 Alignment Layout tools greyed out


I am new to civil 3d and cant figure out why my alignment layout tools are greyed out



You are either trying to edit a data reference alignment or you need to reboot

Dear Friend,
I checked your dwg. First I suggest you to do what Joe has proposed.  
 
Further I would say It has several alignments and non of them have data. Seems like you are stuck in somewhere. I wish you better refer some
tutorials and have a move on.

I realized I did not have my survey database open for edit therefore it would not allow me to draw. How do I delete a survey database?

As I know there is no connection with survey data base and alignment layout. They are independent. Even I can draw an alignment on what you have
uploaded here without having no survey database.

 I have read and understand what your saying but all I know is that I opened the database for edit. attempted to draw the alignment and it
worked. Its a serious game of trial and error for me. this forum has been outstanding with getting me answers and help

The alignment tools graying out have been an ongoing problem form me since Civil 3D 2011. I don't use Survey databases and the problem occcurs
very occasionally and seemingly randomly and cannot be reproduced on demand
 
The only solution is to save the drawing, close and reopen Civil 3D and reopen the drawing - this has never failed to work for me

Agree with @neilyj and I would add that I have same problem with profile layout tool, only reopening C3D works.

I tried closing the program and restarting - then I checked the constraint editing tab.  Unchecked the Lock all parameter constraints and the
Alignment Layout Tools were not faded
