According to excavations at a Chinese burial cemetery in Cabugao Sur, Pavia was first
inhabited by primitive Malays in the 15th and 16th centuries, and thereafter by Chinese. 200 to
400 people lived in the village, depending on the source.
Pavia was officially founded in 1848, during the Spanish Colonial Era, by thirteen landowners in
what had previously been a "camping area," "settlement place," or a "abandoned location,"
when it split off from the town of Jaro.
In 1901, Pavia joined Santa Barbara, and in 1904, it joined Iloilo City. Pavia, Leganes, Iloilo, and
Jaro all broke away from Iloilo City in 1907 to form the suburb of Jaro. From 1916 until his
election as Jaro's Presidente Municipal in 1920, Petronilo Gumban presided over Pavia. Delfin
Gumban helped Pavia to become an independent municipality in 1921.
