%) or South Korea (96%).To leverage our demographic dividend more substantially and meaningfully, the Government launched the “Skill India” campaign along with “Make in India”. In this brief, we look at the Skill Development ecosystem in India - the need for Skill Development, initiatives taken by the Government and schemes introduced for skill government by the present government. Ni ‘OR SI VELOPMENT CENTER Livelihood opportunities are affected by supply and demand side issues. On the supply side, India is failing to create enough job opportunities; and on the demand side, professionals entering the job market are lacking in skill sets. This is resulting in a scenario of rising unemployment rates along with low employability Job Creation Youth Skilling Demand for Skilled Workforce AIM ‘The design exercise shall seek to expose the students to design 2-3 programmes catering male & female, in the form of learning and training spaces for various skill development endeavors. DESIGN OBJECTIVE * To develop research skills for Survey,government schemes and case studies © ToUnderstand and provide specific Infrastructure required for communities, and to conserve natural surrounding and social fabric suitable for these communities. To design spaces suitable for lifestyle in rural and semi urban areas. To Study & Design the building suitable to climatic conditions, by using local materials and applying unique/different Construction techniques. ‘The project shall seek to achieve a perfect balance, between the formal, academic manner of teaching and learning, and the more hands on practical exposure and training, While doing so, the project shall, in manners and measures possible, seek to blur the dividing line, between inside and outside - between classroom and workshop, ina manner that the unique spatial and experiential possibilities that emerge from doing so, are identified and amplified aptly USER GROUP Since the skills / activities being proposed need not necessarily be aligned with the mainstream. academic manner of learning prevalent in the country, the user group being trained here can vary in terms of age (legal working age - 14+), qualification, already acquired skill, etc, Establishing a common denominator (in terms of the apt manner of training), among these varying numerators, shall be the pre requisite, for designing the space. The motive is to help the youth of india to get highly skilled and become more relevant in today’s competitive world. For PMKWY training centre registration under PMKVY 2.0 scheme, there are certain procedures and rules that one needs to follow. © Training Centre Area: Usable area of 3,000 sq. ft. or more is recommended, However, this project can be done even in 1,500 sq. ft. also. © Infrastructure & Equipment: Training centres must have all the required infrastructure and equipment. as per job role, ‘© Dedicated Training Centre: The Centre must have an area marked for PMKVY training centre project which means no other course should run in that area. Training centre must have at least 2 Washrooms, separate for Boys & Girls each, Non-IT Courses: Training Centre must be equipped with at least 6 computer systems connected with the Internet. ¢ IT Courses: Training Centre has to be equipped with a minimum 15 computer systems connected with the Internet. © Training of Trainers (TOT): Each PMKVY training centre should have a TOT certified trainer for each job role. ‘© Biometric Attendance: Biometric devices (Aadhar enabled) for capturing student and trainer's, attendance shall be mandatory at the PMKWY training centres, ‘© Kaushal Melas: PMKVY Training centres should participate in kaushal melas at least once in every 3 months. Washroom Facil Important Parameters to Get 5 Star Grading Under PMKVY Training Centre Registration Scheme PMKWY training centres with excellent infrastructural facilities and equipments will get 5-star ratings. Training centres must follow below requirements in order to get S-star ratings under PMKVY Training Centre registration scheme. Lab & Classroom Area: 10 Sq. ft. per student so 300 sq. ft. of classroom & Lab Placement Desk & Placement Co-ordinator Non-Leaky, Well Finished Walls & Clean Floor Washroom Facility (Separate for Girls & Boys) Biometric Attendance System Student - Trainer Ratio: 30-1 Authorized Trainers TOT Certified Trainers SSC Certified Training Material Tool/Equipment as per Job Role Pantry & Parking Facility Disabled Friendly Ramp & Toilet Overhead Projector in All Classes CCTV Camera in Class, Lab & Reception AC in at least 50 Classes Power Backup RO / Water Purifier Library Facility Fire Fighting Equipment First Aid Kit Scheme Oriented Marketing Material SOURCE :hito:/Awwusewa.org/omkvy-training-centre-resistration-online CRAFTSMEN TRAINING SCHEME(CTS) ‘The Craftsmen Training Scheme (CTS) was introduced by the Government of India in year 1950 to ensure a steady flow of skilled workers in different trades for the domestic industry, to raise quantitatively and qualitatively the industrial production by systematic training, to reduce unemployment among the educated youth by providing them employable sills, to cultivate and nurture a technical and industrial attitude in the minds of younger generation, The Scheme is the most important in the field of Vocational Training, has been shaping craftsmen to meet the existing as well as future manpower need, through the vast network of ITls spread over various States / Union Territories in the country. The day-to-day administration of ITls under the Craftsmen Training Scheme was transferred to the State Governments/ Union Territory administrations with effect from the year 1956. From Ast April 1969, the financial control of the Industrial Training Institutes in the States as well as in the Union Territories was transferred to the respective State Governments / Union Territory. The financial assistance was granted to them in the form. of bulk grant in consultation with the erstwhile Planning Commission and the Ministry of Finance. Vocational Training is @ concurrent subject of both Central and State Governments. The development of training schemes at National level, the evolution of policy, laying of training standard, norms, conducting of examinations, certification, etc. are the responsibilities of the central government, whereas, day to day administration including an admission in ITIs rests with the respective State Governments / UTs. Presently, training courses under the Craftsmen Training Scheme are being offered through a network of 15,042 ITls (Govt. 2,738 + Private 12,304) located all over the country with total trainees enrolled 22.82 lakhs (in the trades of 1 year and 2 year durations) on NCVTMIS portal with an objective to provide skilled workforce to the industry in 138 NSQF compliant trades.
